ALLIANCE FOR EXCELLENCE IN HOSPICE AND PALLIATIVE NURSING 2010 ANNUAL REPORT Through the generous support of our corporate partners, Purdue Pharma and King Pharmaceuticals, the Alliance held its 3 rd Annual Summit in June 2010 and as before it was very successful. Leaders from six nursing specialty groups: American Nephrology Nurses Association, American Society of Pain Management Nurses, Celtic Health Care, Emergency Nurses Association, National Gerontologic Nurses Association and the American Association of Heart Failure Nurses were represented. The outcome of the Summit was a strong commitment to collaborate that began with an early morning walk. The Board of Trustees reviewed the information received from the 2008 and 2009 Summits and developed a strategic plan to implement the five main focal points: Strategic integration of palliative care principles in other health care specialties; research; model identification; advocacy and transitional care coordination. The four board meetings that the Alliance held in 2010 were productive addressing the common issues noted by the three sister organizations: the economy, healthcare reform and the public policy issues, the need to interface with other nursing specialty organizations and finally the commitment to research and concerns of the public at large. The Alliance has built a strong bond, being committed to meeting the needs of our nursing colleagues from other specialties as well as the public at large. Financially, our revenue is limited but our expenses are as well. The main focus of expenditure comes from the planning and implementation of the Annual Summits. This report highlights the major achievements accomplished in 2010 by the Board of Directors with the support of the CEO and National Office staff. 25th Anniversary Preparation; HPNA will celebrate its 25th Anniversary in 2011. A taskforce led by JoAnne Reifsnyder and Joy Buck was established and planning occurred in 2010 for recognitions activities that will be held in 2011. Interviews with members occurred; the history of HPNA will be presented in a history room at the 2011 Annual Assembly. A 25th Anniversary Dinner will be held at the 2011 Annual Assembly and will be used also as a fund raiser for HPNF. Past Presidents of the HPNA Board of Directors will also be recognized at the 2011 Annual Assembly. JHPN will have a new cover for 2011 honoring the 25th Anniversary. Professional Development

• The Mentoring program continued with 5 mentor/mentee dyads formed • HPNA has a recognized list of content experts that can be utilized by outside groups

seeking expert assistance in different areas of hospice and palliative care • The number of new chapters increased from 36 to 44 by the end of 2010; additionally 18

provisional groups are in development • The State Ambassador program increased from 14 to 24 • E-newsletters are now being sent out twice a month to all members • HPNA members completed a course on writing abstracts and publishing during the 2010

Leadership Weekend • Social networking continues through Facebook and Twitter • Elections continue to be conducted by electronic voting with an increase in participation • Spiritual Care and Value of the Advanced Practice Nurse in Palliative Care position

statements were completed • Initiated a presence in Washington by hiring Bryan Cave to represent HPNA • Approved Guiding Principles developed by the Public Policy Committee for Bryan Cave • Began the use of Live Chats where members can participate in a question and answer live

chat time with different experts • Developed HPNA Communication Communities which includes roundtables, discussion

boards and SIGs • HPNA has been the chair of the Hospice and Palliative Care Coalition (HPCC) during

2010, which includes AAHPM, CAPC, NHPCO, NPCRC, and the HPCC was joined by NASW in 2010; there has been active involvement in legislative and regulatory issues throughout the year

• HPCC became a member of the National Quality Forum’s National Priority Partnership and the HPNA President was chosen as the representative for this group

• The HPNA President and HPNA CEO participated at the National Quality Forum National Priorities Partnership Palliative and End of Life meeting in November

• The HPNA CEO served on a task force within the AAN to develop a policy brief in response to the discussion about death panels

• HPNA became an affiliate member of ANA • Membership exceeded 9,700 members

Education Resources

• A Learning Management System was enhanced with additional web courses including a free three-part Dementia web course

• Seven new books were developed • The fourth Clinical Practice Forum, focusing on pulmonary disease, was held with more

than 170 palliative care and/or pulmonary nurse attendees • The AAHPM/HPNA Annual Assembly was held in Boston, MA with more than 2000 in

attendance • HPNA continued under contract with the VA to develop educational materials for nursing

assistants • HPNA collaborated with ELNEC to provide programs in various locations across the

nation with more than 250 attendees • The new editor for the Journal of Hospice and Palliative Nursing began in January and

has already made positive changes to the journal • HPNA surveyed members about the benefits or receiving the Journal of Palliative

Medicine as a second organizational membership benefit with positive results Research

• The 2009-2012 Research agenda was reviewed with focus on planning for an updated Research agenda for 2013.

• HPNA participated in the Kathy Foley Research Retreat in October by initiating the HPNA Research Scholars program sponsoring five research scholars to attend

• The Research Committee continues to review the feasibility of a Research Conference in conjunction with the Clinical Practice Forum

The National Board for Certification in Hospice and Palliative Nursing (NBCHPN) in its 17th year continues to grow in program development and expand in breadth of certification. Highlights and accomplishments of the past year for NBCHPN® include:

• A total of 3,749 hospice and palliative care professionals achieved initial certification or renewed their certification in 2010, bringing the total of number of certificants to over 18,000.

• The 2010 NBCHPN® Certificant of the Year Awards were presented in Boston, Massachusetts during the NBCHPN® Certification Recognition Luncheon at the HPNA/AAHPM Annual Assembly March 4, 2010. The luncheon included a presentation by David A. Swankin, Esq. President and CEO of the Citizen Advocacy Center on meeting public expectations. o Niki Koesel, RN, MSN, APN, ACHPN of Charlotte, NC was the recipient of

the Certified Advanced Hospice and Palliative Nurse (ACHPN®) of the Year Award

o Florence LeClair, RN, BSN, CHPN of Worchester, Massachusetts was the recipient of the Certified Hospice and Palliative Nurse (CHPN®) of the Year Award

o Tracey Judkins, LPN, CHPLN of Las Vegas, NV was the recipient of the Certified Hospice and Palliative Licensed Practical/Vocational Nurse of the Year Award (CHPLN™).

• The 2009-10 Employer of the Year was awarded to Hospice of Southern Illinois. • In July, NBCHPN® took part, once again, in the annual HPNA-sponsored gathering of

Program Directors of graduate nursing schools that offer specialized education in palliative care. NBCHPN® presence at this meeting helps to keep the issues of certification for the APN in hospice and palliative care as part of the agenda.

• NBCHPN® continued with the process of developing a certification exam for pediatric and neonatal palliative care and hospice nurses by formation of a pediatric exam development committee (EDC) through convening a panel of pediatric experts to create the exam content. The first exam will be offered March 2011.

• NBCHPN® remains a very active member of the accreditation organizations, the American Board of Nursing Specialties (ABNS) and the Institute for Credentialing Excellence (ICE) formerly known as the National Organization for Competency Assurance (NOCA).

• NBCHPN’s first Situational Judgment Exam (SJE) was initiated this year as part of the Hospice and Palliative care Accrual for Recertification (HPAR) for Advance Practice

Nurses. The SJE uses a series of case-based scenarios to test critical reasoning and clinical application of content knowledge beyond the level of the initial certification exam. It allows for an in-depth assessment of the approach used by the individual to handle the complexity of real-life clinical situations and can test not only assessment and treatment decisions, but also ethical and professional topics, such as team building, communication, public policy, and research.

• Based on feedback from certificants, the Board of Directors voted to allow the use of the Hospice and Palliative Alternative Recertification (RN HPAR) process as an option for renewal of certification of the Certified Hospice and Palliative Care Administrator (CHPCA) credential beginning in 2011.

• NBCHPN® continued to work with its sister organizations, HPNA, and HPNF, through the Alliance for Excellence in Hospice and Palliative Nurses, to promote the unified voice of professional membership, certification, research and education by:

o Participating in the 2010 Alliance for Excellence Summit Meeting built on the successes of the first Summit in 2008 by convening with leaders from six nursing specialty groups: American Nephrology Nurses Association, American Society of Pain Management Nurses, Celtic Health Care, Emergency Nurses Association, National Gerontologic Nurses Association and the American Association of Heart Failure Nurses.

o Supporting the technical workgroup for the APRN Regulatory model of The Licensure, Accreditation, Certification, and Education (LACE). The LACE model is the product of substantial work conducted by the Advanced Practice Nursing Consensus Work Group and the National Council of State Boards of Nursing (NCSBN) APRN Committee. The goals of the LACE model is to clearly define APRN practice, describe the APRN regulatory model, identify the titles to be used, define the accountabilities of each component group of the model—Licensure, Accreditation, Certification and Education—and describe the emergence of new roles and presents strategies for implementation.

o Establishing the creation of Board restricted funds in the areas of Program Expansion, Collaboration, New Ventures, and Infrastructure Expansion.

o Continuing to provide funding for certification scholarships and research grants available through Hospice and Palliative Nurses Foundation (HPNF).
