  • Senate Bill 1 School Finance Bill Rep. Patrick Amendments Regular Program Adjustment Factor (RPAF) Sunsets the RPAF language after the 2012-2013 biennium. Requires future changes to be set by statute rather than, an appropriations committee. Proration Language Reinstates current law proration language after the 2012-2013 biennium. Requires legislature to fulfill funding obligations in next biennium if shortfall in current biennium exists.
