Stokes County Board of Commissioners

On behalf of the County Board of Commissioners, I am proud to present the second annual report to

the citizens of Stokes County. The purpose of this publication is to provide information about many of the

programs and projects that your county government is involved with, or is required by state law to provide.

We also want to make you aware of some of the positive things that your hard earned tax dollars are

accomplishing. In addition to those programs required by the State, your Board of Commissioners estab-

lished some priority goals, or projects that we wanted to accomplish during our terms of office. Many of

these are currently being implemented and the benefits are now being recognized. Others require more time

and effort, and we are still working on them.

This report will include some detailed information about the county’s finances and shows where our

funds come from and what they are spent on. According to our "Comprehensive Annual Financial Report"

and our 2008 audit, Stokes County continues to improve its financial strength and our auditors gave us an

unqualified opinion. This means no financial irregularities were found during the annual audit. Your County

Commissioners and county staff try very hard to be good stewards with your tax dollars and provide needed

services to our citizens in the most effective and cost-wise manner possible.

The Board of Commissioners has every reason to be proud of our professional county department

heads and staff that provide services directly to the citizens of Stokes County. Included in this report are

some of the more significant accomplishments they and members of their staff completed during the past

year.

Economic DevelopmentParkdale America, LLC, located near Walnut Cove, is a textilecompany producing yarn used in production of under garments.During 2008, the company worked with the county in its effortto modernize production equipment in the Walnut Cove plantrather than another location. The $30,000,000.00 equipmentupgrade will enable the plant to remain competitive in the glob-al market and retain current staff.

Duke Energy Industrial Site Readiness ProgramThe program provided an extremely detailed analysis of the

strengths and weaknesses of an existing industrial site to helpthe county better market the site and improve the odds ofattracting companies to the site. In addition to analysis of sitecharacteristics, the program also provided a conceptual build-out map of the site to fully demonstrate the best and most valu-able use of the property, see photo.

Regional Tourism Initiative (RTI)The RTI is aregional initiativeto promote thetourism industry inparticipating loca-tions: 5 counties in

N.C. and 3 in Va. During 2008, the RTI hired a consultant tohelp with development of a regional "Brand Identification."The identification is a means to better identify the area as wecompete with other localities to attract visitors and their dollarsto the region and Stokes County.

Housing RehabilitationA total of twelve homes completed participation in the SingleFamily Housing Rehabilitation and Scattered SitesRehabilitation Grant Programs. Rehabilitation work totaling$540,000 was completed.

Stokes County UtilitiesIn July of 2008 Stokes County’s Public Works Departmentassumed operational responsibility for the Danbury water sys-tem which supplies the Stokes Reynolds Memorial Hospital,Stokes County’s government center, and close to one hundredother business and residences located in the town of Danbury.The 30-year-old system had historically suffered from numer-ous leaks, which placed the town’s water supply in jeopardy.Public Work’s staff, along with NC Rural Water Associationstaff, spent a full week using specialized leak detection equip-ment to discover and repair numerous leaks of various sizes.The repairs reduced the number of gallons pumped by approx-imately 50%. The Town of Danbury and Stokes County col-laborated to obtain a mixture of grant funds to fund most of thesystem rehabilitation cost estimated to be $986,500.

Relocation of County OfficesThe county reallocated some existing office space and completed construction ofnew office space on the third floor of the Ronald Regan Building. This activitywas undertaken to accommodate space needs of the court system and to makeattainment of services more convenient for our citizens.

Third Floor of Ronald Regan Building (1014 Main Street, Danbury):

Planning /Zoning/Building Inspections,Environmental Health, EconomicDevelopment and Public BuildingMaintenance/Utilities were moved tothis location. The relocation makes a vir-tual one-stop-location to obtain buildingand septic tank permits, or water andsewer taps for citizens living in areasserved by the Danbury Water / SewerSystem or the Stokes County Water andSewer Authority.

Day Reporting Center (105 Old Church Road, Danbury):District Resource staff moved downstairs and EMS administration and billingstaff moved to the upper ground level floor

Stokes Community Services Building (700 N. Main Street, Danbury):Fire Marshal’s Office moved to the lower ground floor across from the NCForestry Service Office

Elections• Registered 3,859 new voters, including 1,115 in October• Administered statewide elections for the 1st primary, 2nd primary, and generalelection, including candidate filing, campaign finance management, precinctofficial and one-stop worker training, testing of voting equipment, oversight ofone-stop and absentee mail-in voting, other Election Day preparations, and cer-tification of post-election results • Opened one-stop voting sites in King and Walnut Cove for the 1st primary andgeneral election for the first time, in addition to the previous site in Danbury;oversaw voting of 7,747 citizens during one-stop voting for the general election• Implemented state-mandated procedures to allow county residents to registerand vote at the same time at one-stop sites

• Managed over 1,600 absentee mail-in requests and over 1,300 returned ballotsduring the general election• Oversaw a turnout of almost 73% (22,108 voters) for the general election

Veteran ServicesApproximately 4,170 veterans reside in the countyand they are served by a part-time director whoassisted them or their dependants with completionof forms or appeals to obtain services or benefitssuch as:Compensation and or pension to veterans and wid-ows, $5,697,000.00Education and Vocational Rehab, $188,000.00Insurance and Indemnities, $108,000.00Total federal benefits of $10,442,000.00 were pro-vided to Stokes County Veterans.

Information SystemsDeveloped and implemented Video Conferencing for Probable Cause Hearings.This process utilizes video conferencing to conduct a Probable Cause Hearingwith the Magistrate regardless of the Magistrate’s location, Danbury or King. Asa result, fewer patrol car miles were driven, fuel consumption was reduced andthe officer was able to return to service and take new calls quicker.

Redesigned the county website to make it easier to navigate and provide a broad-er range of information.

Created a Public Safety Website that iseasily accessed from the general countywebsite (www.co.stokes.nc.us) to pro-vide citizens a broad range of publicsafety information and links to otherinformative sites related to weather con-ditions, road conditions and school clos-ing.

Cooperative Extension1. Stokes County 4-H and FCSin partnership with the EatRight Network implemented aNutrition-in-a-box programfor 4th grade classes in StokesCounty, total of 3 schools andover 300 youth with nutritionstations. The five stationstaught about label reading forfat, sugar and salt consump-tion. Youth learned aboutproper portion sizes and healthy snack foods. 2. Worked with three operations to add value to meat goats by reducing input costand make goat operations profitable. The operations switched from a grain fed situ-ation to a more holistic system that included FAMACHA, rotational grazing, selffeeding of high protein cooked blocks and no grain. Non-labor savings from theseefforts were $3,885.00.3. Collaborated with Healthy Carolinians and the Stokes Reynolds Hospital to holda series of farmers’ markets to provide fresh locally grown produce to residents, hos-pital patients and hospital staff. Enhanced nutrition, increased profits for small lim-ited resource farmers and collaborative community efforts all contributed to makethis a huge success. Plans are being developed to continue this offering in 2009.4. A definitive gap exists between the generation of computer savvy individuals andindividuals who are not computer literate. Most farmers in Stokes County rely onnotebooks to keep farm records. Through collaboration with NC A&T and ForsythTechnical Community College, Stokes County Cooperative Extension provided theF.A.C.T (Farmers Adopting Computer Training) program to small, limited resourcefarmers and their families who desired computer literacy skills. 12 farmers complet-ed over 60 hours of hands-on computer training to assist them with records man-agement.

Stokes Soil and Water Conservation District (SWCD)The Stokes Soil & Water Conservation District (SWCD) offers technical, financial,and educational resources to citizens of Stokes County through various programsdesigned to improve water quality and prevent soil erosion. In 2008, funds from the following programs were disbursed to qualifying landown-ers in Stokes County with resource concerns on their property for the implementa-tion of best management practices: NC Agricultural Cost Share Program (state funds) – 11 contracts written; obligating$79,616Community Conservation Assistance Program (state & grant funds) – 3 contractswritten; obligating $8,054Drought Assistance Program (state funds) – 15 contracts written; obligating $65,750Environmental Quality Incentives Program (federal funds) – 6 contracts written;obligating $73,696.36 Foundation for Soil & Water Conservation Grant (grant funds) – 1 contract written;obligating $5,625Combined total of funds obligated to Stokes County through the Soil & Water Officein 2008 was $232,741.36. In October 2008 the Stokes SWCD also received a three year 319 grant to improvethe water quality of the Dan River which was listed on the State’s 303(d) ImpairedList in 2006. This grant will go to farmers who farm land directly adjoining the DanRiver or one of its tributaries for the installation of best management practices tohelp prevent sediment and fecal coliform from entering the watershed.Visit the Stokes Soil & Water website at www.stokesswcd.org for more information.

Arts CouncilProvided over 9,000 students and faculty of Stokes County Schools, 250 seniors and25 developmentally disabled adults with arts programs and events. Organized and funded The LivingStorybooks "Wonderful Adventuresof Brer Rabbit" in all eleven ele-mentary schools, as well as theDancers inSchools Program by the CarolinaBallet.Organized three programs by theNC Shakespeare Festival for"Romeo and Juliet" in three StokesCounty Middle Schools.Provided funding assistance to North and West Stokes Bands.Provided organizational assistance to North Stokes Theatre Arts production.Provided funding assistance for art programs at King and Walnut Cove SeniorCenters, as well as Village Care and Walnut Ridge Assisted Living facilities.Provided funding assistance for theatre, drumming, and painting classes at StokesOpportunity Center.Organized Christmas in Historic Danbury and City of King Christmas parade.Applied for and received program grants in excess of $35,000 for the fiscal year.

Senior CenterStokes County Senior Services is a service provider and resource center for senior adults to accessprograms designed to maintain wellness, prolong independence and improve quality of life.

Nutrition services are offered at three congregate locations throughout the county or delivered tothe home of homebound adults. • Congregate Meals: Served 13,432 meals to 200 older adults at King Recreation Acres, FranciscoCommunity Building or Walnut Cove Senior Center. • Home Delivered Meals: 37,030 meals served to 253 homebound clients. Service delivery ismade possible through the dedication of volunteers who drive approximately 368 miles each serv-ice day.

Transportation services assist older adults who cannot provide or arrange their own transportation. • General Transportation: 8,629 units of service provided to 94 clients to access nutrition sites,human service facilities, health promotion activities, educational opportunities, shopping and gov-ernmental agencies. • Medical Transportation: 73 clients received 1,951 units of services to medical facilities includingtransportation for dialysis & cancer treatments, physical therapy and service to veterans and thevisually impaired.

Health Promotion activities include: • National Senior Health & Fitness Day, Nutrition Education, ScamJam, Exercise Equipment, Stroke Screening, OsteoporosisProgram, Farmer’s Market Vouchers, Operation Heat Relief, andNutrition Supplements. Walkers available for loan.

Walnut Cove Senior CenterWalnut Cove Senior Center is a service provider for older adults to access programs and activitiesto maintain health and wellbeing. Walnut Cove Senior Center involves, enriches and empowersolder adults in our community. Our vision is to be an indispensable asset to older adults and thecommunity. We value a high quality of life for older adults in our County; we prioritize effectivepartnerships with county and community agencies.

GIS / MappingThis department prepares / maintains / updates real property maps and ownership records, based onsurvey and deed information. This office is also responsible for deed approval and the assignment/ maintenance of addresses for the Emergency 911 System. The GIS Mapping Department providesassistance to the public with property mapping needs thru a totally integrated GIS mapping system.

• Completed countywide aerial photography. Planning and ZoningThe Planning and Community Development Department is responsible for land use developmentand orderly growth. The department issues permits as well as administering and enforcing theadopted county land use regulations. The land use regulations include the zoning ordinance, subdi-vision regulations, flood control regulations, and drinking supply watershed regulations. Thedepartment is also responsible for administration and enforcement of the North Carolina StateBuilding codes: building, electrical, plumbing, and mechanical trades.

PROCEDURES FOR OBTAINING PERMITSThe first step to most all projects is approval from the Health Department for sewage disposal. State lawrequires that before a building permit can be issued an authorization or improvements permit must be issuedfrom Environmental Health. Once you have the improvements permit or authorization you will bring a set ofplans into our office. We check the zoning classification and location of the property to assure compliance withthe zoning and subdivision guidelines and then review the plans. The applicant obtains an address from map-ping. Most plans are reviewed the same day. If everything is in order a permit is then issued. This takes about15 to 30 minutes according to the size of the home.

Solid WasteIn fiscal year 2007-2008, Stokes County recycled 794.93 tons which included glass, plastics, aluminum, steel,newsprint, cardboard, and electronics. Of these 794.93 tons, 263.88 tons were white goods. Recycled 19,355gallons of used oil, 105 gallons of antifreeze, 277 batteries and 530.64 tons of tires. Stokes County disposed of10,806.16 tons of solid waste in the Forsyth County Landfill. Recycling is free to our citizens and greatlyreduces the cost of solid waste disposal that is paid for with tax dollars. We encourage our residents to recycleas much as possible. To help you, Stokes County has added recycling material information and drop off loca-tions to the County Webpage, www.co.stokes.nc.us .

Public BuildingsStaff assisted in the completion of new office space construction and moving departments to their new loca-tions. Completed a review and resetting of the HVAC systems in county buildings to reduce cost. New roofswere placed on the Government Center and 911 Call Center that were made of a material that reflects heat toreduce summer cooling cost. These activities are part of an on-going effort to identify opportunities to cut costsand save tax dollars.

District Resource Center (DRC)The DRC offers a blend of rehabilitative services and punitive sanctions as part of a structured, community-based supervision program that decreases incarceration costs and promotes reduction in offender recidivism.Fore every offender sentenced to the District Resource Center in lieu of incarceration, taxpayers save $45.00per day per offender (county jail sentences) or $75.00 per day per offender (state prison sentences) in incarcer-ation costs. During 2008, Stokes County District Resource Center served 55 offenders.

Pretrial ReleaseThe Stokes County Pretrial Release Program was imple-mented in 2004 to assist with incarcerated, non-violentdefendants who are not able to meet bond conditions. Casesof interest include those that if found guilty under StructuredSentencing are eligible for probation. The Pretrial Programserved 18 defendants (1940 jail bed days) in 2008. At thedaily jail incarceration rate of $45.00 per day x 1940 days,Stokes County taxpayers saved $87,300.00.

Work ProgramUsed 119 community service workers in completion of 3,621 project hours and resulted in a savings of $22,269.15 to the county ($6.15 min. wage x 3,621 hours of work).

Fire MarshalThe Fire Marshal’s Office offers a variety of Programs to assist in Fire Safety such as Juvenile Fire SetterPrograms, Adolescent Fire Prevention and Fire Safety Recognition Programs, Child Fire Safety EducationPrograms, and many other specialized programs intended to educate the Citizens of Stokes County in FirePrevention measures.

• Completed 28 Apparatus Pump Test for Stokes County Vol. Fire Depts.• Conducted 319 Fire Prevention Inspections• Conducted 177 Fire Scene Investigations• Charged 4 adults with 11 criminal/arson charges from fire investigations

We encourage everyone to have Smoke Detectors in their home and test them once a month to ensure properoperation. Emergency Medical Services (EMS)Responded to 7,999 calls for service.

In addition to treatment and transportation of sick orinjured persons, Stokes EMS personnel also assist withthe training needs of local fire departments, businessesand organizations. Our personnel assisted/participatedin events such as health assessments conducted duringHealth Fairs, provided child safety seat checkpoints andprovision of requested information by various groupsand organizations.

For the third time in the past four years, Stokes County EMS personnel won the 2008 NC Paramedic competi-tion held in Greensboro, NC, during the annual "Emergency Medicine Today" Conference.

Emergency ManagementThe mission for Stokes County EmergencyManagement is to protect the citizens and visitorsof Stokes County from the effects of natural andmanmade disasters through preparedness,response, recovery and mitigation actions.Emergency Management is larger than one singledepartment. All county departments, includinglocal fire departments must be involved to helpmitigate a large-scale incident. The LocalEmergency Planning

Committee, which consists of various county departments and local businesses andorganizations met bi-monthly to discuss and plan for an "All-Hazards" approach to thevulnerabilities of Stokes County. Exercises were held to validate this approach and tovalidate existing emergency plans. In 2008, Stokes County Emergency Managementsponsored 2 full-scale exercises and participated in a statewide tornado exercise.Stokes County Emergency Management also collaborated with the NC Highway Patrolto build 2 "statewide" radio system towers in Stokes County and purchased a MobileCommand Unit for disasters utilizing Federal Emergency Management PerformanceGrant funding. Sheriff Mike Joyce assisted in the purchase by utilizing Drug Seizurefunds to fully equip the unit with HYT Radio, laptop computers and other importantelectronic equipment. Emergency Management staff also assisted in the development ofa public safety website.
