CHAIRMAN’S REPORT
The success of any organisation will beperiodically determined by itsstakeholders who, in the case of ANSW, arethe clubs. They will eventually have thefinal say through their actions as to whatstructures and actions will be acceptableand the time frame behind theirimplementation. We are a non profit, statesporting organisation competing in asporting arena where new entities are
formed every year, in order to capture the patronage of the public. It istherefore of paramount importance to provide the best possibleservices to stay ahead of the pack and more particularly to deliverstrategies and programmes which compliment our club structure andpermit clubs to grow and thus improve competition and developmentopportunities.
It was primarily for these reasons that last year we introduced the“Clubs on Track” programme, which provided a template for criticalappraisal of club activities in order to highlight areas which perhapsneeded some more attention. Many clubs embraced the concept andreturned the questionnaire, allowing us to rank them into gold, silver orbronze status. Gold clubs received a financial benefit which could beused to assist in the running of their club and hopefully act as anincentive for other clubs to acquire gold status.
That was the first step in an ongoing process to improve the internalstructure of clubs.
The board believes that this program should play a major role in therationalisation and development of our sport and is committed torolling out the next stage in forthcoming months.
Another pleasing financial result was accomplished; aided by a lessthan budgeted relocation expense, an unexpected increase tosponsorship, entry fees from increased participation and a higher rateof return on investments. The board is very keen to maintain thepractice of delivering surplus budgets and, given normal tradingconditions, this approach should continue. We have a diligent androbust board who continue to question financial matters and evaluateopportunities as they may arise whilst still ensuring that our keybusiness functions are not compromised.
The on-line services delivered through our partnership with the IMGCorporation were recently extended to include registration and I ampleased to say that some twenty clubs have already availed themselvesof this time saving service. It is envisaged that eventually all clubs andathletes will support this initiative.
Greg Doyle has now entered his sixth year as CEO and continues to steerthe organisation in a positive and innovative manner. His managementof our affairs compliments his professionalism and dedication whichhave been underlined by the recent agreement reached with LittleAthletics regarding the joint funding of a Regional Athletics officer to belocated in the Hunter and Central Coast regions. This is a real stepforward for athletics and hopefully the first of many joint ventures.
The modest increase in registrations confirms the trend from last yearbut numbers remain our biggest challenge. A study was undertakento look into the feasibility of re-structuring two of our country regionsin an attempt to bolster membership and competition and give localareas more ownership of their operations. This is still a work in progressbut some headway has been made.
It is well known that the population is working longer hours andrecreational habits are changing; to the extent that people are notcommitting to long term involvement in activities, especially organisedsport.We may have to design a completely new competition structureto capture the interests of a new membership base.
The re-location of the ANSW office to Homebush was a majoroperation which fortunately had little disruption to our business. Ourpresence will give us direct access to school carnivals and the chanceto market the advantages of becoming a member of a club.
Our elite junior athletes continue to outperform their oldercounterparts but unfortunately the same old problem of retainingthem through their later teens and into their twenties remains. I believewe must radically change our approach to high performance andestablish a fund to support elite junior athletes who show outstandingpotential. The fund would target the top twenty to thirty rankedathletes and would provide sufficient support to allow training to betheir prime objective. We intend presenting a proposal to AthleticsAustralia before the end of the year.
The second “National Series Meet” was conducted in January and thesuccess of this meet has prompted us to make it a permanent fixtureon the calendar and elevate its status to a new level. We plan to makethis event so attractive to athletes that it will become one of theshowcase meets of the year.
In conclusion I would once again like to thank our officials, volunteers,club administrators and athletes who have worked so tirelessly insupport of our sport. It gives me great pleasure to provide toyou my Chief Executive’s report for theyear ended 31 March, 2007.
Athletics NSW continued to providequality service, value and programs tomembers, with our activities recognizedby our peers. Testimony to this beingAthletics NSW as a finalist in the‘Organisation of the Year’ category at theannual NSW Sports Federation Awards.
After ongoing discussions with the Sydney Olympic Park Authority,Athletics NSW entered into a tenancy agreement at Sydney OlympicPark Athletics Centre. This relocation is welcome; from both acompetition and development perspective. It will not only provideconvenience for the conduct of competitions but also provide AthleticsNSW with the opportunity to directly converse with venue hirers,particularly schools and associated school sporting associations.
The trading outcome for the year shows a robust surplus of $51,202with the Balance Sheet remaining strong. Continued improved liquidityprovided the foundation for increased investment in the sport. AsAthletics NSW continues to develop the business of Athletics, it isimperative that we continue to implement responsible financialmanagement in all aspects of the business, that will achieve long termfinancial stability and independence; as well as maximizing financialinvestment into the sport. Such a framework will position the sport forfuture generations of athletes and indeed ‘make a difference’.
We acknowledge the valuable contribution that our sponsors providedto our activities and operations. In particular, The Australian Instituteof Mathematics (principal sponsor), Resi Mortgage Corporation(Summer Club Premiership Series and the Sydney Track Classic), SkinsCompression Garments (Winter Club Premiership Series and EmergingAthlete Program) and Kings Track & Field (‘Clubs on Track’). In addition,we are grateful for the valuable financial support provided by the NSWDepartment of Tourism Sport & Recreation under the ‘SportsDevelopment Program’ and ‘Project Based Grants Scheme’ .
Although it is pleasing to note that total annual registrations slightlyincreased for the second consecutive year, we must address theongoing challenge to grow athlete membership. To increase ourregistration base, it is imperative that Athletics New South Wales fostersa network of vibrant, relevant and effective affiliated clubs, constantlystriving to service the needs of their members and engaging their localcommunities. Athletics NSW believes that the successfulimplementation of Clubs on Track, a model club policy incorporating aquality assurance framework, will encourage affiliated clubs tocontinually find new ways to improve in the identified areas of‘membership’, ‘administration’, ‘competition & events’, ‘coaching &officiating’ and ‘marketing & promotion’.
This implementation of Clubs on Track proved to be a feature of theyear. All clubs were required to complete a Clubs on Track EvaluationReport and subsequently ranked into one of four bands - Gold, Silver,
Bronze and Green. Both Gold and Silver ranked clubs were eligible toaccess various reward packages, totaling $30,000, through the ‘Get, Set, Go!Scheme’. Clubs on Track will remain a continued development high priority.
Athletics NSW provided a menu of participation and athletedevelopment programs to its members and the wider community.These activities provided all NSW athletes with the greatest possibleopportunity to progress as far as their talent, dedication and desire cantake them. Programs and activities included the Emerging AthleteProgram (EAP), ‘Teen Athletics’, the Secondary Schools Knockout,Indigenous Sport Program and the Active NESB Youth Athletics Project– ‘Have a Go!’ A highlight of the upcoming year will be the employmentof a jointly funded Athletics NSW and Little Athletics Association NSW(LAANSW) Regional Athletics Officer based in the Hunter and CentralCoast. The Officer will focus on three priorities - school programs,establishing and maintaining links between Centres and Athletics NSWclubs and facilitating the delivery of competitions in conjunction withlocal clubs/centres and relevant advisory groups.
In any business, the relationships formed between partners are thekeys to success and this is the reason why Athletics NSW is committedto a partnership approach with our membership and stakeholders.Athletics NSW entered into Service Agreements with Athletics Australia(MoU), LAANSW (‘Teen Athletics’ and ‘Start to Finish’ – Club LinkageProject), NSW Institute of Sport (NSWIS), Sydney Running Festival, NSWMasters Association and NSW Athletics League.
NSWIS continues to set challenging targets under the Track and FieldService Level Agreement and the Emerging Athlete Program (EAP)Service Level Agreement. The Joint Management Committees ensurethat objectives and targeted outcomes are reviewed and a clear focusis maintained. Special mention must be given to NSWIS Track & Fieldprogram co-ordinator Nicole Boegman and recently appointed EAPco-ordinator David Tarbotton for their efforts.
The coming year will see Athletics NSW not only consolidate suchworking relationships but additionally focus on collaboration withgovernment and their agencies to address planned facilitydevelopment and maintenance and work in conjunction with AthleticsAustralia and the Australian Track & Field Coaches Association(AT&FCA) to foster accessible coach education.
To meet the needs of our athletes and clubs, Athletics NSW iscommitted to the provision of a varied and relevant annualcompetition calendar of events. Whilst it may not be possible to satisfyall of our membership, the Competition Advisory Panel has committedenormous amounts of time and energy to introducing a competitioncalendar and program of events to achieve a heightened level ofmember satisfaction. Athletics NSW will continue to pro-activelyrespond to member feedback, with the fundamental aim to increaseathlete participation in competitions. A special thank you to thoseclubs who hosted Resi Club Premiership Series and our WinterPremiership Series meets (incorporating cross country / road running/race walking). The efforts and seemingly ever increasing commitmentof the officials, volunteers and administrators from these clubs ensuresthe success of all such events.

Spectators who attended the 2006 Australian All Schools & YouthAthletics Championships (7-10 December), 2007 Sydney Track Classic(National Series Meet, 13 January) and the 2007 Sydney Telstra A-Series(17 February) at Sydney Olympic Park Athletics Centre, witnessed someexciting athletics in their backyard. Special acknowledgement goes tothose NSW officials and volunteers who gave their time and to theLocal Organising Committee of each who ensured the efficientconduct and success of the championships. Athletics NSW willcontinue to pursue the conduct of national competitions in NSW, asthe conduct of such can only assist local athletes on their journey toachieving international success, as well as promoting athletics to thewider community.
To recognize the achievements of athletes, clubs, coaches andadministrators, Athletics NSW conducted its second AwardsPresentation Dinner at Sydney Rowing Club. The evening proved onceagain to be an outstanding success with over two hundred inattendance and Nick Moore as the master of ceremonies. This activitywill remain a permanent fixture on the Athletics NSW calendar.
We continued to consolidate and expand eCommerce practices aimedat further improving communication and administrative efficiencywithin the organization. Members now have the ability to completeonline competition entries and club registrations
Athletics New South Wales acknowledges the priceless and essentialcontribution that officials and other volunteers make to athleticcompetitions week in and week out. Their task in many ways isthankless, nevertheless critical for the conduct of our competitions. Toour dedicated team of Advisory Panel members representing‘Membership’, ‘Marketing’, ‘Competition’, ‘Officials’ and ‘Development’,who avail their time for the betterment of athletics statewide, a sincerethank-you.
To help address the decline in active technical officials, the Officials’Advisory Panel implemented a ‘Recruiting & Retaining Officials Policy’that incorporated the production of a” Where Can I help?” promotionalflyer. This policy aims to provide strategies for the recruitment,retention, accreditation and acknowledgement of officials andvolunteers. It will remain a focus of this group during the coming year.
We continue to receive the services of a host of office volunteers suchas Vilis Gravitis, and Mervyn Davies who provide enormous support tothe organization. Their dedication and commitment is valued andappreciated by all staff. Peter Lucas (Constitution Officer & SpecialAwards Committee) and Geoffrey Adelstein (Honorary Solicitor)continue to provide outstanding service to the organization.
A number of staff changes occurred throughout the year. Tim McGrathwas appointed as the Administration & Communications Manager,whilst Andrew Matthews was promoted to Competition Manager. Thefollowing staff departed the organization; Lennon Wicks (CompetitionManager), Justin Shumack (Administration & CommunicationsManager), Christine Gates (Development Officer) and Jessica Fry(Competition Officer). All of the above mentioned staff, as well asAshley McMahon (IT Consultant) have ensured the company’s success;
largely due to their enthusiasm, professionalism, expertise andwillingness to ‘get the job done’. A special mention to FinancialController, Richard Roach who expertly handled our accountingfunctions, ensuring that Athletics New South Wales accounts areprofessionally managed and reported to the Board in a concise andtransparent manner.
I would like to place on record my sincere appreciation to the Board ofDirectors, who throughout the year provided vigilant corporategovernance, as well as support and advice to management. ParticularlyI thank our Chairman, John Patchett for his wise counsel. It is a pleasureto work with a Board that is both truly professional in nature and keepsits ‘finger on the pulse’ of the members that they represent.
The ensueing year will see Athletics NSW continue to position the sportfor future generations, whilst upholding our continued commitmentto work with members, coaches, the community, Athletics Australia andstakeholders to lead a coordinated effort in providing quality athleticservices throughout New South Wales.

FINANCE DIRECTOR’S REPORTAthletics NSW delivered a surplus of $51,202 for the year ended 31stMarch 2007. Significant in this result was a one-off relocation expenseof $14,341(from Wentworth Park to SOPAC) and 'Clubs on Track'expenditure of $43,185. The strong financial result in light of the abovementioned expenditures was in a large part due to a substantialincrease in corporate sponsorship, most notably by the AustralianInstitute of Mathematics. This sponsorship enabled Athletics NSW toinvest in a number of initiatives not previously possible in the absenceof such sponsorship levels. The financial result was also assisted by theorganization continuing to secure an office rental agreement atdiscounted market rates.
This year’s financial performance has resulted in the net assets of theorganization exceeding $400,000 for the first time, nearly double thenet assets of five years ago. The strengthened balance sheet of theorganization has enabled the Board of Athletics NSW to budgetexpenditure in 2007/08 at a higher proportion of income than inprevious years. The Board has targeted Clubs on Track, regionaldevelopment and competition improvements to receive increasedinvestment in 2007/08, whilst still maintaining existing spending levelsin other key areas of the sport.

Adoption of Australian Equivalents to IFRSAs a result of the introduction of Australian equivalents to InternationalFinancial Reporting Standards (AIFRS), the company's financial reporthas been prepared in accordance with those Standards. Areconciliation of adjustments arising on the transition to AIFRS isincluded on Note to this report.

NOTE 1: STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES
General informationThe financial report is a general purpose financial report that has beenprepared in accordance with Accounting Standards, Urgent Issues GroupInterpretations, other authoritative pronouncements of the AustralianAccounting Standards Board and the Corporations Act 2001.
Athletics NSW Limited is a company limited by guarantee, incorporatedand domiciled in Australia
The financial report of Athletics NSW Limited complies with all Australianequivalents to International Financial Reporting Standards (AIFRS) intheir entirety.
The following is a summary of the material accounting policies adoptedby the company in the preparation of the financial report. The accountingpolicies have been consistently applied, unless otherwise stated.
(a) Basis of PreparationThe financial report has been prepared on an accruals basis and isbased on historical costs modified by the revaluation of selectednoncurrent assets, financial assets and financial liabilities for which thefair value basis of accounting has been applied.
(b) Cash and Cash EquivalentsCash and cash equivalents include cash on hand, deposits held at callwith banks, other shortterm highly liquid investments with originalmaturities of three months or less, and bank overdrafts. Bankoverdrafts are shown within shortterm borrowings in current liabilitieson the balance sheet.
(c) InventoriesInventories are measured at the lower of cost and net realisable value.The cost of manufactured products includes direct materials, direct
labour and an appropriate portion of variable and fixed overheads.Overheads are applied on the basis of normal operating capacity. Costsare assigned on the basis of weighted average costs.
(d) Property, Plant and EquipmentEach class of property, plant and equipment is carried at cost or fairvalue less, where applicable, any accumulated depreciation andimpairment losses.
i Plant and equipmentPlant and equipment are measured on the cost basis.
ii DepreciationThe depreciable amount of all fixed assets including buildings andcapitalised leased assets, but excluding freehold land, is depreciatedon a straightline basis over their useful lives to the companycommencing from the time the asset is held ready for use. Leaseholdimprovements are depreciated over the shorter of either the unexpiredperiod of the lease or the estimated useful lives of the improvements.
iii Depreciation ratesThe depreciation rates used for each class of depreciable assets are:

The assets' residual values and useful lives are reviewed, and adjustedif appropriate, at each balance sheet date.
(e) Employee BenefitsProvision is made for the company's liability for employee benefitsarising from services rendered by employees to balance date.Employee benefits that are expected to be settled within one year havebeen measured at the amounts expected to be paid when the liabilityis settled, plus related oncosts. Employee benefits payable later thanone year have been measured at present value of the estimated futurecash outflows to be made for those benefits.
(f) ProvisionsProvisions are recognised when the group has a legal or constructiveobligation, as a result of past events, for which it is probable that anoutflow of economic benefits will result and that outflow can bereliably measured.
(g) Goods and Services Tax (GST)Revenues, expenses and assets are recognised net of the amount ofGST, except where the amount of GST incurred is not recoverable fromthe Australian Taxation Office. In these circumstances the GST isrecognised as part of the cost of acquisition of the asset or as part of anitem of the expense. Receivables and payables in the balance sheetare shown inclusive of GST.
Cash flows are presented in the cash flow statement on a gross basis,except for the GST component of investing and financing activities,which are disclosed as operating cash flows.
(h) RevenueInterest revenue is recognised on a proportional basis taking intoaccount the interest rates applicable to the financial assets.
Revenue from the rendering of services is recognised upon the deliveryof the service to the customers.
All revenue is stated net of the amount of goods and services tax (GST).
(i) Government GrantsGovernment grants are recognised at fair value where there isreasonable assurance that the grant will be received and all grantconditions will be met. Grants relating to expense items are recognisedas income over the periods necessary to match the grant to the coststhey are compensating. Grants relating to assets are credited todeferred income at fair value and are credited to income over theexpected useful life of the asset on a straightline basis.
(j) LeasesLease payments for operating leases, where substantially all of the risksand benefits remain with the lessor, are charges as expenses in theperiods in which they are incurred.
(k) Comparative FiguresWhen required by Accounting Standards, comparative figures havebeen adjusted to conform to changes in presentation for the currentfinancial year.
(l) Income TaxThe company is exempt from income tax under provisions of Section23(g)(iii) of the Income Tax Assessment Act 1936, as amended.

NOTE 13: MEMBERS' GUARANTEEThe company is limited by guarantee. If the company is wound up, the Constitution states that each member is required to contribute a maximumof $50 each towards any outstanding obligations of the company. At 31 March 2007 the number of members was 98 (2006: 97).
NOTE 14: CAPITATION FEESAs part of the Memorandum of Understanding between Athletics Australia and Athletics NSW, a capitation levy of $4,139 was paid to AthleticsAustralia, which was then rebated back to Athetics NSW upon fulfilling the requirements set out in the Memorandum of Understanding.
NOTE 15: NATIONAL INSURANCE PROGRAMAs part of the Memorandum of Understanding between Athletics NSW and Athletics Australia, the National Insurance Program provided by AthleticsAustralia to Athletics NSW was valued at $43,193. In contrast to the treatment of Capitation Fees under the Memorandum of Understanding, thereis not a physical transaction of monies between Athletics NSW and Athletics Australia regarding the provision of the National Insurance Program.The value of the National Insurance Program is therefore not recorded in the company's accounts..

NOTE 16: FUNDS HELD IN TRUSTIn 1989, the committee responsible for the administration of the Athletes Games Fund transferred responsibility for the administration of the fundto the company on the basis that monies are invested to provide income and that donations be made to Olympic and Commonwealth GamesApppeals when required and where NSW athletes have been selected as competitors.In 2000, the company accepted management of the Centenary Trust. The Centenary Trust was established in 1988 to earn income to be used in theestablishment of grants, scholarships and awards to specifically develop and nurture athletics talent in NSW.From time to time the company receives money from various sources in respect of certain atheletes. These funds are held in a dedicated bankaccount and distributed to athletes in accordance with the guidelines of the Trust.The total funds held in trustr as at the 31st day of March 2007 amounted to: $155,668.

WINTER SEASON
The success of the 2006 Athletics NSW winter season was largely dueto the continued support and dedication of host clubs. In partnershipwith Athletics NSW, these clubs ensured that an improved quality ofState Championships were presented to stakeholders in cross country,road running and race walking fixtures.
In a very pleasing result, the total number of finishers in the CrossCountry and Road Running events rose considerably from 3189 to3501. An additional 148 individuals completed race walking fixtures tobring the total number of finishers to 3649.

SUMMER SEASON
Club Premiership
In 2006, ANSW was very fortunate to have RESI Mortgage Corporationas naming rights sponsor of this competition. Their support during thecompetition was highly valued.
Once again, this team competition was split across 7 venues andcompleted over 6 Saturday afternoon rounds (at two venues for fourweeks and a central venue for the last two rounds). Both metropolitanand regional centres hosted rounds of the 2006 event, at SydneyOlympic Park, E.S. Marks, Narrabeen, Illawong, Bankstown,Campbelltown, & Mingara.
Small structural changes were made to the rules of the ClubPremiership, in an effort to increase the number of clubs vying for thepremiership. This included an increase to points in the Open division,and replacing the U18 age group with a U17 and U20 division. Whilethe competition was still dominated by two clubs, a number of otherclubs competed well and the race for placings 3-6 was very close. TheCompetition Advisory Panel will again continue to fine tune thecompetition for the 07-08 season.
Average competition numbers dropped slightly on the previous year,with an average 410 athletes competing per week. Surprisingly,numbers at the split venue rounds were higher than previous years,with a downturn in numbers at the two SOPAC Rounds. These largeparticipant numbers continues to suggest that ANSW host “splitrounds”. This allows ANSW to continue to schedule more events eachweek, and allows use of venues outside of SOPAC. One of the biggestchallenges continues to be running to program with high numbers ofathletes competing. ANSW will continue to fine tune the timetables forthe benefit of all athletes.
Illawong & Districts Senior Athletics Club defended their 2005 title,easily winning the competition. UTS Norths were second, withBankstown third. These three clubs all benefited from the sponsorshipof RESI, each taking home prizemoney.
Allcomers
The structure of the 2006-2007 season resulted in a reduced numberof allcomer Competitions. These Competitions are conducted primarilyafter the completion of the Club Premiership season, and are used bymany athletes as preparation for upcoming State and National titles.Events were again offered in age groups for U18s, Opens, Masters andAWD athletes with a variety of implement weights, starting heights,and take-off boards.
Sydney Track Classic
The prestige of the Sydney Track Classic continues, with many highprofile NSW and interstate athletes, and an estimated crowd of 1500people enjoying an exciting night of track and field action in 2007.Again as an Athletics Australia National Series meet, the event washighlighted by the first of three enthralling battles between Lisa

Corrigan and Tamsyn Lewis in the 800 metres, and a dominant vitoryfrom National 100 metre Champion Joshua Ross. Resi MortgageCorporations’ support as naming rights sponsor was invaluable,including providing over $5000 worth of prizemoney.
State Championships
The NSW State Open and U18 Championships: The State Open Championship was again held in conjunction with theState U/18 Championships and moved back to its regular time slot ofearly February. The event was conducted over three afternoon/eveningsessions to maximize the conditions available and to allow athletes theopportunity to compete in multiple events. Athlete attendance wasextremely encouraging, with the number of NSW based athletes up onthe previous season.
The NSW State U16, U20 and U23 Championships: Due to the early scheduling of the Australian UnderageChampionships, this competition was staged in early January. As aresult, competitor numbers were slightly down, especially in the U16age group. ANSW will attempt to schedule this competition later in aneffort to increase participation.
The NSW Secondary All Schools Track and Field Championships: The Australian Institute of Mathematics NSW All Schools was onceagain the biggest event on the Athletics NSW summer calendar. Thisyear’s event was held over 2 weekends, with senior competition (15yrs-19yrs) and junior (12-14yrs). A combined total of 1300 athletescompeted, which is pleasing outside a Pacific Schools Games year. Thesupport of The Australian Institute of Mathematics was againinvaluable in assisting ANSW in conducting the competition.
The “Introduction to Club Athletics” meet was held in the lead up tothe NSW All Schools, aims to attract secondary school students tosenior athletic events. The event again proved successful. ANSW aimingto increase the number of meets in the coming season, to furtherentice school athletes to senior competition.
In a new initiative, the NSW State 10,000m Championships (Open andMasters) were held in conjunction with the State Open and U18Competition. Athlete representation was good, and, as such, ANSW willcontinue with this trial for the 2007-08 season
The NSW State 5,000m Championships was held in conjunction withthe Sydney Track Classic. Again, an excellent number of entries weretaken in both races, confirming the decision to feature this event awayfrom the regular state championships emphasising the ongoingsupport given to it from the greater distance running community.
The State 3000 metres Championships continues to grow with theparticipation numbers up markedly on previous years. A record 130athletes resulted in the need for three mens races and two womensevents. ANSW will continue to conduct the event in mid November, inconjunction with Club Premiership due to the current success of theevent.
The NSW State Relay Championships once again proved to be focalpoint of the Athletics NSW season with almost 800 teams from 30 clubsentering the championships. This event features a great mixture ofboth track and field relays with many state records being broken.
The NSW Masters Championships were conducted on a singleweekend at Campbelltown. Athlete numbers were very similar to theprevious year, with over 200 athletes competing. Thanks must go tothe Campbelltown Club, whose assistance in conducting ANSW eventsduring the season was first rate.
The NSW Club Championships produced a high quality battle betweenteams in both the U18 and Open age groups. UTS Northern Suburbswon the Open Male and Female events. Both teams travelled to Hobartfor the National Club Championship, at which UTS Northern Suburbsdid well to claim the Female National Club Title. This is the first time aNSW club has won the female event in its 15 year history. TheCompetition Advisory panel will be trialing a new format for the ClubChampionships in 2007-08, to provide a more exciting competition forboth athletes and spectators.
The Hunter Region hosted the NSW Country Championships at HunterSports Centre, Glendale. The Competition was held over the AustraliaDay weekend, with entry numbers up on previous years. Athletics NSWwould like to sincerely thank the efforts of the Hunter Region, the LocalOrganising Committee and the Hunter Sports Centre for putting on anexcellent two days of competition.
The NSW Country Club Premiership was again staged in late 2006, witha record 15 clubs participating. The competition continues to go fromstrength to strength, providing country athletes with the opportunityto be part of a Club point score competition. Congratulations to ForsterAthletics Club, who were the winners of the competition.
The 2006-07 season saw NSW’s turn to host the ACT, NSW & VICCombined Events State Championships. This was the final year in therotation, which has proved somewhat successful in allowing elite multievent athletes more high level competition. However, the CompetitionAdvisory panel will assess the current structure, bearing in mind thedeclining competitor numbers in this discipline.

The second half of the year saw incentive packages provided to theclubs who achieved Gold and Silver status under the ‘Get, Set, Go!’Scheme. These clubs were able to select a range of incentives rangingfrom registration subsidies for new athletes to new equipment. In totalAthletics NSW distributed $30,000 to clubs in terms of assistance.
Following feedback from clubs and extensive analysis of the results ofthe initial Evaluation Reports, the 2007-08 Evaluation Report has beenrefined to further focus on the most critical areas facing thedevelopment of our clubs. The emphasis in the coming year will be toassist those clubs who are struggling to achieve the benchmarks setdown in the Evaluation Report.
The Emerging Athlete Program, a joint initiative with the NSWIS,continues to grow in strength. A successful camp was held at theSydney Academy of Sport at Narrabeen. Much of the success of theprogram has been due to the expert administration of NicoleBoegman-Stewart (who has since been promoted as the NSWIS Track& Field Program Coordinator) and David Tarbotton, who commencedas the EAP Coordinator in December.
Athletics NSW continued its close working relationship with LittleAthletics NSW, with the focus on “Teen Athletics”. The aim of TeenAthletics is to bridge the gap between Little Athletics and AthleticsNSW competition.
Over 30 Schools entered teams in the “NSW Schools Knockout”. The aim of SKO is to provide schools throughout Australia with thechallenge of a unique team based track and field competition,promoting participation. The winner and runner up from each divisionhave the opportunity to represent their school at the National Final.
A successful State final was held during September, with the winningschools competing in the National final, this year held immediatelyprior to the Australian All Schools Championships in December.
A number of other development initiatives were implemented duringthe year. The ‘Have a Go’ Migrant Athletics Day was held in conjunctionwith the Auburn Migrant Resource Centre. The activity provided newlyarrived Australians the opportunity to experience athletics in a relaxed,culturally sensitive environment. Participants who showed furtherinterests have been linked with Asics Wests Athletics Club.
A North West NSW Tour was conducted, with students from regionalhigh schools relishing the opportunity to gain expert coaching in theirhome town.
A number of ground breaking coaching courses were held throughoutthe year, and saw Athletics NSW working with the Australian Track andField Coaches Association and other influential bodies to assist inensuring their success. In July, a newly developed Level 2 Event Specificcourse for Coaching Athletes with a Disability was introduced. This wasonly the third course of its kind to be run in Australia. Thanks must goto Alison O’Riordan for her assistance and contribution to the runningof the course.
In November 2006 a Level 1 Coaching Course was held in Dubbo inWestern New South Wales with over 30 participants. It is a fine exampleof the strength and interest in athletics in our regional areas. I wouldlike to thank Roger Green and Ron White for their assistance in theplanning and running of the course.

The significant event during the 2006-07 season in relation toMembership was the introduction of online registration. Although wehave been using online event entry for the past few seasons, theintroduction of the ability to pay for events and registration online is amarked improvement for both the organisation, clubs and athletes.
Both clubs and athletes now have the capability to register athletes inreal time via the internet using the Clubs Online system, supplied byIMG eCommerce. It is particularly appropriate to acknowledge thework of my predecessor Justin Shumack in setting up the system andthe continued assistance of Shannyn Merlo from IMG eCommerce inproviding day to day support in its operation.
Since Muswellbrook Athletics Club had the distinction of being the firstclub to process a registration online in mid November 2006, a numberof registrars have undertaken online training on how to manage theirclubs registrations. Online registration commenced in earnest in earlyMarch, when clubs were given the opportunity to commenceregistering athletes for the 2007-08 season. The introduction of a $2.50discount for each registration processed online has helped to drive themajority of new registrations through the Clubs Online system.
As with any substantial change, the period of transition is often adifficult one. In the current climate where our clubs are resourced bytime poor volunteers, the need to revolutionise the registrationprocess, which had remained largely unchanged since the 19thcentury, was essential. The new system used for registration reducesthe work needing to be done both by club administrators and in theAthletics NSW office. The support of club registrars in providingfeedback and identifying possible improvements to the system has,
and will be, a vital ingredient to the initial and continued success ofthe system.
In addition to the discount for online registrations, the upcoming yearwill see the introduction of a new registration category – TransitionAthlete. This category is designed to act as a conduit for young athleteswho completed the Under 15 age group in Little Athletics last seasonand will cost the same as a Dual registration currently does.
The other initiative to be introduced is that of competition vouchers forClub Premiership and Allcomers events. These vouchers will reduce thereliance on cash transactions at our summer events and rewardfrequently competing athletes with a discounted entry fee.
These new initiatives are part of Athletics NSW commitment toproviding valued membership to our athletes. As part of thiscommitment, this year the team levy for registered athletes wassubsidised for athletes competing in the Australian All Schools andAustralian Interstate Youth Match.
It is pleasing to note that there was a modest (1.2%) increase in the sizeof the Athletics NSW membership for the 2006-07 season. Over theupcoming year the Membership Advisory Panel will continue its workin providing feedback and initiatives as to how Athletics NSW can bestcater for our existing members and encourage new members into ourfold.

In the past 12 months the marketing advisory panel has focused on anumber of key areas of business activity for Athletics New South Wales:
• Continuing to support the CEO, and other full time staff members,in the preparation of sponsorship proposals.
• The all important activity of servicing a sponsor once agreementhas been reached.
• Reviewing the type of product – competition, development etc –the sport offers its key stakeholders.
• Ensuring a level of public awareness of what is happening in thesport – things as small as results regularly published in the mediacan have a significant impact.
• Improved internal communications to key stakeholder groups(specific initiative with officials).
Rather than operate on solely a meeting based methodology, the paneloperated on a more remote style, providing input to the full time staffand Directors as required on specific matters. In addition, the Panel didhold a number of general overview and planning meeting during theyear.
Athletics NSW’s proven ability to attract and retain sponsors continuedto be one of the highpoints of the year. As an organisation we continueto have a wide and varied panel of sponsors covering a range of theorganisation’s activities and events. We have created a suite ofsponsorship opportunities that enable a range of commercialorganisations to become involved in our sport at different levels offinancial commitment. This strategy enables Athletics NSW to spreadits sponsorship risk and so not be over-dependant on one sponsor. Butwe must recognise the significant commitment Athletics NSW’sprincipal sponsor, the Australian Institute of Mathematics, has made tous and the Panel is currently working closely with AIM to ensure theygain maximum benefit from their association with us and achieve theircommercial objectives..
However, we must not rest on our laurels and need to continue torefine our sponsorship service capabilities and seek out new andexciting sponsors to support an even wider scope of athletics activities.
During the past 12 months we have also seen the roll out of the newand improved branding for Athletics NSW. This has included:
• Increase signage at events (increasing atmosphere)
• Production of promotional stickers
• Competition flyers
• Teen Athletics flyers
All these are simply outward demonstrations of the morepromotionally and communications aware Athletics NSW, intent onraising awareness and branding of the sport in New South Wales.
One of the major activities of the year has been a joint initiative withthe Officials Advisory Panel … the development of an officialsretention and acquisition programme. The importance of officials in
the staging and management of our sport has long been recognised,but in recent years we have seen the retirement of some of our mostexperienced officials and the slowing down in the recruitment of newofficials. This is due to a number of reasons, one of which is theincreasing popularity of Masters Athletics, so giving older people anopportunity for active participation later in life and another fact is thatour officials are seen to be doing such an excellent job, so many peoplethink “they don’t need any help from me”.
This initiative was based on research into the reasons for not havingmore officials, why people do stop officiating and some of the barriersto further recruitment. Armed with this information we were able toput in place a range of benefits and communication strategies aimedat increasing the number of active officials supporting the sport. Themost visible element of the programme to date is a brochure designedto attract new people into the fold of officiating and keep those wehave enthused and active. This brochure is simply the communicationsmedium for a wide ranging, strategic and important programme forAthletics New South Wales.
The Marketing and Officials Advisory Panels will continue working onthis important initiative in the coming months, expanding its scopeand hopefully improving the outcomes and results achieved.
The Marketing Advisory Panel has also met and identified its key areasof focus for the coming months. These will include:
• The need to conduct research into the development of our“product”, to consider ways of making it more attractive to all ourstakeholders.
• Input into the development of the Sydney Track Classic, building onthe undoubted success of last years event and making it a key dateon Sydney’s sporting calendar.
• Further support of all our sponsors to ensure their commercialobjectives are integrated into the sponsorship agreement and aremet.
• Continued review of raising the profile of athletics in the sportingand other communities of New South Wales.
Marketing is a dynamic business discipline and our Panel must alwaysbe sensitive to changing needs in the market place, among our keystakeholders. In essence we must never be stuck on an agenda … if themarket situation changes, we may need to respond and change tack.With the team currently in place we are in excellent position to helpAthletics New South Wales face the commercial and marketingchallenges it faces in today’s sporting arena.

The Panel’s major initiative this year has been to develop a long termprogramme for the recruitment and retention of officials. For such aprogramme to be successful a marketing approach was needed. TheMarketing Advisory Panel was approached to assist in the programme’sdevelopment and readily accepted the challenge.
Over the past years there has been a net reduction in the number ofofficials participating in our sport in all states of Australia. Thisprogramme is designed to reverse the trend in New South Wales. Aspart of the programme, a range of clothing items is being developed.These items will be either available for purchase by officials or beprovided to them by ANSW. Already ANSW has begun providing eachcurrent official with a shirt for street wear, a backpack and name badge.
A quality brochure has been produced to assist in recruitment ofofficials. The brochure is being distributed to clubs, affiliatedassociations and the one thousand people on the officials’ database.This database lists all officials who hold an Athletics Australia officials’qualification. We hope this database will be a main source of additionalactive officials.
In the coming months, further programme initiatives will be developedand undertaken by the two advisory panels. The programme is in itsinfancy and will take some years to fully develop and achieve thedesired outcomes.

The Athletics NSW/NSWIS Emerging Athlete Program (EAP) continuedthe delivery of its program aimed at the development of track & fieldin NSW.
The program aimed to improve the sport of track & field in NSWthrough the identification, recognition, development and retention oftalented emerging athletes and the development of their coaches.Following is an overview of the highlights, activities and results of theprograms.
EAP CoordinatorIn September 2006 Nicole Boegman-Stewart was appointed to the roleof NSWIS Track and Field Coordinator. Rob Medlicott who waspreviously in the role has moved on to another position in NSWIS asCoordinator of Coaches and Program Services. In December 2006David Tarbotton was appointed to the role of EAP Coordinator. David,a national level hurdler, had worked for the past six years in HighPerformance at Athletics Australia. He had previously worked forAthletics NSW in the areas of development, competitions, media,communications and administration.
SquadIn early 2007, the squad was finalised with 202 members (21 Gold, 147Silver and 34 Bronze). The squad size in 2006 had been 211 (13 Gold,144 Silver and 54 Bronze).
During the year eight EAP athletes progressed through to NSWISscholarship level with Lachlan Renshaw (800m), Lucy Starrat (3000m),Lara Tamsett (3000m), Selma Kajan (800m), Chloe Tighe (1500m),Annabel Davies (javelin) and Kurt Mulcahy (100m/200m/400m) nowNSWIS Junior Bronze scholarship holders and Leigh Bennett (400mhurdles) NSWIS under 23.
Highlight Performances in 2006/07Throughout the year a number of EAP squad athletes also representedAustralia at a major championship:

World School Games, Athens – June/July 2006Ten EAP athletes competed at the World School Games in Athens withTracey Morton and Vika Lolo the only two athletes to win medals forthe Australian team. Tracey and Vika scored second place victories inthe 200m and shot put respectively with other EAP athletes settingpersonal best (pb) results.
2006 IAAF World Junior Championships, Beijing, 15-20 AugustFourteen NSWIS athletes represented Australia at the 2006 WorldJunior Championships. Seven were NSWIS scholarships holders and sixEAP. The leading EAP results were produced by Kurt Mulcahy who wasa semi-finalist in the 200m. NSWIS Scholarship holder, Dani Samuelswon gold in the discus.

5th World Youth ChampionshipsOstrava, Czech Republic, 11-15 July 2007
Thirteen EAP and one NSWIS athletes were selected in the AustralianTeam for the 2007 World Youth Championships, representing 42% ofthe overall team, (32% representation achieved in 2005). The event isfor U18 athletes and will be held in Ostrava, Czech Republic in July.

2006 Australian All Schools Championships8-11 DecemberThe NSW team performed with distinction at the Australian All SchoolsChampionships, held in Sydney in December. The NSW team,dominated by NSWIS/ANSW Emerging Athlete Program athletes,claimed 36% of the medals. There were many stars for the blues withNSWIS scholarship holders Kurt Mulcahy and Olivia Tauro thestandouts.
Kurt, 17, a 200m semi-finalist at the recent World Junior Championshipsin Beijing, won the under-18 sprint treble, a rare feat. Kurt lowered hispersonal bests in all events. He also broke the 100m and 200m meetrecords and was close to Miles Murphy’s 400m meet record. Hisoutstanding times were: 100m 10.54w (ht 10.68), 200m 20.94w (ht21.07), 400m 47.27 (ht 49.10).
Sydney’s Olivia Tauro dominated the under-17 100m and 200m events,recording three World Youth Qualifying performances. Coached by PaulHallam, Olivia also broke a 24 year-old meet record in the 200m andsmashed her personal bests with times of 11.75 (100m) and 23.65(200m).
EAP athlete Jacinta Doyle underlined her heptathlon potential, withmedals in the hurdles, jumps and sprints. Jacinta, a training partner ofOlivia Tauro, won gold in the under-17 100m hurdles, silver in the longjump and bronze medals in the sprints. Jacinta was very close to WorldYouth qualifiers in three events. In the hurdles heats she ran under thestandard (illegally wind assisted), in the long jump, she was just 6cmbelow the standard and in the 200m she missed the standard by amere 0.01 seconds.
Wollongong surfing superstar, Sally Fitzgibbons, won double goldclaiming the under-17 800m and 1500m titles. Her wins were veryconvincing with her 1500m performance of 4:25.85 achieving a WorldYouth qualifying time.
Australian Under-18Match, 10-11 March 2007The NSW team, including 26 EAP athletes, dominated the AustralianUnder-18 match, taking the title for the third consecutive year with 301points, ahead of Queensland on 260. The NSW women were particularlystrong claiming 15 of the 21 events. The 4x100m relay team alsolowered the State record. Final points score for the 40 events: NSW 301,Qld 240, Vic 221, SA 189, Tas 161, WA 112, ACT 72.
World Cross Country ChampionshipsFukuoka Japan, 1-2 April 2006Two EAP members were selected in the Australian team. Lucy Starratand Lara Tamsett ran the under-20 race and placed 36th and 43rdrespectively. They assisted the junior team to 9th place.
World Cross Country ChampionshipsMombassa Kenya, 24 March 2007Two current and two former EAP members were selected in theAustralian team for the World Cross Country Championships. CentralCoast athlete Ben Guest placed 51st in the junior men’s event.Unfortunately Lexy Gilmour withdrew before the team departed dueto injury. The two former EAP, now NSWIS scholarship holders selectedwere Lucy Starrat and Lara Tamsett who placed 34th and 36threspectively in the junior women’s race.
EAP Camp and ClinicsThe second annual Track and Field EAP camp was held at the SydneyAcademy of Sport at Narrabeen (8-11 July). Overall 120 athletes and upto 50 coaches contributed to a successful four days and it was a greatopportunity for all who attended. The positive feedback about theprogram has been fantastic and we hope to continue theseopportunities for both coaches and athletes. The program includedtraining sessions with specialist coaches, pool and yoga recoverysessions, physiological testing with NSWIS sports science staff andteam building activities.
Athletes had the opportunity to meet with some of Australia’s top eliteathletes such as 2006 Commonwealth Games gold medallist RosemaryHayward; silver medalist Will Hamlyn-Harris, triple Olympian AndrewMurphy plus distance runner Suzy Walsham, long jumper John Thornell,high jumper Claire Mallett and sprinters Preya Carey and Kris Neofytou.
Athletes also attended seminars on Drugs in Sport, Sport Psychology,Nutrition and Athlete Career and Education services. Amongst thehighlights were the presentations by EAP patron and triple OlympianMelinda Gainsford-Taylor on her road to success and from 1996 WorldTriathlon/Duathlon Champion Jackie Fairweather on “Special Issues forFemale Athletes”.
Coaches were offered the opportunity to attend two days of seminarsdesigned to develop their own personal coaching and enhance theirathletes training programs. The presentations included information onSkill Acquisition, the use of Biomechanics, Sport Psychology for

Coaches, Strength and Conditioning, Speed Development andpreparing a junior athlete to step up to the senior elite level.
Denis Knowles’ presentation on his coaching and development ofNSWIS junior athlete Dani Samuels proved to be a highlight amongthe coaches along with the practical session of Strength andConditioning. Many coaches also enjoyed the chance to network withother coaches over the weekend.

Monday 10th AprilRunning with the Kenyans An open opportunity for athletes and coaches to spend some timewith Rueben Kosgei (3000m steeple chase – Sydney 2000 GoldMedallist and 2001 World Champion). Athletes participated in a lightsession on Wentworth Common with Ruben and fellowCommonwealth Games athletes from Kenya, Jonathon Komen andHaron Keitany. Afterwards Ruben spoke to athletes and coaches onsome of his experiences as an elite distance runner, the Kenyan way ofdistance running and training and living in Kenya.
Saturday 13th MaySprints/Relays ClinicTwenty athletes and fifteen coaches attended the Sprints/ Relay clinicrun by National High Performance Coordinator for Sprints, Hurdles andRelays, Paul Hallam.
Saturday 20th MayPole Vault clinic ,CampbelltownA fantastic response to the Pole Vault clinic saw up to 60 athletes andcoaches attend the day at the Campbelltown Athletic Centre.Presenters were Mark Stewart (coach of Commonwealth Games GoldMedalist Steven Hooker), Aaron Holt (NSWIS S&C) and Craig Schulstad(NSW Open Pole Vault Record holder).
Saturday 11th November Coaches Clinic/ Athlete Sports Science TestingA coach/athlete development day was held at the new NSWIS officeson 11 November. NSWIS and EAP coaches were updated with apresentation on the latest sports science developments in coaching,recovery techniques and how they and their athletes can utilise theservices at the new NSWIS location. At SOPAC the athletes participatedin another round of sports science testing and a specific sprints/relaysession with the National Sprints/Relay High Performance CoordinatorPaul Hallam.
Australian Youth Olympic FestivalSydney 19-20 January 2007
The competition included teams from China, Chinese Taipei, Oceania,New Zealand and four Australian teams. A total of 38 EAP athletes wereselected amongst the 120 Australians selected – this comprised 32% of
the team. Emerging Athlete Program Squad members won 39 medals,including 15 Gold. They also set seven meet records and four achievedWorld Youth Qualifying performances in six events. Lomana Fagatuaiwas a new qualifier with a massive personal best of 14.43m in the shot.In the women’s 800m, EAP athletes were outstanding, claiming the firstfour places and in the men’s 1500m four of the first five were from NSW.
On January 13 at the NSWIS offices a Throwers Clinic was conducted forathletes and coaches on Developing Athleticism for young throwers.Three coaches, with international experience, Merv Kemp, Peter Lawlerand Rudolf Sopko lectured at the clinic. Sixteen attended the throwsclinic.
Open training sessions with leading NSW squads were offered to EAPcoaches and athletes throughout January. About 25 coaches andathletes attended these sessions.
Throughout the year the EAP continued its partnerships with RegionalAcademies of sport and secondary schools with appropriate sportsprograms, to assist in the delivery of services to EAP athletes in theirarea. In 2006 the EAP continued its partnership with the South WestSydney Academy of Sport (SWSAS) and Westfields Sport High andcommenced a new partnership with the Central Coast Academy ofSport (CCAS). In 2007 the same three partnerships are in place for thecalendar year.
Athletes and coaches have been kept up to date with all the latestinformation and events with the NSWIS/ANSW newsletter. Eightnewsletters were distributed in 2006/07.
