For 32 years the Fund for the City of New York’s Public Service Awards Program has honored outstanding civil servants whose work performance and commitment to the public transcend not merely the ordinary but the extraordinary — day after day and year after year. In honoring these winners, we also acknowledge the contributions of the many thousands of dedicated public servants who, with integrity and devotion, perform the work that keeps this complex city running.

This year’s winners, and the 209 winners from previous years, were selected from among more than250,000 eligible workers in the mayoral agencies, the Transit and Housing Authorities, the Health and HospitalsCorporation,The City University of NewYork, district attorneys’ offices and the public libraries.

Winners come from all levels and ranks of NewYork City’s government.

For 17 ye a rs Sandra Bloodwo rth has been implementing one ofthe less heralded but more astonishing aspects of the turn a ro u n dof New York City’s transit system: the re t u rn of an aesthetic sensibility to the subway s , giving 4.5 million daily ridersunexpected encounters with beauty, h i s t o ry and whimsy. Anartist herself, Ms. Bloodworth worked with the MississippiArts Commission supporting community arts groups therebefore coming to New York and eventually to the MTA,which had started its Arts for Transit Program about three yearsearlier. Since 1996 she has directed the program which advo-cated for restoring precious mosaics and terra cotta pieces created when the subways were first opened 100 years ago,introducing new art, commissioning and displaying postersand photographs in subway stations and operating the “MusicUnder New York” program, which brings live subway stationperformances to scores of stations weekly.

In addition to attracting artists and overseeing the work of newart installations — 15 to 20 new projects start annually andabout 40 are in progress at any given time; 152 pieces of art in140 stations have been installed since the program began —she has played a role in many of the system’s design elements,from railings and Metrocard vending machines to new subwaycars. Working against great odds, with immense fiscal con-straints and decades of indifference to maintenance, she hascharted a return to the original subway founders’ vision of anetwork ennobled by touches of grace and beauty.

The MTA’s NYC Transit subway system contains the largestsubway car fleet in the world with 27 interconnected routesand 468 subway stations. Ms. Bloodworth’s goal is to have artin every one of them.

Judy Ja m e s - H e rnandez moved from her native Jamaica to acramped New York City apartment when she was 16 ye a rs old.Finding her new home confining and illogically and inconve-niently laid out, she developed an interest in urban design and arc h i t e c t u re that led to undergraduate studies in urbana f fa i rs and economics and a graduate degree and a career ina rc h i t e c t u re, 25 ye a rs of which have been in HPD.

HPD is the largest municipal developer of afford a ble housing in the nation. It is currently carrying out a five - year $3 billionplan to fund the creation and pre s e rvation of 65,000 units. M s .Ja m e s - H e rnandez has wo r ked in HPD in a neighborhoodp re s e rvation office in the Bedford Stuyvesant section ofB ro o k l y n ; served as a construction manager learning first- h a n dabout the intricacies of completing projects on time and with-in bu d g e t ; m o n i t o re d the rehabilitation of buildings and c o n t rolled the cost of doing so and interacted with contractors

on many jobs. She now plays a leadership role in a team thatove rsees the design and re building of entire blocks of abandonedbuildings in some of the city's most depressed are a s , p a rt i c u l a r l yH a r l e m , M e l rose in the Bronx and Bushwick. She supervises 15p rograms which create new housing ranging from one-familyhomes to developments with thousands of units.

To t - l o t s , off street parking cleverly masked by landscaping,building façade materials that blend harmoniously with n e i g h b o ring stru c t u res and welcoming public lobbies are notre q u i red by the codes that gove rn new constru c t i o n .M s . Ja m e s -H e rnandez reaches beyond the minimum re q u i rements of herjob when rev i ewing and discussing with deve l o p e rs their t a x p ayer-funded housing construction plans. She puts fort hc o nvincing arguments for more cre a t ive, l iva ble design concepts,a lways ensuring that tax dollars are spent wisely on sound housing that serves the public we l l .

S p i ro Kattan came to New York City from Jo rdan when he wa sa child. He attended local schools here and earned an A s s o c i a t eD e gree in automotive technology from New York CityTechnical College. He entered city gove rnment in 1984 as avehicle mechanic for the Parks Depart m e n t , s t aying there for 12ye a rs . In 1996 he transferred laterally to DOS. A year later heapplied for a position as an equipment specification writer andgot the job developing technical specifications for new ve h i c l e scoming on line. D O S, o ri ginally known as the Department ofS t reet Cleaning, is the wo r l d ’s largest, using 5,700 vehicles top e r f o rm its collection, s t reet swe e p i n g , re c y c l i n g , salt and sands p re a d i n g , s n ow re m oval and related functions.

M r. K a t t a n ’s critical assessment of the performance and re p a i rre c o rds of old equipment, identification of areas of neededi m p rovement and careful testing of claims made about newequipment and technology earned the respect and confidence

of his superi o rs . In 2000, as the City faced increasing gove rn-mental mandates to improve air quality, M r. Kattan was asked tohead the newly established A l t e rnate Fuels/Clean Air Progr a m .He has become DOS’s point person in the highly technical,politically sensitive mission of reducing emissions from DOS’vast fleet and has become an expert , a d vocate and leader, in hisown ri g h t , p resenting and sharing information with mu n i c i p a l-ities around the country. D O S ’s is the first and only city agencyto introduce ethanol-mix fuel to some of its fleet; m o re than800 vehicles now run on alternate fuels; another 650 areequipped with advanced emission contro l s . DOS has been incompliance with federal standards since 2004 for its entire dieself l e e t . Pilot tests of hy b rid vehicles and other new technologi e sa re underway — all under Mr. Kattan's careful wa t c h .

For 26 years, dietitian and nutritionist Theresa Landau hasbeen providing an expanding array of nutritional services toexpectant and new mothers and their children in theMorrisania section of the Bronx. As the Director of theMorrisania Diagnostic and Treatment Center’s WIC program,one of about 50 New York City outposts of the nationwidesystem that provides nutritional education and financial assis-tance to low income pregnant women and mothers, Ms.Landau has been a trailblazer, creating innovative programs andhelping to establish statewide and regional associations ofWIC programs to effect large-scale change. She has beenbecome a forceful advocate, helping to ensure a state budgetline dedicated to WIC and more than tripling its state funding.

Ms. Landau has earned national recognition as a hands-onadministrator who intervenes on behalf of her most needfulcharges, connecting them to social services beyond those her

program offers and, in emergencies, finding them shelter, emo-tional support and other necessities. Stories of Ms. Landau’scompassion and personal commitment are legion, and haveachieved almost legendary status among the WIC community.

Modest, always crediting her dedicated staff of 26 nutritionists,nurses, public health educators, lactation consultants, coun-selors, outreach workers and support staff and masteringSpanish to be able to communicate with her clients, she hasexpanded the Program’s basic mandate of providing financialassistance, by adding nutritional counseling services, late-night and drop-in hours, a breastfeeding peer counseling p rogram that has become a model for the state, and establishedsatellite offices at a school for pregnant teenagers and at a shelter for homeless pers o n s . Health statistics show herProgram’s participants and their babies are doing better thancomparable non-participants.

O ver a 32-year career in New York City gove rn m e n t , Ju l i u sSpiegel has served with distinction in four agencies in positionsr a n ging from management intern to budget director to pro d u c-t ivity improvement project director for the Mayo r ’s Office ofO p e r a t i o n s . For the last 23 ye a rs he has been DPR’s Bro o k l y nB o rough Commissioner, d i recting a spectacular renaissance ofB ro o k l y n ’s green spaces and re c reational offeri n g s . In addition tomanaging m o re than 4,700 acres of parkland spread over parks,p l ay gro u n d s , b e a c h e s , and other re c reational fa c i l i t i e s , his operation also maintains 250,000 street and park tre e s , and conducts over 1,000 special re c reational and cultural events aye a r. His position was created by the then parks commissionerto improve service delive ry, e f f i c i e n c y, accountability and open-ness to the commu n i t y. By all accounts Mr. Spiegel has s u c c e e d e d , in all re s p e c t s , and more, e m p l oying his managements k i l l s , k n owledge of gove rnment operations and respect for andunderstanding of community needs.

M r. Spiegel views his job as not merely running smoothly theb o ro u g h ’s existing park and re c reational fa c i l i t i e s , but to constantly seek their improve m e n t . Accomplishments during his tenu re include: revitalizing Coney Island as a wo r l d - c l a s sre gional attraction; building the city’s first formally designedc ri c ket field for the growing West Indian population in theG a t eway Plaza are a ; re n ovating Bro o k l y n ’s two grand boule-va rd s , E a s t e rn and Ocean Pa r k way s ; refurbishing the Bro o k l y nHeights Pro m e n a d e ; e s t a blishing Bro o k l y n ’s first skateboardpark in Owl’s Head Pa r k ; organizing an outdoor market in RedHook to replace an illegal “ b a z a a r ” and creating the Salt MarshN a t u re Center with 1.25 miles of wetlands trails in Mari n ePa r k . M r. Spiegel has also been a strong advocate for youth andadult sports leagues, which flourish in Bro o k l y n .

Virtually every community in the borough has been touched by what Mr. Spiegel and his staff have achieved.

The 25-year long career of Alan Wagner at the QBPL, w h i c hhas the largest circulation of any public library system in the country and 16 million visitors a ye a r, has been marked bys e n s i t ivity to the changing needs of the dive rse commu n i t i e sand residents of Queens, c o n t i nuous innova t i o n , a wealth ofstellar cultural and community progr a m s , f o rums for scholarlyand international discussions, and a here t o f o re unmatched collection of re s o u rces for global studies and intern a t i o n a lc o m m e rce that are fully accessible to the general publ i c.

Nearly half of the population of Queens has lived in the UnitedStates for less than a decade; m o re than 115 languages are s p o ken there. M r.Wagner has reached out to eve ry commu n i t yhe has serve d , listened to what all the residents need and wa n tand then created programs and found materials to encouragepeople to come to the public libraries to learn about theirn e i g h b o rs ’ c u l t u re s , and help new c o m e rs find books, v i d e o s ,

n ew s p a p e rs and classes to manage their lives in their new coun-t ry and also keep in touch with their homeland.

Building on his first experience as a branch librarian in a c o m munity of recent immigrants from Caribbean countri e s , h elater set standards for adult programs for the 63 branch librari e st h roughout the boro u g h , helped institutionalize the NewA m e ricans Program and cre a t e d , in less than six months time,a vision for IRC, a s s e m bled an elite, multilingual staff ands t o c ked its shelve s . The IRC holds 55,000 volumes in 50 l a n g u a g e s , including many items not found outside academicre s e a rch fa c i l i t i e s . Thanks to Mr. Wa g n e r ’s skills, i m a gi n a t i o n ,c re a t ivity and know l e d g e, IRC has ove rcome funding cri s e sand has emerged as a leading provider of cultural, e d u c a t i o n a l ,and re s e a rch re s o u rces for immigr a n t s , widely known andrespected intern a t i o n a l l y.
