Modernisation of the delivery of our services is a themehighlighted by the Mayor inher Foreword to theCorporate Plan. It is a theme whichis timely and appropriate and asCounty Manager, both on my ownbehalf and on behalf of the staff, Ipledge our full commitment tobringing a customer based focus toall the strategies identified in thePlan, while still embracing socialinclusiveness and equity.
Iwish to acknowledge all the hard work and co-operationthat delivered much of our previous Corporate Plan. Theoverall focus to embed the new structures of localgovernment have been largely achieved, thanks to the inputof members, community and sectoral interests and of course,our dedicated hard working staff.
Providing modern customer services in a dynamicenvironment requires us to set specific targets forachievement and measure ourselves against bestpractices in both the public and private sectors. Thisdocument will set out a framework to achieve that, whileannual implementation plans will provide the essential detailsof how the various strategies are being delivered, and ensurethat there is an annual review of activities.

In the previous Corporate Plan (2002-2005), the process ofintroducing the new structures of"Better Local Government" wascorrectly highlighted and prioritised.I can confirm that these newstructures, effectively embracingmembers, staff and public alike wereimplemented and are workingsatisfactorily.
Anew Council was elected inJune 2004 and has identifiedthe principal strategies andobjectives that will guide the Council's activities in the period2005-2009. With the emphasis increasingly on deliveringmodern effective services on a value for money basis, thisPlan addresses how the Council can meet these challengingobjectives in the years ahead.
Iam pleased that members, staff, sectoral and communityrepresentatives, stakeholders and public have input to thepreparation of our strategies and these will help us meetthe challenges of delivering modern local services.

County Longford - an Overview
County Longford is the second smallest county in Ireland with a population of 31,068. Longford is the county town with apopulation of 6831 and the other main towns include : Granard, Ballymahon, Edgeworthstown, Lanesboro andNewtownforbes.
The total area of the county is 104,387 hectares of which approximately 65% is farmland. Longford has a mixed economywith manufacturing and commerce accounting for almost 37% of the labour force.
County Longford enjoys a central location in the heart of Ireland and is rich in culture, heritage and natural amenities. Theriver Shannon, Lough Forbes and Lough Ree form the County boundary to the west and south, while Lough Gowna formsmuch of the north eastern boundary. Two national primary routes traverse the county the N4 from Dublin to Sligo and the N5from Longford to Castlebar. Two national secondary routes also cross the county, the N55 linking Athlone and Cavan andthe N63 linking Longford with Lanesboro, Roscommon and Galway.
Longford is part of the Midland region of the BMW (Border, Midlands and Western) region for the purposes of the NationalDevelopment Plan. The Rural Renewal Tax Incentive Scheme (RRS) has brought a big upsurge in development in thecounty and an increased rate of growth in the number of households and returning emigrants.
Longford's success in attracting inward investment will provide a much needed stimulus to the local economy and shouldhave a very positive impact on the overall development of Longford and indeed the region generally.

Core Values
Longford County Council's first Corporate Plan (2002-2005) was largely informed by "Better Local Government - AProgramme for Change". This is a process of modernising local government and enhancing local democracy. This Plan2005-2009 will build on the considerable progress achieved over the past three years. The broad themes and corevalues central to this plan are:
• Democratic renewal• Community leadership• Continuous modernisation and improvement • Delivering value for money services• Consultation and partnership with the local community• Outward looking, accountable responsive services to customers and citizens• Measuring progress through performance indicators• Highest standards of conduct and probity by elected members and staff• Socially inclusive policies to help the most vulnerable as well as targeting rural and urban
disadvantaged areas
• The sustainable development of County LongfordA separate Customer Care Plan which clearly sets out the level and standard of services that customers andstakeholders can expect to receive from Longford County Council will be produced.
In addition, annual operational plans will be drawn up and the Corporate Plan will be monitored and reviewed on anannual basis.

Operating Environment
The capacity of Longford County Council to achieve its corporate objectives will depend on the operating environment,particularly the availability of finance, staff and other resources. Realistic focused objectives have informed theapproach to the plan.
Critical information in the Council's own plans and the County Development Board (CDB) strategy were considered inthe preparation of this document. An indicative list of plans/strategies/documents which were consulted is set out inAppendix B of this document.
An analysis of the Council’s current operating environment recognises that the Council’s activities are influenced andshaped by many factors, both external and internal. These can be summarised as follows:-
External Environment
Longford County Council operates in a dynamic environment. This environment has altered dramatically in recenttimes with change occurring at a rapid pace across the political, economic, social and technological areas. Many ofthese have a major impact on the operating environment of the local authority e.g.
• Oireachtas and European Union (EU) Legislation• Economic growth• Changing demographic patterns in Irish Society including population increase, urbanisation, rural
depopulation, age profiles, ethnic makeup and changes in family structures• The National Development Plan• The Council's Stakeholders, including state and local agencies• Changing expectations of customers and citizens• The National Spatial Strategy (NSS)• Social Inclusion and Equality Issues• National Sustainable Development Policy• Advances in information and communications technology (ICT) including the emergence of an online world
as a core part of society
Internal Environment
Local elected representatives with local knowledge and expertise, allied with political skills, are key players indetermining policy. The 21 Members elected to Longford County Council in June 2004 were given a democraticmandate to deliver services on behalf of the people.
Strategic Policy Committees (SPC's) comprising both Councillors and Sectoral/Community interests, advise theCouncil on policy issues bringing a wider perspective and context to policy formulation.
Longford County Development Board lead a partnership approach to social, economic and cultural development of thecounty as outlined in the documents "The Way Forward" and "An Implementation Plan", covering the period 2002-2011.
The committed workforce of Longford County Council is the key resource in the delivery of modern customer friendly,efficient services. A strong committed management team led by the County Manager will work in partnership with thestaff to achieve the objectives in the Corporate Plan.
This Corporate Plan has been informed by consultation with elected members, staff, stakeholders and the public. Anoutline of the consultative process is set out in Appendix A to this plan.

Housing & Social Policy
The Housing and Social Policy Department carries out a variety of activities which impact on the daily lives of the citizensof Longford. They range from the delivery of an appropriate mix of social and affordable housing measures to thepromotion and support of strategies to counteract poverty and social exclusion and achieve an inclusive society.

The Planning Control Department will endeavour to ensure that the substantial growth which has occurred throughoutthe county in recent years will be located, designed and carried out in a manner that promotes and enhances theeconomic, social and infrastructural development of the county.

The range of activities of the Water and Environmental Services Directorate extends to water, environmental, fire andemergency, civil defence, animal welfare and food safety services.

Water Services
The public water supply network in Co. Longford serves an estimated population of 25,000, some 85% of the totalpopulation of the county, plus commercial and other users. The county has several groundwater and surface watersources and delivers treated water through five regional schemes. This network includes 160 group water schemes thatare extensions of public water mains.

Public Safety
Longford Fire Service
Fire, Civil Defence, Animal Welfare and Food Safety are services which are critical to the well being of County Longford.
Longford County Council provides a fire and rescue service and maintains five Fire Brigade Units with fire stations inBallymahon, Edgeworthstown, Granard, Lanesboro and Longford.

“Ensure that infrastructural transportation policies and investments assist and enhance the economic and social developmentof County Longford, and preserve and improve the physical attractiveness of the county and its background environment.”
The roads programme is very dependent on being adequately resourced through the National Roads Authority (NRA) or the
Department of Environment, Heritage and Local Government (DOEHLG). Implementation of the ambitious programme
outlined is dependent on the national provision of adequate funding and resources. Given such resources, the Council will
pursue efficiencies through implementing best project management practice and performance measurements in order to
ensure value for money and effective return on finance invested.
In consultation with the NRA, the Council will implement plans for improvements to National Routes including the following:

Longford County Council has a statutory forward planning function in the preparation of the six year County DevelopmentPlan. The County Development Plan aims to promote and allow for the provision of employment opportunities in agriculture,industry and services that will retain population within the county and contribute to a rising of incomes. Longford CountyCouncil also actively participates in long term planning through its lead role in the County Development Board process andthe development of a shared vision for the county over a ten year period.

This Corporate Plan will require ongoing assessment and review. A framework formonitoring and reviewing progress is set out hereunder. This will be achieved throughthe publication of:
• Annual Operational Plans
• An Annual Progress Report
• The Annual Report which will include a summary of progress and the provision of data against service delivery indicators
• A Customer Care Plan which will be used to monitor progress and which will bereviewed on an ongoing basis
Modernising our services and delivering quality services to all our customers are key objectives of theCouncil. The objectives in the Corporate Plan will support the broader CDB strategy and in particular theimportant issues of social inclusion, the requirement of sustainable development and communityleadership.
The strategies outlined will act as a framework for action by the County Council, and serve as guidancefor performance management targets at both the individual and management team levels. Regularreviews will be conducted by the management team and feedback will be actively sought from staff,elected members and customers.
The Council will use the new financial management system to identify the costs of the provision ofindividual services and thus be able to relate input costs to outputs. We are therefore committingourselves to value for money reviews, to set specific targets for attainment and to benchmark ourselvesagainst best practice nationally.

Is téamaí iad nua-aimsearthacht agus soláthar sheirbhísíatá tráthúil agus feiliúnach agusmar Bhainisteoir Chontae, im'ainm féin agus in ainm na foirne,geallaim go ndéanfaimid gachiarracht fócas custaiméara athabhairt do na stráitéisí go léir atáaitheanta sa Phlean ag tógáilcuimsiú sóisialta agus cothromaíochtsan áireamh.
Ba mhaith liom an obair chruaagus an comhoibriú a aithint achabhraigh linn roinnt mhaith dár bPleanCorparáideach deireanach a chur i gcrích. Bhaineamaramach na cuspóirí maidir le deimhniú na strúchtúr nuaRialtais Áitiúil mar gheall ar inchur ball, inchur dhaoine ónbpobal agus ón earnáil agus ar ndóigh inchur ár bhfoirne aoibríonn go fíorchrua.
Chun seirbhísí nua-aimseartha custaiméra a sholáthar isuíomh dinimic, tá orainn cuspóirí a féidir a mheas gohéasca maidir lena gcur i bhfeidhm a leagan síosagus muid féin a thomhas i gcomparáid le cleachtais chuísna hearnálacha príobháideacha agus poiblí. Beidhcreatlach le fáil sa doiciméad seo chun é sin a bhaint amach,agus beidh na sonraí riachtanacha le fáil sna pleanannabliantúla cur i bhfeidhm maidir leis an gcaoi ina soláthraítearstráitéisí éagsúla agus cinnteoidh siad go bhfuil athbhreithniúbliantúil ar na gníomhaíochta.

Sa Phlean Corparáideach deireanach (2002-2005),cuireadh béim ar agus tugadhtúsáite don phróiséas chur iláthair strúchtúr nua maidir le 'RialtasÁitiúil Níos Fearr'. Is féidir liomdeimhniú anois gur cuireadh nastrúchtúir nua seo i bhfeidhm (agtógáil baill, foireann agus an pobalsan áireamh) agus go bhfuil siad agfeidhmiú go sásúil.
Toghadh Comhairle nua iMeitheamh 2004 agus tá napríomhstráitéisí agus cuspóirí a bheidh mar threoir doghníomhaíochtaí na Comhairle sa tréimhse 2005-2009aitheanta acu. Agus níos mó béime á cur ar sholátharseirbhísí nua éifeachtacha gur conradh maith ar an airgeadiad, díríonn an Plean ar an gcaoi ina mbeidh an Chomhairlein ann na cuspóirí seo a bhaint amach sna blianta romhainn.

Is é Contae Longfort an dara contae is lú in Éirinn le daonra de 31,068. Is é Longfort an baile Chontae le daonra de 6,831agus i measc na mbailte eile tá: Gránard, Baile Uí Mhatháin, Meathas Troim, Béal Átha Liag agus An Lios Breac.
Is é 104,387 heachtár an fhairsinge iomlán agus is talamh feirme thart ar 65% de sin.
Tá Contae Longfort suite i lár na héireann agus tá cultúr, oidhreacht agus áiseanna nádúrtha aige. Tá abhainn naSionnaine, Loch Forbes agus Loch Ree ar theorainn an chontae san iarthar agus sa deisceart agus tá príomhbhóithre ag dultrasna an chontae - an N4 ó Bhaile Átha Cliath go Sligeach agus an N5 ó Longfort go Caisleán an Bharraigh. Tá dhábhóthar tánaisteacha náisiúnta ag dul trasna an chontae chomh maith; an N55 ag ceangal Áth Luain le Cabhán agus an N63ag ceangal Longfort le Béal Átha Liag, Ros Comáin agus Gaillimh.
Tá Longfort mar chuid den cheantar lárthíre den réigiún TLI (Teorainn, Lárthíre agus Iarthar) maidir leis an bPlean ForbarthaNáisiúnta. Thacaigh an Scéim Spreagiadh Cánach um Athnuachan Tuaithe le borradh mór i bhforbairt sa chontae agus leráta fáis níos mó maidir le líon na dteaghlach agus líon na n-imirceach atá ag teacht ar ais.
Cuirfidh rath Longfoirt maidir le mealladh infheistíochta leis an eacnamaíocht áitiúil agus beidh tionchar dearfach aige arfhorbairt iomlán Longfoirt agus an réigiúin go ginearálta.

Is eochair-acmhainn an fórsa oibre Chomhairle Chontae Longfoirt i soláthar seirbhísí nua-aimseartha, custaiméar-chairdiúla, éifeachtacha. Oibreoidh foireann bhainistíochta stuama faoi stiúr an Bhainisteor Chontae i bpairtíocht leis anbhfoireann chun na cuspóirí atá sa Phlean Corparáideach a bhaint amach.
