Phoenix Progress

I’ve been working for the Village of Phoenix in the capacity of VillagePlanner for nearly six months; and I would like to take this opportunity tothank the administration and the Village residents for their warm welcome

and assistance. It has been a pleasure meeting and working with you!

The following are some planning activities now taking place:• Working with an identified developer to negotiate with the Village-redevelopment activities for the old Allis Chalmers facility• Currently identifying developers for continued business and residential con-struction.• Working with the South Suburban Tax Reactivation Program in order that theVillage acquires tax delinquent properties for development purposes.• Preparing and prepared numerous grants relative to police and fire protection• Working, in cooperation, with major utility companies relative to the marketingefforts of the Village.• Marketing the Village’s economic development tools.

Developers have come forth and shown great interest in the Village of Phoenixbecause the community has much to offer - location, economic incentives, landavailability, and wonderful people. The Mayor and Board of Trustees will adviseas we move forward with the planning and development efforts of the village ofPhoenix.

Residents:

Due to the many requestsfrom you,we have decid-

ed to attempt to continue thepublishing of our villagenewspaper.We are fortunate to have the

services of one of our newresidents, Mr. BennyWilliams, to help us with this

newspaper. I hope that all of our residents understand that publishing anewspaper is not a simple undertaking. First, the cost of printing is aproblem. We do not have a budget for the printing; we must depend onthe sales of ads or ask for sponsorship,which is difficult to obtain. We donot have a large administrative staff, so much of the work has to be doneon a volunteer basis. Gathering information for the newspaper is anotherproblem.There are many positive and newsworthy things going on in ourcommunity but we will not know about them unless you inform us. So ifyou have interesting information to share with the community, pleasegive the mayor’s office a call.

Last year was the the 100 year anniversary of the Village of Phoenix.As a part of that celebration we published a souvenir anniversary book.If you do not have one, you may purchase one at the Village Hall forthree dollars. You may also check out a color and bound copy either atthe Harvey Library or Coolidge Library.

We are in the process of updating our web site. The improvementsshould be made by August. We have been working on these improve-ments for several months and we think that you will enjoy it. Our newsite includes the history of Phoenix, notable residents from Phoenix, alook at the churches of Phoenix and much more. Our web address ishttp://www.thorntontwp.net/phoenix. Some day we hope to publish ournewspaper and instead of mailing them out simply put them on our web-site.

In the past few months, we have completed several major projects inthe Village. The water mains projects are just about complete. Thus farwe have completed the following water mains: Vincennes Road, PhoenixManor and Frances Street. We resurfaced Van Drunen Road and we hopeto resurface 155th Place this summer.

Our tech center opened in January of this year and is providing inter-net and computer service to anyone in the Village. The tech center islocated in the Hawkins Center and is open every day from 9 a.m. to 7p.m. Monday-Friday.

The use of the computers are free to the public and was made possi-ble by a grant written by Superintendent Kamala Buckner and her

District 205 administrative staff. We also have a special computer roomfor children ages 5-8, this room is Evelyn Perkins Learning Centernamed in honor of one or our illustrious senior citizens. If you have notdone so, please come by andvisit our learning center. Iam sure you will beimpressed.

We are pleased toannounce that our Fire Dept.has received its new firetruck. This is the first newfire engine purchased inover 20 years.

Construction of our newVillage Hall is due tobegin in July, 2001.This will be thelargest building proj-ect in the history ofour community.

This is the latest home built by the students of District 205 in conjunction with the village of Phoenix. Thisis the seventh year the students have built a house in the village of Phoenix, if you are interested in pur-chasing this beautiful home call the village hall. The new building will house our policedepartment and all of our administrativeoffices. There will also be another computerlab set up in the new building that will beopen to the public, We are hoping that our newVillage Hall will be open by next spring.Included in this project is a separate buildingfor our Public Works Department; constructionwill begin in September, 2001.

In October 2001, we will begin remodelingthe Multi-Purpose Center, which will consistof roof reconstruction, gym renovation,improved lighting, ceiling replacement andnew furniture. With these improvments, wehope to improve the quality of programsoffered at the center.

In the last year we lost several key mem-bers of our administrative team. These individ-uals were the people that worked tirelesslybehind the scenes to make sure that Phoenixresidents were given the best service possible.David Mason who served for twelve years as avillage trustee, moved to Olympia Fields,Finance Officer Lester Hemingway took a newposition at the EPA. Joda Boykin andRoosevelt Williams chose not to seek reelec-tion but will continue to serve on various com-mittees in the village. Much of the success thatwe have achieved over the years is due to theirhard work and dedication.

Congratulations to Mr. & Mrs. Gibson onthe construction of their new service station.When the mini mart is completed inDecember, 2001, the Gibsons will be one ofthe few black-owned service stations in theChicagoland area. We are pleased that wecould assist in this project and we hope that itwill spur economic growth in Phoenix. InClosing, I would like to thank all of you foryour support over the past eight years and Iam grateful for the chance you have given meto serve you again. May God continue to blesseach and every one of you.

Johnnie Lane has lived in Phoenix for more than thirty-five years. She was elected clerk in 1981 and has served con-tinuously since that time.Mrs.Lane and her husband, Aubrey, have four adult children. Mrs. Lane has always been

active in the community. Mrs.Lane is currently a member of the Phoenix Fest Committee and the Lady’s Auxiliary anda member of Daniel Chapel A.M.E. Zion Church.

Arthur and his wife Patrice have been married for 20 years. They have one daughter, Aisha. He is employed atColumbia College in Chicago as director of African American Cultural Affairs. Art is also an instructor of African

American Arts at South Suburban College in South Holland.

Jerome Ferrell Jr. Newly-elected trustee

Jerome has lived all 27 years of his life in the Village of Phoenix. He is a graduate of UIC with a degree in communi-cations. He is currently employed by School District 151 and is working on his masters degree in education at Chicago

State University.

Phoenix people you should know

Albert Kirkland was elected trustee in 1995 and was re-elected in 1999. He and his wife, Doris, have been residents ofthe Village of Phoenix for over 40 years. Mr. Kirklin was a Park District Commissioner for 12 years. As Park

District President for 7 years. He is currently trustee over the Public Works Department.

Trustee Ross was elected trustee in 1995 and was re-elected in 1999. Trustee Ross and his wife, Joyce, have three chil-dren. He has been employed by Commonwealth Edison for 14 years. A graduate of Coolidge Junior High and

Thornridge High School. He attended C.H. Mason/W.Roberts Bible Institute in Chicago and is an ordained Elder of TheChurch of God In Christ, Inc. since 1992.

Donnell Sanderfer was -elected trustee in 1999. He and his wife Bobbie are both lifelong residents of the Village ofPhoenix. He currently serves as counselor at Aunt Martha’s Youth Service. He is a graduate of Coolidge Junior High

School and Thornton High School. He is currently trustee over the Water Department. He is a member of the NewBeginnings Full Gospel Church.

“The best athlete was Quinn Buckner, he was All American in football andbasketball. He was one of the last athletes to play both sports in college andstarted in both. He was a great leader who made those around him better. Hewas also a true role model for the community. My second choice would be ArtRiley. He was an excellent football player and led Thornridge to the statechampionship in football in 1970. He also excelled in track and field, he wasthe state champion in the shot and discuss at Thornridge.” -Carl Dillingham

“The best I ever saw was Greg Rose. He was a better athlete than he was abasketball player. He could have dominated in track or football if he had cho-sen to play. My second choice would be Nee Gatlin, he was the sixth man onthe state championship team but he could have easily started. He was he bestbaseball player at Thornridge but because of prejudice they would not allowhim to play.” -Thurman Anderson

“My vote goes to Curt Parham, he was an All American baseball player. Hewas the number one rated baseball player in the nation as a junior. He wasthe starting tailback on the football team and was the starting point guard onthe basketball team that only lost two games that season. I played on thebaseball team with him and I assure you he was the best.” -Vernon Mitchell

“The best I ever saw was Michael Clark. Mike was about 6’4” and could playevery position on the basketball floor. He was an excellent shooter and was assmooth as silk. I thought for sure that he would make it as a professional.”-Michael Broome

Thatteam had another goodpitcher named Peaches, Idon’t recall what his real namewas but he and Frances werethe best. That Phoenix Tigersteam had a number of good play-ers including Hubert Clark, andSteve Ellison. Hubert wasprobably the best hitter andbig Steve was the catcher

and that team rarely lost. The Phoenix Tigers were sort of semi-pro baseballteam that played against the other towns in the area.” -Ellis Banks

“The best I ever saw was J.D. Lewis he was a excellent baseball player hecould hit, pitch, and run better than anyone around. We were all sure that hewould go pro. Sherman Cantrell was an excellent athlete he had a tryout withthe White Sox in the 1950s. J. D. Lewis was the father of Herschel Lewis, theall-state basketball ’68 player.” -Robert Jackson

“That is a rather unfair question because there have been so many great ath-letes in Phoenix it is difficult to just say one so I would mention several. J. D.Lewis was an outstanding pitcher and should have gone pro. ShermanCantrell and the entire Cantrell family were outstanding players. Sherman hada tryout with the White Sox and should have made the team but they came upwith and excuse that this was the 1950s and prejudice was still a major prob-lem. Darnell Sandford was an excellent all around athlete he excelled in foot-ball and track and was one of the first athletes from this community to receivean athletic scholarship, he graduated from either Iowa or Iowa State TeachersCollege. Joe Holly was another outstanding baseball player but never given achance to play at Thornton during the 1950s. He and Sherman were betterthat any of the players on the team but were never given a chance to play.Most people have probably forgotten this athlete but he was one of the bestwrestlers to attend Thornton High School his name was Levi Henderson. Leviwas a two time state champion-wrestling champion in the 1950s.”-Eddie Brown

Announcements

Citizens, be aware of businesses stealing OURwater! No one is supposed to take from our

hydrants except the Fireand Street departments. Anyone else taking wateris stealing and will be charged with theft.

If you see unauthorized people taking waterfrom a hydrant, or dumping trash in our Village,please try to geta license plate number or business name if you can,but do not confront the individuals. Call the Police- it’s our job to make the arrest.

It’s nice to have a good sound systems in yourcar, and it’s certainly not illegal to have them, butit IS illegal to play them so loud as to disturb thepublic. Vehicles found playing their music so loudas to create a disturbance, or playing songs thatfeature vulgar language, will be stopped and thedriver will be arrested and charged with a criminaloffense. Remember to get your Village sticker for2001, and the State of Illinois requires that all vehi-cles have AND display both FRONT and REARlicense plates!

Let us all be good neighbors and watch out forsuspicious activity. Don’t leave valuables in theback or front seat of your vehicle unattended; lockthem in the trunk where they will not be visible. Ifyou leave town, notify the Police Department andwe will provide a special watch for your residence.Also, let us know if you have anyone else watchingyour house, or with a key to get in so we can con-tact them in case of an emergency, and also so thatwe don’t mistake them for a burglar!

Anytime you see something suspicious or ille-gal, help us by calling 331-2191 or, if it’s a realemergency, call 911. Our job is to serve and protectthe public, and you can help us by letting us knowwhat’s going on. Remember, you don’t have togive your name to the person you talk to, but try todescribe the activity, location, and people involvedas best you can. And NEVER put yourself in dan-ger - that’s or job!

Phoenix Park District Update

The Phoenix Park District is happy to announce some recent improvements anddevelopments to our park district sites.The Wilbur Harper “Tot Park” located at 151st Place & 8th Avenue was recently

completed and is a wonderful addition to our park site. This lot is for tots ages 1-4with their parents. It is handicapped accessible and contains specifically designedequipment for tots only and benches for parents. Parents are asked to monitor theirchildren at this park.

The Pershing Broome Memorial Park located at 151st Place & 9th Avenue iscurrently under construction. Upon completion, it will have restroom facilities,kitchen facilities, an outdoor barbeque pit, and shelters. In addition, new playgroundequipment for older youth will be included.

We wish to thank State Representative Harold Murphy for his untiring and valu-able assistance for our projects. In addition, the Illinois Association of Park Districtsand CORPS are also thanked for their input.
