Vice Chairman, National Planning CommissionDr. Min Bahadur Shrestha is the Vice-Chairman of National Planning Commission. Prior to his appointment to this post in September 2016, he was serving as the Executive Director at Nepal Rastra Bank, the central bank of Nepal, for six years, heading research and public debt management departments. During his 28 years long career at the central bank, he mainly worked in the area of economic research, policy analysis, training and strategy formulation. He holds a Ph.D. in Economics from University of Wollongong, Australia and an MBA from Hult International Business School, United Kingdom. He has authored 7 books and a significant number of research papers in peer-reviewed international journals on financial liberalization, capital flows, monetary policy, welfare, nternational migration, time series econometrics and financial inclusion.

Honorable Dr. Ram Sharan Mahat Member of Legislature Parliament, Former Minster for Finance

Dr. Ram Sharan Mahat is a senior leader and a central committee member of Nepali Congress. He represents a rare combination of an active politician and a technocrat. He has been Nepal’s Finance Minister six times since 1994 and prior to that Vice Chairman of the National Planning Commission. He is credited for his role in ushering liberal economic reforms in Nepal. During his stints as Finance Minister, he was elected chairman of the IMF/World Bank board of governors in 1998/99 and was awarded Finance Minister of the Year 2016 Global and Asia Pacific by The Bankers magazine of the Financial Times group, London for his role in mobilizing global financial support in the aftermath of Nepal’s 2015 massive earthquake and for the country’s exemplary macroeconomic management.

Honorable Shri Arun JaitleyMinister of Finance, India

Honorable Shri Arun Jaitley is the Minister of Finance for Government of India. He has held the positions of Minister of State for Ministry of Information and Broadcasting and Department of Disinvestment, and Ministry of Law, Justice, and Company Affairs. He was elected to Rajya Sabha in 2000, and has been re-elected to this position in 2006 and 2012. Shri Jaitley has also served as Minister of Law, Justice, and Company affairs and Minister of Shipping. He has been holding the portfolio of Finance since May 2014. Shri Jaitley has B.Com. (Hons.), LL.B. Educated at Sri Ram College of Commerce, University of Delhi and Faculty of Law, University of Delhi. He is also a Senior Advocate in the Supreme Court of India.

Mr. Jin LiqunPresident, Asian Infrastructure Investment Bank

Mr. Jin Liqun served as AIIB’s President-designate from September 1, 2015 until his appointment as President on January 16, 2016. Prior to his selection as President-designate, he served as Secretary-General of the Multilateral Interim Secretariat (MIS), the entity tasked with preparing the legal, policy and administrative frameworks and undertaking other preparatory work required for the establishment of AIIB. Earlier in his career, Mr. Jin served as Alternate Executive Director for China at the World Bank and at the Global Environment Facility as well as Alternate Governor for China at the ADB. Mr. Jin holds an M. A. degree in English Literature from Beijing Institute of Foreign Languages (now Beijing Foreign Studies University). He was also a Hubert Humphrey Fellow in the Economics Graduate Program at Boston University from 1987 to 1988.

Honorable Dr. Swarnim WagleMember, National Planning Commission

Dr. Swarnim Waglé is the member of National Planning Commission (NPC). He was also the Member of the NPC between May 2014 and November 2015. In the aftermath of the April earthquakes in Nepal in 2015, he co-led the preparation of the Post Disaster Needs Assessment (PDNA) and headed the country delegation to the Third UN Conference on Financing for Development. Dr. Waglé has worked for more than 15 years on policy assignments in over 20 countries, most recently as Senior Economist at the World Bank in Washington, D.C. He is trained as an economist at Australian National University, Harvard University and London School of Economics.

Mr. Shankar Prasad Koirala Secretary, Ministry of IndustryShankar Prasad Koirala is the Secretary of Ministry of Industry. Prior to being Secretary at Ministry of Industry, he was Regional Administrator at Pokhara and Hetauda. Mr. Koirala has also worked in the capacity of Joint Secretary at the Prime Minister’s Office. He has over 16 years of experience at Ministry of Home Affairs in different capacities. He has served as Joint Secretary and Chief District Officer at the Ministry of Home Affairs. During his tenure at the Ministry of Industry, he has taken active leadership in policy reforms in order to create a conducive environment for investing in Nepal. Mr. Koirala has a Masters in Political Science and is also a Graduate in Law.

Mr. Maha Prasad Adhikari CEO, Office of the Investment Board NepalMr. Maha Prasad Adhikari is currently the Chief Executive Officer of the Office of the Investment Board, Nepal. Prior to this, he was the Deputy Governor at the Nepal Rastra Bank, the Central bank of Nepal. He has over three decades of extensive experience in monetary economics, international finance and banking regulations. He is considered to be a leader in the field of bank regulations and has published several articles on the implementation of BASEL II, its ramifications for Nepali banks in their credit risk and operating risk management. He has also served as Directors in the Boards of large public sector companies. Mr. Adhikari graduated from Tribhuwan University in 1989 with a Bachelor of Commerce. He is also a Chartered Accountant (ICAI) and was also the Council Member of the Institute of Chartered Accountants of Nepal.Mr. Rajendra Prasad KhanalDG, Department of Mines and GeologyMr. Rajendra Prasad Khanal is the Director General of Department of Mines and Geology (DMG) since September 2016. Before that he was the Deputy Director General and Chief of Mineral Resources Division of the department. Mr. Khanal also severed as the Project Chief of Petroleum Exploration Promotion Project from April 2012 to July 2014. Mr. Khanal, who is also the coordinator of Scientific Committee of Nepal Geological Society, has a degree of M.Sc. Degree (Earth Resources and Environment Geosciences) from Institute of Earth Observation Science & Geo-information (ITC), University of Twente, the Netherlands in 2005. Born in 1963, Mr. Khanal specializes in Geoscientifc Studies, Mineral Exploration, Promotion and Natural Hazards. He was awarded Disaster Relief Medal by the Ministry of Home Affairs in 2003.

Dr. Chiranjibi Nepal Governor, Nepal Rastra BankDr. Chiranjibi Nepal is the Governor of Nepal Rastra Bank and heading the Central Bank since March 2015. He obtained a PhD from Benaras Hindu University, India. Dr. Nepal has served as an advisor to former Foreign Minister and Deputy Prime Minister Sujata Koirala, and as Chief Economic Adviser to the Ministry of Finance. He also served as Chief Economic advisor to the former Prime Minister Sushil Koirala. A strong supporter of free market economy, Dr. Nepal has been credited for a series of reforms in the securities market under his watch as chairman of the Securities Board of Nepal (SEBON). He was a faculty member of Tribhuvan University and Kathmandu University.

Mr. Shankar Das Bairagi Secretary, Ministry of Foreign AffairsMr. Shankar Das Bairagi, has been serving as Foreign Secretary of Nepal since 11 October 2015. In almost 30 years of his diplomatic career, Mr. Bairagi has served in various capacities in the Ministry of Foreign Affairs and Missions abroad. He served as the Ambassador/Permanent Representative of Nepal to the UN Office, WTO and other International Organizations in Geneva as well as international organizations based in Vienna and Rome from February 2012 to November 2013. He has an extensive experience of participating in high-level meetings, summits and conferences –at bilateral, regional and multilateral levels. Mr. Bairagi is graduate of Law from Nepal Law Campus, and holds Master’s Degree in Political Science from Tribhuvan Universityand a Master’s Degree in European Integration and Development from Free University of Brussels.

Honorable Dr. Chandra Kant PoudelMember, National Planning CommissionDr. Chandra Kanta Poudel is an economist and currently the member of National Planning Commission of Nepal (NPC) since December 2015. As a Professor Emeritus of premium Universities of India, such as All India Society for Electronics and Computer (AISECT) University, Bhopal, he holds academic degree in Economics throughout his carrier up to PhD. Apart from specialization and expertise in Economics, Dr. Poudel also holds Diploma in Law (Bachelor Level) as well as Diploma in Education (Bachelor Level) from T.U. As a member of NPC, Dr. Poudel is responsible for the Industry, Tourism, Federal and Local Development Divisions. As an expert and advisor, he has contributed in budget preparation under the Ministry of Finance, GON in 2013 and 2014.

Mr. Birendra Kumar Misra DG, Department of Information TechnologyMr. Birendra Kumar Misra is serving at Department of Information Technology as the Director General since 2014. Mr. Misra, who has a degree of M.Sc in Information Technology from Sikkim Manipal University in 2003, also served at Inland Revenue Department under the Ministry of Finance for over 14 years, first as the Information Technology Director and later as the Deputy Director General. Born in 1962 in Routahat district, Mr. Misra has completed 2-year advance course in Computer Science from London in 1999. He has been recognized by Outstanding Civil Service Award 2007.

Mr. Sugat Ratna Kansakar Managing Director, Nepal Airlines Corporation

Mr. Sugat Ratna Kansakar is the Managing Director of Nepal Airlines Corporation (NAC). In the past, he served as the Executive Chairman of NAC and a Board Member of Civil Aviation Authority of Nepal. Prior to his engagement with NAC, he was the Managing Director of Nepal Telecom. He served as the Board Member of several organizations, including NTC and Nepal Engineering Council. He has a Bachelor of Engineering in Electronics and Telecommunication from Pune University.

Mr. Kulman GhisingManaging Director, Nepal Electricity Authority

Mr. Kulman Ghising is the Managing Director of Nepal Electricity Authority (NEA). In the past, he served as the Managing Director for Chilime Hydropower Project and Project Director of Rahugat Hydropower Project. He was the Division Chief of Rural Electrification Distribution System Reinforcement Project at NEA. Mr. Ghising has more than 22 years of professional experience in power generation, transmission, and distribution, trading business including contract management and dispute settlement in hydropower companies. Mr. Ghising has an Executive MBA degree from ACE Institute of Management, Kathmandu in 2011. He has a Masters in Power System Engineering from the Institute of Engineering, Kathmandu, 2003 and B.Sc. degree in Engineering (Electrical) from the Regional Institute of Technology, Jamshedpur, India in1994.

Dr. Er. Chandika Prasad Bhatta Executive Director, SEZ

Dr. Chandika Prasad Bhatta is serving as an Executive Director of Special Economic Zone (SEZ) Authority under Ministry of Industry. Dr. Bhatta has more than 20 years of professional experience at various Government and non- Government organizations within and outside Nepal at different capacities. He started his career as a technical officer in Government of Nepal in 1995. He later on went to serve Nepal Oil Corporation as an Executive Director. Dr. Bhatta completed Bachelor of Science in Chemical Engineering from Aligarh Muslim University, India and received his Master’s of Engineering in Energy Technology from Asian Institute of Technology, Thailand, and PhD in Engineering from Ehime University, Japan in 2005.

Mr. Deepak Raj JoshiCEO, Nepal Tourism Board

Mr. Deepak Raj Joshi serves as the CEO of Nepal Tourism Board and has one-and-a-half decade long experience of working at NTB. He was the Senior Officer at NTB before he was appointed to the head of the Board in 2015.

Mr. Anil Keshary Shah CEO, Mega Bank/President, Nepal Bankers’ AssociationMr. Anil Keshary Shah, CEO of Mega Bank Nepal Limited, the president of Nepal Bankers’ Association. He started his Banking Career from Nepal Grindlays Bank Ltd. which later became Standard Chartered Bank Nepal Ltd. from an assisting position to later become the Head of consumer bank and Chief Operating Officer. From Standard Chartered bank, he moved on to Nabil Bank and became the CEO. In his five years as a CEO in Nabil Bank, the institution saw unprecedented success. Currently, He is also the President of Nepal Bankers Association. Mega Bank has brought inclusiveness from the root itself in a practical and ideal sense, which is spread over 63 districts. Mr. Suraj Vaidya, president of the SAARC Chambers of Commerce and Industry, is the Chairman of Vaidya’s Organization of Industries and Trading Houses (VOITH). VOITH is involved in various business sectors like agro industry, hydropower development, tourism, infrastructure and automobiles. He is also the Honorary Consul General of Philippines. Mr. Vaidya is the Board Member of School of Management, Asian Institute of Technology, Thailand, and served as the Vice Chairman of Lumbini Development Trust. Mr. Vaidya did his Master in Business Administration in International Affairs from George Mason University, USA. He has also served as the President of the Federation of Nepalese Chambers of Commerce and Industry (FNCCI), an apex organization of private sector in Nepal.

Dr. Shankar P. Sharma Former Vice Chair, National Planning Commission

Dr. Shankar P. Sharma, former Ambassador of Nepal to the United States, has a Ph.D. in economics from the University of Hawaii. He was the Vice-Chairman of the National Planning Commission (NPC), from 2002 to 2006. Before joining NPC as a Member in 1997, he worked as a Senior Economic Advisor in the Ministry of Finance, a Senior Economist in the Institute of Southeast Asian Studies, Singapore; and a Fellow at the East-West Center, Hawaii. He also served as a Professor of Economics at the Centre for Economic Development and Administration, Tribhuvan University. At present, he is working as the Team Leader in the Economic Policy Incubator Project, jointly sponsored by the Ministry of Finance and DFID.

Ms. Wendy Jo WernerCountry Manager, IFC Ms. Wendy Jo Werner is International Finance Corporation’s Country Manager for Nepal, Bangladesh and Bhutan. She is responsible for overseeing developing and managing IFC’s strategy, client relationships and delivering IFC’s portfolio of $1 billion investment projects. In Nepal, IFC is focused on sustainable infrastructure, inclusion, and competitiveness/jobs. In infrastructure, IFC is currently supporting breakthrough hydropower projects. IFC is also working on increasing access to financial services for individuals and MSMEs. In the competitiveness/jobs space, IFC is focusing on agribusiness, tourism, manufacturing and ser¬vices. Ms. Werner holds a BA from Grinnell College in Iowa, USA and an MBA/MA from George Washington University. She is a CFA Charter holder and an active CFA Institute volunteer.

Mr. Suyash Chauhan Managing Director, Unilever NepalMr. Suyash Chauhan, Managing Director of Uniliver Nepal, joined Hindustan Uniliver (HUL) in April 2003 as an Area Sales Manager in Customer Development, after a management degree from the IIM, Lucknow. In his career spanning 13 years with Unilever, he has acquired experience across all three verticals of General Trade, Modern Trade and Customer Marketing. As a part of his last role, Mr. Chauhan evolved the customer marketing structure around categories, channels and geographies. He has successfully minimized consumption of steam, power & other utilities, thereby reducing costs in process. He has played a major role in enhancing turnover from 2 crores/month in 2008 to 50 crores/month and developing new products of Patanjali.

Mr. Tim Gocher CEO, Dolma Impact FundMr. Tim Gocher is a finance executive with a background in energy and technology, and is also the CEO of Dolma Impact Fund, an international investment fund building businesses and creating jobs in Nepal. He is also the Honorary Professor of Sustainable Business at The University of Nottingham. After nine years at Deloitte and J.P. Morgan, and an MBA from London Business School, Mr. Gocher became Managing Director at listed investment bank Interregnum plc. He is an expert in raising and deploying private capital for sustainable poverty alleviation, technology clusters and Special Economic Zones. He has advised governments, sovereign wealth funds and private developers around the world, including in China, India, Vietnam, Malaysia, Portugal and the US.

Dr. Upendra Mahato Former President, NRNADr. Upendra Mahato is the Founding President of the International Coordination Council of Non-Resident Nepali Association with chapters in 75 countries in the world. He is the President of Russia-Nepal Chamber of Commerce and Industry, and the Honorary Consul General of Nepal to the Republic of Belarus. His business interests are diverse: organic and Ayurvedic fast-moving-consumer-products (in collaboration with famous Patanjali brand of India) telecommunication, hydropower, health care, education, media, banking and so on. He holds PhD (1991) and DSc (1996) degrees in soil mechanics from International Academy of Information Technology, Minsk, Belarus. He is a well-known philanthropist and international entrepreneur with business ventures in many European and Asian countries.
