The existing Jetter Truck is at the end of its useful life and needs to be replaced. It is approximately 30 years old with over 300,000 miles and has been modified from its original design. Items of particular interest are as follows: the frame has been extended, the brakes are undersized for the modified frame and equipment load, the truck is constantly riding on the overload springs due to carrying equipment that is overweight for the extended frame, the high pressure water pump has been rebuilt more than once and is near complete failure due to gear box issues, and numerous miscellaneous items that occur frequently such as pipe fittings, belts, and hoses. This truck is no longer dependable and is not allowing high quality customer service. We are no longer able to "prevent" sewer main issues with routine cleaning schedules. I am recommending replacing the existing truck with a newer model jetlvac combination sewer cleaning truck. Nine (9) quotes were solicited from five (5) vendors and are listed below.

At this time, I am requesting approval to purchase the 2001 Vac-Con 2110 V3 90/1000 LHA from EJ Equipment, for the amount of $85,000. This package comes with 90-day limited warranty and "startup" training by the vendor. This particular truck has low miles (approximately 18,000), low run hours (approximately 900), and has a centrifugal fan vacuum system that is more cost effective for future rebuild versus the positive displacement blower style. 2006 and newer model trucks are required to meet very stringent engine emissions control and have had many issues meeting this requirement. When these diesel engines go into "re-generation" mode to burn off enough emissions to meet the requirements, they have a tendency to stall and require expensive repairs from a qualified mechanic. The 2001 model we are recommending is not bound by these emissions regulations. The size of this truck is fitting to the needs of the Nevada wastewater collection system with 9 cubic yard debris hopper and 1,000 gallon fresh water capacity. Gary Johnson and I did travel to view, drive and operate this unit as well as one other. This will be paid for with City funds from budget line item 500-5-4201-650.
