The faetories are elassified in Appendix A, Division 1.

The above tahle shovvs an increase of 132 f~1ctories and 432 mnployees as emnpared with the nu1nbers returned for 1915. The increase would have be~m larger but for the faet that the records were supplied for a period-the first week in Decernber-when hands in n1any f~tctories were considerably reduce<l <nviug to the far-reaching effects of the coal-tnincrs' strikr.

The state of trade during 1916 was, on the whole, good. :Nfanufacturers geuerally regarded the outlook n1ore hopefully than in 1915, and acted aecordingly, hut the war and various strikes had considerable disturbing influence.

The pl'incipal strikes were-.(1) The strike of the Grocers' Sundries mnployees, which had a. paralyzing

effect, as it took place early in .April, just at the tin1e when the st::tple articles of winter food for ho1ne and foreign consutnption were being pt·epared ; it ended on 2nd .June, 1 ~ 16.

( 2) The strike of the employees for "day baking," ¥vhich caused considerable inconvenience to the general public. It lasted fi.·on1 6th JUay, 191(), to 1st ,July, 1916.

(3) The Coal Miners' strike, which cotnmenced in Novetnber. This \vas tnore serious in its effects on tnanufacturers in general than the othee disputes. The titne chosen for this strike could not have been n1ore inopportune as fhl' as inconvenience was concerned, it being the season during whicp preparations are usually 1nade for the busy Christmas trade. The en~hargo on the use of coal and power was lifted about a fortnight before Christlnas, and work was then resu1ned, hut in the meantitue tnnch of the usual trade had been lost.

(4) The dispute in the Irontnoulding trade. This eonsiderably affected the iron trades and others who use castings. The trouble began about the end of Octo her, reached. an acute stage on 17th November, 1916~ and was not settled until 30th March, 1917.

The Ammunition, Boot, Military Clothing, Grocers' Sundries, J:un, I ndiarnbber, Tannery, Tent Making, and Woollen trades received a great itnpetus owing to large orders for war supplies. The Agricultural 1 mpletnent makers, Bagn1akers, Cordage, and Artificial Manure trades were very busy owing to extra requiretnents caused by a good season. Most of the other trades were norn1al ; smne suffered frotn lack of overseas transport.

SHOPS REGISTRATION.

In the second part of Appendix A. the classification, &c., of shops is given. Particulars of wages are given in Appendices B and C. The following figures show the uu1nher of shops and the workers tlterein since

the registration of shops c::une into fo1·ce in March, 1915:-26,401 shops etnploying 25,632 person~ were registered in 1~15. 25,635 shops en1ploying :25,741 persons ·were registered in 1916.

LIST OF SPBCIAI, BOARDS.

Resolutions in favour of appointing a new Special. Board for IIospital Attendants were carried in both Houses of the Legislature during 1916. The Board had not been appointed before the end of the year.

On 31st Decetnber, 1916, there were 147 Special Boards existent or authorized, affecting a bout 150,000 en1ployees. Two of these Boards have not heen constituted~ viz., the Slaughtering for Export Board and Felt I-Jatters Board.
