As you are aware, the vehicle population in cities is growing at about fourtirnes faster than the growth of population thereby leading io further congestion,detention, pollution, accidents, energy insecurity, global warming etc. In this context,the Union Cabinet', had approved adoption of i National Urban Transport policy(NUTP) in April 2006, which essentially emphasizes on equitable allocation of roadifor public transport, non-motorised transpofl and pedestrians as the sustainablemeans to deal with the problems of urban mobility. Since Urban Transport is a Statetiubject, the National Urban Transport Policy was circulated to all the States/Union-lerritories

in May, 2006 for irhplementation. tn continuation, a number of advisoryletters have also been issued by this Ministry on the'subject of Urban Transport. Allclf these as well as NUTP are available on the Ministry's website.! tttp ://u rba n i nd ia. n ic. in/m oud/p roo ra m me/uUma i n. htm.

Since more than one year has passed after approval and circulation of NUTP,2006, I would request you to review the implementation of NUTP especially for allthe 0.5 million plus cities in respect of the following:

1. Development of Comprehensive Mobility Plan integrating .land use andtransport planning

(para 8, 9, 10 and 14 of NUTP, & MOUD letter no. K-1401110912007-UT dated 7.5.2007 and my DO letter No. K-1401110712007-UT dated23.1.2OO7)

S. lntelligent ifransportation System and Traffic Information Centres

6. Parking policy for regulatign of parking through proper parking fee, ban onparking of motor.ized vehicies on arterial roads and encouraging paid parking onprivertJ public partnership basis (MoUD letter no. K-1401 1n12007-UT dated

28.3.2007 and Para 34, 35 of NUTP).

7. Advertisement policy to check visual pollution and promote more

Bangalore has been growing at a rate of 3.25o/o per year' in the last decade'

There has been a phenomenal growth in the population of vehicles' especially two and

four wheelers in this feriod. T['e number of vehicles registered has crossed 20 lakhs

and is growing at a rate of 17o/o p"i "nnrt' The issues relating to traffic and

transportation in a large and growing-city like Bangatore need to be viewed in the

larger perspective of tlrban plinning-and OevelopmLnt' Matters relating fo land use

planning and development cpntrol, public-private transportation policy and industrial

location would have to be integrateo. witn'uetro Rail on the anvil there is the need to

coordinate inter modal transport issues. The draft Master Plan -2015 for Bangalore

metropoiitan area "rro u"ing finalizec. Meanwhile the city Development Plan (cDP)

in the Draft Report of the Wort<inibroyn for Urban_Trahsport System forthe 11th

plan, the State bovernment consid-ered it nece5sary to create an Unified Metropolitan

Transport Authority (UMTA) tor tne Bangalore Meiropolitan Region (BMR) which will

function as an umbrella organization to-coordinate ptanning and implementation of

urban transport-ji"gi"r**;. and projectg "ld pi?u,du an integrated management

structure. All land transport rv5t"r" (exclud'ing Railways) ilthe BMR may be

broughtunderthepurviewoftheBangaloreMetropo| i tanLandTransportAuthor i ty(BMLTA). The BMLTA will be .r""GJ iiitiatty under an executive order and later with

statutory backing. i

The Functions of BMLTA/ committee shall be as follows:

(1) To coordinate all land transport matters in the BMR.(2) To prepare detailed Master Plan for Transport Infrastructure based on the

Cornprehensive Traffic and Transport Study for Bangalore.(3) To oversee implementation of alltransportation projects.(4) To appraise and recommend transportation and infrastructure projects for

BMR.(7) To initiate steps, where feasible for common ticketing system.

BMLTA/ committee will function as an umbrella organization to coordinateplanning and implementation of urban transport programmes and projects and providean integrated management struciure. All land transport systems (excluding Railways)in the Bangalore Metropolitan Region shall be brought under the purview ofBMLTA./Committee.

, 'Budgetary provision for BMLTA will be provided through BMRDA. Later the

BMLTA will; be supported with statutory backing by suitable amendment to theBMRDA AcL
