U.S. BOMB SQUAD and EOD REPORT:IED AND ORDNANCE

DISTRIBUTION STATEMENT. This information should not be disseminated outside of the BATS User Community (other than to another law

enforcement, public safety, or DoD EOD agency): 5 February 2019. Information in this report is originator-controlled information as it may, in whole or

This report includes data acquired from U.S. Bomb Data Center (USBDC) Bomb and Arson Tracking System (BATS) database and Naval Surface Warfare Center Indian Head EOD Technology Division (NSWC IHEODTD) data warehouse. This report may not include all incidents. The data includes those reports pulled on a specific date from both BATS and JEOD portal. This summary report presents basic data at the time it was produced. As data management systems are updated, the possibility exists that the resulting information may differ from previously or future reported data.

A total of 730 incidents (Fire, IED, Ordnance, etc.) were reported in BATS.

Between 16 September and 22 September 2018, BATS and JEOD portal indicate approximately:

10 – ACTUAL: Improvised Explosive Devices (IED), Improvised Incendiary Devices, chemical over pressure devices, and modified or improvised ordnance.

5 – EXPLOSIONS: Intentional explosions, chemical over pressure device functioning.4 – HOAX: IED related incidents that involved a device fabricated to look like an IED and

that is intended to simulate one in order to elicit a response.

19 – ORDNANCE: These incidents involve ordnance (not on military installations), public safety Bomb Squad, and military EOD.

This report may contain the following information:AWARENESS: Unique suspicious package incidents, additional ordnance/explosive

information, etc. RECOVERY: Explosive, homemade explosive, improvised explosive, and precursors.

PURPOSE: Disseminate current CONUS IED and ordnance

incident information.

16 SEPTEMBER: OAK RIDGE, TN – HOAX

BATS ID # 887102: (U//FOUO-LES) Device components included: Comet cleaner container, portable charger, AA battery, and duct tape. "Connected to charger via Micro USB [cable] with two wires entering the side of Comet container. Wires terminated inside container, not connected to anything . . ."

16 SEPTEMBER: NEWARK, NJ – ACTUAL

BATS ID # 886662: (U//FOUO-LES) "The devices consisted of two main components, a WD40 can . . . (approximately 3/4 empty) and a mortar/aerial charge that indicates flaming balls with reports. The mortar . . . [appeared] to have a fuse that sits on the top of the round charge. . . . [there] was also a piece of string . . . [that] was attached to the mid-base of the mortar and held in place by clear adhesive tape. Finally the mortar was attached to the WD40 can with black electrical tape."






18 SEPTEMBER: BOLIVAR, MO – ACTUAL

BATS ID # 887232: (U//FOUO-LES) ". . . further described the suspect device as being an approximately 6” long cylinder wrapped in tape with a fuse. . . . An X-ray was taken of the suspect device which revealed it appeared to contain the necessary components of a manually initiated improvised explosive device. Those components included a substance similar in appearance to smokeless powder, match heads, projectiles from an unidentified caliber ammunition and hobby fuse."




19 SEPTEMBER: COX'S CREEK, KY –ACTUAL

BATS ID # 886980 & 887138: (U//FOUO-LES) "Exhibit . . . contained a thick-walled brown cardboard tube that was partially wrapped in silver foil, brown paper, white tissue-like paper, and ¾-inch width green plastic tape. The cardboard tube measured approximately 4 inches in length, 1 5/8 inches in outer diameter, and 1 ¼ inches in inner diameter. One end of the tube was closed and the other was open. Functional, green pyrotechnic fuse, approximately 1/8-inch in diameter, was attached to the tube under the foil and was partially wrapped in green tape. Labeling included with the exhibit indicated this item was a consumer firework. Also included with the exhibit were a 1 5/8-inch diameter brown cardboard disc and a 1 ¼-inch diameter brown cardboard disc with a green fuse protruding through it that fit in the open end of the cardboard tube. Powder removed from the tube contained a potassium perchlorate-based explosive mixture." "Stainless steel double walled thermos used to house pyrotechnic device."




20 SEPTEMBER: LOS ANGELES, CA –RECOVERY

BATS ID # 887253: (U//FOUO-LES) "The search revealed anti-government graffiti in . . . bedroom, an unknown powder, and precursor chemicals were recovered in the residence. The materials on scene can be used to make a black powder type mixture. A small quantity of mixed material was recovered along with a canister of garden sulfur, a canister of stump remover, bags charcoal briquettes, and two containers of matchbooks. . . . In the back yard on the concrete slab, burn marks . . . [were] observed."




21 SEPTEMBER: RENTON, WA –EXPLOSION

BATS ID # 898005 & 898104: (U//FOUO-LES) Pipe bomb explosion. ""Pipe Bomb with 1 1/4 inch diameter caps and lengthy fuse."






21 SEPTEMBER: FULLERTON, PA –EXPLOSION

BATS ID # 897529: (U//FOUO-LES) ". . . THEY NOTICED WHAT THEY BELIEVED TO BE AN EXPLOSIVE DEVICE ON THE KITCHEN FLOOR OF THE HOME. THE FIRE DEPARTMENT ALSO ENCOUNTERED SOMETHING THAT IRRITATES THE SKIN AND RESPIRTORY SYSTEM . . ."

NOTE: Item determined to be "sting ball grenade/w irritant".





21 SEPTEMBER: FRESNO, CA – ACTUAL

BATS ID # 910019: (U//FOUO-LES) ". . . [device contained] a mix of 2 types of powder or explosive compounds. One was dark gray colored, granulated. The other was finer and lighter gray in color." "The destructive device was made out of a silver colored, metal, 12 grams CO2 cylindrical canister labeled "Crosman". The canister was approx. 4 inches in length. One end of the canister was rounded. The other end was shaped into a neck with a circular opening at the end. There was a green hobby "burn" fuse inserted into the opening. There appeared to be clear glue all around the opening of the canister and on the fuse where it was inserted securing the fuse to the opening. Approx. 3 3/4" of the fuse was exposed. There were no openings on the canister other than where the fuse was inserted."





22 SEPTEMBER: PHOENIX, AZ –AWARENESS

BATS ID # 897918: (U//FOUO-LES) "I positively identified the smoke grenade as an M18 red smoke grenade . . . I then observed two small boxes labeled "Firequick, Hot Shot Flares, Use Restricted to Trained Firefighting Personnel". One box was full with 10 flares and the other had 5 flares. I was then shown three small red cardboard cylinders approximately 2 inches tall, 2.5 inches in diameter, and a taller red cylinder approximately 4.25 inches tall, 2.5 inches in diameter. The cylinders were identified as Firequick Products, Inc., Chubbie and Big Shot flares."

(EOD) responded to a request for support from the Tillman County Sheriff's Office (TCSO). . . . a local man brought in a UXO that he . . . [stated] he found IVO a former military airfield. . . . The EOD Team Leader performed a recon and found the following. The item was 1 x U.S. Projectile, 90-MM, HE, M71 . . . Item fuze is missing, though the booster and some fuzecomponents remain in the fuzewell."

17 SEPTEMBER: FREDERICK, OK





EODIMS # F000FFD4B09192018163343587Z: (U//FOUO) "Received call from NLVPD of military munition dropped off at the NLV Police Station . . . Performed X-ray diagnostics of munition which deemed item safe to transport."

18 SEPTEMBER: NORTH LAS VEGAS, NV





BATS ID # 887048: (U//FOUO-LES) ". . . a resident . . . [found] two high explosive 20-MM projectiles while hiking in the desert near Lake Pleasant. The resident brought the projectiles back to his residence. He stated he did not find any more items when he searched the area after initially finding the two projectiles. The projectiles were collected from the residence and turned . . . [over to] Luke Air Force EOD for destruction."

EODIMS # F000FFDD609192018201801414Z: (U//FOUO) ". . . EOD notified . . . of request for support from Yuba County Sheriff's Office for potential ordnance found by fisherman . . . TL performed long range reconnaissance of ordnance. . . . TL entered river for better recon and determining fuzing status. Ordnance deemed accessible and unfuzed."

18 SEPTEMBER: MARYSVILLE, CA





EODIMS # F000FFD3009192018152714349Z: (U//FOUO) “Clovis PD called about a grenade in a car. . . . [the] grenade . . . was found in a stolen car . . . The item's fuze had been identified as a M228 striker-release grenade fuze. The main grenade body could not be identified and TL notified EOD Technology Division and forwarded them pictures of the item to assist in the identification of the grenade body. The X-ray was inconclusive but showed a dense item coming up from the bottom of the grenade.”

NOTE: The grenade body may be a novelty grenade body based on images.

18 SEPTEMBER: CLOVIS, NM





BATS ID # 887124: (U//FOUO-LES) "The items were inspected and found to be three (3) MK 1A1 training grenades with live M205A1 training fuzes (dated 08/53) . One (1) novelty grenade with a live M206A1 fuze (dated 05/52). Four (4) M604 practice fuzes for practice anti-tank mines. Three (3) possible (not fuzed) MK 3A2 offensive hand grenades (grenades lacked markings, but from grenade characteristics and research appear to me MK 3A2). The grenade fuses, the practice AT mine fuses and the MK 3A2 grenades were recovered and the OANG EOD team was notified." NOTE: Additional images are on the next page.

After initial questioning and review of the publications, it was determined that the UXO . . . was free of any explosive material."

19 SEPTEMBER: PORCUPINE, SD





EODIMS # F000FFG8Y09192018183022414Z: (U//FOUO) "Brevard County Sheriff's Office (BCSO) Bomb Squad was clearing out their bunker. They found a bunch of suspect military munitions. . . . TL identified 79 ea. M7A3 CS grenades, 1700 ea. 7.62 Linked Army rounds (Ammo can had lot numbers), and 2 ea. MK 2 grenades . . ."

19 SEPTEMBER: TITUSVILLE, FL





BATS ID # 958863: (U//FOUO-LES) "A tenant related that the landlord wanted to surrender a piece of military ordnance she had for 30 years. The ordnance was discovered under the house when she purchased it 30 years prior and had remained there."

EODIMS # W00WB5PAA09212018212628525Z: (U//FOUO) ". . . Honolulu Police Department - Bomb Squad contacted 74TH EOD response team . . . [for] a UXO at a residential house . . . The item was identified as a MK 8 MOD 1, 3-In/50, Dummy. IAW 60-series publications, the EOD team contacted EOD TECHDIV. EOD TECHDIV advised the team to collect as much information as possible about the UXO. Measurements, X-rays and pictures were taken of UXO to send to TECHDIV."

EODIMS # M0000M0221016201814370163Z: (U//FOUO) ". . . EOD was notified by PMO about a potential hazardous item . . . Upon arrival Response Element Leader (REL) made contact with local authorities. . . . REL conducted reconnaissance of item, determined it to be a BDU-33 Practice Bomb . . ."

BATS ID # 909744: (U//FOUO-LES) "A military Marine Marker flare was discovered on the beach near Nehalem Bay State Park. Info was referred to the 142d EOD out of Portland who responded for disposal."

(U//FOUO-LES) The Bomb Arson Tracking System (BATS) serves as the national repository for explosives and arson-related incidents as established by the Federal explosives laws. In 2004, the Attorney General mandated that "all of the Department's arson and explosives incident databases [be consolidated] into a single database, which is now known as the Bomb Arson Tracking System (BATS)”. This was reinforced in 2010 by the Deputy Attorney General's Office. Each participating agency administers their BATS account.
