Paul led the development of theapproach to valuing WiderEconomic Benefits for Crossrailfrom 2002 to 2005, subsequentlyincorporated into Department forTransport guidance in 2006. WEBsshow the real economic benefitsassociated with urban rail projects,not time savings but enabling citycentre growth. Paul spent 12 yearsat Colin Buchanan and Partners, 11as Board Director, then ManagingDirector. The CBP focus oninteractions between the economy,transport and planning, remain hiscore area of interest. Paul is now aPartner at Volterra. His workincludes HS2, rail schemes inDublin, Auckland and Toronto,WEBs in Sydney and NZ and theeconomic impacts from theimplementation of Crossrail.

Martin is the Director of RegionalTransport Strategies in theDepartment for Transport. In thisrole Martin is responsible for

Donna has been Chief Executive atWigan, the second largest councilin Greater Manchester for the lastfive years. Steve has had considerable successin securing funding andimplementation powers for majorpublic transport schemes fromnew rail stations to tramwayextensions. Hisknowledge of current transportappraisal guidance is furtherdemonstrated through the trainingcourses he has delivered onbusiness case development onbehalf of external organisationsand to colleagues. As well asholding the Transport PlanningProfessional (TPP) qualification,Steve is a member of the TPPProfessional Standards Committeewhich manages the qualification.

PETERJONESProfessor ofTransport andSustainableDevelopmentUniversityCollege London

Peter is Professor of Transport andSustainable Development in theCentre for Transport Studies atUCL; before which he was Directorof the Transport Studies Group atthe University of Westminster. He isa member of the Independent

Transport Commission, the DfT’sScience Advisory Council and co-chair of its Joint AnalysisDevelopment Group. He isScientific Co-ordinator for the EUfunded ‘CREATE’ project on trendsin urban mobility, is a member ofthe Commission on Travel Demandand of the London Roads andStreets Commission. He has beenworking on new analysisapproaches to address future urbantransport challenges (including‘vision and validate’) and wasawarded an OBE for services tonational transport policy, inJanuary 2017. He has a wide rangeof transport research and teachinginterests, covering both analyticalmethods and policy. These includetransport policy, traveller attitudesand behaviour, travel trends andthe determinants of travel demand,traffic restraint studies, accessibilitystudies, policy option generation,major transport economic andsocial impact studies, publicengagement, development of newsurvey and appraisal methods, andadvances in urban street planningand design.

NICOLAKANEHead of StrategicPlanning &ResearchTransport forGreaterManchester

Nicola is Head of StrategicPlanning and Research atTransport for Greater Manchester(TfGM) and spends most of hertime thinking about what thefuture might hold, as her teamworks to develop and deliver a newlong-term transport strategy forGreater Manchester, covering theperiod to 2040. Nicola is achartered town planner (MRTPI)and qualified transport planningprofessional (TPP) and joinedTfGM in 2014 after 15 years of

working in consultancy. She haswide-ranging experience intransport strategy and policydevelopment, developmentplanning and travel behaviourchange and is now enjoying theopportunity to help shape thefuture of transport in GreaterManchester. She was awardedTransport Planner of the Year 2017by Transport Planning Society forher work in leading thedevelopment of the GM 2040Transport Strategy.

Beate is a writer and consultant onthe emerging mobility agenda. Herreport, the first Annual Survey ofMobility as a Service in the UK waspublished in August by LocalTransport Today publisher, LandorLinks. Her career has includedmanagement in a small start up anda number of third sectororganisations, most recently theshared transport organisationCarplus Bikeplus. She is currentlyalso an advisor to an emergingtechnology start up and a boardmember of TravelSpirit, contributingto a number of policy papers on themobility as a service agenda.

DR JONLAMONTEChief ExecutiveTransport forGreaterManchester

Jon Lamonte joined Transport forGreater Manchester (TfGM) asCEO in 2013. His portfolio coversrail, bus, tram, highways, cyclingand other forms of active transport.TfGM is the executive delivery armof the Greater ManchesterCombined Authority.

Jon Lamonte was the CEO of TubeLines from 2011 – 12, including thecritical period of the London 2012Olympic and Paralympic Games.Tube Lines, as part of Transport forLondon, was responsible for themaintenance, renewal and upgradeof the Underground infrastructureon the Jubilee, Northern andPiccadilly lines. Jon joined from theRoyal Air Force where he fulfilled anumber of senior operational rolesand led major project delivery. Hismost recent role was Chief of Staff,Strategy, Policy and Plans, whichincluded co-leading the StrategicDefence and Security Review intothe maritime programme for theMinistry of Defence (MoD).

Prior to this Jon was DirectorGeneral Finance for DefenceEquipment and Support, the MoD’s£17bn a year procurement andlogistics organisation. Other rolesincluded running the RAF’s largestbase, Brize Norton, with over 4,500people and three fleets of transportand air-to-air refuelling aircraft.

Mark is Head of Transport Appraisaland Strategic Modelling (TASM) atDfT and is responsible foroverseeing the development of theDepartment’s modelling andappraisal tools including WebTAGand the National Transport Model.Mark is a senior governmenteconomist with experience workingin a number of public sector bodiesincluding the Cabinet Office,Strategic Rail Authority and HomeOffice. Mark’s previous roles intransport have included Local MajorSchemes and the development ofthe Economic Case for HS2.

Glenn is Professor of Transport andSociety and founder of the Centrefor Transport & Society (CTS) atUWE Bristol. He has beeninvolved in a number of strategicfutures initiatives – most recentlyCIHT FUTURES. He is also amember of the Department forTransport’s Joint AnalysisDevelopment Panel.

Greg is Professor of TransportGovernance at the Institute forTransport Studies at the University

of Leeds. He has researched issuessurrounding the design andimplementation of new policies for over 15 years covering a rangeof issues. Current work examineshow the smart mobility transitionwill change how we think aboutwhat, how and who governs themobility system. He is currentlychair of the Commission on TravelDemand, looking at how to dealwith alternative demand futures.He is the Secretary General of theWorld Conference on TransportResearch Society and the Chair ofthe Special Interest Group onGovernance. He has served as anadvisor to the House of CommonsTransport Select Committee andregularly advises national andinternational governments.

Keith is Chairman of developmentand infrastructure consultantsPeter Brett Associates and is a NIPABoard Member. Keith’s professionalexperience encompasses majortransport-led development andregeneration projects, as well asadvice in support of the planningand delivery of majorinfrastructure. In a wide rangingcareer, Keith has also taken a keeninterest in skills development - hewas instrumental in thedevelopment of the qualificationfor professional transport planners,and now acts as Chairman of theTransport ApprenticeshipTrailblazer which is developingapprenticeships across thetransport sector.

Paul is an urban design practitionerand teacher with 30 yearsexperience. He is a former SeniorLecturer and Course Director at theJoint Centre for Urban Design inOxford. He worked practiced andlectured (University of Miami) in theUSA from 1996-2000. From May2002-April 2005, he was SeniorDesign Director at HRH The Princeof Wales' Foundation for the BuiltEnvironment. Whilst at the Prince’sFoundation, Paul was responsiblefor both the projects and theteaching programs. He continues towork with The Foundation as anetwork Practitioner and SeniorFellow. He also contributes to theirteaching program. Paul wasappointed as Visiting Professor atthe University of Greenwich from2007 to 2010 and an in 2016 he wasinvited to a similar post at theUniversity of Stockholm.

DRKATHRYNOLDHAMOBEChief ResilienceOfficerGreaterManchesterCombinedAuthority

Kathryn is the Chief ResilienceOfficer for Greater Manchesterappointed in June 2017 to head upthe city region’s participation in the100 Resilient Cities programme, aninitiative pioneered by theRockefeller Foundation. Prior to thisshe was Head of Civil Contingencies& Resilience for GreaterManchester’s 10 local authorities,leading a specialist unit offering

disaster risk reduction expertisetogether with an emergencyresponse service.

Kathryn led Greater Manchester’sparticipation in the United Nation’sMaking Cities Resilient Campaignin which the city region has beenrecognised as a global role model.Kathryn holds a medical degree andhas previously held a wide range ofpositions in local government.

IANPALMERTransportModelling &AnalysisTransport forGreaterManchester

Ian has led transport modellingand appraisal work underlying theTransport Innovation Fundprogramme and the resultingformulation of the GreaterManchester Transport Fund(GMTF). He then led the economicappraisal elements of the fundingapprovals for the GMTF transportschemes, acting as both schemepromoter and local appraisalscrutiny on behalf of the GMauthorities, leading the analyticalwork behind funding bidsubmissions ranging from LocalPinch Pointing Funding to theSingle Growth Fund, as well assetting up the local processes fordevolved funding Value for Moneyassurance. Ian was seconded forspent eighteen months toTransport for the North as theorganisation grew out of the OneNorth programme. Prior to joiningTfGM (GMPTE), Ian worked as aconsultant at MVA on large modelsystems and as a researcher intomodelling traveller choicebehaviour at ITS Leeds.

ELAINESEAGRIFFDirector ofTransportPlanningCH2M

Elaine is Director of TransportPlanning with CH2M, based inLondon, where she leads their workon strategic policy and transportplanning initiatives shaping cityregions. As part of this she hasrecently taken up the role of Headof Transport at the West of EnglandCombined Authority, based inBristol on an interim basis to advisethe new Mayor and Chief Executiveon their strategy for the region.

Apart from a short time in the U.S.working on southern California’slight rail strategy, Elaine has been amainstay in London’s planning andprovision of transportation effortsfor more than 25 years. Prior tojoining CH2M she most recentlyserved as Head of Transport Policyand Strategy for Transport forLondon. Elaine led thedevelopment and delivery of TfL’sstrategic policy coveringenvironmental, sustainability andtransport policy, service planningrelated to equalities and inclusionpolicy and impact assessments.She was responsible for developingand executing the Mayor’stransport strategy and thetransport elements of the Mayor’sspatial development plan for thetransport system for the next 20years. Elaine has taken a trulyintegrated approach todevelopment of London’s amazingtransport system. With CH2M, sheis excited to apply her knowledgeand experience to other cities andregions across the U.K. andinternationally.

In addition to earning an MSc inUrban Development at theUniversity of Strathclyde inScotland, and BSc (Hons) inGeography at the University of

Glasgow, Elaine is a foundingmember of the UK’s TransportPlanning Society and served as itsChair and has been activeinternationally through her roles asCommissioner on UnionInternationale des TransportsPublics (UITP)’s SustainableDevelopment Commission andcurrently as a Commissioner of theUK’s Travel Demand Commissionand Board member of theAssociation of European Transport.

Peter studied transport to degreelevel and after working in research inthe industry became a specialistwriter on the subject. He editedJane’s Urban Transport Systems andformed a publishing company whichlaunched magazines including BusBusiness, Local Transport Today andParking Review. He has led thedevelopment of Landor LINKSpublishing and events activities withRod Fletcher and has spoken atnumerous specialist conferencesand contributed to various policyresearch projects.

Simon is the Transport StrategyDirector at TfGM, leading on thedevelopment of a forwardtransport policy, investment andfunding strategy that will supportthe city region’s ambitious growthprogramme and dovetail withmajor national interventionsincluding HS2 and NorthernPowerhouse Rail. During his 18years in transport policy work forGreater Manchester, Simon hasbeen involved in the developmentof four Local Transport Plans, theGreater Manchester TransportInnovation Fund debate and theGreater Manchester TransportFund, which has supported the £2billion investment programme thatis now coming to a conclusion. Inrecent times, his work has includedthe establishment of GreaterManchester’s transport devolutionpolicies, in preparation for therecently elected Mayor, the cityregion’s Growth Deal investmentprogramme and the development ofTransport for the North. Much ofthis work has now culminated inGreater Manchester’s forward-looking 2040 Transport Strategy,which provides an innovation-ledblueprint for a future transportsystem that will meet the economic,social and environmental needs ofthe fast-growing city region.

Cecilia is Professor of SpatialPlanning, Fellow of the Royal TownPlanning Institute and Fellow ofthe UK Academy of Social Sciences.She is co-editor of Town PlanningReview. She has research expertiseon strategic spatial planning,policy monitoring and analysis,urban and regional development,and housing and infrastructureplanning.
