The two policies are complementary, however, the combination requires a lot of computation time. If we use the proposed policies for only 1% of the jobs, the total costs are being reduced with more than 1%. If more jobs are auctioned in a clever way, learning becomes more difficult. With increasing problem sizes, the time needed to calculate the value functions increases drastically.
