We have reviewed the Commonwealth collections and remittances of the Treasurer, Commissioner of the Revenue, Sheriff, and Commonwealth’s Attorney of the locality indicated for the year ended June 30, 2017. Our primary objectives were to determine that the officials have maintained accountability over Commonwealth collections, established internal controls, and complied with state laws and regulations.

The results of our tests found the constitutional officers complied, in all material respects, with

state laws, regulations and other procedures relating to the receipt, disbursement, and custody of state funds. Sincerely, Auditor of Public Accounts

Charter COMMUNICATIONS

October 9, 2017

Mr. Michael Johnson County Administrator County of Southampton PO Box 400 Courtland , VA 23837

Dear Mr. Johnson:

I wanted to update you on our post-merger with Time Warner Cable, keep you informed on initiatives Charter is doing to help support and promote nonprofit organizations and efforts to help close the digital divide.

Since our merger over a year ago, we have undertaken many actions in combining the two companies to better serve our customers especially in our customer service and operation areas. One in particular is the process of phasing out our overseas call centers and bringing those jobs back to the United States.

I am sure you have seen advertising using the Spectrum name and may have wondered what is the difference between Charter Communications and Spectrum. To clarify, Charter Communications is the parent company, and we promote and sell products and services under the Spectrum brand name. These include Spectrum Video, Spectrum Internet, Spectrum Phone and Spectrum Business.

Charter through "Spectrum Reach" looks to partner with qualifying 501 (c) 3 nonprofit organizations by providing in-kind Public Service TV spots. These can be used to promote a specific event or be part of a general awareness campaign. Charter does not produce the spots, and there are additional requirements, timeline constraints and forms that need to be completed. If you know of an organization who cou ld benefit from this program please have them contact me or Erin Jones at erin [email protected] .

Fall is here and students are returning to school where having access to the Internet plays a very important role in doing their homework and research. To help close the digital divide, qualifying K-12 students of low-income families and low-income seniors on Supplemental Security Income through the Spectrum Internet Assist program, can obtain high-speed broadband service for $14.99 a month. To find out the qualifying requirements for this special discounted rate and all the details about this program please visit vvww.SpectrumlnternetAssist.com

Should you have any questions about any of these topics, or anything associated with our operations or services please feel free to contact me at (910) 401-5168 or via email [email protected].

United Daughters of the Confederacy ®

Virginia Division ELEANOR P. PRICE, PRESIDENT

1310 CRAWFORD AVE., HARRISONBURG, VA 22801-3006

540-433-0539 [email protected]

Dear 7'/'vL.~ On behalf of the Virginia Daughters, I am writing to you as the following monument(s) is(are) in

your locale:

Q.(hI...~ /)1L0~~(Wxdl~ ~a.tudv Today, Virginia Division UDC voted in Convention assembled to go on record in support of all

Confederate monuments remaining in place; and to send a record of this vote to all localities in

Virginia where a Confederate monument stands. We are totally against the removal of any

Confederate monument or marker from the location where it was originally placed .

We denounce the use of Confederate symbols and objects - flags, monuments and markers,

and images of military men - by groups or individuals espousing white supremacy or racial

divisiveness. In the same manner, we denounce the use of the Christian cross and the

American flag by these or like groups.

We do not impose the ideas of the 21st century on the people of the 19th century . We honor

our Confederate ancestors for their defense of their homes and their home state, and their

bravery and courage in the face of overwhelming odds. We believe that all Americans should

remember and honor their ancestors. It is this diversity, this remembrance of our shared

history, this incluSiveness, that makes American the great nation it is. We encourage all

Americans to join in this endeavor.

We recognize that some people find Confederate symbols, even the names ofthose who served

the Confederacy, to be offensive. A free society does not guarantee its citizens the right of not

being offended . If a group finds something offensive, it does not have the right to impose its

beliefs on the society as a whole. All Americans need to live together peacefully and allow for

freedom of expression . This especially applies to historical symbols. We do not want Virginia

to become the American version of the Taliban or ISIS - tearing down monuments that some of

its citizens find politically or culturally offensive on some level.

Most of Virginia's Confederate monuments were placed in the late 1800s to early 1900s by

either the veterans themselves or the United Daughters of the Confederacy. They were seen as

memorials to those who died during the war. They were not erected with the ulterior motives

of racism or white supremacy that are being ascribed to them in our current political cl imate .

We recognize that you may not personally believe that your local monument(s) should rema in

in place. We encourage you to embrace the truth that the great majority of Virginians today,

and especially UDC members, do not espouse racial divisiveness. Removing these monuments

would only lead to division among Virginians.

In add ition to this letter on behalf of Virginia Division UDC, enclosed are two documents from

the UDC General Organization : 1) August 21,2017, press release from President General

Patricia M. Bryson (2016-2018); 2) Proclamation issued by President General Janice K. Langford

(2006-2008) and reaffirmed by every President General since then . These documents may be

found on our national website at hqudc.org.

* * *

We sincerely hope that you will do everything in your power to ensure that your local

monument(s) remains(remain) in place. Thank you in advance for your efforts to this end .

Please let us know if you have questions, or if there is anything we can do to assist you .

Statement from the President General of the

United Daughters of the Confederacy®

The United Daughters of the Confederacy® appreciates the feelings of citizens across the country currently being expressed concerning Confederate memorial statues and monuments that were erected by our members in decades past.

To some, these memOlial statues and markers are viewed as divisive and thus unworthy of being allowed to remain in public places. To others, they simply represent a memorial to our forefathers who fought bravely during four years of war. These memorial statues and markers have been a part of the Southern landscape for decades.

We are grieved that certain hate groups have taken the Confederate flag and other symbols as their own. We are the descendants of Confederate soldiers, sailors, and patriots. Our members are the ones who have spent 123 years honOling their memory by various activities in the fields of education, history, and charity, promoting patriotism and good citizenship. Our members are the ones who, like our statues, have stayed quietly in the background, never engaging in public controversy.

The United Daughters of the Confederacy® totally denounces any individual or group that promotes racial divisiveness or white supremacy. And we call on these people to cease using Confederate symbols for their own abhotTent and reprehensible purposes.

We are saddened that some people find anything connected with the Confederacy to be offensive. Our Confederate ancestors were and are Americans. We as an Organization do not sit in judgment of them nor do we impose the standards of the 21 st century on these Americans of the 191h century.

It is our sincere wish that our great nation and its citizens will continue to let its fellow Americans, the descendants of Confederate soldiers, honor the memOlY of their ancestors. Indeed, we urge all Americans to honor their ancestors' contributions to our counby as well. This diversity is what makes our nation stronger.

Join us in denouncing hate groups and affirming that Confederate memorial statues and monuments are part of our shared American history and should remain in place.

Patricia M Bryson, President General 2016-2018
