Reference letter No. CGH/OP/DC/20 15dt. 03 June '20 15.
With reference to above, Orientation programme for newly electedmembers along with CEO's of the Western, Northern & Eastern Commands isbeing organized on 16th& 17thJune'2015 in Delhi. In this regard, list of ElectedMembers who are attending the Orientation programme has already beensent for making suitable accommodation arrangement.

Board unanimously considered and recommended to send the case ofIravelling allowance for obtaining sanction from the competent authority asper TA/DA rule 19of Cantonment Act' 1924amended 2006 ( rules to Regulatethe payment of travelling allowance to members of Cantonment Boards).further, Elected Board Members demand 90% TA/DA advance , however.Member Secretary informed Board Members that due to closing of banks at1300 hrs being Saturday it is not possible to disburse advance. Membersagreed.

Agenda No: 2 MILITARY CONSERVANCY AGREEMENT 2015-16EXECUTED BETWEENCANTI BOARD AND STATIONHQRS ceu HQ 31 SUBAREA 2015-16.
A. The Military Conservancy Agreement amounting to Rs. 7,0058021/-
(Rupees seven crores, fifty eight thousand twenty one only) executed
between Cantt Board and Station HQ Cell HQ 31 Sub Area for the year 2015-
16.
B. Further, the action taken by CEO by providing Conservancy services to
below mentioned locations/ units beyond the period of Contract Agreement,
due to non-finalization of rates. Because the rates quoted by agencies earlier
were on higher side and this office re-call the same a-fresh. The opening date
of fresh tenders is fixed on 23.06.2016.The Board may consider and approve
1he action taken by CEO by providing services for month of April, May and
June 2015 on existing approved rates from existing agency. The Board may
also approve the necessary expenditure for the period of three months w.e.f.
4/2015 to 6/2015 out of Cantt Fund till the Board approves fresh rates as
advertised /re-called through e-tending and approval from the PCDA,NC

A. Board unanimously considered and approved.
B. The matter was discussed in detail and the Board unanimouslyconsidered and approved the necessary expenditure on account ofprevious conservancy service referred in the agenda side and the actiontaken by CEO to continue the service on existing approved rates from theexisting conservancy contractor for the period April to June'2015 for bothArmy Satellite Stations and as well as Air force Station HQ Old Air Port andAwantipora . Further Board also unanimously resolved to continue the serviceto both the stations on existing rates till ending July'2015 or till the fresh ratesapproved.
Agenda No.3 Engagement of Casual Labours by out sourcing for theyear 2015-16
Reference CBR No. 13 dated 31.8.2013 and CBR No. 06 dated27.10.2014. For the year 2015-16 the Cantonment Board called the Tenders byE-Publishing vide NIT No. CB/BB/C.L/658-61 dated 28.2.2015 for engagingCasual Labour. The last date for Tender receiving was fixed on 24.3.2015. Butdue to flood like situation in the month of March, 2015, the Tender openingdate was re-scheduled on 31.3.2015 vide NIT. No. CB/BB/CL/2015-16/830-33dt. 20.3.2015. Again due to heavy rain fall/flood like situation the date wasagain re-scheduled vide NIT No. CB/BB/Consv/CL/803-65 dt. 30.3.2015 . Thenew date for opening of Tenders Ireceipt of tenders were fixed on 10.4.2015.

Further Board alsoresolved to execute an agreement with the concerned agency.
Agenda No.4 DEVELOPMENT / RESTORATION WORKS AFTER FLOODS
Board may consider and approve the following development / restoration works tobe executed on the previous rates i.e year 2014-2015. The condition of the roads due tosubmergence during devastating floods have become dilapidated. Deep ditches have madethe roads non-motorable . The elected Board Members are pressing hard for the maintenanceof the same. The estimates have been prepared by J.E Cantt. Board.

Agenda No.6 GRANT OF TIME BOUND PROMOTION SCALE TO CANTI.FUND SERVANTS.
The time Bound Promotion scale is due to 12 (Twelve) CantonmentFund Servants in the financial year 2015-2016, who have completed / arecompleting 9,18,27 years of satisfactory service and have not been grantedany promotion. All the employees are eligible for grant of next pay-scale. TheBoard may consider and approve to float the proposal to GOC-in-C , HQ,NC, through PO,DE,NC, Jammu for according sanction under rule 45 and 47of Cantonment Account Code 1924 ( amended 2006).
