PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited. III. PUBLIC COMMENTS: Mr. Ronald Cicinelli, MAP 351 attorney, spoke about the possible lay-offs of telecommunicators. He stated that he has bargained for the union for over five years. He stated that the union made serious efforts to come to a compromise with the Village. He said that the union could not agree to a $369,000 cut over the next four years for the twenty dispatchers he represents, which is equal to $18,500 per person. The MAP board has asked to have a board committee meet with the union in attempts to make a compromise. He pleaded to table the voting and meet with a board appointed committee. Mr. Cicinelli stated that privatizing services is not the answer. He mentioned different efforts that failed in other parts of Illinois and the country. He stated that once you vote to privatize, it is very difficult to come back. Ms. Lori Cypranowski, a 911 dispatcher, spoke about the collective bargaining agreement which expires on December 31, 2014. She stated that there is the likelihood that the union will file an unfair labor practice against the Village of Oak Lawn. She stated that the Village informed the union that invoices were mailed out to customers with the new costs factored in. She stated that the union came up with a package that would save $850,000 over 4 years that the Village rejected. Ms. Cypranowski discussed that the director created a new level of management with no new revenue for the center. Three dispatchers were removed from working positions in the center and their positions were never replaced. She stated that more than Oak Lawn residents will be affected by this. Oak Lawn Dispatch takes calls for other communities besides Oak Lawn. They are: Evergreen Park, Bridgeview, Burbank, Bedford Park Fire Department and Central Stickney Fire. Ms. Rachel Koch, an Oak Lawn resident and 911 dispatcher, stated that she understands the decision that the Board of Trustees must make due to fiscal concerns. She said that the dispatchers are the ones residents call in emergencies. She asked the Board to do right for the citizens. Outsourcing the 911 services is the wrong decision for Oak Lawn and the other towns. The Village Manager and other officials have mentioned that our service has never been an issue. The experience that each dispatcher has cannot be matched or compared. Ms. Elizabeth McCarthy, a 911 dispatcher, stated that the support from others is vital to the dispatcher’s job. There is camaraderie with the police and fire departments. She understands the decision that the Board of Trustees has to make tonight. Outsourcing the 911 center is a bad decision for Oak Lawn. The service we give is unparalleled. Privatizing will not right the current situation. Money management will. It is the only viable solution. Ms. Julie Miller, an Oak Lawn police officer’s wife, stated her concerns about outsourcing the 911 center. She has heard her husband speak of the professionalism, loyalty and caring attitude of the 911 dispatchers. She stated that her husband has relied on the vital information that the dispatchers have given to him when he is working.

    II. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited.

    III. PUBLIC COMMENTS:

    Mr. Ronald Cicinelli, MAP 351 attorney, spoke about the possible lay-offs of telecommunicators. He stated that

    he has bargained for the union for over five years. He stated that the union made serious efforts to come to a

    compromise with the Village. He said that the union could not agree to a $369,000 cut over the next four years for

    the twenty dispatchers he represents, which is equal to $18,500 per person. The MAP board has asked to have a

    board committee meet with the union in attempts to make a compromise. He pleaded to table the voting and meet

    with a board appointed committee.

    Mr. Cicinelli stated that privatizing services is not the answer. He mentioned different efforts that failed in other

    parts of Illinois and the country. He stated that once you vote to privatize, it is very difficult to come back.

    December 31, 2014. She stated that there is the likelihood that the union will file an unfair labor practice against

    the Village of Oak Lawn. She stated that the Village informed the union that invoices were mailed out to

    customers with the new costs factored in. She stated that the union came up with a package that would save

    She does not believe that the residents should be shortchanged of this service. Ms. Miller asked for the Board to

    not outsource these services.

    Mr. John Lux, an Oak Lawn resident, stated that he has lived in Oak Lawn for five years. He stated that he is a

    Summit firefighter. He stated that the Oak Lawn dispatch center is the gold standard in communications. He had

    concerns with the collective bargaining agreement that the Village has with the telecommunicators. He felt that

    there was a violation of the contract. He thinks that the Village is asking for more trouble than what it is worth.

    The Village already knows what it has and they do not know what they are going to get.

    Ms. Tavey Wright, an Oak Lawn resident, stated that she was here by no ones request, but as a concerned resident

    of Oak Lawn. She has had to call 911 more than once. She understands the need to balance the budget. She does

    not want the Village to cut costs where there is an impact on the health, safety and lives of others. She does not

    want savings compromised for someones safety. Before cutting these services look elsewhere. She suggested

    cutting the costs of flowers and decorations for the Village of Oak Lawn because they do not impact the health and

    safety of residents.

    Mr. Tom Molloy stated that he worked for the Village of Oak Brook as a community service officer and there was

    outsourcing being done with Norcomm. He felt that the Village was buying an inferior product. He believes that

    the outsourcing will lessen the quality of life in Oak Lawn.

    IV. CONFLICT OF INTEREST DISCLOSURE:

    Village President Bury asked if anyone on the dais had a conflict of interest with any item on tonights agenda.

    Since no one stated that there was a conflict of interest she continued the meeting.

    Village President Bury asked for a motion to advance Item XXIII. on the agenda.

    Trustee Olejniczak moved, seconded by Trustee Quinlan to advance Item XXIII. on the agenda.

    ***XXIII. RESOLUTION #13-24-49: A RESOLUTION APPROVING PROFESSIONALTELECOMMUNICATIONS

    SERVICES AGREEMENT WITH NORCOMM:

    Trustee Olejniczak moved, seconded by Trustee Desmond to approve Item XXIII.

    Trustee Streit stated that we heard some very moving comments from public servants and residents on this issue.

    He said that Oak Lawn has always been a place where residents could count on their public servants. He stated

    that the Village has paid their employees fairly and treated them with respect. The Oak Lawn Police and Fire

    Departments rely on telecommunicators. They serve an important function to our Village. They answer

    emergency calls which can be a matter of life and death.

    Trustee Streit stated that the system has been working for years. He does not believe that the Village needs to

    make changes by privatizing this service and taking a chance that the service will be the same. He discussed that

    he is not willing to take that chance. He does not believe that the people of Oak Lawn are willing to take that

    chance either. He stated that the Village Manager claimed that the Village will save money by outsourcing. The

    collective bargaining agreement does not terminate until December 31, 2014. The union has threatened filing an

    unfair labor practice. If the Village loses the unfair labor practice we will have to pay back pay to the 20

    telecommunicators. This could cost the Village more money in the long run. He would like to reject the Village

    Manager recommendation and negotiate with the MAP 351 representatives.

    Trustee Quinlan discussed that six years ago she started asking why Oak Lawn residents were paying more than

    their fair share of the 911 bills. She does not think it was fair then, nor does she think it is fair now. She sat in a

    community meeting with the agencies that our center provides service for and heard them tell us that the 911

    center costs were high. The union representative brought to the bargaining table a list of concessions, yet it was

    not enough.

    Trustee Quinlan feels strongly that the Village is not utilizing two of the three team leaders. She feels that they

    should be on the floor answering calls instead of doing administrative work 24/7. She wondered how hard it

    would have been to get other municipalities to come and utilize our services and defray costs. It is important to

    note that anyone who calls our 911 center gets phenomenal service. She stated that she would be voting no to

    outsource the 911 center.

    Trustee Vorderer stated that this would be the toughest vote he will make as a Trustee. He comes from 34 years of

    police experience with the Village of Oak Lawn. He rose through the ranks to Chief and served time as President

    and Vice President of the Police union. He created the supervisors association. He is a firm believer in the value

    of unions. He believes that the Village of Oak Lawn is a fair and responsible employer.

    After retiring, Trustee Vorderer stated that he wanted to stay involved in the Village of Oak Lawn and ran for

    Village Trustee. He wondered if it was such a good idea given the vote that was in front of him. He promised his

    constituents that he would not raise taxes. He had hoped that a financial agreement could have been met with the

    telecommunicators. He agonized over this vote. He spent time doing research on Norcomm and visited the

    Norcomm site in Franklin Park. He watched the performance of the telecommunicators there and stated that he

    would vote yes to outsourcing.

    VII. NEW BUSINESS BY THE VILLAGE TRUSTEES:

    Trustee Desmond wished Village Clerk Jane Quinlan a speedy recovery.

    Trustee Desmond spoke about the Oak Lawn Jobs Program. He stated that the plumbers union, carpenters union,

    electricians union and bricklayers union are going to be opening up their apprenticeship programs in the future.

    They have agreed to come and do a presentation to high school seniors and recent graduates on December 12th

    at

    9:30 a.m. at Oak Lawn Community High School. This program is open to Oak Lawn residents.

    Trustee Olejniczak offered his well wishes and a quick recovery to Village Clerk Jane Quinlan.

    Trustee Olejniczak spoke about the Senior Snow Shoveling Program. There are over 150 seniors signed up for

    this winter season and we are need of volunteers. If you can help, please contact Sergeant Jim Pacetti or Trustee

    Olejniczak. Contact information is available on the Oak Lawn website.

    Trustee Olejniczak wished everyone a Happy Thanksgiving.

    Trustee Streit stated that tragedy struck in several communities to our south last Sunday. On that same day, there

    were erroneous reports of a tornado touching down in Oak Lawn. There was a problem with our warning system

    on that day. A lot of residents called him to complain about the warning system.

    Trustee Streit stated that he and Trustee Quinlan requested that the issue of returning to the old warning system be

    placed on tonights agenda for Board discussion. According to the Village Code, when two Trustees request that

    an item be included in the agenda it should be on the agenda. He stated that it was not.

    Trustee Streit mentioned that Village Manager Deetjen sent out an email saying that there was no need to put the

    item on the agenda because he had taken action. Trustee Streit said that this was not the Village Managers

    decision but a policy decision that must come from the Mayor and the Board of Trustees. He is still not sure what

    action was taken by our Village Manager. There is conflicting information being given to our residents. The

    failure of the siren system is nothing new. There have been complaints since its installation in the spring of 2013.

    This is an issue the Board should be discussing. It is an immediate public safety issue. People do not know what

    the Village is doing to fix the problem.

    Trustee Streit said that residents who have lived here for many years remember the 1967 tornado that hit Oak

    Lawn and killed over 30 people. We should have public hearings and get public input on what Oak Lawn needs in

    an emergency siren system. We tried the system using four languages to deliver the emergency message and

    found that it did not work. He stated that we need to admit the mistake and move on. We need to find out what

    our residents want. We need to make sure that no one in our community is at risk and that everyone can hear the

    sirens.

    Trustee Streit wished everyone a Happy and Blessed Thanksgiving. He asked that we keep in our prayers those

    people who lost their jobs this evening.

    Trustee Vorderer stated that construction at Advocate Christ Medical Center is in full swing. He warned residents

    to avoid Kostner Avenue for the next few months. The new building will be a great addition to the Village of Oak

    Lawn. We will be working on traffic, pedestrian and safety issues with the hospital.

    Trustee Quinlan mentioned that when the tornado sirens were activated, no Everbridge notice went out about the

    sirens going off.

    Trustee Quinlan mentioned work is taking place in District 5 on flushing the fire hydrants for preventative

    maintenance. Residents should run water for more than 3 minutes if the water is brown in color. This should be

    done every 15 or 20 minutes. She said to call the non-emergency number at 708-422-8292 if the water is not

    running clear. Public Works will be alerted to the problem.

    Trustee Quinlan stated that residents need to be better notified of these conditions. She would like the Everbridge

    notice to go out to residents. Trustee Quinlan would like to get more residents to sign up for the Everbridge alert.

    She thinks that we need to do a better job of getting our residents to sign up for alerts. She suggested that a note

    could go on the water bills sent out to residents. For those people who do not have computers, a staff member

    from the Village can sign those people up for alerts.

    Trustee Quinlan stated that the Village Manager did a power point presentation at the last meeting and talked

    about Automotion. Her concern was that the Automotion property was part of Phase III in the 111th

    Street and

    Cicero Avenue development. She would like to see Phases I, II and III move forward. It has taken over 6 years

    for this project to get started. She would like to have a discussion and have this issue on the next agenda. She

    would like to see Automotion stay in Oak Lawn, but move to a different location that would be suitable for them.

    Trustee Carberry wished Village Clerk Jane Quinlan a speedy recovery.

    Trustee Carberry stated that there is a resolution on tonights agenda regarding term limits for elected officials. He

    would like Village Clerk Quinlan to be present for that vote. He asked that it be postponed to the next meeting.

    Trustee Carberry extended congratulations to the Richards Bulldogs who will be playing in the IHSA 6A State

    Football Championship on Saturday, November 30th

    at 1:00 p.m. at NIU. He also congratulated Mother McAuley

    on winning the state championship in volleyball.

    VIII. VILLAGE MANAGERS REPORT:

    A. 2014 PROGRAM FUNDING FOR HUD COMMUNITY DEVELOPMENT BLOCK GRANT

    Village Manager Deetjen read the amounts for funding for the upcoming year.

    B. GENERAL VILLAGE MATTERS

    IX. ORDINANCE #13-24-73: AN ORDINANCE AMENDING CERTAIN PROVISIONS OF TITLE 9,

    CHAPTER 4 OF THE OAK LAWN CODE ENTITLED WATER AND SEWER REGULATIONS

    PERTAINING TO RATES AND CHARGES:

    Trustee Olejniczak moved, seconded by Trustee Desmond to approve Item IX.

    Trustee Quinlan stated that there is an issue in District 5 with major flooding. She supports the increase in sewer

    rates. She would like the ordinance to state that this money is to be used for infrastructure projects.

    Trustee Olejniczak stated that the Public Works Committee voted to only use the money specifically put towards

    infrastructure projects and not put towards any budgeted line item.

    Trustee Vorderer stated that some of the sewer systems in Oak Lawn are 70 years old. This is a long term fifty

    year program. Only 2% of our sewer system is repaired per year. We need to set aside this money to do that.

    Trustee Streit stated that he fully supports the improvements to the sewer system. He would like to amend the

    ordinance that the funding from the sewer increase will be dedicated to the sewer improvements.

    Trustee Olejniczak stated that the Public Works Committee knew they needed to put together a progressive plan.

    We have gotten caught up from previous years on infrastructure spending.

    XIX. RESOLUTION #13-24: A RESOLUTION APPROVING A CONTRACT BETWEEN THE VILLAGE OF

    PROGRAM SERVICES FOR THE VILLAGE OF OAK LAWN SENIOR CENTER SERVICES

    DIVISION:

    Trustee Vorderer moved, seconded by Trustee Olejniczak to approve Item XIX.

    Trustee Streit stated that he is voting no on this issue and believes that this is the next step in outsourcing senior

    services.

    Trustee Quinlan asked for a motion to postpone this item. She talked with Finance Director Brian Hanigan and

    found that the Village is paying over $85,000 a year to Genesis. They do a wonderful job. She would like to see

    more involvement with the Senior Citizen Commission. She stated that part of the contract says that they will hire

    someone to work 30 hours a week. She asked why we could not hire a senior from Oak Lawn and spend less

    money. She would like to utilize more of our senior citizens and have them take over more roles at the Senior

    Center. She would like staff to look at this as a viable option.

    Trustee Quinlan moved, seconded by Trustee Streit to postpone Item XIX.

    Village Manager Deetjen stated that he did not object to this item being postponed. In the earlier budget workshop

    hearing remarks by Trustee Quinlan reflect the need to hasten our decision to work with the Oak Lawn Park

    District and to move the senior services in their caring hands. The park district has the expertise and confidence

    that the Village does not. Genesis Therapy Group is doing a good job. They will have no problem moving in the

    direction of the park district. The Oak Lawn Park District is in the business of recreation and will be a great

    service to the senior citizens .

    Village Manager Deetjen stated that if this is tabled he would like to have some direction by staff before the

    December 10th

    Board of Trustees meeting.

    Trustee Quinlan would like to know if we could ask Genesis Therapy Center to let our Senior Citizen Commission

    handle some of the activities and allow the Village to hire a senior citizen to work for 30 hours per week.

    Village Manager Deetjen stated that to work a 30 hour work week at the Senior Center would require that

    individual to be responsible and liable to the safety and care and comfort of the seniors who come into the Senior

    Center on a regular basis.

    Trustee Carberry stated that he thinks we should look into the level of service and how much this is costing the

    Village of Oak Lawn. He wondered how much the Village should invest in this service.

    Trustee Quinlan stated that the Senior Citizen Commission members want to get involved with events being held

    at the Senior Center. She would like to fill some administrative work positions with our own people.

    Trustee Vorderer would like to table this item and move on with a better plan.

    Trustee Desmond stated that there are seniors in our community and we should look at the option of having them

    help out.

    Village President Bury stated that $85,000 a year is not enough money to spend on the seniors. She thinks that

    getting seniors in the community involved is a great idea. It was very hard when the Board sold their building.

    Approval of semi-monthly disbursements #2013-21D dated November 26, 2013 in the amount of $781,504.80

    authorized the expenditure of funds and the Village President and Clerk to sign same.

    Trustee Streit recently requested information in a Freedom of Information Request regarding all contracts that

    were entered into by the Village Manager or the Board of Trustees for less than $20,000. He questioned a

    disbursement by Bring It, Inc. in the amount of $4,706.00. He did not receive this contract as part of his FOIA

    request. He would like to know what services are being provided by this company. He would like a copy of this

    contract and would like this expenditure pulled off of tonights disbursements until he gets a full explanation and a

    chance to review that contract.

    Village Attorney OGrady stated that the motion is approved subject to taking the Bring It, Inc. disbursement out

    for further review.

    XXVII. VILLAGE PRESIDENTS REPORT:

    A. REQUEST TO APPROVE A CLASS P LIQUOR LICENSE (MAIL ORDER SALES OF WINE

    ONLY) TO V.C.S. VINTNERS WINE CELLAR AT 5533 WEST 109TH STREET; IN DISTRICT 5

    Trustee Quinlan moved, seconded by Trustee Vorderer to approve XXVII. Item A.

    Trustee Carberry had a question about the location of this license.

    Trustee Desmond wanted to know if this license would allow for a video gaming license.

    Village Manager Deetjen stated that he has met with the gentleman who is applying for this license. He only

    occupies office space. He is a distributor for old world wines.

    Trustee Carberry asked if there was a consideration for video gaming.

    Village Manager Deetjen stated that he is occupying an office and not serving retail beverages.

    Trustee Desmond wanted to know if he could request a gaming license with a Class P liquor license.

    Village Attorney OGrady stated that one cannot obtain a gaming license with a Class P liquor license.

    Trustee Streit stated that Village Attorney Patrick Connelly made a comment at the last meeting that the business

    would have to pour beverages in order to have gaming in their facility.

    Trustee Carberry stated that we are also waiting on another liquor license.

    Village Attorney OGrady stated that there is a meeting scheduled with that business owner to get clarification on

    what the owner is planning on doing at that establishment.

    Trustee Quinlan would like a list of all the classification of liquor licenses and the list of establishments.

    C. GENERAL VILLAGE MATTERS

    Village President Bury talked about the storm on November 17th

    . She thanked Village Manager Deetjen on his

    action to revert to the old siren system on November 18th

    after complaints from residents and feedback from our

    Trustees. She thanked Trustee Streit and Trustee Quinlan for asking on November 19th

    that this issue be part of

    tonights agenda. Seeing that the issue was already taken care of there was no need for its inclusion in tonights

    agenda. No vote was required.

    Village President Bury stated that Trustee Streit mailed a letter to residents on November 20th

    saying that we

    needed to go back to the old system. He had stated that he was not sure what was going on. Village President

    Bury suggested that he should have picked up the phone to talk to the Village Manager.

    In response to this issue, Village President Bury said that sirens are not the answer. Residents need to be aware of

    their environment. Only 10% of our population is signed up for the Everbridge alerts. Those with senior family

    members should help them sign up.

    Village President Bury stated that there is a program called Give the Gift of Preparedness. There will be

    coupons available at Village Hall from December 2-6 from 8:00 a.m. 4:00 p.m. for Oak Lawn residents to

    redeem at the 95th

    and Cicero Walgreens on the purchase of a weather radio from December 7th

    -31st. On

    December 7th

    , there will be a demonstration on how to use the radio at Walgreens at 10:00 a.m., 12:00 p.m. and

    2:00 p.m. There are 1,000 coupons available to our residents.

    Village President Bury wished Village Clerk Jane Quinlan a quick and speedy recovery. She wished everyone a

    Happy Thanksgiving.
