The Squad of Bidding Documents – Those who Forgotten behind the Success of a Project

A project said to be successful if it implementation and management can produce outputs in accordance with the indicators and specifications that have been determined by the client as well as to provide appropriate profit targets of the consulting firm. The success of a project also can provide comfort for the clients and the implementers of project, because the administrative, technical and financial are still within the law and regulations.

Sebuah proyek dikatakan sukses jika dalam pelaksanaan dan pengelolaannya dapat menghasilkan keluaran (output) sesuai dengan indikator dan spesifikasi yang telah ditentukan oleh pihak-pihak terkait sekaligus dapat memberikan profit sesuai target dari pihak perusahaan konsultan. Kesuksesan suatu proyek juga bisa memberikan rasa nyaman bagi pihak pemberi kerja dan pihak pelaksana kerja, karena secara administrasi, teknis dan finansial masih dalam koridor hukum perundang-undangan.

The success of a project is often identical with it management team, so the team will receive a special assessment by all of the project implementers. But in fact, one thing which is often forgotten behind the success of a project is the existence of "The Squad of Bidding Documents". (TSBDs). The TSBDs is a term for a team in charge for the processes of preparation, arrangement, and submission of project bidding documents to the procurement committee. As already known, a bidding process, especially at stage of the proposal documents submission (technical and financial) that becoming as critical point is the deadline of submission date.

Kesuksesan sebuah proyek sering identik dengan tim pengelolanya, sehingga tim tersebut yang akan mendapat penilaian khusus dikalangan para pelaku keproyekan. Tapi sebenarnya, satu hal yang sering terlupakan dibalik kesuksesan sebuah proyek adalah eksistensi "laskar tender". Istilah laskar tender adalah sebutan bagi tim yang bertugas dalam proses penyiapan, penyusunan dan pemasukkan dokumen tender sebuah proyek kepada panitia lelang. Seperti telah diketahui sebuah proses tender terutama pada tahap pemasukan dokumen proposal (teknis dan biaya) yang menjadi titik kritis adalah batas akhir (deadline) tanggal pemasukan dokumen.

Seperti diketahui, sebuah perusahaan konsultan dalam menjalankan operasionalnya sangat tergantung pada perolehan proyek yang didapatnya, sehingga dituntut untuk semaksimal mungkin mengikuti proses lelang proyek.

Sering terjadi, dalam waktu tertentu konsultan harus memasukan dokumen penawaran (teknis dan biaya) untuk beberapa paket proyek dengan batas akhir (deadline) pemasukan yang hampir bersamaan. Pada kondisi tersebut, eksistensi laskar tender akan dituntut maksimal baik dari segi fisik, fikiran dan psikologinya agar bisa menyelesaikan tugasnya dengan baik  sebelum batas akhir yang telah ditentukan. Sebagai tambahan informasi, jam kerja laskar tender pada kondisi load nya tinggi bisa bekerja terus menerus selama berhari-hari dengan masa istirahat yang sangat minim. Bahkan dalam kondisi ekstrim, laskar tender menjalani karantina selama beberapa hari di suatu tempat agar steril dari order pekerjaan lainnya.

Selain dituntut kondisi fisik, pikiran dan psikologis yang prima, juga dituntut memiliki tingkat loyalitas yang tinggi. Tanpa loyalitas tinggi dari laskar tender, maka akan sangat gampang untuk membuat "sabotase" terhadap dokumen tender tersebut yang berakibat pada kekalahan lelang.

Fenomena inilah yang seharusnya membuat perusahaan-perusahaan konsultan lebih memperhatikan taraf hidup laskar tender. Laskar tender dapat diibaratkan sebagai pasukan tempur, mereka juga membutuhkan amunisi, pengetahuan strategi bertempur yang lebih baik, serta motivasi agar tetap semangat untuk bertempur.

Jangan sampai terjadi fenomena bahwa kemenangan mendapatkan proyek adalah akhir dari eksistensi laskar tender yang akhirnya terlupakan.... sebab laskar tender yang tangguh adalah salah satu asset yang sangat berharga bagi sebuah perusahaan konsultan.
