Added value of acting locally and convincing ”the sceptical third party”- immediate reply, easy to measure, less bureaucracy - raise the local spirit, positive circle- effect on the share of investment ( +/-)- the borders between municipalities (taxation) can not be

followed in every case. Think the person first, who is winning if he looses a job, regardless of the taxation borders, nobody?

Key success factors

- Co-operation, open discussion and local development programmes (strategies) need to be interlinked: innovation, business development, employment and learning

- the Employment and Economical Development Center in a key role allocating finances

- goals and purpose of development programmes need to be widely understood to breed mutual understanding in a locality

Tampere Adult Education Centre (TAK)

- versatile training courses for immigrants, including guidance and counselling

- multicultural training to enterprises, organisations and private individuals

- in the learning workshop immigrants learn practical skills, Finnish and literacy. Training is aimed at illiterate persons and those who have little education. Recruitment through the Employment Office

- Rehabilitation services include individual rehabilitation analysis with career guidance, work and training experiments as well as career guidance for handicapped and disabled persons.
