Roy Lynch Park, located in historic Elmwood Park, is a .79 acre park which currently consists of a splash pad, playground, picnic shelter, and common green space. The playground is outdated and does not meet current code requirements. The splash pad has drainage problems which often cause areas of the park and street to become flooded, and the shelter is not in good condition as it has endured several years of weathering from the elements. The City of Columbia, Columbia Parks and Recreation, Columbia Parks and Recreation Foundation, Logan Elementary, The Junior League and the Elmwood Community would like to revitalize the park through a total redesign that would engage and benefit the entire community and reduce criminal activity that has occurred in the park. After several meetings with the Elmwood neighborhood and a design work shop which involved having students from Logan Elementary build models of their dream playground, we have developed a community inspired design concept that will be a gem for the Elmwood neighborhood. A revitalized Roy Lynch Park will consist of a new splash pad, game board plaza, pergola, multiple walking paths, amphitheater/ picnic shelter, butterfly garden, outdoor fitness area, central green space, outdoor classroom and a nature themed playground. The entire community is vested in the revitalization of Roy Lynch Park as they have engaged in the re-design process, committed to volunteer assistance with beautification and collaborated to provide financial support. . Innovative Concept The revitalized park will be utilized by both the City of Columbia and Logan Elementary. A sense of community ownership has been established through the design process. Children from Logan Elementary and the community will play on features inspired by their own creations. Models created by the children utilizing creative elements such as candy during the design workshop include a variety of nature themed play components. Zip lines, rope climbers, rock climbing walls and swings were very popular with the children and will be part of the new playground design. Park programming is tailored to what the community desires and the revitalized Roy Lynch Park will feature the following innovative focus areas:

Arts & Culture—the amphitheater and picnic shelter will provide the opportunity for outdoor plays, social gatherings and community events. The community is also interested in placing sculpture from local artists within the park. Environment—the revitalization of the park will include a new splash pad, game board plaza, pergola, multiple walking paths, amphitheater/ picnic shelter, butterfly garden, outdoor fitness area, central green space, outdoor classroom and a nature themed playground thereby creating a beautiful park and increasing the aesthetics value of the community. To demonstrate good water stewardship, the proposed splash pad would drain to an in ground collection tank and a small pump station that would re-utilize this water for irrigation during the splash pad season. This concept would allow 1 inch of water per week to the park in 3 nights of applications. Several Hackberry trees on the property are in decline due to disease. These trees will be removed and re-used as stump seating, borders and play components. Community—the revitalization of the park will be open and inclusive to the entire community. During the school day, the elementary school will use the park for recess, education in the outdoor classroom and cultural art activities in the amphitheater. The walking paths and fitness area will be available for adults and senior citizens who frequently use the park for exercise and leisure time. The park will be utilized for family outings at the splash pad, birthday parties and neighborhood barbecues in the spring and summer months. The Roy Lynch Park revitalization project will create opportunities for lives to be enriched through the varied opportunities for diverse, recreation experiences.
