As I wind down my 32 year career with the Spokane Conservation District, I can look back over the land-

scapes that have been my outdoor office spaces with a great deal of satisfaction. The changes I have witnessed in the quantity and quality of natural resource conservation and advancements in environmental quality are quite impressive by any measure.

Being the first full-time staff person for the District had its advantages and disadvantages; both being closely related. The primary advantage was the blank slate in front of me with endless possibilities for program development and im-plementation. The disadvantage was the blank slate in front of me with no roadmap or guidelines. Looking back I can appreciate the wonderful opportunity that was, all the while being a daunting challenge and a bit scary. The fact that the District had no permanent funding source was a bit of a con-cern so if I was going to stay employed, I had to develop programs that would produce self-sustaining revenue.

The first program targeted some of the 400,000 plus acres of forested lands in the county, the vast majority of it pri-vately owned non-industrial forest lands on 40 acre parcels and smaller. With a degree in forest management and experi-ence with the US Forest Service and the Washington State Department of Natural Resources, I felt comfortable in my ability to develop a worthwhile and sustainable program. Targeting small acreage parcels that were in desperate need

of thinning, we came up with the “firewood thinning pro-gram”. Little did I know at the time just how popular that particular woodland practice would become. We know it today as FireWise. The primary difference was the utilization of the firewood seeking public to do the cutting, piling and burning the slash and paying for the privilege of doing so.

Even though it was under our watchful eye, and the trees to be removed were marked, I don’t think I would try that today.

With the addition of an additional forester in May of 1983, we were able to offer a full slate of forestry services including timber sales, forest road engi-neering, property line locations and dis-ease and insect identification. The tim-ber management project on the Liberty Lake Regional Park came about just as we were about to close the doors for lack of funding in 1985. The project in-volved a very se-lective logging operation to re-move disease and insect infested tim-ber and establish appropriate spacing for the residual trees. The end result was enough revenue for the County to keep the swimming pools open for sev-eral summers, 1 million board feet of timber being utilized by our local mills and over 12 miles of hiking and cross country skiing trails established.

In 1987 we received our first water quality grant from the Department of Ecology to work on water quality issues in Eloika Lake. We were able to put on

a couple of additional staff people to work on the project and established the District as a credible entity to deal with water quality problems in the County. Today, our Water Resources De-partment has 5 full time staff and sea-sonal interns working on major stream bank restorations, riparian area estab-lishment, exclusionary fencing and off-site watering for livestock and ground water monitoring. A new project in-troduced this year is our On-Site Sep-

tic and Sewer program which provides a mix of low interest loans and grant funding for re-pair or replace-ment of failing septic tanks or

hook-ups to the sewer system if avail-able. We anticipate 35 projects will be done this first year with hundreds more already waiting for next year.

The most extensive and far reaching program area in the District is our Pro-duction Ag Program. The Direct Seed Loan Program that I have written about before in this publication is the only one of its kind in the nation and a huge success by any measure. no-till and direct seed equipment has resulted in virtually stopping soil ero-sion on 750,000 acres of farm ground in 19 Eastern Washington Counties and 4 in North Idaho. This is easily the most effective conservation program in the nation, utilizing public funds to facilitate a highly successful conserva-tion program and the taxpayers get the money back with interest.

Add in our Soil Science Lab and staff along with our Environmental Educa-tion programs that reach more than 5,000 kids in Spokane County each school year and the extent and effec-tiveness of the District’s programs be-comes readily apparent. 32 years after walking in the door, I cannot begin to say how proud I am of the Spokane Conservation District, our Board and staff and our multiple partners, both public and private. We have accom-plished much and I am fortunate to have been a part of that effort. It has been a wonderful career and a fantastic way of life. Thanks for the memories.

If you’ve been shopping recently, then you know the holidays are coming. It seems as though decorations appear earlier every year, thanks to the invention of artificial holiday greens. Yet many of us resist the lure of the plastic plants on sale next to the Halloween costumes.

Fresh cut greens for the holidays give us the fragrance and look of the outdoors, at a time when we’re usually stuck inside. They remind us that while the garden is dormant now, it is really just wait-ing for spring so it can leap back into action. Many of us enjoy the tradition of using real plants as decoration, because they remind us of holidays from childhood.

Whatever the reason for using them, keep in mind a few rules for a safe and fun season.

Permits are available to cut a tree from certain areas in national forests, but consult your nearest Forest Service office before setting out. Removing branches or trees without the permis-sion of a landowner can lead to an ex-pensive fine or a very unhappy holiday memory.

If you are bringing home a tree, a freshly cut one is best because it keeps its color longer and will be less of a fire hazard. If possible, buy a tree with high moisture content. Try these methods to determine the moisture content of a tree:

• Break a small branch between your fingers. If it breaks easily, the tree or that part of the tree is too dry and may be a high fire risk.

• Tap the tree trunk on the ground or gently shake it. If an abundance of needles drop, then much of the tree is dangerously dry.

• Needles that bend and cannot be eas-ily pulled from tree branches are a good indication that the tree is fresh.

After bringing the tree home, imme-diately saw at least two inches off the base. This exposes fresh tissue that will readily absorb water. If the tree is to be

stored for any time before being moved indoors, stand the tree trunk in a con-tainer filled with water. If the tree will be displayed immediately, set the trunk in a tree stand designed to hold water.

After putting the tree indoors, fill the stand with water and keep it filled for as long as the tree remains indoors. Some tree stands hold only a small amount of water, so be certain to fill these every day. Use lukewarm water. The follow-ing precautions will keep the tree fresh and safe while in the home:

• Locate the tree away from heat sourc-es such as heat registers and radia-tors.

• Place trees away from doors. In the event of a fire, the tree could block the escape route from the room.

• The cooler the room temperature, the longer the tree will stay fresh in the house. Consider lowering the thermostat a few degrees until after the holidays.

• Consider stabilizing tall trees with guide wires to the ceiling and wall, especially if you have small children or pets in the house. Thin wires are usually adequate and are almost invis-ible.

If you are going to use a live Christ-mas tree, some preparation is needed. First, decide where in your landscape you want to plant the tree after Christ-mas. Then, dig the hole before the snow flies. Make the hole three times as wide as the estimated root area of the tree. Store the soil you re-moved from the hole in a place where it won’t freeze. This is necessary so that unfrozen soil can be replaced into the hole after planting.

Other things to think about:

• Trees should be kept in the house no more than 10 days - fewer days are even better.

• Move the tree in and out of doors gradually – from outdoors to a garage, then toa cool part of the house, then to a warm room. Reverse this proce-dure after Christmas.

• Move the tree with a hand truck, skateboard, or wagon to avoid injury.

• Do not use flocking or artificial snow.

• Do not use hot lights.

• Keep the tree in the coolest part of the room.

• When selecting a tree, container grown is usually a better choice than ball and burlap because the root sys-tem is better established.

• Some good choices are Alberta, Nor-way or Colorado blue spruce; Noble, Grand, White, Alpine or Douglas firs; Scotch, Ponderosa, White, or Austrian pines.

If you are decorating with evergreen boughs, spray cut branches with cold water to remove dust. People with al-lergies may not react to the plants, but could be allergic to the molds that sometimes grow on plants outdoors, so decorate with caution.

Some plants hold on to their berries through the winter, and these can make great decorations. Whether you’re pur-chasing, or cutting it yourself, select

stems with unblemished leaves and bright berries. Plants like holly, pyr-acantha, or Oregon grape are good choices.

To delay natural defoliation, treat with a solution such as Wilt Pruf , available

at garden centers and C h r i s t m a s shops. If these stems will be dis-played in

containers, immerse cut ends in water. Keep them in a cool spot away from drafts.

If you have children or pets that might eat berries, then there are some plants to avoid. Holly, yew, ivy and mistletoe all produce fruit that is toxic. The milky white sap inside poinsettias can be ir-ritating to the skin, and these plants should not be placed where a pet might be tempted to chew on them.

To reduce the risk of fire, make sure to discard any greens that dry out or turn brown. Remember to keep cut plants away from sources of heat like hot strings of lights, and avoid placing lit candles near these branches.

There are dozens of uses for green-ery even after the holidays. Trees can be chipped up for mulch, or compost. Dead boughs can be placed whole in flower beds to protect tender peren-nials. Tree trunks sawed into small rounds make rustic looking drink coast-ers. Cut them in longer lengths and line them up side-by side to create a natu-ralistic edging barrier in the garden. If none of these work, many cities have special Christmas tree collections after the holiday.

When it comes time to holiday gift giving, I love to make homemade good-ies for all my friends and family. One of the easiest gifts to whip up is these homemade bath salts. They smell amaz-ing and are pretty inexpensive to make!

Supplies

• Coarse sea salt

• Epsom salts

• Baking soda

• Essential oils

• Glass jars with lids that completely seal the opening

• Twine or ribbon

• Gift tags (I make little ones out of craft paper)

Directions

1. In a bowl, mix 6 parts sea salt, 3 parts Epsom salts and 1 part bak-ing soda.

2. Mix in a few drops of essential oils (until you reach desired scent) and stir to combine.

3. Distribute to glass jars and seal. Tie twine or ribbon through the gift tags and around the top of the jar!

Directions

1. Make sure your jar is clean. There’s nothing worse than getting done with a craft project and noticing dirt or a stain somewhere. Also, the leaves won’t stick if the jars are dusty or dirty. Tip: fabric leaves will conform easier to the jar shape, but if you want to use real leaves that are too stiff, dampen them with wa-ter first.

2. Dip your brush in the Mod Podge and paint a thin layer on a section of the jar. Once that layer becomes sticky, place a leaf on the jar. Then, paint more Mod Podge on top of the leaf in thin layers so you can smooth out the edges.

3. Repeat this process with as many leaves as you wish. I prefer to leave some negative space so that the candlelight can shine through eas-ier.

4. It takes a few hours for the leaves to completely dry. Optional- you can spray the jar with a clear varnish when you’re done if you’re worried about them falling off

There’s nothing better sitting around the table with your loved ones and enjoying a plentiful Thanksgiving dinner. However, a close second is Thanksgiving leftovers. This reci-pe is especially easy and won’t dirty up many dishes!

Directions

1. Preheat your oven to 350 degrees F.

2. Melt the butter in the skil-let over medium heat and saute onion for about 4-5 minutes. Add your veg-etables and the turkey un-til evenly coated and well mixed. Remove from heat.

3. In a 9x13 dish, spread the stuffing over the bottom and then add the turkey and vegetable mixture on top. Spread evenly. Spread the thin layer of cranberry sauce next.

4. In separate bowl, mix to-gether the potatoes and eggs until thoroughly com-bined. Spread on top of cranberry sauce and top it with cheddar cheese.

5. Bake for 25-30 minutes and then dig in!

Ingredients

• 1 (9 inch) pie shell

• 5 cups apples- peeled, cored and sliced

• 2 Tbsp all-purpose flour

• 2/3 cup white sugar

• 1/2 tsp ground cinnamon

• 1/4 tsp ground nutmeg

• 1/4 tsp ground allspice

• 2 Tbsp butter

• 3/4 cup all-purpose flour

• 1/2 tsp ground cinnamon

• 1/2 cup packed brown sugar

• 3/4 cup rolled oats

• 1 tsp lemon zest

• 1/2 cup butter

their fall apple harvest celebrations.

This is, hands down, the most delicious apple pie you’ll ever eat. It has an oatmeal streusel topping and is bursting with apple goodness.

Directions

1. Preheat oven to 425 degrees F. Fit pastry shell into pie pan and place in freezer.

2. To Make Apple Filling: Place apples in a large bowl. In a separate bowl combine 2 tablespoons flour, white sugar, 1/2 teaspoon cinnamon, nutmeg, and allspice. Mix well, and then add to apples. Toss until apples are evenly coated.

3. Remove pie shell from freezer. Place apple mixture in pie shell and dot with 2 tablespoons butter or marga-rine. Lay a sheet of aluminum foil lightly on top of filling, but do not seal.

4. Bake in preheated oven for 10 minutes.

5. While filling is baking, make Streusel Topping: In a me-dium bowl combine 3/4 cup flour, 1/2 teaspoon cinna-mon, brown sugar, oats, and lemon peel. Mix thoroughly, then cut in 1/2 cup butter or margarine until mixture is crumbly. Remove filling from oven and sprinkle streusel on top.

6. Reduce heat to 375 degrees F (190 degrees C). Bake an additional 30 to 35 minutes, until streusel is browned and apples are tender. Cover loosely with aluminum foil to prevent excess browning.
