Renewable Energy MinisterPiyush Goyal on Saturdayassured the people of Delhi oflower electricity bills and con-tinuous supply of power, whileoutlining many initiatives ofthe government towardsimproving the power situationin the national capital.

"I assure people of Delhicontinuous availability ofaffordable electricity. TheCentral Government is awareof the anger that people ofDelhi have due to high elec-tricity bills. A provision wasmade in the budget to give Rs.1.20 subsidy on small con-sumers consuming below 200units of electricity and 80 paisasubsidy to consumers consum-ing up to 400 units of electrici-ty," Goyal said while speakingat the BJP's rally atRamlilaMaidan here.

"5 lakh street lights in Delhiwill be replaced by LED lightsin one year, which will saveRs. 150 crores for the city. Wewill make LED bulbs for

homes available at Rs. 10 perbulb.

Meanwhile, Minister of Statein PMO Jitendra Singh speak-ing at the same rally said theBJP is a party based truly ondemocratic ideals.

"The BJP will have alandmark victory inDelhi, and anyone whohas a misconception thatthere is a challenge forus will be proven wrong," Javadekar said at an interac-tion with women journalists at the Indian Women's PressCorps.

"Before the 2019 LokSabha election, we will have BJPgovernments in at least 20 states," said Javadekar.

"Prime Minister NarenraModi has created a sense ofparticipation in people," he added.

NEW DELHI, JAN 10A total of 1,070 cases were

on Saturday settled by theLokAdalats conducted at allthe six district courts, DebtRecovery Tribunals and stateconsumer commission here inwhich settlement amount ofover Rs five crore was award-ed.

According to the Delhi StateLegal Services Authority, 29benches were constituted inthe district courts here, whichdisposed of 841 cases pertain-ing to various criminaloffences.

These cases were pending invarious district courts here andin the LokAdalat, a settlementamount of Rs 1,41,31,431 wasawarded, it said.

The authority said thatLokAdalats were also organ-

ised in the three DebtRecovery Tribunals here inwhich 16 cases were disposedof and settlement amount ofapproximately Rs 3 crore wasgiven. The LokAdalat wasalso organised at the state con-sumer dispute redressal com-mission here in which sixbenches were constituted and43 cases were settled, it said,adding that the settlementamount awarded was Rs64,54,117. 107 criminal caseswere also disposed of by wayof plea bargaining in the spe-cial sitting conducted by met-ropolitan magistrates.

"Total 1070 cases were set-tled today in which settlementamount was Rs 5,05,85,548and there would be no furtherappeals," the authority said ina statement.

Body of 30-yr-old womanrecovered from South Delhi

NEW DELHI, JAN 10The body of a 30-year-old woman was

recovered this morning from a DDA nurs-ery in south Delhi's VasantKunj area herewith the police suspecting that she waskilled after being gang-raped.

The incident came to light around 8:20AM when a security guard informed thepolice about the body.

"The body of the woman was found inthe bushes of the nursery with her handsand legs tied while her cloths were in adisheveled condition," said a police offi-cial.

The woman had left from home yester-day morning around 9:30 AM for work.However, when she did not return till lateevening her family members launched asearch and also informed the police.

"Prima facie it seems that she was killedafter being gang-raped but the exact causeof death and whether she was sexuallyassaulted or not will be clear only afterpost-mortem," he added.

Delhi polls...its best to bring it back.Modi said a rumour was being spread that

a BJP government will bring down the retire-ment age of government officials in Delhi to58 from 60.

"People of Delhi, a new lie will be manu-factured every day. To misguide, spread lies,this is their way of politics. Modi is not a per-son who will ever back stab. If lies arespread, do not believe them," he said.

Referring to Kejriwal resigning from officeafter 49 days in power, Modi said a year waswasted in Delhi.

"Those who destroyed a year, will you pun-ish them?" he asked the gathering.

Referring to the AAP's agitational politics,he said people specialise in a particular taskand that should be given to them.

"Those who have specialisation in blockingroads, staging sit-ins, launching agitations,give them that work. Our specialisation is inrunning a good government. Give us thattask," Modi said.

The prime minister alleged that the pastgovernments in Delhi had done little for thepoor and were indecisive.

He said the BJP government at the centrehas taken measures to solve the water woesof Delhi and nearly 20 lakh bank accounts ofthe poor in the national capital have beenopened under the Pradhan Mantri Jan DhanYojana (PMGDY).

Referring to corruption at the grassrootslevel, Modi said he has started the work ofcleaning from the top and will ensure that itgoes down to the lowest level.

On the AAP's promise to bring down thepower tariff, he said it can be done only ifthere is proper electricity supply.

Modi said the government will ensure thatthere was no need of generators in the city byensuring round-the-clock power and the ini-tiative will also help reduce pollution.

He said a BJP government will also pro-vide people with power bill portability andthey can choose the company from whichthey want electricity.

"This will ensure competition and bringdown prices. "There is solution to everyproblem. Intentions should be honest. Delhiwants solution to its problems," he said.

Modi said the poor and slum dwellers inthe national capital will have a house by2022. "It is a huge task. If small tasks were tobe done, people would not have brought me(to power)," he said.

The BJP has been out of power in the cap-ital for the last 16 years.

He said prices ofpetrol, which increased unabated during theUPA rule, have been reduced a number oftimes during the seven months of the Modigovernment. He said the BJP stands by thepromises it made to the people during theLok Sabha elections and will implementthem. "We are working on the promises madeto the people. Some of them have beenimplemented. In some cases, they are in theprocess of being carried out, and for others, aroadmap has been drawn for their implemen-tation," he added.

Shah said the prime minister promised to"end unemployment" through its flagshipscheme 'Make in India', and for it the govern-ment was emphasising on skill developmentand setting up a separate skill developmentministry.

"We will emphasise on skill development,and we have set up a separate ministry for thesame after coming to power," he said.

He promised to bring back the blackmoney stashed abroad, and said the govern-ment has cleared a proposal to set up aSpecial Investigation Team for same.

"Bringing back black money is a complexissue, international treaties are coming in theway," he told the people.

Shah also said the government has given abefitting reply to Pakistan over its ceasefireviolations in Jammu and Kashmir.

President Mukherjee further said a numberof important initiatives like Swachh BharatMission, SaansadAdarsh Gram Yojana,PradhanMantri Jan DhanYojana, Make inIndia campaign and the Digital India pro-gramme have been launched in 2014.

I have nothingmore to add and you are not going to get meto add anything more," Tharoor told reportersin Kochi. Tharoor had said he will extend fullcooperation in a "fair" investigation anddemanded a professional police probe with-out any political pressure or considerationand pre-determined outcome.

It had also visited the Leela Palace hotelyesterday and spent around two hours duringwhich investigators questioned the hotel staffand also checked the hotel room once again.The staff was specifically asked whether any-one had seen or recovered any syringe or aninjection vial from the room.

Sanjay Dutt...year-old actor was out on a 14-day fur-

The accidental blast took place inside ahouse in Khagragarh in Burdwan killing twoJMB militants and injuring another. Severalpeople, mostly Bangladeshi nationals, havebeen arrested from India and Bangladesh inconnection with the blast.

Days after the blast, 39 bombs were recov-ered from Karim's house in Burdwan.

"After the Oct 2 incident, the injuredaccused Abdul Hakim had called up RejaulKarim for providing assistance and evacua-tion. His interrogation is likely to throw freshleads and evidence in the investigation of thiscase," added the NIA officer.

In November last year, NIA had nabbedZia-ul-Haque, the key conspirator and a closeaide of JMB commander Sajid who was alsolatter arrested by the West Bengal police. The Pakistan SupremeCourt ordered Mumbai26/11 master-plotter, Zaki-

ur-Rehman Lakhvi’s furtherdetention on January 6, 2015,referring back the case for hear-ing both the sides by theIslamabad High Court. It is by nomeans certain that the judiciarymay cater to pressure in thisregard for too long.

Even as a beleagueredPakistani establishment strugglesto avoid international opprobri-um on his imminent release, theLashkar-e-Taiba (LeT) seemspoised to emerge in a more highprofile role in 2015.

A pamphlet, ‘Jehad in thePresent Times’ written by AbdusSalaam bin-Muhammad, a lead-ing Markaz Dawat wal’Irshad(MDI) ideologue in the early1990s enunciated LeT’s raisond’être. Eight reasons were givenfor waging jihad. The first objec-tive is to end the persecution ofMuslims wherever it takes place;the second and third objectivesare to restore the Muslimcaliphate and establish the ‘dom-inance of Islam’; the fourthobjective is to help weak andoppressed Muslims whereverthey are; the fifth ordains takingrevenge for murder of fellowMuslims; the sixth entails pun-ishment to those who violatetheir oaths with Muslims; theseventh objective is to ‘fight todefend’ oneself and the eighth isto recapture occupied Muslimterritory. Organisations such asMDI, Jamaat-ud-Dawa (JuD)and LeT understand and use theconcept of jihad in the sense of‘qatl’ or ‘killing.’

Spreading terror to India

Soon after LeT’s formation,Hafiz Mohammad Saeed startedpresenting the jihadi discourse inIndian Kashmir as a strugglebetween Islam and kufr (unbe-lief). Kashmir was projected asthe entry point but the aim was to

break up the whole of India. AhleHadith members of MDI wereasked to establish sleeper cells indifferent parts of India.

After the proscribing of LeT,other front names like MDI orJuD were propped up to divertfocus and suggest that their workwas bigger than that of LeT butits leadership has always claimedthat ‘they would return to thebanner of LeT one day,’ as thearmy the Prophet led into Meccawas also called Lashkar-e-Taiba,

or the Army of Medina.

After Mr. Saeed was banned bythe U.S., the Army connived torebrand him as a political orsocial activist rather than as aterrorist engaging in violence.He has been provided securitywhile engaging in relief work orwhile visiting border villagesaffected by the recent shelling.Mr. Saeed’s elevation throughthe Difa-e-Pakistan Council hadanother purpose. He is seen ashaving the right credentials foran anti-India patriot, who wouldnot rise against the state andsomeone who is not motivatedby sectarian differences (thougha Salafist, Mr. Saeed does notsupport ‘Takfir’ — killing ofnon-believers). He provides theperfect mix of what the estab-lishment wants: a platform to use

JuD as a bulwark against radicalIslamic militants attacking thestate.

If Mr. Lakhvi’s release eventu-ally materialises, it may start aleadership struggle within theorganisation. It must be realisedthat he came to prominencewithin the power echelons of theMDI/LeT before Mr. Saeed did.He was one of the first AhleHadith volunteers to join up withother Pakistani Deobandi andBarelvi fighters in Afghanistan

under the leadership of MaulanaFazlur Rehman Khalil of theHarkat-ul-Mujahideen. Theyfought the Soviets in the Orgunvalley of Paktika (1979-82) andlater in Nooristan.

In contrast, HafeezMohammad Saeed and ZafarIqbal, founding members of theMDI, had little to do with theAfghan jihad till 1985. Theywere teaching Islamic studies atthe Lahore University College ofEngineering and Technology(UET). The LeT was formed in1993 as part of the power strug-gle by Mr. Saeed and Mr. Iqbal tosideline ulemas such as AllamaRashidi. The ISI (Inter-ServicesIntelligence Directorate) waspreparing the ground for a newjihad in Indian-held Kashmireven as the Afghan jihad was

losing momentum after theSoviet pull-out in 1988. It sup-ported Mr. Saeed in this struggle.

As was first evinced in DavidColeman Headley’s interroga-tion, younger elements in LeTmay be chaffing at the bits,against the controls imposed onit after 26/11. In case of such aleadership struggle developingwithin, these hardened militantsmay plump for Mr. Lakhvi, asagainst an ageing Mr. Saeed.

As the deadline for withdrawalof U.S./International SecurityAssistance Force troops fromAfghanistan passes, the ISIcould also be looking for a newrole for the LeT there. AsDeobandi Taliban of theTehreek-e-Taliban Pakistan ilkseem no longer under Pakistanimilitary’s control, the aim couldbe to use the LeT against them,while continuing to utilise it asproxy against Indian interests inAfghanistan too, as seen in therecent attack on the IndianConsulate in Herat.

Future role

Speaking to Arif Jamal, authorof Call for Transnational Jihad:LeT 1985-2014, Hussain Nadim,a faculty member of the military-run National University of

Science and Technologyexplained the Army’s thinkingon JuD. Pakistan’s securityestablishment categorises mili-tant organisations into threegroups: first, those that are athreat to Pakistan only; second,groups that pose a threat to bothPakistan and the US; third,groups that are a threat only tothe U.S., India or any other coun-try; LeT/ JuD fall into the thirdcategory.

This could be an erroneousexpectation about how theJuD/Lashkar’s future roleevolves. The Army’s support ofJuD is based on a flawed beliefthat it would not spin out of theircontrol, or wage jihad againstPakistan. JuD leaders have pub-licly held they would not stopjihad even if Indian Kashmir was‘liberated.’

LeT activists unabashedlyclaim that they enjoy the supportand sympathy of employees ofalmost every government depart-ment in Pakistan.

Though it may not be in ahurry to wage jihad in Muslimcountries or go against thePakistani state, the JuD’s longterm aim is to run ‘a modelIslamic State.’

They seek to acquire weaponsfor mass destruction capabilityand nuclear weapons in the longrun. LeT’s younger ideologuesbelieve that Pakistan is destinedto lead the global jihad and JuDwould not be averse to having anIslamic caliphate in South Asia.Though, at present, the Armyleadership appears sanguineabout controlling the LeT, giventhe JuD’s ability to systematical-ly and diabolically pursue itsplans, this may inevitably bringit into confrontation with thePakistan Army in the daysahead.

The fine print of the spectrum auction coming up inFebruary, shows that little has been learnt fromexperience with similar auctions in the past. The 3G

auction held in 2010, for example, fetched a windfall forthe government but dealt a blow to the telecom industryfrom which it has yet to fully recover. On that occasion, alimited quantity of spectrum put on auction, a high upsetprice and keen competition among bidders combined topush up the value beyond levels that made business sensefor the telecom companies, that had no choice but to par-ticipate. The consequences of that frenzied round of bid-ding are still being felt in the form of large loan dues ofbanks that funded the bidding, frayed balance sheets oftelecom operators and poor services for consumers as oper-ators cut down investment on network expansion. Thestory for the upcoming round is the same as the govern-ment attempts to exploit scarcity value to maximise its ownrevenues. Not only is the price set for the three bands —800 MHz, 900 MHz and 1,800 MHz — considerably high-er than what was recommended by the Telecom RegulatoryAuthority of India (TRAI) but the quantum of spectrum onoffer is also limited, especially in the crucial 900 MHzband. At least three operators — Vodafone, Idea and BhartiAirtel — will be bidding to stay in business as theirlicences in some circles expire this year. Their desperationis bound to push up the bidding price, especially if otherssuch as Uninor and Reliance Jio step into the fray. Thegovernment has also offered just one slot of 5 MHz in the2,100 MHz band which is critical for 3G operations andhas said that it will release a further 15 MHz later. Thestrategy is obviously to capitalise on the scarcity valuenow. While optimising revenues for a public asset such asspectrum is not wrong, the attempt here seems to be tomaximise them — which can come only at the cost of theindustry and consumers, as experience shows. There istime still to change things as the Cabinet will be meetingsoon to clear the pricing of the 2,100 MHz band. The gov-ernment should strive to put on auction the entire 20 MHzthat it has in the 2,100 MHz band and also fix the upsetprice at realistic levels. Quite apart from this, seriousthought should be given also to the TRAI recommendationto reduce the licence fee from 8 per cent of adjusted grossrevenues to 6 per cent as the present fee was set before theauctions era. The government’s keenness to maximise rev-enues and to prevent windfall gains to telecom operators isunderstandable, but it should be balanced with the interestsof the long-term development of the industry and of theconsumers

Other than among the diehardsupporters of the outgoing SriLankan President, Mahinda

Rajapaksa, there was no doubt aboutthe victory of Maithripala Sirisena,the common Opposition candidate inthe country’s Presidential electionheld on January 8. Yet, what sur-prised Mr. Rajapaksa’s supportersand opponents alike was his decisionto concede defeat and leave the offi-cial residence early morning of theday after, hours before even a third ofthe official election results were out.A peaceful transfer of power withoutpost-election violence, after a rela-tively peaceful election campaign, istestimony to the resilience of SriLanka’s democracy after threedecades of civil war and half-a-decade of semi-authoritarianism.

Revival of democracy

Based on political calculations aswell as astrological advice, Mr.Rajapaksa called for fresh presiden-tial elections in November 2014, twoyears before the constitutionallyscheduled time. He sought anunprecedented third term, a facilityhe created for himself by altering SriLanka’s Constitution. A third termwould have secured the continuity ofhis family’s grip over the Sri Lankanstate, backed by an alliance withpolitical loyalists and the new busi-ness class which he and his familyhad created. However, manyobservers feared, and not withoutgood reason, that a third term for Mr.Rajapaksa would have robbed SriLanka’s democracy of whatever littlevigour was left in it. Further closureof the democratic space through pop-ulist authoritarianism would haveenabled him to further consolidate hismodel of a developmentalist-nationalsecurity state. The democratic will ofthe Sri Lankan voters has now stalledthose possibilities.

How will Mr. Sirisena, the newPresident, fulfil his electoral prom-ises?

The main idea that animated the SriLankan voter has been his promise of“regime change for good gover-nance.” It is amazing that a concept

which is a part of the neo-liberalpolitical discourse has been appropri-ated in the vernacular, democraticpolitical imagination for the revivalof democratic politics. Mr. Sirisena’selection campaign stressed democrat-ic and corruption-free governance,the end to family rule and cronyism,

and reviving the autonomy of keyinstitutions of governance, specifical-ly the legislature and the judiciary.This is a kind of home-grown demo-cratic reform agenda evolved prima-rily against the five years of Mr.Rajapaksa’s semi-authoritarian andfamily-centric style of governance.

The support base

In his political agenda, Mr. Sirisenaand his New Democratic Front(NDF) emphasised two types ofpolitical reforms, state reform andgovernance reform. The state reformagenda focussed on a redemocratisa-tion of the Sri Lankan state throughconstitutional reform. Reforming theexecutive presidential system and theabolition of the 18th Amendment,which made the office of thePresident enormously powerful andimperious, were its two key ele-ments. Unlike in the previous elec-tions, devolution and the politicalrights of the ethnic minorities were

not elements in the state reform agen-da this time round. The ethnic con-flict was present in the NDF policymanifesto only in its absence. Quitesurprisingly, Tamil and Muslim par-ties who backed Mr. Sirisena, andeven ensuring his victory on January8, did not bargain for any commit-

ment to devolution. They supportedhim primarily on his promise ofregime change and democratic statereform. That in a way reflected theurgency felt by most of Sri Lanka’spolitical stakeholders for a freshpolitical beginning in a post-Rajapaksa era.

A fresh beginning is perhaps thephrase that best captures the politicalspace opened up by the victory ofMaithripala Sirisena in thisPresidential election. The challengesand obstacles awaiting him would beboth daunting and complex. Theelection result shows some of thesecomplexities. A preliminary glance atthe electoral statistics highlights afew salient patterns and dimensions.First, it is the Tamil and Muslimminority vote which gave Mr.Sirisena the edge over Mr. Rajapaksa.The support he received from theNorthern and Eastern provinces andelectoral divisions where Tamils andMuslims are a significant minority

was overwhelming, in many instanceeven reaching over 65 per cent of thevotes cast. In the same vein, Mr.Sirisena failed to secure majorities inmost of the electorates which are pre-dominantly Sinhalese. In many suchdistricts, Mr. Rajapaksa emerged theclear winner indicating that his rural

Sinhalese vote base has not seriouslyeroded, although it has diminished.Third, Mr. Rajapaksa’s UnitedPeople’s Freedom Alliance (UPFA)still has a clear majority, over 135seats in the 225-member Parliament,although there have been some keydefections to the NDF during theelection campaign.

Consolidating power

The immediate challenge that con-fronts Mr. Sirisena is in consolidatingpower for his newly formed coali-tion. The NDF is an eclectic coalitionof political and ideological forces ofa somewhat inchoate nature. Theyhave a common programme preparedfor the election a few weeks ago,because they all wanted to end therule and the style of politics intro-duced by Mr. Rajapaksa. The returnof Ranil Wickramasinghe, the leaderof the United National Party, as thePrime Minister, and as Mr. Sirisena’schief lieutenant, would be a major

stabilising factor. Mr.Wickramasinghe is known for hisvast experience in government aswell as for political shrewdness. Hispro-western political profile wouldhelp the new President to chart a newversion of non-alignment in SriLanka’s foreign policy — not hostileto the West, not so dependent onChina, and quite at ease with India.

“Surprisingly, Tamil and Muslimparties who backed MaithripalaSirisena, and even ensuring his elec-toral victory, did not bargain for anycommitment to devolution”

Fulfilling his promise of politicalreform within the deadline of a 100days would certainly be a huge chal-lenge for the President and his coali-tion government. The 100-dayreform deadline is easier promised atelections than really met, as IndianPrime Minister Narendra Modiwould easily agree. The key reformpromise with a time limit of a 100days is the constitutional amendmentthat would reform the executive pres-idential system and abolish the 18thAmendment. Both these reformmeasures require the support of two-thirds of Members of Parliament: aminimum of 150 of them.

The option Mr. Sirisena has is toappeal to the goodwill of the UPFA’sMembers of Parliament. That willalso require the support and coopera-tion of the Rajapaksa brothers wholead the UPFA. This scenario ideallycalls for some form of government-opposition political accommodationfor national unity. It also effectivelyrules out the efficacy of any con-frontational response to the UPFA byMr. Sirisena and his NDF strategists.If that happens, that will also helpcreate a style of governance which isnot overtly hostile to the Opposition,and therefore be moderate in its styleand spirit of governance.

Development agenda

During the election campaign,there were fears expressed by somethat an NDF government under Mr.Sirisena would roll back the develop-ment agenda of Mr. Rajapaksa. Thatfear was also a major campaign

theme of Mr. Rajapaksa. All indica-tions are that the new NDF regimewill continue to carry out the presentdevelopment agenda with some mod-ifications. Excessive reliance onChina for economic assistance andloans for development, which haspolitical consequences too, is mostlikely to be reviewed. Close econom-ic cooperation with the West is a pol-icy with which RanilWickramasinghe is identified. He isalso known for his economic pragma-tism. When he was the PrimeMinister, in 2002-2003 he devised apolicy of closer economic integrationbetween Sri Lanka and the southernStates of India.

As it happens at crucial momentsof political change, new leaders andnew governments emerge with agreat deal of promise for change. Thegreater the promise, the greater canalso be the disappointment, once theeuphoria of the newness declines andthe promises meet the political reali-ties. One such challenging prospectwhich the new President is likely toface is in balancing the interests ofthe Sinhalese majority communityand the ethnic minorities in the nextparliamentary election. Tamils andMuslims voted for him on January 8practically en masse on the promiseof a return to democracy. At the nextparliamentary election, which has tobe held before 2016, the dynamics ofthe political sentiments of Tamil andMuslim minorities might not be con-fined to macro democratic reforms.Devolution and reconciliation willsome day return to the political agen-da. Managing that challenge in amanner different from how Mr.Rajapaksa did through the strategy ofcooptation, intimidation and develop-ment largesse would require a greatdeal of political skills as well as thecapacity for democratic accommoda-tion of diverse political agendas.

A fresh beginning is perhaps the phrase that best captures thepolitical space opened up by the victory of Maithripala Sirisenain this Presidential election. The challenges and obstacles await-

ing him would be both daunting and complex. The electionresult shows some of these complexities. A preliminary glance at

the electoral statistics highlights a few salient patterns anddimensions. First, it is the Tamil and Muslim minority vote whichgave Mr. Sirisena the edge over Mr. Rajapaksa. The support hereceived from the Northern and Eastern provinces and electoral

divisions where Tamils and Muslims are a significant minoritywas overwhelming, in many instance even reaching over 65 per

cent of the votes cast.

"After extremism, thetoughest challenge which weare facing is drugs. It is anemerging menace in the soci-ety. It has shattered not onlyindividuals and families butwhole generation together,"he said.

The IGP was addressingthe commemoration functionof five years of Police DrugDe-addiction Centre inSrinagar at the KashmirUniversity.

"I have always emphasizedthis that we have lost onegeneration to violence andwe cannot afford to loseanother generation to drugs,"he said.

The top official saidthough the magnitude of theproblem in the Valley wasnot as big as in other states,

the menace would affect ageneration if it goesunchecked.

"Although the magnitudeof this problem here is not asbig as it is in some otherstates like Punjab, but if notchecked right now, it willassume bigger proportionsand affect our society, ouryouth and our generationtogether. It is in this contextthat JK police tried to under-stand its role and started con-tributing towards eradicatingthis menace," he said.

Mir noted that the statepolice was the only force inthe country to take a lead inde-addiction process andestablished a Drug De-addic-tion Centre at the PoliceControl Room.

Muhammad Ashraf Wani,senior professor and DeanAcademic Affairs ofKashmir university, mean-while accused the policeofficials of being "hand-in-glove" with the drug mafia.

"Police has started certaininitiatives to tackle drug

mafia across the state but insome of the cases, they arehand-in-glove with the drugmafia as they were facilitat-ing them in carrying out theircriminal activities," hesaid.

"Professor Wani pointedout that there is some co-operation going on betweenpolice and drug mafia. Butthen let me assure you thatwe have been trying our bestin that area also. We havesent a lot of persons behindthe bars under the PublicSafety Act (PSA)," the IGPsaid, in response to theDean's comment.

J&K can not afford to lose ageneration to drugs: IGP

strongly opposed the Centre's deci-sion to amend the Land AcquisitionAct through an ordinance and saidhis government will not implement itas it is against the interests of farm-ers. "I am not going to implement theLand Acquisition Ordinance inAssam. It is done to benefit only theindustry," he said while addressingthe concluding ceremony of 5-daytraining camp of state CongressSevadal. He said the new law isagainst the interest of farmers andwill take away the right to have prop-er compensation.

"We will bring a new bill in thestate regarding land acquisition forindustry and other purposes," Gogoisaid.

He accused the NarendraModi gov-ernment of trying to "weaken democ-racy by adopting the ordinanceroute". "In some exceptional cases,we can bring an ordinance. But inevery other bill which is facing oppo-sition, the Centre is going for an ordi-nance. Why do we need Parliamentthen?" he asked.

He said in increasing the FDI limitin insurance sector also, the Centrebrought an ordinance. Gogoi alsocriticised the Centre for abolishingthe Planning Commission and said itscontribution in the country's overalldevelopment cannot be dismissed."When I was the Food Minister in1993, I imported three million tonnesof wheat. Today, we are exporting it.Whose contribution is this? It is thePlanning Commission," he added.

CHANDIGARH, JAN 10Punjab government has filed

an application in the SupremeCourt seeking permission toconsider applications of lifeconvicts who want remissionsand premature release from jail.

An official release said heretoday that the state governmenthas filed the application in theapex court on January 8 inwhich it has been submitted thatthe Governor of Punjab has beenexercising the powers grantedunder the Constitution whilegranting remission for convictswere undergoing life imprison-ment.

However, the counsel submit-ted, that in the light of the orderspassed by the apex court in Julylast year the state governmentshave been restrained from exer-cising the power of remission tolife convicts.

"There were various caseswhere the life convicts havebecome eligible for the remis-sion in light of the law and rulesframed there under in compli-ance with the orders of the court.The state of Punjab has not con-sidered the cases of remission orforwarded it to the Governor,"the release said.

The state government's mov-ing the apex court assumes sig-nificance as it had on December24 sought the premature releaseof 13 life convicts, five of themconvicted in former ChiefMinister Beant Singh assassina-tion case and one in bomb blastin Delhi on September 1993, inwhich nine persons were killedand 25 injured including formerYouth Congress chief M S Bitta.

The state government's coun-sel pleaded the concerned casewas pending before the apexcourt for hearing since July 2014and applications of convicts forprayer for remission and prema-ture release were not being con-sidered by the state of Punjab asdirected by the court.

Under these circumstances,the counsel pleaded with theapex court that Punjab beallowed to consider and decideapplications of life convictsseeking remission and prema-ture release, according to therelease.

Badal also took up with WestBengal Chief Minister MamataBanerjee the matter of releasinglife convict Daya Singh Lahorialodged in Tihar Jail who "hasalready completed 10 years ofimprisonment against the lifesentence" awarded to him inconnection with a case in theeast.

SRINAGAR, JAN 10The man considered the archi-

tect of the insurgency in Jammuand Kashmir now says that theonly road to peace lies in apeaceful dialogue.

But MuhammadAzamInquilabi is also passion-ately opposed to any coalition inthe state between any regionalparty and the BharatiyaJanataParty (BJP) as that would, hesays, hurt Kashmir interests.

Inquilabi is the foundingchairman of the militant umbrel-la group, the United JehadCouncil (UJC), which is basedin Muzaffarabad in that part ofKashmir held by Pakistan.

He claims to have crossedover to Pakistan eight timessince a separatist insurgencyerupted in Jammu and Kashmirin 1989. But he has given upviolence for good.

Disgruntled with violence,Inquilabi, 68, now talks of apeaceful settlement of theKashmir issue involving India,Pakistan and the people of the

state.Educated in a Christian mis-

sionary school in Srinagar,Inquilabi heads a separatistpolitical outfit, Mahaz-e-Azadi.

"I am averse to any alliancebetween Kashmir regional par-ties and the BJP," Inquilabi saidat his house here.

"I would like to see Kashmirregional parties maintain theirstand safeguarding the regionalcharacter of Kashmir,Kashmiryat, Article 370, theMuslim character and the dis-puted nature of the state," hesaid.

Article 370 of the Indian con-stitution provides special statusto Jammu and Kashmir. The BJPwants it scrapped.

He also suggested thatKashmiri parties in electoralpolitics can forge a regionalalliance to form a government.

He said the Congress and theBJP were on the same pagewhen it came to Kashmir.

Inquilabi admitted that thedisbandment of the MuslimUnited Front (MUF) after the1987 assembly elections waswrong.

"It was a blunder on the partof MUF leaders. If such a forumcomes into being and joins theelection fray, the situation willget automatically changed.

"Once a genuinely separatist

party joins the election fray, Ithink the pro-India parties willlose their postal address."

How does he see the 77 per-cent voter turnout in the elec-tions?

"People were devastated byfloods. It was winter, and peoplewanted some relief in their dev-astated lives...

"But even those who votedwere not doing so because theyhad accepted Kashmir's acces-sion with India."

Inquilabi warned that afterNATO's withdrawal fromAfghanistan, the situation willbecome more volatile inKashmir.

"Because the mujahideen ofAfghanistan, in league with themujahideen of Pakistan, willfeel automatically motivated tojoin the fray here and help theKashmiri mujahideen.

"Pakistan and India can avoidthat flare-up only with a dia-logue, taking Kashmiris intoconfidence, for a peaceful set-tlement of this issue."

land reforms in the state,Bihar Chief Minister JitanRam Manjhion Saturdayasked land revenue officialsto work "ethically, sensi-tively and according to theirconscience" for the welfareof poor.

"In the current scenario,Bihar needs land reforms.Cases related to land shouldbe speedily and effectivelydisposed of. Today land dis-putes are a big factorbehind issues like nepo-tism, naxalism and frustra-tion.

"The officials thus shouldwork sensitively, ethicallyand according to the voice

of their conscience for thewelfare of the poor," hesaid.

people lack time andresources. They do notknow the laws whichresults in dissatisfaction,doubts and problems relat-

The Chief Minister wasspeaking at the inaugura-tion of a day-long seminarof Bihar Land Tribunal inthe state capital.

Lauding the role of thetribunal in settling land dis-putes, Manjhi said it wasdoing its duty on the linesof what former Chief

Lenovo's answer to theXiaomi invasion, the A6000smartphone unveiled at

CES 2015, will be launched onFriday, January 16. The companyhas sent out invites for an event inNew Delhi, with an image clearlypointing to the smartphone's 4GLTE capabilities.

The Lenovo A6000 is being tar-geted to take on 4G LTE offeringsin the sub-Rs. 10,000 space, mostspecifically the Xiaomi RedmiNote 4G (now also available viaAirtel), and Micromax's Yu Yurekathat's due to become available topurchase on January 13. There'sno doubt Lenovo's timing is inten-tional, stealing some steam fromthe launch of Xiaomi's 'new flag-ship' unveiling on January 15 -though that is expected to be of thenew Mi 5 flagship.

The Chinese consumer electron-ics giant will like Xiaomi andMicromax also be offering theLenovo A6000 only for onlinesales - exclusively via Flipkart,which is also home to the Redmifamily. The smartphoneannounced at CES was given aprice tag of $169 (roughly Rs.10,500), but Flipkart has con-firmed the phone will be priced

"below Rs. 10,000 in India."

With Lenovo looking to com-pete with recent launches likeXiaomi Redmi Note 4G andMicromax's Yu Yureka, the phone

couldbe priced as low as Rs. 8,999. ALenovo spokesperson said theA6000 variant showcased at CES2015 is not compatible with the2300MHz Band 40 (TDD-LTE)used by India's 4G networks.

However, given the company'sintention to compete with afore-mentioned phones, it's likely thatthe variant launched in India willcome with this feature.

The Lenovo A6000 features a 5-inch HD (720x1280 pixels) IPSdisplay, which is smaller than 5.5-inch the display on bothMicromax's Yu Yureka andXiaomi's Redmi Note 4G. Thedual-SIM smartphone supportsMicro-SIM cards.

The A6000 is powered by a 64-bit quad-core QualcommSnapdragon 410 (MSM8916) SoCclocked at 1.2GHz coupled with1GB of RAM. The Android 4.4KitKat-based smartphone runsLenovo's Vibe UI 2.0 skin ontop, and bears 8GB of built-instorage with no word on expand-ability.

Other specifications include an8-megapixel autofocus rear cam-era with LED flash; a 2-megapixel front camera; apart

from a 2300mAh battery rated todeliver up to 13 hours of talk timeand up to 264 hours of standbytime on 3G network. The LenovoA6000 measures 141x70x8.2mmand weighs 128 grams.

On a crumbling track on DayFive, Australia declared leaving India with349 with the full quota of 90 overs to go.Murali Vijay sparkled with an innings of 80and kept India under control. At the other end, KL Rahul had a decentinnings until Lyon dismissed him caught atleg-slip. This match marked significant milestonesfor the captains of both sides. Smith went onto record more than 700 runs in the series andwent on to beat Don Bradman's record for themost runs in the series for an Australianagainst India. Kohli became the secondIndian to record four tons in a series and alsorecorded the most runs by an Indian in a Testseries against Australia, beating RahulDravid's record. They have clearly estab-lished themselves as the best young batsmenin the world.

the final of the Brisbane International onSaturday in a display that bodes well forher chances at the Australian Open.

It has been seven years since Sharapovawon her only Australian Open title but ifshe can take her form from Brisbane toMelbourne, a second title does not seemout of the question.

Sharapova had to work hard to beatIvanovic, coming from behind to beat her6-7(4) 6-3 6-3 but the Serbian is a goodmeasuring stick.

Sharapova not only beat Ivanovic in the2008 Australian Open final but bothwomen are in devastating form headingtowards the first grand slam of the season,starting on Jan. 19.

The Russian dropped just nine games ingetting to the final while Ivanovic showednerves of steel to see off her opponents to

join Sharapova, ranked number two in theworld.

It was a match that could have goneeither way but Sharapova proved toostrong in the deciding third set at the PatRafter Arena.

The Board's was toyingwith the idea of having ahome calendar thatrevolves around the coun-try's festival season thatstarts with the Dussherain October till the NewYear in January.

The plan is similar tohow countries likeAustralia, England, SouthAfrica and also NewZealand make their calen-dars wherein specificslots are kept aside forhome series, according toa top BCCI official.

The BCCI, the richestboard in the world bysome distance and whichis responsible for bulk ofinternational cricket's

revenues, had no suchwindow reserved till now.

Afghanistan began on a disastrous note losing wickets left right and center even asJavedAhmadi was stroking the ball like a dream. Opening daybox-officecollection of'Tevar'

Arjun Kapoor and Sonakshi Sinhastarrer 'Tevar' hit the theatres yes-terday and the film opened to

mixed reviews from critics. 'Tevar'opened with an average occupancy of 30-35% occupancy in the morning shows. Inthe night shows, the occupancy was com-paratively higher.

SThe film fared well in Rajasthan andDelhi belt. Released in 3000 screens, thefilm was expected to do well in Mumbaias well. 'Tevar' had an opening day col-lection of 7-8crores.

"The first release of 2015, Tevar star-ring Arjun Kapoor and Sonakshi Sinhahas opened with an average occupancy onits opening day," the website said in areport.

'Tevar' had to compete with AamirKhan's 'PK' at the cinema hall. Releasedon Christmas, 'PK' is going strong inmany theatres all over India. But tradeanalysts had the thought that 'PK' wasenjoyed by the audience for three weeksand now it's 'Tevar' turn too spread itsmagic.

"With regards to the audience, I am sureeverybody who wants to watch PK haswatched it during these 3 weeks, not justonce, but even multiple times and so,Tevar won't have any problem in its run atthe box office," said exhibitor AkshayeRathi.

The film also stars Manoj Bajpai andRaj Babbar in an important role apartfrom Arjun and Sonakshi.

Since 'Tevar' is the first big release ofthe year, the film is expected to earn goodbucks at the ticket counter but the morn-ing shows result dampened the expecta-tion.
