    III. competition information

    1. Date and Place:

    The Aerobic Gymnastics competition for the Vietnam - 2009, 3rd

    Asian Indoor

    Games will be held in Vietnam from 1st

    of November to 3rd

    of November, 2009 in

    Haiphong. This schedule is, however, subject to changes depending of the final

    number of entries.

    2. Venue:

    2.1. Competition Venue:

    Haiphong Sports Complex is located approximately 80 km from Hanoi Capital

    Centre, in Haiphong Province, with a capacity of approximately over 2,000 seats.

    2.2. Training Venue:

    The training will be conducted at the competition site.

    3. Event:

    The Competition will be carried out in accordance with the Technical Regulations

    of the Federation International Gymnastics (FIG) and will consist of the following:

    5. Eligibility:

    5.1. The 3rd

    Asian Indoor Games Aerobic Gymnastics competition is exclusive for

    Athletes representing the National Olympic Committee (NOC).

    5.2. Only competitors who comply with the conditions integrated in OCA

    constitution are entitled to participate.

    5.3. Age of competitors: The age of competitors must be at least 18 years old.

    5.4. Each team representing their NOC for Aerobic Gymnastics competition may

    enter a maximum of fourteen (14) competitors in Aerobic Gymnastics competition.

    The number of staff is limited to 50% of the number of athletes from each NOC.

    5.5. The Qualification Competition consists of 4 categories as follow:

    + Individual Men: Each NOC may enter maximum two (2) men competitors.

    + Individual Women: Each NOC may enter maximum two (2) women competitors.

    + Mixed Pair: Each NOC may enter maximum two (2) pairs of competitors.

    + Trio: Each NOC may enter maximum of two (2) teams of three (3) competitors of

    optional sex.

    In four categories, each single, double, trio will perform one routine only in each of

    the rounds.

    5.6. The Final Competition follows:

    + Individual Men: The best eight (8) men (maximum one (1) competitor per NOC)

    may participate in the final competition.

    + Individual Women: The best eight (8) women (maximum one (1) competitor per

    NOC) may participate in the final competition.

    + Mixed Pair: The best eight (8) mixed pair (maximum one (1) mixed pair category

    competitors per NOC) may participate in the final competition.

    + Trio: The best eight (8) trios (maximum one (1) trio category competitors per

    NOC) may participate in the final competition.

    5.7. Each NOC must bring a minimum of one (01) judge and maximum of two (02)

    judges with a valid FIG brevet in Aerobic Gymnastics.

    6. Entries:

    6.1. Entries of each participating NOC must be submitted in accordance with the

    regulations laid by VAIGOC.

    6.2. Deadline for Entry Forms by number (Preliminary):

    Preliminary Entry Forms by number from Technical Officials and each participating

    NOC, forwarded through the respective National Olympic Committee (NOC) must

    be completed and should be received by VAIGOC no later than 1st of J uly, 2009 at

    18:00 hours, Hanoi Local time.

    6.3. Deadline for Entry Forms by Name (Final):

    The Entry Forms by name must be received by VAIGOC no later than 15th of

    September, 2009 at 18:00 hours, Hanoi Local time.

    The completed Entry by Name forms must be submitted for each athlete and must

    include all necessary information including he athletes full name.

    NOCs may make changes or submit amended Entry by Name forms up to and

    including the day of deadline, but no such amendments will be permitted after the

    deadline, except justified emergency case approved by OCA.

    6.4. Both entries by number and by name forms may be sent by fax and

    subsequently confirmed with stamped original by posting to the following address:

    7. Technical Meeting:

    7.1. A joint meeting of jury and referees will be held on 31st

    of October, 2009 (one

    day before commencement of competition).

    7.2. The Team Managers Meeting will be held on 31st

    of November, 2009 (one day

    before commencement of competition).

    8. General Rules and Regulations:

    8.1. Competition Rules:

    The Aerobic Gymnastics Competition of Vietnam - 2009, 3rd

    Asian Indoor Games

    will be conducted in accordance with the latest FIG Code of Points for Aerobics

    (2009 -2012) and the FIG Technical Regulation (2009 version).

    8.2. In case of translation related to disagreements over the rules, the English text

    shall prevail. Any unforeseen incident not addressed by the rules shall be resolved

    as follows:

    1. General issues: Resolved in accordance with the OCA Constitution.

    2. Technical issues: Resolved in accordance with the FIG Rules.

    9. Draw

    The draw will be held before 30th

    of October, 2009 (4 weeks prior to the event)

    under the supervision of Teachnical Delegate.

    10. Technical Officials and Jury of Appeal:

    10.1. Technical Delegate

    The Aerobic Gymnastics Technical Delegate of Vietnam - 2009, 3rd

    Asian Indoor

    Games shall be appointed by AGU and approved by OCA and VAIGOC.

    10.2. Judges and Jury of Appeal:

    The necessary Technical Officials (referees, judges, umpires, timekeepers,

    inspectors) and a Jury of Appeal for Aerobic Gymnastics competition shall be

    appointed by AGU and approved by OCA and VAIGOC. No official who has

    participated in a decision may serve in the Appeal process that reviews it.

    The Jury of Appeals decision on all technical questions is final. However, this shall

    be without prejudice to any further penalty which may be imposed by the OCA.

    The Jury of Appeal shall be composed of a Chairman, which position shall be filled

    up by AGU with a representative of members chosen by OCA and AGU.

    10.3 Inquires

    Applied with the FIG Code of Points 2009 -2012.

    11. Uniforms

    Applied with the FIG Code of Points 2009 -2012

    12. Equipment

    VAIGOC will guarantee that the equipment chosen comply with the Rules and

    Regulation of Aerobic Gymnastics. They will be subject to the approval of the FIG

    Rules of Aerobic Gymnastic .

    13. Penalties in Case of Fraud

    A competitor proved fraudulently to have transgressed the Rules and Regulations of

    the Games Federation, shall be disqualified and lose any position he/she may have

    gained. If this competitors Member Organization is proven to have been a party to

    the fraud, his/her NOC shall be disqualified in the sport involved.

    14. Doping Control / Gender Verification

    14.1. Doping Control:

    Doping Control for all events of the Vietnam - 2009, 3rd

    Asian Indoor Games will

    be conducted according to OCA Medical Committee directions and will follow the

    procedures specified by the World Anti-Doping Agency (WADA).

    14.2. Competitor who is chosen to be tested with the notified after the match. When

    notified, the competitor must proceed to the Doping Centre within an hour for

    examination. The competitor must bring an AD/ID Card. Those who are notified,

    but do not arrive at the centre will be treated as testing positive. Competitor must be

    either accompanied by coach or team doctor. Gender examination will take place

    only when needed.

    14.3. Gender verification:

    Gender verification tests may be carried out in accordance with the OCA

    Constitution and Rules.

    15. Prizes:

    15.1. Language

    Vietnamese and English will be used for the Victory Ceremony.

    15.2. Clothing:

    Applied with the FIG Code of Points 2009 -2012

    15.3. Order of Awards.

    The medals will be called out and conferred in following order: 3rd

    , 2nd

    , 1st.

    15.4. Prizes

    Individual Events

    - First Prize: Gold medal and diploma

    - Second Prize: Silver medal and diploma

    - Third Prize: Bronze medal and diploma

    - Fourth to Sixth Prize: Diploma to the competitors place forth to sixth in each

    IV. Approval of the technical handbook

    Approval of this technical handbook for the Aerobic Gymnastics competition at the

    Vietnam - 2009, 3rd

    Asian Indoor Games had been obtained from the Asian

    Gymnastics Union (AGU) on the 7th

    May, 2009.

    *** In the event of discrepancy in the handbook, VAIGOC reserves the right to

    make clarification and OCAs decision to the said clarification shall be final.

    V. INTRODUCTION TO VIETNAM

    1. Location and area:

    Vietnam is a country located on an Indochina Peninsula, coastal Pacific. Vietnam

    has a border road on land 4,550 km long bordered by China in the north, with Laos

    and Cambodia in the west, the East Sea in the east. On the map, range land,

    Vietnam brings S shape, lasts from latitudes 230

    23 north to 80

    27 north, 1,650 kmlong north south direction.

    Vietnam topographical diversity: mountainous, plain, coastal and harbor, reflecting

    historical development of geology, topography in the long-term environmental

    monsoon, hot and humid, and the strong room. The topography is lower from the

    Northwest Southeast, which is clearly shown in the flows of major rivers.

    Mountainous areas account for up to 3/4 area territory but are mainly low hills andmountains. Topography is lower than 1,000 m under accounting for 85% of

    territory. High mountains are over 2,000 m for only 1%. Vietnam hills and

    mountains form a large supply wing overlooking the South China Sea, running

    1,400 km long, from the Northwest to the Southeast. Most of highest and biggestmountains are located in the West and Northwest, there also a highest peak in

    Indochina Peninsula: Phan-xi-phang (3.143 m).

    2. Time

    Hanoi time zone is 7 hours faster than GMT hours (GMT+7).

    3. Population

    With more than 80 million people, Vietnam has the rank of 13th for top population

    country of the world, of which 25% living in urban areas and 75% live in rural

    areas; rate of population growth each year is 1.18%. The most crowed city in

    Vietnam is Ho Chi Minh City (7 millions of people), Hanoi is the second (5

    millions of people). Most cities throughout the country are trends in high

    urbanization therefore the population in this region will be increasing rapidly.

    Vietnam has a structure with a population of 52 millions of young people in theworking age. However, the number of elderly (over 60 years of age currently

    about 6.3 million people, accounting for 7.5% of the country) tends to increase

    because of living conditions and medical are improving. In 2005, average life

    expectancy of Vietnamese people is 72.

    4. Language

    54 ethnic groups living in Vietnam has its own language and cultural traditions oftheir special identity. 24 ethnic groups are writing their own languages such as Thai,

    Mong, Tay, Nung, Khmer, Gia Rai, E de, Hoa, Cham Some of this script is being

    used in schools.

    In the process of development, English is chosen as the common language for all

    peoples. In the education system from kindergarten to university, English is the

    universal language, is a tool to transmit knowledge of acceptance; as well as tools of

    communication, state management of the people in the territory Vietnam.

    5. Currency

    Dong (VND) is the currency of Vietnam, by the State Bank of Vietnam released. It

    contains a symbols, codes according to international ISO 4217 is VND. A

    contract valued by 100 cents or 10 hao. . The unit Hao is too small so it no longer

    be issuing any more. Paper money is released now valued at 500VND; 1000VND;

    2,000VND; 5,000VND; 10,000VND; 20,000VND; 50,000VND; 100,000VND;

    200,000VND iron and 500,000VND. At the same time also have a metal value of

    500VND; 1,000VND; 2,000VND; 5,000VND.

    Currency rate between the Vietnam and USD is 1:16,550 (Sept, 2008).

    VI. WEATHER CONDITION

    1. Climate

    The average temperature in Vietnam varies from 210C to 27

    0C an increase gradually

    forms north to south. In summer, temperatures averaged across the country are 250C

    (Hanoi 230C, Hue 250C, Ho Chi Minh City 230C). Winter is in the North and the

    temperatures are down to the lowest in December and January. In Northern

    mountainous regions, such as Sa Pa, Tam Dao, Hoang Lien Son, the temperature

    down to 00C and have snow fell sometimes.

    The climate is tropical monsoon and moisture which is not pure on the whole

    territory of Vietnam, this forms regions a different remarkably climates. Vietnam

    climate changes by season and by region from low to high, from north to south andfrom east to west. Affected by the impact of the strong northeast monsoon the

    average temperature in Vietnam is lower than the average temperature of many

    other countries at the same latitudes in Asia.

    Vietnam can be divided into two major climates reciprocal: (1) Northern (From Hai

    Van to the North) climate is tropical monsoon with 4 seasons (Spring, Summer,

    Autumn and Winter), affected by monsoon from the Northeast and the Southeast.

    distinct seasons (dry season and rainy season).

    In addition, due to the topographical structure, Vietnam has the following sub-

    regional climate. There are places have temperate climate such as: Sa Pa, Lao Cai

    mainland such as: Lai Chau, Son La. This is the ideal location for tourism.
