    I. SITUATION OVERVIEW:

    A. Weather Update

    Severe Weather Bulletin Number SIXTEEN Tropical Cyclone Warning: Typhoon"JUAN" (MEGI) Issued at 5:00 AM, Wednesday, 20 October 2010

    Typhoon "JUAN" has maintained its strength as it continues to move westnorthwest slowly.

    Location of Center:(as of 4:00 AM)

    340 km West Northwest of Dagupan City

    Coordinates: 17.2N, 117.2EStrength: Maximum winds of 175 kph near the center and gustiness of

    up to 210 kph

    Movement: Forecast to move West Northwest at 7 kph

    ForecastPositions/Outlook:

    The Center of Typhoon "JUAN" is expected to be at 440 kmWest of Laoag City by tomorrow morning. By Friday morning, itwill be at 570 km West Northwest of Laoag City

    B. Initial Effects

    1. Affected Population (Tab A)

    Population affected increased from 2,273 families / 11,099 persons to 39,847families / 215,037 persons in 465 barangays in 99 municipalities and 8 cities inthe 22 provinces of Regions I, II, III, IV-A, CAR and NCR

    A total of 1,315 persons and 25 vessels are still stranded in the ports of San Jose,Occidental Mindoro, in Sta. Ana, Cagayan and in North Harbor, Manila

    2. Casualties (Tab B)

    Dead: eleven (11) 4 in Pangasinan, 1 in Cagayan, 1 in Nueva Ecija, 1 in Tarlac,1 in Zambales, 1 in Kalinga, 1 in Benguet and 1 in Baguio City

    Injured: sixteen (13) 1 in Pangasinan, 2 in La Union, 7 in Cagayan, 3 in Kalingaand 3 in Benguet

    3. Damages

    3.1 Houses (Tab C)

    Total damaged houses reported: 4,910 (4,392 partially and 518 totally damaged)

    in Regions I, II, NCR and CAR- The roofs of 25 Gawad Kalinga houses in Tumauini, Isabela were blown awayby strong winds

    3.2 Damage to Agriculture and Infrastructure (Tab D)

    The initial estimated cost of damage to infrastructure, agriculture, fisheries andschools in Regions II and CAR was placed at PhP 1.379B.

    Region II In Tumauini, Roxas and Palanan, all in Isabela Province: NFA warehouses, Kadiwa

    Center sustained damages, its roofings were blown away by strong winds. As aresult, around 10,000 bags of rice, 9,368 bags of palay and 4,000 IMR stocks weredamaged.

    CAR Duplex warehouse roofing in Kalinga were also blown away by strong winds

    4. Damage to Lifelines

    4.1 Power

    Region I The NGCP-operated transmission lines of San Manuel-Kadampat 500kV Line 2,

    San Manuel-Tayug-Carmen-Bayambang and the San Manuel-Manaoag 69kV linewere fully restored on October 19, 2010 allowing for the complete restoration ofpower to Ilocos Norte and La Union. NGCP lines supplied electricity to distribution

    utilities in some parts of Ilocos Sur and Pangasinan.

    Region IIIsabela

    Power supply of ISELCO II was shut off for safety reasons, cutting off power in theMunicipality of Roxas. Strong winds caused the toppling of electric poles anduprooting of some trees

    Cagayan Power supply of CAGELCO I and II was shut off for safety reasons, cutting off

    power in Cagayan Province.

    CAR Power was already restored in Ifugao and Abra as of 4:00PM, 19 October 2010.

    About 60-70% of the power services were restored in Baguio City and Benguet,while power services in other hard-hit provinces such as Mt. Province, Apayao andKalinga were not yet restored.

    Region III All national roads and bridges are passable to all types of vehicles except Nueva

    Ecija-Aurora road, KM180 Cabatangan River and Romulo Highway in Camiling,Tarlac which is not passable to light vehicles due to high water level

    Power Interruption (Source: NEA)

    Restoration of power in some provinces in Regions I, II and CAR is on-going.4.2 Communications NTC reported that as of 12:00NN, 19 October 2010, SMART telecoms reported

    that their network coverage and capacity in Regions 1, 2 and CAR is running at97%. Facilities in the adversely affected areas are now operational. It alsoestablished a free-call station in Ilagan, Isabela to serve affected families and togive support to disaster and relief operations personnel. Currently, they are stillsetting up free-call stations in other locations.

    At 3:00 PM, 18 October, GLOBE telecoms reported that 115 base stations (2G),33 nodes (3G) and 2 WIMAX sites (Regions 1, 2, parts of 3 and CAR) weredamaged/affected

    SUN Cellular also reported that 89 sites were down in Regions 1, 2 and CAR dueto power outage and strong winds. The local telephone network is also down.Restoration works is on-going

    4.3 Roads

    Fifteen (15) road sections (3 in Apayao, 1 in Baguio City; and 5 in Benguet; 1 in Kalinga;3 in Mt. Province; and 2 in Ifugao) are closed either due to toppled electric posts anduprooted trees while six (6) road sections (1 in Ilocos Sur, 1 in Pangasinan, 2 inCagayan, 1 in Isabela and 1 in Aurora) are not passable to all types of vehicles due toslides and high level of water.     5. Emergency Incidents Monitored

    5.1 On or about 1:30 PM, 18 October, a fishing vessel was struck by strong waves whiletrying to dock along shoreline of Brgy. Salipsip Polillo Island, Quezon. All four (4)crew men are safe and the fishing boat was secured and brought to the shore withthe help of the residents in the area. The DRRO squad of 1st IB rescued the four (4)crewmen

    5.2 Forty-one (41) landslide incidents were reported by DPWH-CAR. Clearing

    operations were immediately undertaken by DPWH crew in various critical areas.

    II. EMERGENCY MANAGEMENT

    Extent of Assistance The initial estimated cost of assistance provided by the local governments in Regions

    I, II, III, NCR and CAR is PhP121,295 (Tab E)

    A. National In line with recommendation of NDRRMC and in view of the continuing inclement

    weather brought by Typhoon Juan, the Office of the President issuedMemorandum Circular No. 4 on the suspension of work in government offices inRegions I, II and CAR on 19 October 2010, except those agencies whosefunctions involve the delivery of basic health services, preparedness/response todisasters and calamities and/or the performance of other vital public services

    Based on the Special Weather Scenario and Outlook of PAGASA which forecastheavy rains in Metro Manila, the NDRRMC recommended the immediatesuspension of classes in all levels in the National Capital Region on 19 October2010.

    The Education in Emergencies Cluster headed by DepEd plan to conduct a jointdamage assessment and needs analysis (DANA) in the affected areas primarily inthe province of Isabela and Cagayan.

    The National Telecommunications Commission (NTC) directed the PublicTelecommunication Entities (PTEs) to do the following:

    Availability of technical personnel 24/7 in areas affected to repair damagedequipment and facilities;

    Provide sufficient number of standby generators with sufficient fuel;

    Deploy mobile transportable cellsites in key areas affected

    Ensure that cellsite equipment are installed on pedestals high enough toavoid submersion in flood waters

    Submit reports to the Office of the Commissioner at least every hour fromentry/landfall of the typhoon

    In case of communication black-out in affected areas, there is OPLANBayanihan where the NTC will touch base with the NDRRMC base stationand the amateur and civic radio groups (A&CRG) in Regions 1, 2 and CAR

    SMART reported that in compliance to NTCs directive, they have cancelled allrequests for leave of its personnel, sent a sufficient number of generator setswith enough fuel to last 5 days

    B. Regional

    RDRRMC1 issued pre-emptive evacuation orders to the four (4) PDRRMCs (IlocosNorte, Ilocos Sur, La Union and Pangasinan)

    DOH CHD1 prepositioned medicines amounting to P100,000 in each provincial office;plus the same amount as buffer stock in the regional office. All regional vehicles wererecalled and are on standby.

    MDRRMC Bolinao, Pangasinan alerted the coastal barangays for preemptiveevacuation

    Pangasinan Provincial Health Office prepared fifty (50) bottles of hydrochloride

    solution for distribution in flood affected areas PDRRMC Pangasinan are on full alert, posted personnel and equipment in 3Advanced Command Posts: in Alaminos City for Western Pangasinan, in Tayug forEastern Pangasinan and in Lingayen for Central Pangasinan

    PSWDO Pangasinan prepared 5,000 packs of assorted relief goods for distributionand another 5,000 packs are being repacked

    PDRRMC Ilocos Norte prepared stocks of medicines, food stuffs and equipment instrategic areas of the province

    The 580th PAF deployed one team to Pasuquin, Ilocos Norte; 503 rd PA one team inLaoag City, Ilocos Norte; and Philippine Fleet DRTU 2 teams to Candon City, IlocosSur

    PCG deployed teams from its Deployable Response Groups (DRGs) in San Fernando

    City and Bangar, La Union; and in San Roque, Sual; and in Lingayen of Pangasinan PCG-NHQ deployed two teams on 16 October to augment three (3) teams of

    PCGDNL. One (1) PCG DRT proceeded to Pagudpud, Ilocos Norte while two (2)others were deployed in Aparri, Cagayan

    PCG placed on standby the following: four (4) Coast Guard ships, (2 SAR vessels and2 auxilliary/MARPOL vessels) and two (2) Coast Guard aircraft, seven (7) SOG teamswith diving equipment and rubber boats.

    Region II PCG deployed two (2) seven-man teams from Manila to Sta. Ana and Aparri,

    Cagayan to assist in evacuation and rescue operations DPWH RO2 deployed equipment and personnel to the critical road sections in the

    region PDRRMC Cagayan established Advance Command Post manned by RESCUE 29,

    PNP, Provincial General Services Office (PGSO), Provincial Engineers Office (PEO)and PSWDO;

    BFP Cagayan prepositioned 5,000 family food packs and 1,000 packs of usedclothing; and conducted preemptive evacuation and mass feeding

    Concerned P/M/DRRMC in Isabela and Barangay Operations Center convened andprepositioned resources (equipment and rescue units) on a 24/7 basis; PSWDOprepared 2,504 family food pack; Ten (10) dump trucks were placed on standby forpossible evacuation

    PDRRMC Quirino convened with Gov. Junie Cua presiding to discuss preparednessmeasures; coordinated with Quirino DPWH District and Provincial Engineering District

    to inspect infrastructure under their jurisidiction RESCUE 933 and other auxiliary rescue groups were placed on standby at Nueva

    Vizcaya PDRRMC Opcen; and deployed heavy equipment in strategic places prone toflooding and landslides

    Magat Hydro-Electric Power Plant/ Dam started releasing water at 190.84 cubicmeters per second. The facility can only hold 193 meters water level, hence therelease. Affected municipalities were forewarned prior to the release of water. Theseare: San Mateo, Cabatuan, Aurora, Burgos, Luna, Reina Mercedes, Naguilian andGamu,.where the residents living in low lying areas were informed of the water rise.

    Region III

    BFP-Region III evacuated 10 families / 36 people in Tarlac; assets on standbyconsisted of 516 personnel, 188 firetrucks, 1 rescue truck, 4 rubberboats and 5ambulances

    CAR OCD-CAR emergency telecommunications equipment prepositioned A total of 981 schools, barangay halls, churches and gyms were designated as

    evacuation centers DTI is monitoring food supply and prices of commodities PIA has been assisting the RDRRMC in disseminating advisories to local media DOTC is monitoring the flow of traffic and has been providing advisories to land

    AFP units; and PNP municipal stations and emergency responders have been onheightened alert and were placed on standby for any mobilization / to assist LGUs DPWH-CAR prepositioned 38 units of heavy equipment in landslide prone areas Baguio City emergency responders perfomed clearing of obstructed roads Baguio City Emergency Medical Services (BCEMS), Baguio City Fire Station, Baguio

    City Police, Baguio Benguet Public Information and Civic Action Group (BBPICAG)and Brgy Emergency Responders assisted in rescue and retrieval of the victim whowas pinned down by a falling tree at Busol watershed and Brgy Ambiong, Baguio City

    III. Declaration of State of Calamity

    The Province of Isabela was declared under a state of calamity.
