Thanksforyourpersistenceregardingfireapprovalofthepedestalsystem.WeappreciateyourfirmsuseofourproductsontheClyffordStillMuseumhereinDenverandyourspecifyingusinPortlandaswell.Acrossthecountrywehavefoundthatapprovalofoursystemoftendependsonthespecificcodeofficialreviewingtheproject.
ThissituationisverysimilartoonewefacedinSanFranciscolastyearwheretheSanFranciscoBuildingDepartmentdidnotwantanycombustibleitemsonaTypeIbuilding.Ourproductsaretechnicallycombustibleandthereisnowayaroundthis.Thatsaidwehavedoneextensivetestingofthepedestalpolypropyleneandthewoodtiles,andareabletopasssomeveryrigidtesting.Intheend,afterconsideringallourtesting,theSanFranciscoBuildingDepartmenthastacitlyapprovedoursystemandIhaveattachedacopyoftheannouncement.
Afterreviewingyouremailwecanofferthefollowinginformationandsupport.MuchoftheissuestemsfromconfusionoverwhetherthepedestalsandsurfacingareconsideredabuildingelementasdefinedbyICCCodeSection602orasanallowedcombustiblematerialallowedinSection603.
WecontendthatthepedestalsandsurfacematerialsareappropriatelycoveredbySection603:CombustibleMaterialinTypeIandIIconstruction,page109oftheIBC2012.Thatsectionofthecodestates:

603.1AllowableMaterials:CombustiblematerialsshallbepermittedinbuildingsofTypeIandIIconstructioninthefollowingapplicationsandinaccordancewithSections603.1.1through603.1.3:1.FireRetardanttreatedwoodshallbepermittedin:1.3Roofconstruction,includinggirders,trusses,framinganddecking.Inaddition,itisimportanttonotethataBisonpedestalsystemisinstalledoveraClassA,BorCratedroofsystem.So,inthecaseofTypeIconstruction,thatsystemcarriesaClassAFireRatingandtheBisonproductscreateadeckingsurfaceabovetheClassAsystemwhichmeetorexceedIBCfirerequirementsforboththewoodtilesandthepolypropylenesystem.

Thestandardpedestalsaremanufacturedofatypeofpolypropylenethat:
1. ExceedsIBC2606:4SelfIgnitionTemperaturerequirements.BisonpolypropylenetestedpertheindustrystandardofASTMD1929showthatthespontaneousignitionofthepolypropyleneis800°Fwhichsignificantlyexceedsthestandardof650°F.
2. MeetsASTMD635,StandardTestMethodforRateofBurningand/orExtentandTimeof
BurningofPlastics.a. Standardpedestalpolypropylene,#B-PP-2025hasaratingofCC2whichisdefinedby
IBCCode2606.4as:ClassCC2:Plasticmaterialsthathaveaburningrateof21/2inchesperminute(1.06mm/s)orlesswheretestedatanominalthicknessof0.060inch(1.5mm),orinthethicknessintendedforuse,inaccordancewithASTMD635.
b. Asanalternateforadditionalcost,Bisonpedestalscanbemanufacturedwith#B-PF-100-FRX,fireratedpoly-propylenewhichhasbeentestedandhasaratingofCC1whichisdefinedbyIBCCode2606.4as:ClassCC1:Plasticmaterialsthathaveaburningextentof1inch(25mm)orlesswheretestedatanominalthicknessof0.060inch(1.5mm),orinthethicknessintendedforuse,inaccordancewithASTMD635.
3. BisonpolypropyleneiscertifiedfromthemanufacturertocomplywithUnderwriterLaboratoriesFlammabilitySelf-extinguishingTesting(UL94HB).
Whileyouarenotusingthewoodtilesforthisproject,theytoohavebeenextensivelytestedandcarryaClassAFireRatingforSpreadofFlame,aClassBforSmokeDevelopedandareapprovedbytheCaliforniaWildlandUrbanInterface#8110-2158:0100.
