technical studies under Part 4, Part 5 and Part 3A (since repealed) of the Environmental

Planning and Assessment Act (EP&A Act) on a number of other projects including

North West Rail Link (Part 5.1 of the EP&A Act), Maldon Rail Terminal Facility and

Bringelly Quarry and Brickmaking Facility (Part 4 of the EP&A Act), Badgerys Creek

Quarry and Brickmaking Facility (Part 3A of the EP&A Act) and the Glenfield Creek

Railway Bridge Replacement project (Part 5 of the EP&A Act).

OUR EXPERIENCE

We draw upon our experience in managing over 250 projects to help you in

developing and delivering solutions to your environmental challenges. Included below

is a selection of some of the interesting projects that we have been involved in.

ARTC Heavy Rail Projects, Hunter Valley, NSW

The ARTC Hunter Valley Corridor Capacity Strategy - Muswellbrook to Ulan Line

identified a requirement for the construction of additional passing loops on the Ulan

Line, to increase freight capacity. The Ulan line extends approximately 170km between

Muswellbrook in the Upper Hunter Valley and Gulgong, west of the Dividing Range.

Neville performed the role of Project Director for two State Significant Infrastructure

planning approvals (under Part 5.1 of the EP&A Act) and multiple environmental

assessments (Review of Environmental Factors) for major heavy rail infrastructure

projects on the Ulan line. Neville is also involved in providing advice on all other

environmental aspects of the projects including environmental risk, stakeholder

consultation and environmental management.

North West Rail Link, Epping to Rouse Hill, Sydney, NSW

Transport for NSW are planning the North West Rail Link, a $6 billion+ rail project

from Epping to Rouse Hill and onto Tullawong Road in north-western Sydney. This

major commuter rail project spans approximately 23 kilometres, including 8 stations,

15 kilometres of twin bored tunnel and eight kilometres of above ground rail line.

Neville was the manager of the specialist (technical) studies for the two State

Significant Infrastructure planning approvals, which were assessed under Part 5.1 of

the EP&A Act). Neville was responsible for the co-ordination of over 10 specialist

teams including, ecologists, heritage impact assessors, economists, climate change

specialists, acoustic specialists, geotechnical engineers, hydrologists and

environmental scientists. Neville developed an approach to fieldwork and specialist

assessments that allowed flexibility for the design team and rapid turnaround of advice

related to potential environmental impacts due to design changes.

Boral Bringelly Quarry Project & Brick Making Facility, Sydney, NSW

Boral is proposing the expansion of their quarrying operations as well as an increase

in production at their brickworks at Bringelly in Sydney's south-west. Neville was the

Project Manager of the environmental approval process for this State Significant

Development, which is being assessed under Part 5.1 of the EP&A Act. Neville's role

also included the management of specialist studies, consultation with government

agencies and the Department of Planning and Infrastructure as the consent authority

and the preparation of the Environmental Impact Statement.

Boral Maldon Rail Terminal Facility, Maldon, NSW

Boral is developing a rail terminal and quarry products handling facility at its existing

cement works in Maldon. The rail terminal is intended to receive quarry materials by

train from Boral's Pepper Tree Quarry in Marulan South and facilitate the transfer of

materials to truck to be transported to the Sydney market via road. Neville was the

Project Manager of the environmental approval process and lead author of the

Environmental Impact Statement (under Part 4 of the EP&A Act). Neville was

responsible for leading a multidisciplinary team of planners, civil engineers, transport

planners, ecologists, landscape architects, heritage impact assessors, acoustic and air

quality specialists. Neville also successfully co-ordinated and undertook a

comprehensive government agency and stakeholder engagement process.

This involved taking one of the lead roles in developing a community engagement

strategy to minimise the chance of negative media and to effectively manage public

perception and involved presentations at large public meetings.

Boral Badgerys Creek Quarry & Brick Making Facility Expansion, Sydney, NSW

The Badgerys Creek Quarry & Brick Making Facility project included the expansion of

quarrying operations (extraction of raw materials) as well as the continuation of the

brick making activities.

Neville performed the role of Project Manager of the environmental approval process

(under Part 3A of the EP&A Act) and negotiated conditions of approval. Neville was

also responsible for considering submissions from various government agencies,

managing specialist input to address issues raised and was the primary author of the

submissions report. Neville led an innovative approach to the assessment and

representation of noise impacts. Neville was also the technical reviewer of the

Rehabilitation Strategy, Rehabilitation Plan and Soils and Water Management Plan,

Cornubia 1200ha Mixed Use Development, South Africa

Cornubia is a one of the largest mixed use developments in southern Africa covering

1200ha. This greenfield project includes a new town centre, over 20 000 residences,

100ha of industrial land, 400ha of open space, sports and recreation facilities,

integrated transport network and other bulk services.

Neville was selected as the preferred environmental consultant by Tongaat Hulett

Developments, one of the largest development companies in Southern Africa, to

undertake the environmental impact assessment and obtain planning approval for this

billion dollar project.

ARTC Heavy Rail Projects, Hunter Valley, NSW

The ARTC Hunter Valley Corridor Capacity Strategy - Muswellbrook to Ulan Line

identified a requirement for the construction of additional passing loops on the Ulan

Line, to increase freight capacity. The Ulan line extends approximately 170km between

Muswellbrook in the Upper Hunter Valley and Gulgong, west of the Dividing Range.

Neville performed the role of Project Director for two State Significant Infrastructure

planning approvals (under Part 5.1 of the EP&A Act) and multiple environmental

assessments (Review of Environmental Factors) for major heavy rail infrastructure

projects on the Ulan line. Neville is also involved in providing advice on all other

environmental aspects of the projects including environmental risk, stakeholder

consultation and environmental management.

North West Rail Link, Epping to Rouse Hill, Sydney, NSW

Transport for NSW are planning the North West Rail Link, a $6 billion+ rail project

from Epping to Rouse Hill and onto Tullawong Road in north-western Sydney. This

major commuter rail project spans approximately 23 kilometres, including 8 stations,

15 kilometres of twin bored tunnel and eight kilometres of above ground rail line.

Neville was the manager of the specialist (technical) studies for the two State

Significant Infrastructure planning approvals, which were assessed under Part 5.1 of

the EP&A Act). Neville was responsible for the co-ordination of over 10 specialist

teams including, ecologists, heritage impact assessors, economists, climate change

specialists, acoustic specialists, geotechnical engineers, hydrologists and

environmental scientists. Neville developed an approach to fieldwork and specialist

assessments that allowed flexibility for the design team and rapid turnaround of advice

related to potential environmental impacts due to design changes.

Boral Bringelly Quarry Project & Brick Making Facility, Sydney, NSW

Boral is proposing the expansion of their quarrying operations as well as an increase

in production at their brickworks at Bringelly in Sydney's south-west. Neville was the

Project Manager of the environmental approval process for this State Significant

Development, which is being assessed under Part 5.1 of the EP&A Act. Neville's role

also included the management of specialist studies, consultation with government

agencies and the Department of Planning and Infrastructure as the consent authority

and the preparation of the Environmental Impact Statement.

Boral Maldon Rail Terminal Facility, Maldon, NSW

Boral is developing a rail terminal and quarry products handling facility at its existing

cement works in Maldon. The rail terminal is intended to receive quarry materials by

train from Boral's Pepper Tree Quarry in Marulan South and facilitate the transfer of

materials to truck to be transported to the Sydney market via road. Neville was the

Project Manager of the environmental approval process and lead author of the

Environmental Impact Statement (under Part 4 of the EP&A Act). Neville was

responsible for leading a multidisciplinary team of planners, civil engineers, transport

planners, ecologists, landscape architects, heritage impact assessors, acoustic and air

quality specialists. Neville also successfully co-ordinated and undertook a

comprehensive government agency and stakeholder engagement process.

This involved taking one of the lead roles in developing a community engagement

strategy to minimise the chance of negative media and to effectively manage public

perception and involved presentations at large public meetings.

Boral Badgerys Creek Quarry & Brick Making Facility Expansion, Sydney, NSW

The Badgerys Creek Quarry & Brick Making Facility project included the expansion of

quarrying operations (extraction of raw materials) as well as the continuation of the

brick making activities.

Neville performed the role of Project Manager of the environmental approval process

(under Part 3A of the EP&A Act) and negotiated conditions of approval. Neville was

also responsible for considering submissions from various government agencies,

managing specialist input to address issues raised and was the primary author of the

submissions report. Neville led an innovative approach to the assessment and

representation of noise impacts. Neville was also the technical reviewer of the

Rehabilitation Strategy, Rehabilitation Plan and Soils and Water Management Plan,

which were required as conditions of approval.

The Rail Curve Easing Project consisted of the identification and upgrade of over 50

distinct sections of the rail line between Newcastle and the Queensland border. The

works will further reduce transit times on the North-South rail link between Sydney and

Brisbane. The project included multiple development sites occurring in a mixture of

urban, suburban and rural locations with key issues requiring consideration including

noise, surface water and hydrology, fauna and flora, heritage, spoil management and

traffic. Neville was the Project Director of over 40 separate environmental assessments

as well as ecological and acoustic studies on this major rail infrastructure project.

Neville formed part of an integrated project team and understood through this

collaborative effort the importance of well thought out and clearly defined

communication channels, ensuring the project team fully understands what inputs are

required for the environmental assessment process and when, and not relying on

assumptions but testing understanding.

ARTC Botany and Enfield Rail Yards - Sydney, NSW

Neville was the Project Manager of the environmental approval processes for the

upgrade and reconfiguration of two stabling yards that play an integral role in

facilitating the movement of freight by rail, from Botany Bay. Services also include the

compilation of a Construction Environmental Management Plan (CEMP) for the

appointed contractor. Ongoing monitoring of the construction works was undertaken,

while general and specialist advice was provided to assist the contractor in complying

with the CEMP and other legal requirements.

ARTC North Coast Rail Corridor Improvement Program - NSW & QLD

Neville was involved in the management and preparation of a series of environmental

approval and management documentation as part of the Transport Express Joint

Venture undertaking the upgrade and construction of rail loops, turnouts, bridges and

signalling works as well as maintenance activities such as concrete re-sleepering and

vegetation clearing between Brisbane and Sydney.

RMS Pacific Highway and Princes Highway Upgrades, NSW

Acting on behalf of the Project Verifier, Neville has undertaken informal reviews as well

as formal audits of the construction phase environmental controls on various major

Pacific and Princes Highway road projects including Sapphire to Woolgoolga, Macleay

River and Floodplain Bridge and Gerringong Upgrade. Neville's role involved

assessing compliance of the construction phase environmental controls against the

project specifications, planning approval conditions, statement of commitments and

construction environmental management plans, procedures and work method

statements. Neville was involved in a collaborative effort with the contractor and client

to develop solutions to reduce the severity of silt plumes within the Macleay River,

created during the disturbance of sediment during construction.

Wollongong City Council Shone Avenue Realignment and

Bridge Construction - Stage 2

Wollongong City Council identified the need to upgrade a section of Shone Avenue to

improve its flood immunity. The project involved adjusting the vertical alignment of a

section of the road and the reconstruction of a bridge over a local creek. Neville

managed the environmental assessment process and the preparation of the Review of

Environmental Factors, to meet the requirements under Part 5 of the EP&A Act 1979.

Project issues included, hydrology and flooding, fauna and flora including the

maintenance of fish passage, Aboriginal and non-Aboriginal heritage values and

water quality.

RailCorp Glenfield Creek Railway Bridge Upgrade, Casula, NSW

RailCorp identified the need to upgrade the Glenfield Creek Railway Bridge in Casula,

Sydney. This railway bridge upgrade project involved the replacement of the existing

transom-top steel girder spans with a ballast-top concrete superstructure and the

encasement of the existing brick piers and abutments in concrete and supported on

new piles. Neville co-authored and managed the preparation of the Review of

Environmental Factors, while being actively involved in stakeholder consultation and

providing technical advice to the project team. Neville developed an innovative

engineering solution in collaboration with the construction team, to create a safe

working environment within Glenfield Creek, while minimising environmental impacts

such as stream profile modification, erosion, sedimentation and water quality as well

as maintaining fish passage.

SITA Advanced Waste Treatment Facility, Kemps Creek, Sydney, NSW

SITA operate an Advanced Waste Treatment Facility (AWT) at their Kemps Creek

landfill. In order to increase throughput capacity at this AWT facility, SITA were

required to undertake a modification to their existing development consent.

Neville performed the role of Project Manager of the Section 75W modification, which

involved the assessment of key environmental issues including traffic, noise, air quality

(including odour) and stormwater and leachate management. Neville lead a team of

specialists and managed the preparation of the environmental assessment report that

accompanied the modification.

Sibaya Casino and Entertainment Kingdom and New Motorway Interchange

Development, South Africa

Sibaya Casino and Entertainment Kingdom is one of the largest and most visually

impressive leisure, hotel and entertainment developments in southern Africa. Situated

on 48 hectares of coastal highland, with 360 degree ocean and hinterland views,

Sibaya combines spectacular elements inspired by traditional Zulu life with state-of-

the-art technology and cutting-edge design, distilled from extensive research across

the globe into the latest concepts in casino-resort entertainment. The complex also

includes the Sibya Lodge, a 118 room luxury hotel, various restaurants, as well as

parking facilities for 2 200 vehicles.

Neville was the onsite environmental manager for the entire duration of the project,

where he worked in collaboration with the developer - Sun International, tier 1

contractors, as well as a multidisciplinary team of engineers, quantity surveyors and

architects. Neville obtained post approval modifications to the development consent,

ensured that conditions of approval were incorporated into design and construction

and was responsible for identifying innovative, practical and economically feasible

solutions to environmental challenges during construction. Neville was also

responsible for undertaking an environmental assessment for a large highway

interchange and link road, to provide efficient access to the complex. The project was

delivered with no environmental infringements.

Durban Harbour Tunnel, Port of Durban, South Africa

The Durban Harbour Tunnel Project involved the boring of a 500m undersea tunnel to

house a variety of services including sewage, water, power and other

telecommunications. Neville worked in collaboration with the contracting JV of Hoctief

and Concor to ensure that environmentally sound practices were conducted on site,

that they were complying with the conditions of approval as well as assisting in

designing and implementing workable solutions to environmental challenges.

Before immigrating to Australia, Neville owned and managed a successful

environment consultancy - Blue Environmental Consultants specialising in property

development and associated infrastructure. Neville performed the role of Project

Manager or Project Director for the preparation of Environmental Assessments and

Management Plans for over 200 land development projects in South Africa.
