1.0 INTRODUCTION :
Laxmi puja is a regional festival of light and wealth, celebrated by the Bengali
people after 7 days of Bijoya Dashami (Dussehra) in Tripura. In this festival
Goddess Laxmi is worshipped for wealth and well being of everyone, but it has
turned into a noisy occasion in this part of this Country due to bursting of fire
crackers. Fire crackers are generally classified as light emitting and sound emitting.
But several hybrid types are now available which are both light emitting and sound
emitting. They also generate a lot of sound.
This year, it was celebrated on 24th October, 2018. Rapid Urbanization, increasing
numbers of vehicles, music systems & bursting of sound producing fire crackers
during festive seasons and in different social gatherings adds to an increasingly
noisy environment. In Tripura, Laxmi Puja is celebrated in almost every Hindu
house where firecrackers are burst in huge amount including the main cities of the
state. The high noise levels measured during both day and night time are mainly
due to bursting of firecrackers, vehicular movement, public address system and
such other factors.
2.0 NOISE :
Physically noise is a complex sound with little or no periodicity, and psychologically
noise may be defined as the sound that is unpleasant and unwanted by the listener
because of its bothersome nature, interference with the perception of wanted sound
or its harmful physiological and psychological effects. Unpleasantness and harmful
effects of noise depend upon factors like intensity of sound waves, frequency, and
duration of exposure and intermittence of sound.
Excessive noise can damage the ear. Depending upon the intensity and duration of
noise, the person exposed to it may suffer from temporary or permanent noise
induced hearing loss. When a person is exposed to continuous but short period of
high intensity noise, the auditory sensitivity of the ear is reduced temporarily. In
addition to hearing loss, excessive noise may also cause physiological and
psychological disorders. These include nausea, dizziness, indigestion, metabolic
disorder, decreased heartbeats and variation in blood pressure, breathing
difficulties and harmful effects on limb coordination and thinking ability. The
mildest psychological effects of noise are physical & mental fatigue and lack of
concentration. These in turn, leads to lowered efficiency, reduced output, increased
absenteeism and higher rates of accidents.

3.0 ADVERSE EFFECTS DUE TO BURSTING OF FIRECRACKERS:
Apart from the mild burns and accidents the children also breathe the toxic air
and suffer from nasal irritation and throat congestion.
The smoke also irritates the eyes causing tears and redness. Sometimes the
sound makes the ears non-functional and causes deafness.
Bursting crackers may increase blood pressure and aggravate heart disease.
Nausea, headache and giddiness are common effects of bursting crackers.
Lung infections such as coughing, sneezing, respiratory disorders like
asthma, wheezing often get severe during the festival days. The pollution
hazards such as the toxic smoke causes a lot of discomfort in breathing.
The poisonous gas can also affect pregnant women adversely. It may also
affect the mentally ill patients leading to depression, fear and stress.
4.0 OBJECTIVES:
A. Noise Level Monitoring:
In order to assess the noise level during Laxmi Puja Festival, noise monitoring
was carried out at Agartala, the state capital of Tripura, Udaipur town area of
Gomati District, Ambassa town of Dhalai District & Kumarghat town in Unakoti
district on Laxmi Puja Festival Day i.e. on 24.10.2018.
The main objectives of Noise Monitoring are:
To monitor the ambient noise levels during Laxmi Puja at various locations in
different cities- Agartala, Udaipur, Ambassa and Kumarghat.
To compare measured Noise Levels against ambient Noise standards and to
assess the extent of violation.
To identify the significant contributors of Noise Level so as to take overall
decision for mitigation at the source itself.
To identify significant factors and its individual impact and to suggest
alternative measures.
To find collective significant factor and its collective impacts as to help the
planners to take decision at the earliest possible stage.
To facilitate in evolving policy for laying down standards and to formulate legal
action for punishment, prohibiting, and preventing noise.
To communicate the information gathered to the public for awareness.
B. Air Quality Monitoring :
Fireworks contain chemicals such as sodium oxalate, aluminum, arsenic, sulphur,
manganese, iron dust powder, potassium perchlorate, strontium nitrate and
barium nitrate etc. which after burning produces gaseous pollutants such as SO2

and NO2, and produce huge amount of ambient air particulates that generates
dense clouds of smoke.
The main objectives of air quality monitoring are:
To monitor the air quality parameters such as PM10, PM2.5, Sulfur Dioxide (SO2)
and Nitrogen Dioxide (NO2) on Laxmi Puja Day at various locations in different
cities viz Agartala, Udaipur, Kumarghat and Ambassa.
To compare measured parameters against ambient Air standards and to
assess the extent of violation.
To create awareness about air pollution through availability of scientific
monitoring data.
To communicate the information gathered to the public for awareness.
5.0 METHODS OF MEASUREMENT:
A. Noise Level Monitoring:
Sound Level Meters (SLM) SL-4001(Make: Lutron) was used for monitoring of noise
levels. The noise levels were monitored at least for 30 minutes at each location
during monitoring.
Leq Formula:
The ‘root mean square’ quantity of a sound wave is known as r.m.s. excess pressure
or more commonly as sound pressure.
Sound level is the sound pressure level in decibels (dB) and is 20 times the
logarithm to the base ten of the ratio of a weighted sound pressure to the reference
sound pressure. This is expressed as force per unit area either in Newtons per
square metre (N/m2) or in Pascals (Pa).
“A- Weighted” means making graded adjustments in the intensities of the sound of
various frequencies for the purpose of noise measurement so that the sound
pressure level measured by an instrument reflects the actual response of the
human ear to the sound measured.
Steady Sound pressure Level which over the given period of time would have given
the same total energy as the actual fluctuating time. Thus Leq is the r.m.s sound

pressure level taking the measurement duration as the averaging time. It is
calculated as follows:

Lmin = Minimum Noise Level during the period of measurement
Lmax = Maximum Noise Level during the period of measurement
Leq = Equivalent noise level.
B. Air Quality Monitoring: The sampling procedures for measurement of PM-10, PM-2.5, NO2 and SO2 were
according to the internationally accepted standard technique through use of
Respirable Dust Sampler manufactured by M/s ENVIROTECH APM 460DXNL, with
gaseous sampling attachments used for sampling purposes. In the sampler, air
borne particulates are trapped by sucking air through a pre-weighed glass fibre
filter paper (Whatman GF/A) by an electric blower at a high flow rate of 0.8 to 1.2
cubic meters per minute. The air passing through the filter is monitored by
measuring the pressure drop across an Orifice Plate placed between the filer holder
and the blower by a calibrated manometer. A time totaliser records the duration of
sampling. The mass of particulates collected is measured using a balance. The
gaseous sampling is performed through an attachable subsidiary unit by diverting
only about 0.4 litres per minute (LPM) of air flow which is measured by a rotameter.
The system is provided with a set of four 35 ml impingers. A gas manifold with
separate flow control valves allows independent flow rates to be set in individual
impingers. However, two sets of two impingers in series each with 20 ml of
appropriate absorbing solutions are used for sampling SO2 and NOx. The sampling
time may vary from a few minutes to 24 hours. Generally sampling is done over a
period of 24-hours in three shifts each of eight hours duration. Shift wise
monitoring data sheets are used for recording the particulates. The method of
sampling and analysis of NO2 is as per IS 5182 (Part VI, 1975). However, the
method for sampling and analysis of SO2 is as per IS 5182 (Part II, 1969).
6.0 MONITORING POINTS:
A. Noise Level Monitoring: The noise monitoring were conducted in 20 locations in and around East Agartala,
16 locations in and around West Agartala, 5 locations in and around Udaipur, 8

locations in and around Ambassa and 7 locations in and around Kumarghat town
during Laxmi puja festival-2018. All the locations and monitoring points are given
in Table-1-4.

7.0 FINDINGS:
A. Noise Level Monitoring : The findings from Noise Monitoring carried out by the Tripura State Pollution
Control Board during Laxmi Puja Festival, 2018 are shown in the Tables 6-9. The
comparative study of noise level at Agartala, Udaipur, Ambassa and Kumarghat are
at Tables 10-17. The graphical representation of the noise level on Laxmi puja day
at Agartala, Udaipur, Ambassa and Kumarghat with standard are at Figures 1-8.

B. Air Quality Monitoring: To assess the air quality during Laxmi Puja Festival the air quality monitoring has
been conducted on 24.10.2018 in various locations covering Agartala, Udaipur,
Ambassa and Kumarghat.
The findings from Air Quality Monitoring carried out by the Tripura State Pollution
Control Board during Laxmi Puja Festival - 2018 are shown in the Table 18. The
graphical representation of the air quality on Laxmi Puja Day at Agartala, Udaipur,
Ambassa and Kumarghat are at Figures 9.

8.0 OBSERVATIONS:
A. Noise Level Monitoring :
The Ambient noise level monitoring was carried out at 20 locations in and around
East Agartala city, 16 locations in and around West Agartala city, 5 locations in and around Udaipur, 8 locations in and around Ambassa and 7 locations in and around Kumarghat town on 24.10.2018. The noise level data for Agartala, Udaipur,
Dharmanagr and Udaipur are presented in Tables 6-9. The graphical representations are presented in Figures 1-8.

From the comparison noise data at Table-14-17, it was observed that the noise
level in and around Agartala City was highest (79.74 dB) during Day time at
Battala and found lowest at Gorkhabasti (47.27 dB) during Day time and the noise
level in and around Agartala City was highest at Dhaleswar (68.03 dB) during Night
time and found lowest at G.B. Hospital Chowmuhani (47.35 dB) during Night time.
The noise level in and around Udaipur City was highest (63.66 dB) during Day time
at Bramaha Bari and found lowest at Bridge Chowmuhani (55.56 dB) during Day
time and the noise level was highest at Bramaha Bari (46.41 dB) and found lowest
at Udaipur Sub-Div. hospital (43.40 dB) during Night time.
The noise level in and around Ambassa City was highest (63.00 dB) during Day
time at Ambassa PHC and found lowest at District Hospital (49.44 dB) during Day
time and the noise level was highest (55.28 dB) during Night time at Ambassa
market Auto stand and found lowest at District Hospital (38.24 dB) during Night
time.
The noise level in and around Kumarghat City was highest (68.23 dB) during Day
time Near Co-operative Bank and found lowest at Near Pabiacherra High School
(54.58 dB) during Day time and the noise level was highest (50.76 dB) during

Night time Near Kumarghat Motor stand and found lowest at Near Hospital Area
(40.51 dB) during Night time.
But in many places, the noise level was found to be insignificantly higher because
of vehicular noise, Sound system, Drum beating and noise of microphones etc. and
other influences.
It has been observed that the trend of using fire crackers has changed and people
are using eco-friendly crackers which produce low sound.
From the comparative noise data of 2017 and 2018 at Table 14-17, it has been
observed that during 2018 at Agartala, the noise level increases for 25 locations &
decreases for 11 locations at Day Time, and the noise level increases for 35
locations & decreases for 01 location at Night Time than last year.
At Udaipur, the noise level decreases in all the 5 locations at Day Times and Night
Time than last year.
At Ambassa, the noise level increases in 2 locations and decreases in 3 locations at
Day time. During Night time decreases in 4 locations and increases in 1 location.
Noise data is also recorded from 3 new locations in this year.
At Kumarghat, the noise level increases in 5 location & decreases in 1 location at
Day Time, and the noise level decreases in 6 locations at Night Time than last year.
Noise data for 1 new location is recorded this year.
B. Air Quality Monitoring :
It is observed from the result Tables of 18, that the average values of Sulphur
Oxide, Nitrogen Oxide, Particulate Matter (PM-10) and Particulate Matter (PM-2.5)
measured on Laxmi Puja Day (24.10.2018) were within the prescribed standard
limits except PM-10 in one location (Bipani bitan, Bordowali) at Agartala.
9.0 AWARENESS CAMPAIGN & SPECIFIC MEASURES : The Tripura State Pollution Control Board (TSPCB) has given a wide publicity on
norms of loudspeakers and firecrackers through Print Media before and during
festive occasion. The 1000 eco club schools and NGOs were also requested to
organise awareness programme on ill-effects of firecrackers to generate awareness.
The festoons on various pollution norms were displayed by several NGOs during
festive occasion. The joint raids with General Administration and Police Department
were conducted prior to Laxmi Puja festival at major storing and selling places of
fireworks in and around Agartala city. A large quantities of banned fireworks were

seized during raids. The TSPCB has taken a major step to readdress the noise and
other pollution related problems of the people in the State through three Zonal
offices of TSPCB and the Police Department.
TSPCB also requested District administration and District Police administration to
take necessary steps to combat noise pollution due to bursting of fire crackers,
Keertans and others.
10. CONCLUSION :
During this festival it was observed that the average Noise Levels in almost all the
locations during Laxmi puja festival 2018 were higher than the standard level both
considering Night time and Day Time. This is mainly because of bursting of fire
crackers, vehicular noise, public gathering and other relative influences.
The trend of fire crackers has changed and people are using eco-friendly crackers
which produce low sound. In Udaipur Noise Pollution is decrease remarkably in all
locations where noise level is recorded.
It can be concluded that during 2018 the average noise level both at Day Time and
Night Time has slightly increased in some locations as compared to the last year at
Agartala.
In Udaipur Noise levels are recorded lower than the last year in 100% locations.
In Ambassa and Kumarghat 60% locations are found with increasing Noise level
trend than the last year and in 40% locations decreasing trend have been found.
The air quality status of Agartala, Udaipur, Ambassa and Kumarghat during Laxmi
Puja Festival 2018 were within the prescribed standard limit except PM-10 in one
location (Bipani bitan, Bordowali) at Agartala.
11.0 RECOMMENDATIONS :
To maintain the decreasing trends of noise level and further reduce air pollution the
following recommendations are made:
1. Mass Awareness programme about the adverse effect of noise pollution may
be continued involving Educational Institutions, Club coordination
committees, NGOs etc. throughout the State.
2. Meeting may be organized with the Decorators/Sound System owners to brief
the various provisions of the Noise Rules and the Directions of the Hon’ble
Tripura State Pollution Control Board 29
Supreme Court of India & Hon’ble High Court of Tripura. They may also be
requested not to fabricate the sound boxes having high sound.
3. Wide publicity of the list of banned fire crackers may be made through local
news papers and electronic media to aware the stockists/sellers of fireworks
as well as the users.
4. Strict vigilance may be done against the reckless use of pressure horns by the
vehicles and also the vehicles running without muffler in the silencer.
5. Strict vigilance may also be done against the banned fire crackers prior to the
festive occasions i.e. Durga Puja, Laxmi Puja and Kali Puja to combat noise
pollution as well as air pollution.
6. District Administration and Police Department may take appropriate actions
against the person(s) causing noise pollution.
7. Effective implementation of the Direction issued by the Government of
Tripura regarding use of sound limiters to use loudspeakers by manufacture/
Dealer/ Any Agency to combat Noise Pollution.
