this mining lease for 4.4456 ha area. The Mining Plan for this lease M.L. 103/2004

was approved under rule 22 (4) of MCR 1960 from SME, Jaipur Circle, Jaipur vide

order no. SME/JP/MP/49/08 dated 23/04/2008. This mining lease M.L. 103/04 area

4.4456 ha. Was sanctioned by the directorate of Mines & Geology Udaipur Vide

Order dated may 15, 2008.

The lease period of thirty years of this M.L. 103/04 come into force w.e.f. 29th

July

2008, i.e from the date of registration of lease agreement executed between state and

lessee on July 2, 2008.

Water for drinking purpose is available in a well near the mine site. Beside this water

for mining work, spraying, and for plantation will be purchased from nearby villages.

1.4.2 Power Requirement

Electric power will not be required in mining operations.

1.4.3 Man Power Requirement

For safe and systematic mining proposed manpower will be 30 (skilled, Semi

Skilled and unskilled labours).

1.4.4 COST OF THE PROJECT

Total cost of the Project: Rs. 50 Lacs.

Recurring Cost for Environmental Protection Measures: Rs 0.8 Lacs per annum.

(iii) Need for the Project & Its Importance to the Country/ Region

Due to the globalization and new ventures, the requirement for Quartz & Feldspar

has been on the rise over the last few years. Mineral Quartz & Feldspar is used in

various forms in many industries to manufacture various products.

Quartz:

It is used in ceramic, glass manufacturing, ferrosilicon, induction furnace sling and

electric lighting indicators and in paints. For this purpose quartz in grind to size 200

to 300 mesh in grinding units.

Mining industry play an important role in economic sector in India. Rajasthan is rich

in mineral wealth. The state is endowed with major and minor mineral resources. The

region, where the project is situated is mostly dependent on agriculture and mineral

resources. The developments of mining in the area provide direct and indirect

employment opportunities, infrastructure development, communication and socio-

economic infrastructure. The important benefits accruing from the project can thus

be stated as - boost to local and regional economy, direct contribution to the state

exchequer.

Feldspar:

Feldspar is by far the most abundant group of minerals in the earth's crust, forming

about 60% of terrestrial rocks. Most deposits offer sodium feldspar as well as

potassium feldspar and mixed feldspars. Feldspars are primarily used in industrial

applications for their alumina and alkali content. The term feldspar encompasses a

whole range of materials. Most of the products we use on a daily basis are made

with feldspar: glass for drinking, glass for protection, fiberglass for insulation, the

floor tiles and shower basins in our bathrooms, and the tableware from which we eat.

Feldspar is part of our daily life.

(iv) Demand – Supply Gap

Considering the demand of Quartz & Feldspar and sufficient availability of the

mineral in the area, it is essential to have Quartz & Feldspar Mine to sustain the

supply of raw material and other ceramic & manufacturing industries in nearby areas

& also to provide employment opportunities to the locals.

(v) Imports vs. Indigenous Production

As the mineral is sufficiently found indigenously so the import of the same is not

required.

(vi) Export Possibility

Mineral produced will be sufficiently absorbed in the local market it will not be

exported.

(vii) Domestic/Export Markets

The mine of Quartz & Feldspar is meant for domestic market use only thus, there is

no requirement of selling of the mineral in export markets.

(viii) Employment Generation (Direct and Indirect) due to the Project

The mine owner has employed Mine official (Mines Manager, Forman) in

accordance with the provision of the MMR, 1961 & Mining engineer under MCDR,

1988. The workers employed are semi-skilled and unskilled. Most of them are from

the nearby villages. Preference will be given to local persons. Mine will provide

employment to 30 direct people and 100 people will be indirectly benefitted by this

proposed project of Quartz mining.

(B) Method of Mining

The development will be done by opencast method of semi-mechanized mining. The

bench height and width will remain 6 m each at end position. Development will be

done in slices of 1.5 m height each. Excavation of mineral and waste will be manual

with the help of blasting as well as by hydraulic/loaders. Blasting will be done by 1.5

m deep holes. Haul/approach roads with 1 in 16 gradients are proposed upto the

working for movements of labourers and vehicles. The loading of mineral and waste

will be manual as well as by hydraulic loaders. The waste from face to dump site will

be transported by tractor trolley and trucks.

The excavated mineral will be loaded into tractors / dumper / tipper. The waste rocks

will be loaded by excavator & dumped by dumper and then transported to the Dump

yard and mineral loaded into trucks & dumper by mannualy for its transportation to

various site.

(iii) Anticipated Life of Mine:

Average production of Quartz & Feldspar is 33,150TPA. Therefore Anticipated life =

Mineral yet to be excavated/Avg. Annual Production of Quartz & Feldspar =

2,52,720/ 33,150 = 8 year

(iv) WASTE GENERATION & DISPOSAL

The soil layer is scrapped and stacked separately. The overburden / excavated

material is removed and dumped to excavated pits by dumpers/tipping /tractor loaded

by excavators/loaders.

(v) CONCEPTUAL PLAN

Conceptual mining plan is necessary to know the ultimate limit of the pit crust at the

end of lease period. The ultimate pit limit is limit of pit at surface at the end of lease

period. It is also necessary to select the sites for waste dump, site service, plantation

etc. The ultimate extent and size of the pit is the surface limit of proposed

excavation up to end of mining. The ultimate extent will be as follow:

Considering the stability of rocks the final slope angle or says ultimate pit slope is

prepared 45° from vertical. This slope angle will remain quite safe for these

deposits. The face slope is proposed 85°.

Around 8280 Tonne waste will be generated during the period of mining scheme

and 16,000 tonnes waste during the present life of mine. Waste is proposed to dump

in 0.24 ha. area in two terraces of 5.0 meters height each at the end of life of mine.

This is a case of proposed production of Quartz & Feldspar 33,150 TPA, from

Quartz & Feldspar Mine (M.L. No. 103/2004, M.L. Area 4.4456 ha) located near

Village - Luharwas, Tehsil - Neem ka Thana, District – Sikar, Rajasthan. The mined

out quartz & Feldspar from the proposed mining lease area will be used in ceramics,

glass manufacturing, ferrosilicon, induction furnace lining, and in paints manufacturing

units , glass products include containers (bottles and jars), flat glass (windows,

mirrors, vehicle glazing etc.), lighting glass (light bulbs, fluorescent tubes, etc.),

tableware (lead crystal, drinking glasses etc.), TV tubes and screens, decorative

glass, fibreglass, optical glass and vacuum flasks. Transportation of mineral is

proposed by tippers/dumpers/tractors.

(A) LAND REQUIREMENT

Mining lease area is 4.4456ha which falls in Govt. Waste land. The status of the

land is given below:

Water for drinking purpose is available in a tube well near the mine site. Water will

be purchased from nearby wells/tube wells and supplied through tankers. This

water will be used in dust suppression and plantation etc.

provided at the mine site are detailed below in the table. Preference will be given to

locals for employment:

generated in later years will also be directly utilized for plantation development

and rehabilitation of over burden dumps. Therefore no special dumps will be

necessary for storage and protection of top soil.

Water requirement for the project will be 5 KLD. Water for drinking purpose is

wall is proposed towards lower altitude side. No water course is proposed to

disturb/obstruct by proposed dumping activities. Requisite protective measures

will be provided.

(iii) Topography

The lease area comprises small mounds and flat cum undulated terrain. The drainage

in the lease area is along the slope of the mound i.e towards southeastern side and

northwestern side. General drainage out side the area is almost northeasterly and

southerly. The highest altitude is 455 mRL and lowest is 445 mRL. The general

ground level is 452mRL. Ultimate working depth is 440 mRL. Major part of the area

has waste land. Luharwas is nearest village.

Soil Classification

Fine Sand fraction constitutes 76 to 84 percent; the rest 10-18 per cent is made up of

medium sand. The accumulative interdune soils have appreciably more of clay, silt

and free lime. In the western parts, the dune soils are pale brown and weakly

calcarious in Nagaur, Jhunjhunu and Sikar districts. These soils are mostly non-

calcarious and yellowish brown. The associated soils in the western part are also

sandy, though these have a little more of silt and clay.

(v) Climatic Data from Secondary Sources

The climate of Sikar district is characterized by a hot summer, scanty rainfall, chilly

winter season and a general dryness of air except in brief monsoon. The minimum

and maximum temperature is 3oC and 46

Mining Management will develop the amenities/facilities in the nearby area of the

proposed mine site as per requirement of local people of the nearby area under

corporate social responsibility programs.

5.0 PROPOSED INFRASTRUCTURE

(i) Industrial Area (Processing Area)

Proposed Quartz & Feldspar mining lease area is 4.4456ha and required

infrastructure for Quartz & Feldspar mining activities will be provided.

(ii) Residential Area (Non Processing Area)

This is not required as mine workers comes from nearby villages.

(iii) Green Belt Development

� Green belt / Plantation will be developed on 0.20 ha (excluding dump area).

At the end of life of mine plantation will be done on mineral dumped area, and

also in un utilized area.

� Plantation will be done all along the haul road, periphery of the mining lease

area etc.

� The trees will be planted at suitable grid spacing to encourage proper growth.

� The dead plants will be replaced by fresh plants.

(iv) Social Infrastructure

Proposed Quartz & Feldspar mine will result in growth of the surrounding areas by

increased direct and indirect employment opportunities in the region including

ancillary development and supporting infrastructure.

(v) Connectivity

The site is well connected with communication facilities like telephone and as such,

no constraints are envisaged in this aspect as the tehsil and district headquarter is

near to the site.

(vi) Drinking Water Management (Source & Supply of water)

Water for drinking purpose is available in a well near the mine site.

Pit via Septic Tank.

Total 8,200 Tonne waste will be generated during the period of mining scheme and

16,000 tonnes waste during the present life of mine. Waste is proposed to dump in

0.24 ha. area in two terraces of 5.0 meters height each at the end of life of mine. The

waste dump is proposed to stabilize by retaining wall of rubble stone have a

dimension of (1m x 1m). The plantation is also proposed over the matured dumps for

stabilization and in backfilled area..

6.0 REHABILITATION AND RESETTLEMENT (R & R) PLAN

8.0 ANALYSIS OF PROPOSAL

Proposed project of Quartz & Feldspar Mining of Smt. Kiran Ruthla will result in

growth of the surrounding areas by increasing direct and indirect employment

opportunities in the region including ancillary development and supporting

infrastructure. Special emphasis on financial and social benefits will be given to the

local people including tribal population, if any, in the area.

Development of social amenities will be in the form of medical facilities, education

to underprivileged and creation of self help groups.

No major adverse effect on environment is envisaged as the required mitigation

measures are inbuilt in the project.

By this project of Quartz & Feldspar mining of Smt. Kiran Ruthla in the area has

supported many developmental activities and will definitely support the local area

and provide other form of assistance for the development of public amenities in this

region.

The management will definitely support the local Panchayat and provide other form

of assistance for the development of public amenities and environment concern.

The mine management will recruit the semi-skilled and unskilled workers from the

nearby villages due to local labours rapidly increasing the social status of the

villagers.

Adult Education programme is proposed for up-gradation of literacy level. Plantation

will be developed in and around the mine site. So the project will definitely help in

improving the overall status of the area.

The overall effect will improve buying power of employees and thus a higher

standard of living viz. better education, improved health and sanitation facilities
