Black Educators to Unveil “Blueprint” for Improving California Black Student Test Scores, Learning

A group of Black educa-tors are heading to San Diego this week from around the state, and across the country, to meet with each other. Their goal is to leave their conference with strategies that school districts and policymak-ers can adapt to close the achievement gap for Black students in public schools. From Thursday, Oct. 10 through Saturday, Oct. 12, the group will con-vene in San Diego at the 2019 conference of the California Association of Black School Edu-cators (CABSE). They

plan to share research findings, best practices and actionable informa-tion that organizers say will “usher in a golden age of education policy.” The theme of this year’s CABSE’s meet-ing is “Transforming the Playing Field.” From common core and trauma-informed practices to multi-tiered systems of support and project-based learn-ing, CABSE’s president Micah Ali says, there has been no shortage of strategies created to improve education outcomes for African-American students.

“Yet, why have we not seen much change? These interventions seem to each address a singular distinct prob-lem at the heart of edu-cational disparity with-out looking at how they interlink and overlap,” says Ali. What CABSE does dif-ferently – and plans to do at this year’s confer-ence - is bring together educators from varying backgrounds and all lev-els of education, some who have been tradi-tionally opposed to each other like charter school operators and traditional school district officials. Ali says his goal is to cross “sector lines” to advance a singular mis-sion: “expanding pre-k through community col-lege opportunities for under-represented and under-served Black stu-dents and students of color.” At the end of the con-ference, CABSE will unveil its new “Educa-tional Equity Blueprint.” According to CASBE, the document is expect-ed to include guidelines that “emphasize a ho-listic “cradle-to-career” learning approach; em-brace technology as an equity equalizer; chal-lenge inherent biases; and promote positive education climates.” “We are about em-powering our children – teaching students that they can achieve any-thing that they set their mind to given they put in the hard work,” Ali added. Nationwide, there is a 28-percentage-point test score gap between 17-year-old Black stu-dents and their White counterparts, according to the National Assess-ment of Educational Progress. In California, there is more than a 40 percent-age-point gap between African-American pub-lic school students’ stan-dardized test scores and

that of their White coun-terparts. In math, the disparity is more than 50 percentage points. “Seven years ago, we invested $47.3 billion in our schools,” Gov. New-som said in his 2019 State of the State speech in January. “But it’s not enough. We’re still 41st in the nation in per-pu-pil funding. Something needs to change. We need to have an honest conversation about how we fund our schools at a state and local level. But at the same time, let’s remember that the mea-sure of a school system’s excellence is more than the sum of its budgets.” The CABSE confer-ence is happening at a time when Black high school graduates seem to be facing steeper climbs to get accepted into California’s public universities. California State University, for example, is proposing requiring an additional year of math for all high school students in the state as a requirement for admission. In 2015, only about 30 percent of African-American high school graduates in California were admitted to the California State Univer-sity system. If another year of math is required, that number will drop to 21 percent, according to a study conducted by RTI International. Speakers at the CABSE conference will include Bryant T. Marks, Sr., founder of the National Training Institute on Race and Equity; Tyrone C. Howard, director of the UCLA Black Male Institute; and Dr. Ken-neth Wesson, an educa-tion consultant and neu-roscience expert. Ali says solving inequi-ties in public education will require looking at the roots of social and racial injustice that lie beneath the problems. “It is imperative that we unlock our student’s

Gov. Signs Bills Benefitting Black-Owned Charter Schools and Newspapers Gov. Gavin Newsom signed a number of bills last week. Among them is one that will allow Black-owned-and-operated charter schools in California to continue to educate some 52,800 Black stu-dents in the state without the fear brought on - and intensified - by specula-tions that certain legisla-tors, with the backing of teachers unions in Cali-fornia, were angling to shut them down. The other will ben-efit African American-owned newspapers and other niche market newspapers. AB 1505 The first, AB 1505, ends the uncertainty that put Black charter school op-erators on the defensive during a more-than-a-yearlong fight about the future of charter schools in the state. Gov. Newsom signed AB 1505 on Oct. 3. African American-owned charter schools in California are largely credited with working on the leading edge of efforts to close the wide academic achievement gap that exists between African-American stu-dents, who are the low-est performing racial group in the state, and their peers of other rac-es. In English Language Arts, for example, there is more than a 40 percentage-point gap between African-Amer-ican public school stu-dents’ standardized test scores and that of their White counterparts. In math, the disparity is more than 50 percentage points. When Assemblymem-ber Patrick O’Donnell (D-Long Beach) first introduced AB 1505 in February last year, char-ter school operators and advocates – including Margaret Fortune, presi-dent and CEO of For-tune School, a network of predominantly Black charter schools based in Sacramento – accused the bill authors of push-ing legislation to eradi-cate their schools.

O’Donnell and other Assemblymembers on the education committee championed two other charter school bills, AB 1506 and 1507. Those companion bills to 1505 proposed restricting the operations and expan-sion of charter schools. Unlike 1505, the other two bills did not pass in the legislature. “There is a package of bills, that has been introduced by various Assemblymembers, in-cluding our own Kevin McCarty, also a member of the California Leg-islative Black Caucus, which taken together amount to a ban on char-ter schools,” said For-tune in March while the Assembly was debating the bill. AB 1505 makes the most significant changes to California’s Charter School law, which for-mer Gov. Pete Wilson signed into law in 1992. The language and provi-sions in the final version of the bill includes the input of various educa-tion stakeholders in the state, including unions representing traditional public school teachers, state education admin-istrators, academics, as well charter school lead-ers and backers. “It listens to the needs

of school districts and authorizers to be able to weigh the fiscal impacts and the community im-pacts before making a decision about whether or not to authorize a charter school,” said Tony Thurmond, State Superintendent of Pub-lic Instruction. “At the same time, it listens to applicants who have said ‘we need to have a clearer path to know how renewal will hap-pen.’ This legislation is long overdue. “ The law allows local school boards, which au-thorize charters, to now close charter schools for fiscal and governance issues, and also to con-sider how a new charter school might impact the a school district finan-cially when reviewing an application to open a new public charter school or to renew an existing charter. It also gives authoriz-ers the right to deny an application if a school district is experiencing financial problems, and empowers school dis-tricts or county offices of education to now over-see the operations of charter schools. In addition, it places a two-year moratorium on “non-classroom based” charters, including

publicly-funded home-schooling and indepen-dent study programs and computer-based learn-ing. Under the new provi-sions of 1505, charter school teachers will now have to obtain train-ing and certification required by the state to teach. They will also be subject to state level background checks be-fore they are hired. “We recognize this journey does not end to-day,” said Gov Newsom at the bill’s signing. “I am not naïve about this piece of legislation solv-ing all problems - and now everybody goes back, holding hands in perpetuity. AB 170 On Oct. 2, a day before signing AB 1505, Gov. Newsom signed AB 170, a law that gives newspa-pers in California a one-year extension to reclas-sify the contract drivers who deliver their news-papers as W-2 employ-ees, or come up with a new way to distribute their newspapers to sub-scribers. Black-owned news-papers across the state joined hundreds of oth-ers last month to call on the governor and legisla-ture to create a carveout for their industry under

the new rules of AB 5, also known as the Dy-namex Law. The publi-cations – many of them small family-owned weeklies – said the high cost of having to im-mediately hire part-time contract drivers as full-time employees would have been unaffordable

and forced them out of business. “As a constitutionally protected industry, we are fighting on many fronts to continue to re-port critically and ob-jectively on issues that are important to the people of California. And CNPA, for over
