- recording holdings of units

- tracking movements of units• Accounts for governments and businesses• Transactions: creation, transfer and use of units• First registries may be completed in 2004• All registries need to be completed in 2006

The transaction log• Checks transactions when they are proposed• Ensures the integrity of transactions before completion
