Overview• Femto Cell related standardization started in early 2007

– Work Item initiated in May 2007 sponsored by several companies• Technical activities started in TSG-S in mid-2007

– TSG-S sponsored comprehensive 2-day femto cell workshop October 2007 in Boston was a foundation for very active inter-TSG effort

– System requirements (SRD) development was engaging and fruitful– High level security aspect requirements included in SRD– Much thought given to OAM&P aspects in SRD – self-configuration

• Throughout 2008 extensive work has been done in all areas– SRD completed and published May 2008– Security Framework work started - expected completion 3Q09– Network Architecture Model work started– Vision – includes a section charting new directions for femto cells

Project Planning, Architecture, Security

Work Items supporting Femto Cell Specification Development• WI 00189: System Enhancements for Femto and Pico Cell Support• WI 00215: Femto Security Framework

Architecture and OAM&P Specifications Development Plans• S.R0135-0, Network Architecture Model (NAM) for cdma2000 Femto-Cell

Enabled Systems, projected completion 3Q09– Defines network elements and interfaces for femto cell systems

• S.S0028-E, OAM&P for cdma2000, projected completion 1Q10– High level Network Management model based on the Femto NAM

Security• S.S0132-0, Femto Security Framework, projected completion 3Q09• Some of the topics targeted for initial release:

– Certificate-based Femto Access Point (FAP) authentication– Basic profiles for IKEv2, IPSec, and certificates– cdma2000 specific security enhancements, e.g. for SIP/IMS based 1x femtos

Requirements• S.R0126-0 System Requirements for Femto Cell

Systems, published May 2008• Phased development envisioned• System Requirements Summary– General, e.g. supplementary services, location (FAP and

mobile)– Radio, e.g. co-existence with macro, continuity of phases– Mobility, e.g. hand-out, hand-in– Security, e.g. authentication, admission control– OAM&P, e.g. self-configuration, parameter optimization

wrt. macro– Other: Regulatory, Performance, Accounting

Next Steps• SC.P5003-0, 3GPP2 Vision for 2009 and Beyond (projected completion

2Q09) contains “Femto Cell Support” in Section 8.2– Phase 1 (current effort): Basic femto cell functionality

• Residential use, support of legacy mobiles, limited femto-macro mobility• Closed access to a limited number of authorized subscribers for a femto

– Phase 2 (future effort): Enhanced femto cell systems• Comprehensive mobility: femto-femto HO, between dissimilar radio IF, etc.• Enhancements to facilitate denser femto cell deployments• Comprehensive Fixed Mobile Convergence – FAPs as home multi-media hubs

– Potential benefits to operators• Fuller integration into the macro network• Support of load balancing and network controlled capacity management • Improved interference mitigation

• Requirements Document may need to be revised to S.R0126-A– More detailed elaboration of Phase 2, after specs for Phase 1 complete

• Femto Cell System Overview (SC.R2006-1NN-0?), in planning stages– Document cross-TSG spec structure and feature support at sub-WI granularity
