Coventry is a Metropolitan City with a population of 352,900 according to Coventry City Council with BME representing %33.4 of the population and young people under the age of (25) represents %14.3 . The student population means there is continually a large population aged 18 24, this age group makes up 14.3% of the population compared to the England average of 9.0%. There are other reasons why Coventry is a relatively young city; A number of European economic migrants, who tend to be in their twenties, moved to the city this was at its highest a few years ago; A study by the Work Foundation shows that more than a quarter of 16 to 24-year-olds in the city are currently without a job. An ascent in the number of citizen settling in the city from abroad is to great extent driving the city population upwards. Most recent figures obtained from the office of the National statistics demonstrate that somewhere around 2012 and 2013, the city’s popul ation developed by 2.07% or 6,678 more individuals. who live, work, undergo education or training in the town of Coventry and we will reflect the rich

Programmes and programme output:

Definitions:

Studio location: The studio from which the service will be broadcast should be located within the licensed area.

Locally-produced: Locally-produced output is output made and broadcast from within the service’s licensed coverage area. (It is anticipated that most stations will produce the bulk of their output themselves, in the locality. However, for some target communities it may be appropriate for fairly high levels of output to originate from outside the licensed area.)

Live output: is that which is produced by a presenter in the studio at the time of broadcast. (The amount of live output may vary between different services depending on the needs or expectations of the target community.)

Original output: output that is first produced for and transmitted by the service, and excludes output that was transmitted elsewhere before. Original output can be live or voice-tracked. Repeat broadcasts of original output do not count towards the minimum requirement.

Peak time: it may be helpful to state what material will be broadcast in ‘peak time’. If you do, please say what you consider peak time to be for your target community (this may vary from station to station).

Automated output/voice-tracked material: most stations will carry automated output at some time. The amount of automated or voice-tracked material does not need to be specified in the Key Commitments.

Sustaining service/third party produced material: if you intend to broadcast material produced by a different organisation please state what it is and how much (per day or week as appropriate).

4. Programming output Guidance Notes

Please fill-in all three questions below

Question A asks you to describe your programme service.

Question B relates to how your output will serve the tastes and interests of your target community.

Question C is about how your service will broaden the range of local (non-BBC) services available in your area.

Later in this form you will be asked to draft your own ‘key commitments’. This will form the basis of your licence and is what Ofcom will judge you against. It should include a summary of your proposed programme output as set out below and reflect your commitment to cater for relevant tastes and interests, to broaden the range of relevant programmes and services and to provide a service with a distinct nature and content as set out in the Guidance Notes in the column opposite.

The law requires applicants to state their proposals for providing a service that would:

(i) cater for the tastes and interests of members of its target community or communities (or for any particular tastes and interests in those communities);

(ii) broaden the range of programmes available on non-BBC local services (commercial and community stations) to members of the relevant community or communities;

(iii) broaden the overall range of such non-BBC local services provided in the area concerned; and

(iv) have a distinct nature, or provide distinct content, from any non-BBC local services with which it would overlap.

Ofcom is required to consider the extent to which an applicant’s proposals will cater for the tastes and interests of members of its target community or communities.

Ofcom is also required to consider the extent to which proposals for a community radio station would broaden the range of programmes available by way of non-BBC local services (both commercial and community stations) in the area concerned (especially, the extent to which a proposed service would have a distinct nature or provide distinct content from any overlapping non-BBC local services).

What will the service sound like?

Vanny Radio-Community Broadcasters will be BME and youth-orientated and Coventry-centric. It will reflect the ethnic diversity and inter-cultural mix that represents the BME and youth of Coventry of today with programming produced and presented by young volunteers and BME volunteers.

What music will you play?

Vanny Radio will be more new/chart-focused than the local commercial radio station . The music policy of the station will be dictated by the young people themselves as we will (within the bounds of the Broadcasting Code) allow them to play the music that they want to play and the music requested by their peers. The main playlist (and management thereof) will be looked after by “The On-Air Team” Subcommittee whose responsibility will be to research what music our community wishes to listen to, maintain & refresh playlists and load material onto the system for play-out, supervised by the Station Coordinator. Specialist programming in the evenings and at weekends will provide a forum for alternative music genres and be an outlet for local bands and artists who do not get access to the local airwaves via other stations where as the BME will be playing Afrobeat and music from the Caribbeans with chat in French and some local African Languages.

What are the main speech elements of the service and how will the social gain/community benefits you propose be reflected on-air?

The main speech elements of the service will be information and content of specific interest to local young people and BME living, working or studying in Coventry. This will include the dissemination of information regarding events, activities and opportunities for young people and BME of social, educational or general interest and which encourages young people and BMEto become active civic volunteers within our own community. For cost reasons, the service is likely to use IRN/News Hub as its primary news service which provides news for many community radio stations across the UK. However, Vanny Radio will include a local news bulletin during weekdays. We will also have sports and entertainment news bulletins. We will have at least one documentary/current affairs programme per week dedicated to discussing issues of relevance to young people and BME. This will provide for debate, discussion and interaction with thewider listening audience through traditional methods and, more importantly, through new social media outlets.

What is the likely music to speech ratio?

Music:Speech ratio will typically be 80:20 across 7 days.

Will this vary at different times of the day or week (or year)?

Speech content will be greater in the evenings and weekends (outside of school & work hours) as there will be greater availability of volunteers. Evenings & weekends will have programming

containing greater speech content from the young people as it will include specialist music genres and magazine-style and documentary/current affairs programming focusing in on youth issues. The evening access to premises is one of the core reasons for choosing our preferred studio location, along with the public transport and disabled access it affords.

Do you intend to broadcast live output? If so when and how much do you propose to do?

Yes we will have a minimum of 30 hours per week of live broadcasting. However, we also recognise the different skillset required to produce quality pre-produced, as-live and recorded material. (This includes storyboarding, scripting, recording, editing, scheduling, working in teams etc). We feel that many of these are transferrable skills for their working lives and therefore we would want to have a healthy output of this type of material also.

Will you broadcast in languages other than English (what languages and how much)?

Yes. 5% of our program will be broadcast in French and one local Africanlanguages ,when we conducted the workshops/focus groups the strong feeling was that the station should be 95% in English and 5% in French since the first language of most of the BMEcommunities in Coventry is French and one local African language to attract more BME volunteers.

Will your output be original i.e. specifically produced for your service?

The majority of output will be original but we do not exclude the possibility of including externally produced or shared material. There is a wealth of quality youth broadcasting across the UK especially in the community radio sector and therefore we may source external programming where the programming is likely to be of interest to young people in Coventry.

Will it be locally produced?

The majority of output will be locally produced.

Do you intend to repeat material?

We would plan to repeat some programming that we believe would be of highest social gain impact or that we feel the young people or the BME would like to hear again. Repeated material will typically be at non-prime hours.

C: Based on what you have said above, how will your proposed radio service cater for the tastes and interests of your target community/communities?

Answer in fewer than 400 words:

Our community is Under 25s living, working or studying in Coventry and our research including workshops/focus groups has identified the needs of the community in terms of the music style and speech content of the station. We ran 6 workshops in May , June and July 2017. 3 separates one for the young people and 3 separate ones for the BME to seek the views from the target community about what output it wanted from the service. These workshops took the form of

focus/discussion groups and identified the following:

• Music should be primarily chart focused.

• Programming should include opportunities for local bands and artists to access the airwaves

• There should be provision for non-chart music and alternative genres.

• Speech content should not dominate but include local news and information about events and opportunities/services for young people and BME.

• Speech should include topics of relevance to young people (sexual health, suicide &self harm etc)

• The station should broadcast 95% in English and 5% French and one local African language, by having different sections of the schedule in different minority languages would actually be unifying rather than divisive as our city is multicultural City.

We have taken this research on board in framing our programming output. Our presenters will be

young people and BME themselves, sharing the tastes and interest of the target community. Our “On-Air Team” subcommittee will be to design, maintain & refresh the playlists based on ongoing research into the tastes of our target community and they will actively use social media to keep abreast of this. They will choose the music for play-out (subject to Broadcasting Code restraints) so ensuring it meets their tastes and interests. Equally, our approach to speech content will be to ensure that it is targeted at the youth and BME even current affairs output will feature stories as they impact on the young people and BME Communities in Coventry.

There is a vibrant arts and music community here among the BME and the youth. We will have local artists, writers and musicians presenting and guesting shows which reflect the local community. We will encourage local young and BME writers and ‘am dram’ producers to produce radio drama, contributing original material for broadcast Vanny Radio. We will provide the training to help them do this.

D: How will your proposed community radio service add to the range of programmes available on non-BBC local services (commercial and community stations) to members of the relevant community or communities, add to the overall range of such services in the area concerned and be different and distinct from them? Please tell us which non-BBC local services your station will overlap with.

We will provide a distinctive new service for Coventry, serving the Under 25s and the BME Communities. Coventry has one community radio station but with different types of programs that do not take into account young people and the BME Communities. Regarding commercial radio, there isn’t any with Coventry named in its licence. What we are aware of is Free radio based in Birmingham which is more Regional than local because they share programs with other commercial radio stations across the Region,so the station is wider than Coventry.This station is not youth and BME focused, therefore do not provide a local service to Coventry which Vanny Radio-Community Broadcasters will.

Touch fm which is in Kenilworth is not youth and bme cantered like we will. All these include some local content, mainly news and weather-based, but tend to focus on the cities and rarely mention the towns and villages of the Coventry, let alone feature them regularly, partly because the population is so spread.

We will add to the current broadcasting choice by providing regular programming specifically tailored to, and mainly presented by, the youth and BME people who live in this community, as described above.

Social gain

5. Social gain Guidance Notes

Community radio is required to be for the public good and to bring community benefits, or social gains, to listeners and participants. The requirement for ‘social gain,’ is one of the key factors that makes community radio stations different from other radio services.

Please tell us what community benefits your service will bring to your target community(ies) and/or the general public. Please include summaries of evidence to support your answer.

Your draft ‘key commitments’ (later in this form) should include a summary of your proposed social gain set out below.

Broadcasting legislation specifies a number of ‘characteristics of community radio services’. Licence holders need to ensure their services conform to these characteristics, including in this case the delivery of social gain.

The legislation sets out social gains that stations must provide. These are the achievement, in respect of individuals or groups of individuals in the target community, or in respect of other members of the public, of the following objectives –

(a) the provision of a radio service to individuals who are otherwise underserved by such services,

(b) the facilitation of discussion and the expression of opinion,

(c) the provision (whether by means of programmes included in the service or otherwise) of education or training to individuals not employed by the station, and

(d) the better understanding of the particular community and the strengthening of links within it.

Social gain may also include the achievement of other objectives of a social nature.1

Applicants are required to provide evidence that their service will result in significant social gain to the public or the target community(ies). Copies of letters or research reports etc. should not be submitted, but brief relevant extracts from them, which represent an accurate and comprehensive summary, may be included. If we wish to see the source material, we will ask for it.

Ofcom is required to have regard to the extent to which your proposed service would result in the delivery of social gain to the public or target community.

Coventry does have one community radio station but not directed at the needs of young people and BME across the city. Vanny Radio-Community Broadcasters will fill that gap providing a station focused on young people and BME and focused entirely on Coventry. Vanny Radio will be volunteer-led supported by a Station Coordinator and the output of the station will be by young people for young people and BME for BME.

We will have young people from across traditional ethnic divides working together creating programming of interest to them and their peers. The station will give a voice to young people and BME marginalised by society and under-represented by the current media. This is particularly relevant to minority ethnic groups and young women. Unlike commercial broadcasters, Vanny Radio will provide all young people and BME with full access to the facilities and extensive structured training and mentoring so everyone can get involved.

We will provide training to a minimum of 50 young people each year 50 people from BME. The station will complement its broadcasting activities with widespread engagement with our target community through social media channels and we will use this to develop greater understanding of what they want from their station. All towns and communities have problems. In the case of Coventry the key issues affecting the town have been post-industrial decline and migration. There is a wide ethnic mix in the City but one of the key inhibiters to social cohesion is that the ethnic mix don’t mix.

The approach in past decades has been one of mono-culture where the different communities have lived apart in different areas of the City so they didn’t have to mix and it was believed that new immigrants should assimilate into the existing British-white culture. Clearly that didn’t work. In more recent decades there has been a greater emphasis on multi-culturalism where the different communities mix in their work and education and share space but they don’t get involved in each others’ cultures or share them. Clearly that has hardly worked either.

Today society has moved on and the ambition forCity such as Coventry is to achieve inter-culturalism. Inter-culturalism is where different ethnic and cultural groups celebrate the diversity of each others’ cultures, recognising that participating in others’ cultural activities enhances and enriches your own. It is important that Coventry begins to embrace this more fully. Currently the schools in Coventry are predominantly White-British or Asian and it is only when you progress to tertiary level education that there is a greater mix amongst students (primarily enforced as Coventry College dominates this sector locally). This reality of sharing the space of Coventry but not sharing in each others’ identities and cultures breeds fear and suspicion that one community is getting a greater share of community assets and benefits.

Vanny Radio-Community Broadcasters will facilitate discussion, debate and the expression of opinion from all sections of our City and will be a neutral forum for such debate, to which all can contribute. In this way, the station will contribute directly to the better understanding of the diverse elements of our City and the strengthening of links within it. Coventry suffers from a lack of civic pride linked to a harking back to the days when the town was wealthy due to industrialisation.

The future wealth, and civic pride, for the town must come from new technological industries (such a BAE based locally) and the station will promote the importance of education and training in its widest form and also to promote the potential of self-employment as Coventry suffers from a lower rate of

self-employment than the country as a whole and we believe the station can promote awareness of enterprise and an entrepreneurial ‘can do’ attitude amongst young people and BME volunteering with the station and indeed with the wider listenership.

This will be achieved through community information announcements, on-air interviews with local agencies, educational institutions and enterprise centres. Coventry has many community organisations doing fantastic work building bridges between different communities (Coventry Ethnic Minorities Action Partnership, Coventry Refugee Centre, Voluntary Action and The Black Minority Ethnic Partnership ).

These organisations do not get the recognition or publicity that their work deserves. Vanny Radio will provide coverage through community information bulletins and, when appropriate, outside broadcasts.

We will provide training to young people and BME not employed by the station in a variety of communication, technical and life skills. While much of this will be allied to broadcasting, the nature of those skills is that they are transferable to many life situations and can enhance their employability.

We will also have volunteering opportunities which are not on-air or linked to output (administration, fundraising, promotions, management of teams) and full training will be given in these areas also. We will provide training to a minimum of 50 young people each year and 50 BME.

In our research for the station , we engaged with young people,BME community leaders, schools, youth service providers and wider society and our proposed service has been universally supported with many wanting to get involved.

Examples of the feedback received include:

Coventry College, : “A fantastic opportunity and would certainly be supported by Coventry University College and felt that two of the key benefits that the station would offer would be

“volunteering opportunities for our young people” and the promotional opportunities for the school.

A Doyle Community Development Officer from Coventry City Council ,

‘the station would be instrumental in “giving publicity to events in which the local community are involved”.

A Leader of the Somalian Community Association,

‘’ the station would provide “an interesting opportunity for young people and for students from BME interested in radio to have access to work experience opportunities”.

‘’The station can “open up new career avenues which were not thought of before”. He also believes that the station “would also address the need for speaking good English”. Infact they have offered us a space to facilitate this project.

In our surveying with BME Communities 86% said they will listen and 53% said they would be interested in being involved. Through Vanny Radio-Community Broadcasters we want to build on that attitude of civic participation and ambition

L Aderson head of Coventry Youth Partnership, are supporting the application, saying “The Young People Service could work with your organisation around youth voice and engagement of young people as well as supporting local youth bands we work with. Although no financial support is requested, we could definitely support in promoting the station (if successful) across our provision and also look for opportunities for young people to get involved and gain employability skills. I’m aware of a local radio stations in other area and they can add real value to the local community”.

D Atkinson The Employment Support Service Manager was also supportive of the aims of the station, saying

“Sounds exciting stuff and there are plenty of youth related groups ( Young Peoples Service , Youth Action , Job Shop) as well as ourselves who I am sure would be interested in supporting. From a Employment point of view we would be interested in using to promote careers information and advice - publicising vacancies we have for 16-19 year olds , promoting information around career events , application time etc and perhaps contributing to discussion forums on young people and BME views./ needs around employment , training etc.”.

We ran 6 workshops in May and June and July 2017 with young people and BME communities to seek the views from the target community about what output it wanted from the service. These workshops took the form of focus/discussion groups and identified the following:

Music should be primarily chart focused. Programming should include opportunities for local bands and artists to access the airwaves There should be provision for non-chart music and alternative genres.

Speech content should not dominate but include local news and information about events and opportunities/services for young people and BME Communities. Speech should include topics of relevance to young people (sexual health, suicide & self harm etc) The station should broadcast in English and 5% French and one African Language.

Our application has widespread political support on Coventry . Other Councillors expressed the view that this was a fantastic idea and much needed in the City although there is already one community radio sattion in the city ,Coventry is a big City and need more than one community radio station

Vanny Radio-Community Broadcasters will ensure that, the young people and BME Communities in Coventry will be able to participate in the operation and management of the radio service in a variety of ways:

1. The Station Management Committee with overall responsibility for running the station will include two third of its membership from young volunteers and BME community.

We will provide structured training for a minimum of 50 young 50 BME people per year.

All young people and BME will go through an initial induction and training process which will include one-on-one mentoring to ensure that a common base level can be achieved across all volunteers regardless of their prior training or experience.

Beyond that, all volunteers will be trained according to the roles they wish to fulfil within the station and pitched at a level appropriate to their own needs. Wherever possible the station will embrace Open-Source software for the operation of the station (Zara Radio for Playout, Audacity for Editing) which means that young people can supplement their training with practising at their leisure on their own, at home or at school or using the computers in the station to enhance their skills.

While overall responsibility for Training in the station will lie with the Station Coordinator, there will be a Training & Mentoring Team and Team leader who will organise sessions and appoint Mentors to new volunteers. Beyond the training which goes on in the station, Vanny Radio will also have outreach programmes to go into schools and youth centres to run workshops and Media Activity Sessions.

We will also run Media Camps in the summer which will broaden our catchment and also provide a revenue stream to the station.

He manages his own sales force directly as well as a back-office telesales team. Although now in his early 40’s his music taste remains youth orientated, perhaps in part due to his 4 young children, and he has had a keen interest in internet radio for several years.

Abiga will take the lead as Chairman in supervising the administration of the company, the administrative tasks related to licensing (Ofcom, PPL, PRS, IRN etc) and act as the Line-Manager for the Station Coordinator.

Abiga’s extensive experience in business mean that he will be responsible for compiling budgets and cash-flow forecasts and will work with the Station Coordinator to ensure that sales and fundraising targets are met.

Mr Abiga has experience in running community radio station and has worked with some commercial radio stations to add to his portfolio. Worked with RFI (Radio France International), worked as content producer at Radio Lome Togo.

He has met with directors of a number of other community radio stations to learn more about the specific requirements of a company in the community radio sector and in particular to compile the job specifications for the Station Coordinator in order that he can properly manage this key role effectively. Abiga provide substantial financial support to the station under its Corporate Social Responsibility Policy.

The group initially started with Mr Abiga Atiemo who started an online radio station in his Dining room just for the love it as it has been part of his life from childhood until date. A young person found out about the online radio and spread the news across the City and many young people started coming to the house for training and broadcasting.

Due to health and safety ,we then approach the City Council for a space and we were allocated a bigger space in the City and it started to become bigger. Cherry,Roselyn and Eric saw the vision and they approach me to bring their expertise on board and went to the right process to register the station with Company house.

With all the expertise together,we have been running online radio for the past 4 years in Coventry with so far 25 volunteers from BME and young people. We are very known across the City due to our involvement in community project.

We train young people for media production, sound engineering, photography and djying. Our young djs perform at community events,some show their interview technics, photography

And setting up PA Systems.

In summary, the group has a very strong experience in broadcasting with Abiga the Chair who holds Masters Degree in Mass Media Communication; he has worked as Program Manager in two Community radio stations, Administrator at two commercial radio stations and presenter. Currently has been in charge of Vanny Radio-Community Broadcasters for the past four years that has gain recognition across the city. Qualified Sound Engineer and train Media Student from Coventry University in Broadcasting and Media Production.

Eric is a qualified broadcasting Engineer and has worked with many radio and tv station as an Engineer, currently volunteering for Vanny Radio as our technical Engineer.

In our surveying of young people themselves, 85% said that they would listen in to a local youth station and 56% said they would be interested in being involved in some capacity.

In our surveying with BME Communities 86% said they will listen and 53% said they would be interested in being involved. Through Vanny Radio-Community Broadcasters we want to build on that attitude of civic participation and ambition

From a Employment point of view we would be interested in using to promote careers information and advice - publicising vacancies we have for 16-19 year olds , promoting information around career events , application time etc and perhaps contributing to discussion forums on young people and BME views./ needs around employment , training etc

To understand what young people themselves and people from the BME Communities, and the wider community in Coventry, felt about the prospect of a station we carried out Field Research in the form of a Street Survey over a number of days in the City centre. In total there were 989 participants.

Part of the survey was conducted in the main shopping centre where we surveyed a mixture of young people under 25 (400 participants) and people from BME across a wide age range (289 participants). The remainder of the survey was conducted in the area of the City containing the extensive Coventry University College Campus and this part of the survey was exclusively Under 25’s (300).

The results of the survey were overwhelmingly positive:

655 supported the creation of a station for Coventry for young people

38 supported the creation of a station for Coventry but felt that it should cater for all ages.

7 felt Coventry didn’t need another radio station.

From the BME Community

274 Supported the creation of a radio station for BME and Young People

10 supported the idea but felt that more African languages should be aired

5 felt they listen to more local African news on the internet

Of the young people who participated in the survey (87%) said that they would listen in to a local youth station and (53%) said they would be interested in being involved in some capacity. From the BME Communities ( 90%) said they would listen and( 55%) said they would be interested in being involved in some capacity.

We ran 6 workshops in May , June and July 2017 with young people and the BME to seek the views from the target communities about what output it wanted from the service. These workshops took the form of focus/discussion groups and identified the following:

• Music should be primarily chart focused.

• Programming should include opportunities for local bands and artists to access the airwaves

• There should be provision for non-chart music and alternative genres.

• Speech content should not dominate but include local news and information about events and opportunities/services for young people and BME communities

• Speech should include topics of relevance to young people (sexual health, suicide & self harm etc) • The station should broadcast 95% in English, 3% in French and 2% local African language.

- publicising vacancies we have for 16-19 year olds , promoting information around career events , application time etc and perhaps contributing to discussion forums on young people and BME views./ needs around employment , training etc

We spoke with 46 local retailers to ascertain if the station could realistically expect to part finance itself with advertising.Of the 36 shops/cafes/bars that we spoke to, 30 said that they would be “interested” or “very interested” in advertising but all indicated that it would be price sensitive and of the 3 price options offered, £100 per month (or £1000 per year) was the level that they would feel appropriate

Our application has widespread political support from Toni Skipper (Mayor of Coventry) including G Quinton executive director for the vast people Covering Education, Adult Social care,and community services . Other Councillors expressed the view

that this was a fantastic idea and much needed in the City. Indeed, the only negative comment we received was from Mark Hinton Community Development Manager from Warwick who queried why it was only Coventry and not the wider Council Region including Warwickshire. We explained that community radio have a smaller broadcast reach than commercial radio and he was happy then to support the proposal and hoped that drift signal would reach Warwickshire.
