So how does it work?
• “Shared” responsibility between the European Commission and Member State authorities
• Member States manage the programmes, select the projects, monitor and assess them involving economic and social partners as well as civil society bodies (environment, equal opportunities, sport etc.) in the programming and the management of the programmes
• Beneficiaries: municipalities, NGOs, economic and social bodies
• The Commission is involved in programme monitoring, financial management and verifies the management and control systems

Roma Pilot project ‘Pan-European coordination of Roma integration
methods• 5 million Euro – commissioned by the European Parliament• Objectives
– Improving the access of Roma children to quality early childhood education, and enhancing child development for Roma children aged 0-6;
– Facilitating self-employment through access to finance for marginalised communities;– Combating discrimination against Roma people by raising public awareness through
appropriate information campaigns;– Improving evaluation methods and data collection of Roma integration
projects/programmes.

The role of the European Agricultural Fund for Rural Development (EAFRD)
• The main objectives of the rural development policy refer to increasing the competitiveness of agriculture and forestry, to encouraging and promoting environmental improvements and to supporting initiatives improving the quality of life in rural areas.
• It contributes to alleviating rural poverty and building a stronger rural economy

Measures under Rural Development Policy – possible contribution to the inclusion of
Roma• Human capital development (training, information)• Basic services and physical infrastructure in rural areas (investments in childcare
and healthcare domains)• Support to semi-subsistence farming (measure targeted at the very small farms)• Measures facilitating access to some of the support schemes (advisory services,
preparing and implementing a local development strategy, support the access to credit, etc.)
• Leader approach and networking (institutional building, mobilisation of the endogenous development potential)

Integrated approach – combining ESF, ERDF, EAFRD
• Multi-sectoral approach to Roma inclusion– education, employment, housing, health, etc.
• Effective response through integrated actions – combination of ESF, ERDF and EAFRD at all levels (national, local)
• Necessary actions:– Taking advantage of cross-financing and coordination
between OPs and Managing Authorities– Simplified tenders for the implementation of the
integrated approach– Technical support for the implementing organisations
(municipalities, NGOs, etc.)
