Are these only information points or also entry gates? If the latter, do they collect Annex I data? You may explain.
TOTH Gabor (EMPL)
For instance, could you maybe explain here whether there is a role for the website in the collection of Annex I data? E.g. are those characteristics or part of them asked at registration?

TARGET SETTING AND BASELINES. INDICATORS

PO is at present on negotiation with EC and target values &

baselines are not incorporated for PO approval step. These

values are going to be incorporated with Ex-Ante condition

7.

Baselines are historical and based on values of 2007-2013

programming period.

Values for baselines & targets come from central and

regional sources.

Specific output indicators are shown on next slide

Program specific output indicators are not used and,

No one target result indicator is set to zero.

[ Monitoring & Evaluation ]

TOTH Gabor (EMPL)
For me these points seem contradictory, could you please clarify? On the one hand targets and baselines would not be included in the OP. On the other hand they would be basedon historical values and any of the target values would not be set at zero.If there are historical values, what will be the content of an action plan (under ex ante conditionality 7)?
Page 18: 1 Rome, 26 November 2014 [ Implementation of Youth Guarantee scheme in Spain. Young Employment Operational Programme ]

DATA GATHERING

Coverage of data is performed through gathering

data from Youth Guarantee IS

Collection of data in IS from all data sources

Sensitive data are collected with participant

acceptance and from other sources according RDLs

of July 4, 2014 and October 17, 2014

Processing through the Youth Guarantee IS

Interconnection of ISs involved.

[ Monitoring & Evaluation ]

TOTH Gabor (EMPL)
Can you please explain how each data will be collected? Employment situation, age were explained on previous slides. How will educational attainment, household situation, migrant, foreign or ethnic background, disability status, homelessness and geographical status be gathered?
Page 21: 1 Rome, 26 November 2014 [ Implementation of Youth Guarantee scheme in Spain. Young Employment Operational Programme ]

BASIC STRUCTURE OF FILE AND DATA GATHERED ON YG IS

Personal data: name and surname, identity card (UE citizen,

Third Country citizen), date of birth, home address / contact,

census registration, phone, email

Data of personal characteristics: family, gender, nationality and

civil status data

Social circumstances: characteristics of housing, driver's license

and ownership of vehicle

Academics and professionals: training and qualifications, history of

the student, professional experience history

Employment details: history of the worker, jobs, location of the

beneficiary with respect to the SS in the last 24 months.

[ Monitoring & Evaluation ]

TOTH Gabor (EMPL)
What does "call sign" mean?
TOTH Gabor (EMPL)
Do the below data types cover household situation and migrant, foreign or minority background?
TOTH Gabor (EMPL)
How will you gather this? How do you intend to formulate the question?
TOTH Gabor (EMPL)
What happens if the dataset is not complete? Do you make additional efforts to complete the data set? Do you refuse participation?
TOTH Gabor (EMPL)
How will you process data? Which institution will manage the data set? Will there be verification steps at collection and before reporting?
Page 22: 1 Rome, 26 November 2014 [ Implementation of Youth Guarantee scheme in Spain. Young Employment Operational Programme ]

REPORTING BASED ON REPRESENTATIVE SAMPLES

Based on Evaluation Plan not yet developed

waiting for PO approval

The idea is to apply same method used in 2007-

2013 Programming Period included in Thematic

Evaluations (2,500 direct surveys with 95% of

reliability)

Externally performed. Very expensive but…

interesting and significant results.

[ Monitoring & Evaluation ]

TOTH Gabor (EMPL)
Do you intend to cover by the survey issues which go beyond monitoring requirements and will be used for evaluation purposes? E.g. quality of offers, quality of employment?
TOTH Gabor (EMPL)
In relation to TA or the programme budget, approximately how much would it cost?
TOTH Gabor (EMPL)
How many participants do you estimate there would be in the programme? In relation to the number of participants, what would be the size of your sample?
Page 23: 1 Rome, 26 November 2014 [ Implementation of Youth Guarantee scheme in Spain. Young Employment Operational Programme ]
