BOARD MEETING MINUTES

September 8, 2015 A regular meeting of the Derby Recreation Commission was held at the Derby Recreation Center, 801 E. Market, Derby, Tuesday, September 8, 2015. Chairman Ken Greteman called the meeting to order. Present were Board members Rick Ruff, Eric Tauer and Kerry Dexter. Also present were Frank Seitz, Superintendent of Recreation, Trina Bauer, Assistant Superintendent, Derek Smith, Director of Administration, Rob McDonald, Director of IT, Jen Tribue, Director of Marketing, Chris Drum, Director of Facilities, Debbie Williams, Community Wellness Director, and Caryn Greenstreet, Administrative Assistant. Guests included Scott Elpers, Derby Informer. Rick Ruff moved to approve the Consent Agenda, Ken Greteman seconded, motion carried 3-0-1, Eric Tauer abstained. Ken Greteman moved to nominate Rick Ruff as Chairman, Brian Johnson as Vice Chairman and Eric Tauer as Secretary by acclamation motion was carried 4-0. Rick Ruff took over as Chairman of the meeting. The Superintendents Report was reviewed. The Staff Highlights were reviewed. Derek Smith presented the 2014 Scholarship Report to the board. Chris Drum presented the 2015 fleet report to the board. Debbie Williams announced that the DRC was awarded the Wichita Working Well award from the Health & Wellness Coalition of Wichita. Ken Greteman moved to adjourn, Eric Tauer seconded, motion carried 4-0.

Dexter.

Took 2 days of vacation.

Held weekly director and staff meetings.

Previewed staff information in preparation for our annual Rock River Rapids summit meeting with DRC staff and City of Derby staff members.

Hosted a volunteer committee meeting for preparation for the 9th Annual C.J. Memorial event.

Attended the National Recreation & Parks Association 2015 National Conference.

Assisted with and participated in the 9th Annual C.J. Memorial fundraising event.

Attended the Kan-Struct Awards Banquet at the Wichita Hyatt as a guest of Schafer, Johnson, Cox & Frey and Simpson Construction to accept an award for our Derby Recreation Center remodel project.

Met with City Manager, Kathy Sexton, and Superintendent of Schools, Craig Wilford, for our bi-monthly breakfast meeting.

Toured the Oaklawn Activity Afterschool Program with Superintendent of Schools, Craig Wilford, Director of USD 260 Facilities, Tom Snodgrass, and DRC staff members.

TO:    DRC BOARD MEMBERS  FROM:   Trina Bauer, Assistant Superintendent  DATE:    October 1, 2015  RE:    FACILITY BOARD HIGHLIGHTS SEPTEMBER 2015   Derby Recreation Center  

The Center was closed on Sunday, September 6th and Monday, September 7th for Labor Day Weekend. 

Winter hours began on September 12th.  The Center is now open 8 am to 5 pm on Saturdays. 

Our fall session began on Monday, September 14th.  The center is always a busy place when classes begin. 

After working with them for several months, the Kansas Star Casino is now one of our corporate members. 

Taught noon time BE practice. 

Total members for September was 6019, auto pay members 2924. 

Kids Club membership 259, attendance 945. 

DNMS bus membership 34, usage 796.  

Planning for the RRR season follow up and 2016 season planning meeting with DRC and City staff scheduled on October 7th.  

Attend the Kan‐Struct Awards Banquet on September 18th.  SCJF Architecture and Simpson Construction received an award for the DRC interior renovation project.  The DRC was pleased to accept an award plaque as well. 

The DRC worked with a core group of volunteers to take registration and facilitate a fundraising event for Julie Dombo.  The event was held on Sunday, September 27th.  It was a great success.  The Dombo family was very appreciative of our help with the event. 

Completed auto pay process. 

Completed corporate invoicing for monthly memberships.  Fitness Center 

Completed weekly schedules for all Fitness Specialists.  

MidStates replaced a bent bar on the Jones Machine and replaced a broken cable on our lat pull down machine.

New cardio machines ordered in August were delivered by MidStates 

Met with Craig from Midstates to discuss equipment maintenance options after Paramount announced they were going out of business. 

TV’s on all cardio equipment and on the walls were updated to the new Cox cable format.  The picture quality on the machines looks really nice.   

Went through all cardio machines with a personal viewing screen and ran channel scans after Cox update.  

Attended and helped serve lunch at the Lunch & Learn, Sept. 24. 

Attended the Wellness Meeting on Sept. 30.  

Indoor Pool 

Completed weekly schedules for all aquatic staff. 

Attended weekly aquatic meetings 

Received and adjusted the new lane lines for the pool. 

Inflated the Wibit for the kids to enjoy during the first rec night of the 2015‐16 school year on Sept 18. 

Aqua Shock’s began fall practice schedule.  Staff Emergency Action Preparedness (EAP)  

Organized and updated staff certification expiration dates in CLASS.      

Completed the Basic Life Support for Healthcare Providers cross over, ordered new manuals and scheduled review skill dates for staff. 

Taught an Administering Emergency Oxygen course for 2 fitness specialists.   Oaklawn Activity Center  

Attendance for the month of September was 2,734.  The 2014 September attendance was 1,452. 

Prepared weekly facility staff work schedules. 

Staff remains busy with the increased after school program attendance at the OAC. 

Interviewed and hired Tye Shook for a seasonal outdoor maintenance position. 

Attended the Julie Dombo Run/Walk event planning meeting and attended the event on September 27th.  

Met with DRC and USD 260 staff regarding the over seeding of perennial rye grass at the DHS baseball infield.  This is an annual task that staff performs every fall.   

Attended the Kan‐Struct Awards Banquet at the Hyatt.  SJCF Architecture received an award for interior design of the DRC renovation project.

Met with Trina Bauer, Assistant Superintendent and Kim Donaldson, Facility Assistant to review potential procedures for 2016 ball field registrations.   

Attended the DRC Wellness Committee Lunch and Learn on Sept. 29th.   

Developed a proposal for new tree planting/placement around the OAC grounds.  Staff is working with ICTrees who has implemented a tree planting program and has an abundance of trees that will need planted before winter.  The new tress will be no cost to the DRC.  Staff is also working with USD 260 as a collaborative effort for tree placement around the campus through this same program.   

Toured the Blue Valley Recreation Ball Field Complex in Overland Park, KS with City of Derby staff.   

Met with Frank Seitz, Superintendent of Recreation, Craig Wilford, USD 260 Superintendent of Schools and Tom Snodgrass, USD 260 Director of Operations to visit the OAC afterschool program.   

Met with Vitztum Floor Co. to acquire a bid for tile replacement between the gym and locker rooms at the OAC. 

Met with Five Star Mechanical to acquire a bid for the HVAC control system at the OAC.  

We have received our new Van!  The Van was delivered sooner than expected.  Staff is very happy with the functionality of this vehicle.   

The following events were facilitated at the OAC in September: o Derby Barn Dance Club o Village Steppers Events o Corvair Club Meetings o Radio Control Club Events o Private Rentals

Full time aquatics staff met together to discuss 2015 summer and began planning and preparing to make 2016 better than ever!

  Outdoor Maintenance & Fleet  

Staff has over seeded areas at the DRC and OAC grounds along with areas at the DHS Baseball field.  All is up and growing. 

There were 2 tournaments at High Park in September; one was a DRC tournament and the other a rental. 

Fall field projects are underway such as leveling low spots and over seeding bare spots. 

Staff has added shale material to 1 warning track and two practice infields. 

Staff is looking into a source for cleaner shale for the infields.   

Trimmed up trees and bushes around DRC grounds. 

Interviewed and hired Tye Shook for seasonal outdoor maintenance position. 

John Deere Gator received regular scheduled service and the clutch required replacement. 

09 Explorer received regular scheduled service and air conditioning service and repairs.   

Staff received the new 2016 Van.  It was assembled and delivered sooner than expected.  Staff is very happy with the purchase!

Completed CIP purchase schedule. Insured new mini bus and removed old bus from schedule. Reviewed monthly revenue and expenditure report. Reviewed Accounts Receivable report with Bookkeeping.

Technology Attended NRPA Conference. Came back with great information. Had personal meetings with two potential software vendors while at NRPA. It was very

informative and face to face meetings are much more productive. Changed out program banners in parking lot for the Halloween Hullaballoo. Started work on graphics for new mini-bus. Started work on revising computer IP addressing for our new server. Worked with Coalition Computing on a few minor issues with accounting sofware. Started work on the Rock River Rapids 2015 annual report. Spent time working on Wide Format printer. Fixed connectivity issues with our LED sign at the OAC. Started working on the Winter Program Guide, Setup a new computer. Worked with marketing on the new Winter Marketing Campaign.

Attended the Oaklawn Activity Center Tour for Board member Kerry Dexter.

Took four days vacation. Attended the National Parks and Recreation Conference September 13-

17, 2015. Completed content information for Winter Program Guide to Jen. Attended the Unplug and Unwind Lunch N Learn on September 24. Attended the Kid’s Fishing Derby on September 26. Held Monthly Programmers Meeting on September 28. Attended the Derby Health Collaborative Meeting on September 23. Attended the Wellness Committee Meeting on September 30. Met with Deanna Carrithers on grants on September 1. Reviewing Programmer Action Plans. Prepared weekly intern schedule Continuing to send WSU students information for the Facility Study they

are conducting. Reviewed Master List information in CLASS for Winter program guide. Completed midterm evaluation for intern. Working with staff to insure OAC afterschool program has enough staff

per student ratio. We are currently maxed out with 225 students. We have 195 daily attending and average 7-9 rec leaders per day. We still have about 10-12 on the waitlist.

Met with Special Events on upcoming events and programs. Met with Aquatics on ways to advertise WSI and status of

programs/lessons. Met with Community Wellness Coordinator on new upcoming

programming and changes.

Working on quote from Fitness on Demand representative and presentation to Frank.

Redesigning Fitness description pages for the program guide. The new focus areas are Mind/Body, Pure Cardio ,Cardio/Strength and Just Strength. The new description pages should be more user friendly with shorter descriptions for quicker decision making.

Working on our elf’s Holiday hunt games for Facebook. Reviewed Wellness Committee Newsletter and Derby Health

Collaborative newsletters for distribution. Completed information for October PPT 7 and School Newsletters. Loaded Notify Me messages for Special Events for the Fall Session. Reviewed below minimum classes for fall session. We are working to

boost registration in these two classes. Reviewed GL Report and Month End reports. Aquatics Assigned private swim lessons to WSIs, who taught a total of 32. Met with Kathleen on September 1and 22 regarding programming and

special events preparation. Attended weekly aquatic management meetings. Entered the winter courses in CLASS and reviewed the winter program

guide. Attended an Aquatic Exercise Association Workshop on September 12 &

13 to get CEUs to keep my certification valid. Swaney Elementary School Unsinkables program ended on September 3

with 52 2nd grade children participating. Fall session swimming lessons began on September 15 with 31 children

enrolled. Taught an Administering Emergency Oxygen course for 2 new fitness

specialists on September 17. Adjusted the length of the cable on the new lane lines. Organized and updated staff certification expiration dates in CLASS. Completed the Basic Life Support for Healthcare Providers cross over and

scheduled review skill dates for staff. Registered for the Association of Aquatic Professionals conference in

March 2016. Attended the Lunch & Learn on September 24. Attended the programmers meeting on September 28.

Art Attended bi-weekly meeting with Director of Programs Attended weekly all staff meetings. Assisted with DRC Wellness Lunch and Learn at OAC. Completed classroom set up at DHS for start of Fall session. Interviewed and hired youth and adult art instructors for Fall Session.

Assisted with start of all Fall classes at onsite and offsite locations. Began work on Winter 2015 program guide. Gave art tours the Derby Sixth Grade Center at the Ulrich Museum of Art. Assisted Wichita Shakespeare Co with their theater in the park production at

Hand Park.

Fitness Met with several instructors over the winter session and class evaluations. Attended a sample class from a spin instructor, and hired Cliff Nelson for our

winter session. Mr. Nelson has taught all over the country with the Air Force and we are excited to have him on our fitness team.

The new weight racks arrived for Studio D and the members were very appreciative to the new equipment.

Assisted with the fitness center for the week of September 14 with staff and equipment concerns.

Created and organized the lunch and learn for the employees on September 24. The lunch and learn was the kick off to our campaign UNPLUG AND UNWIND. I lead the restorative yoga session at the beginning of the workshop and we ended with soup and salad with a video presentation on taking time without our electronic devices.

Attended the new PIYO class that we offer to better describe the class in the program guide.

Purchased electronic candles for the Candlelight Yoga class, the class really appreciated the extra touch for this class.

Finished the master list of activities for the session and Winter session. Interviewed a new Zumba instructor for land classes. Went over the equipment for the upcoming BARRE classes that we are

starting in the New Year. Attended the wellness meeting to review the employee surveys. Organized and planned for the upcoming October aquatics instructors’

workshop. Led a land instructors meeting with a share workshop including several

instructors and trainers. We finished the experience with a strong Vinyasa yoga demo and a quiet moment to reflect of the purpose of leadership.

Special Events, Special Programs and Oaklawn

Interviewed and hired last OAC Afterschool Recreation Leader. This program is now full with 225 kids registered with an average of 197 attending every day after school. Also, made out the calendar of events for the month of September and continued supervising employees, students, organizing supplies/snack and overseeing the daily activities of the program.

Organized and drove Horseback Riding on September 12 at C- Arrow Stables.

Continued overseeing DRC/DJF Cheerleading. The girls practice on Monday evenings and cheer on Saturday mornings for Derby Junior Football games.

Programmed and held Preschool Games at the DRC. Met with the interns and Jennifer Tribune about Pumpkin Chunkin’ at the

Halloween Hullabaloo. We contacted all aerospace, engineering, science departments in area high schools and colleges and contact info for city departments. We sent out Pumpkin Chunkin’ information inviting them to join our new competition.

Created a marketing outline for the Halloween Hullabaloo. Set up a meeting with DRC staff to discuss zombie tag, the DRC Pumpkin

Chunkin’ machine, Haunted Actor Theatre performance and decorations for the Halloween Hullabaloo.

Programmed and ran the DRC Children’s Obstacle Course at the Oaklawn Fall Festival on September 19. We had a great turn out for our event with over 100 kids participating.

Delivered 5th grade and 6th 8th grade Rec Night passes. We also held our first 5th grade Rec Night and had 170 kids in attendance.

Coordinated materials, volunteers and prizes for the Kids Fishing Derby at Warren Farm. This event is a partnership with the Derby Optimist Club. We had over 75 kids come out and fish the morning of September 26. The largest fish that was caught was 23 inches long.

First session of Connect started in the Derby elementary schools. This session we are offering Football Skills, Swimming, Bowling and Cheerleading. This program runs from 3:30-4:30pm, one day a week for 5 weeks.

The Free Spirits bocce team continued weekly practices. The Free Spirits bowling and volleyball teams began their seasons this

month. Volunteered at the CJ Memorial Golf Tournament. This year’s tournament

was a great success. Made, reviewed, corrected and entered winter master list into class. Attended the staff Lunch and Learn.

Sports

Supervised youth and adult sports on nights and weekends. Had weekly meetings with Derby Parks Director. Fall youth soccer league began this month. 366 children are participating. Scheduled USD 260 facilities for fall and winter sports season. Fall adult softball league began this month. 27 teams participating. Had open court Pickleball on Wednesdays and Saturdays and Fridays at

the OAC. Held Get Your Swing On fastpitch tournament. 11 teams participated. Coed volleyball league began play for the fall season. Games are being

played at the Oaklawn Activity Center.

Health and Wellness Derby Recreation Commission

Updated website-wellness section (on-going). Worked on programs for 2016 winter program guide.

Derby Health Collaborative

Received $1,500 grant from Fidelity Bank to support our Let’s Move Derby School program.

Held DHC monthly meeting with 10 in attendance. Dan Squires from the City presented on the bike/ walking paths.

Continue work on community health survey. Attended Kansas Public Health Association conference in Manhattan. Attended Coalition of Coalitions for Protecting Public Health meeting. Attended Health & Wellness Coalition meeting. Managed Garden: Coordinated with Lowe’s on building a shed, worked

with Westar on get additional board to build up beds. Coordinated volunteers group for October 10 work day.

Held the first two In Sickness and In Health sessions. Held first of four Cooking Matters at the Store (Wal-Mart). Attended Walktober Planning Meeting. Promoted Walktober in the community Attended USD 260 Wellness Committee meeting. Promoted Let’s Move Derby Schools at the Derby Middle School Wellness

Committee meeting. Held Derby Community Walk with school superintendent as guest. Developed and sent HealthLink community newsletter. Sent safety information to schools for Walk to School Day. Working with USD 260 on leadership training grant.

Employee Wellness Finalized Employee Wellness Satisfaction and Needs Survey. Distributed and asked employee to fill out survey (summary results

attached). Assisted in coordination of employee Lunch and Learn. Held Employee Wellness Committee meeting to discuss results of

employee survey. Developed and sent employee newsletter. Began to develop wellness operating plan for 2016.

Thank for furthering my professional development and allowing me to take part in the National Parks and Recreation Association Conference. The annual NRPA Conference was held in Las Vegas, Nevada September 14-17. The trip once again has given me great insight for comparing Derby programming to other recreation departments on a national level. It also was a great opportunity to gather other department ideas and information on best practices. Sessions attended:

I also attended the exhibit hall and found some contacts for our departments. Overall, I did get a lot of new information from the sessions that will further our programming and assist in my supervisory skills. My favorite session was called Robert Crawford Lecture Series: Parks and Recreation has evolved through six eras in the past 50 years”. The invited speaker was Dr. John Crawford from Texas A & M. He always has a great perspective on our profession and pointed out some obstacles as professionals we will be battling in the future.

The DRC received a $2,500 grant from the Walmart Foundation and Walmart Store

#592 located on Nelson Drive. The grant will be used to offset expenses of events that

are free to the public such as Kids in the Kitchen, Derby Kite Festival, Halloween

Hullabaloo and Easter Egg Hunts as well as sponsor Hook a Kid on Golf, the Program

Guide series and the DRC bus program.

These are standing committees that meet periodically based on need or suggestion by a board member.

COMMITTEES

1. Purpose The purpose of Standing Committees shall be to advise the Commission and to carryout delegated responsibilities. Such Standing Committees should prepare recommendations and reports for the Commission based upon thorough review of relevant matters. The following Standing Committees are hereby designated and created:

a. Finance Committee Tauer(Chairman)/Greteman b. Programming & Facilities Committee Ruff(Chairman)/Dexter c. Personnel Committee Johnson(Chairman)/Ruff d. By-Laws & Policy Committee Tauer(Chairman)/Johnson e. Community Marketing Greteman f. Derby Health Collaborative Dexter

2. Committee Composition

Each Standing Committee shall consist of at least one or two Commissioners, as deemed appropriate by the Board Chairperson. The Chairperson of the Commission shall appoint the Committee Member(s), the Superintendent or his designee, and additional staff members as deemed by the Superintendent. Committees shall be appointed annually after the election of Board Officers at the first meeting at which a quorum is present.

3. Appointment of Committee Chairperson The Chairperson of the Commission shall appoint a Commissioner to serve as chairperson of each committee not later than the October meeting of each year, or upon the creation of a new committee. In the case only one Commissioner is appointed, that Commissioner shall be the Chairperson of the Committee.

4. Committee Authority; Limitation Committee’s appointed by the Commission Chairperson are advisory in nature. Their role is to obtain and review information with staff that may be too detailed in nature or otherwise practical to consider in the course of a standard Commission Meeting. They should then make recommendations to the Commission in the course of a normal Commission meeting process. They do not have the authority to take action normally derived from a majority vote of the standing Recreation Commission. The Superintendent however, as a member of that Committee, may choose to take any actions that are delegated to him by the Derby Recreation Commission By-Laws.

5. Establish Administrative Procedures Each Standing Committee shall have the authority to establish administrative procedures, in coordination with the Superintendent for conducting its meetings and performing its duties. Such authority shall include:

a. Compiling the meeting agenda

b. Establishing procedures for coordinating information c. Preparation of reports to the Commission d. Detailed review of committee responsibilities e. Recommendations regarding continuation, modification, or termination

of the Committee f. Preparing and presenting action items for discussion at the regular

6. Committee Meetings Regular Meetings of the Standing Committees may be held at such time and at such place as shall from time to time be determined by the Chairperson of such Committee.

7. Filing of Vacancies If a vacancy occurs on a Standing Committee, by resignation or removal, the Chairperson of the Commission shall appoint a successor.

The students will are evaluating current ball fields, user groups and needs groups are requesting. The results of the study will be completed by the end of the fall semester. We are also partnering with the WSU Sports Management Sports Marketing Undergrad Class on a project to market Youth Sport programs differently. Undergrads in this class will be pitching their marketing ideas to use for use.

Since 1990, the Hook A Kid On Golf program and communities around the country have been working diligently

to encourage kids to learn the rewarding sport of golf and reap all the benefits that it has to offer. Today, as we

wrap up our twenty-sixth summer, we are giving thanks to our most loyal Hook A Kid On Golf sites and

coordinators. We have reached over 300 different communities over this time and impacted over 100,000

youth participants. As you know, all of our success is dependent upon individuals such as yourself that

implement our programming and truly bring out the best in it each year. The dedication of you, your staff and

your community is greatly appreciated. We are truly honored to help serve such amazing communities and are

delighted to see you return year after year. As a small token of our appreciation, we have included a gift of a
