In the 121 st OCC Meeting it was noted that shutdown may be approved from 22.08.2016 to 08.09.2016 subject to concurrence from AP and Telangana. TPCIL vide letter dated 21.08.2016(Annexure-2A) informed that TPCIL had sought approval from AP and TS SLDCs. TSSLDC had requested TPCIL to defer the shut down in view of increased power demand in the coming months on account of irrigation load for kharif crop. It is proposed to avail the Annual Shut Down of TPCIL Unit I in the month of December 2016. All the works requiring TPCIL power transmission line outage will also be completed during the same time. 2.2 ISTS/State Sector Transmission Elements a) As per the NLDC outage procedure constituents to furnish the outage proposals for subsequent month by 3 rd of current month which would be posted on SRPC website by 5 th of current month. The outage proposals shall be furnished in the specified format in Excel format through E-mail to the following address. [email protected] b) Non-availing the OCC approved shut downs In earlier OCC Meetings SRPC/SRLDC had stated that in spite of huge efforts being put into finalizing the shutdown approvals, non-availing of the same (greater than 50%) was a matter of grim concern. Power purchase by the states was also being planned based on these approved outages and any changes affect their LGB and in some cases ATC/TTC was also getting affected. It was agreed that SRLDC would post the approved outages availed and non-availed by 3 rd of every month. Subsequently constituents should revert back with the reasons for non-availing the shut down by 6 th of every month. SRLDC to post the approved outages availed and non-availed States/Utilities to revert back with the reasons for non-availing. c) SR I, PGCIL had furnished consolidated list of OCC approved shut down Availed VS Non availed status during March 2016 to July 2016 which is at Annexure-2B In 120 th OCCM, SRLDC had demonstrated the web based outage coordination system for requisitioning the OCC approved outages on D-3 basis which is available at SRLDC website http://scheduling.srldc.org:8080/OCS/Account/Login.aspx. It was noted that the web based system is meant only OCC approved outages. All Utilities are requested to use the same SLDCs and RTAMC to kindly monitor the D-3/5 outages and ensure that outages are taken as per approved schedule. d) SRPC/SRLDC pointed out that the few constituents/utilities were not furnishing outage requests as per specified time schedule and current month proposals for AMP works were also being furnished. All the utilities were requested to follow the procedure and the time lines. e) All the utilities to furnish the details/deviations with respect to the Annual Outage plan schedule Vs maintenance carried out on a monthly basis as this information is required for the Annual Outage Plan Deviation Report being submitted to CERC.

1. Confirmation of the Minutes of the 122

nd Meeting of OCC held at Hyderabad on 08

th August 2016.

2. Monthly/Annual Outage Plan 2.1 ISGS/CGS: Generating Units

a) Shut Down Proposals for September/October 2016

b) Shut Down carried out during August 2016 along with reason for deviation, if any.

c) Rescheduling of TPCIL (2 x 660) MW Unit–I Annual Shut Down Annual Shutdown for TPCIL Unit I was planned in the month of July 2016. In the 121

Meeting it was noted that shutdown may be approved from 22.08.2016 to 08.09.2016 subject to concurrence from AP and Telangana. TPCIL vide letter dated 21.08.2016(Annexure-2A) informed that TPCIL had sought approval from AP and TS SLDCs. TSSLDC had requested TPCIL to defer the shut down in view of increased power demand in the coming months on account of irrigation load for kharif crop. It is proposed to avail the Annual Shut Down of TPCIL Unit –I in the month of December 2016. All the works requiring TPCIL power transmission line outage will also be completed during the same time.

3. LGBR for upcoming five months 3.1 The following details to be furnished for discussion

Schedule of Hydro, Thermal Generation, RES, Purchases, anticipated consumption etc. Shortfall/Surplus, if any and how the same is proposed to be met. Arrangements to meet the Demand and Energy shortage for Sep’ 2016 to Jan’2017 Status review of Development of State of the Art load forecasting tools as per clause 5.4.2 of

IEGC. Loss of Generation due to fuel shortage- Action plan for meeting their demand and short fall

by constituents. The coal shortage issue and sharing of coal availability as per the CERC order dated

23.07.2013. Load Generation Balance in real time. Status Review of ATC/TTC calculation by SLDCs.

3.2 LGBR for upcoming five months-TTC/ATC computations: All states were requested to furnish PSSE base case for January 2017.

In the Special Meeting held on 26.04.2016, the following were deliberated: All SLDCs were requested to submit converged PSSE base case to SRLDC. As per the NPC decision/Congestion Procedure all the states were requested to publish

TCC/ATC in their respective websites.

All the SLDCs need to have a dedicated Study Group. Manpower issues need to be

addressed suitably by the Management.

Nominations from AP & TS for dedicated Study Group were awaited long back, though both

AP & TS had assured of nominations.

earliest. SRPC/SRLDC requested the states to take necessary action in this regard.

4 Review of Power Supply Position /Inflows

Constituents/ Generators to furnish the reasons for deviation:

a) Actual with respect to anticipated (MW & MU) for availability and requirement. b) Generation variation category wise with respect to MoP targets/LGBR figures.

c) Inflows (MU) to major reservoirs: Actual w.r.t. 10 year moving average and w.r.t. same month last year.

d) Reasons for demand -supply gap and its variation The load shedding details in different heads along with the reasons needed to be furnished.

MoP/CEA specifically needed the reasons for load shedding like transmission constraints, distribution constraints, regulatory constraints viz the power purchase not allowed beyond an agreed cost or quantum, natural calamities, tripping of some of major transmission lines etc.

5 Issues for deliberation 5.1 Presentations by States on Operational Issues

In the 122nd

OCC Meeting SRLDC had stated that they were preparing a template on OCC issues for enabling the focused deliberations. The template would be circulated within 15 days and all the entities individually would need to present the actions taken/being taken, progress on the issues etc from the next OCC meetings. SRLDC had forwarded the Template to all the concerned copy of which is at Annexure-5A

Constituents to come up with the presentation.

5.2 Charging of LILO section of 230 kV MAPS-Arni line at Echur S/s by TANTRANSCO- without prior concurrence from SRLDC

SRLDC vide letter dated 25.08.2016(Annexure-5B) had informed that 230 kV MAPS – Arni line was LILOed at Echur Substation by TANTRANSCO and new section had been charged on 08.08.2016 without prior concurrence from SRLDC or real time code from SRLDC Control Room. MAPS being an ISG Station prior intimation is required to be given to SRLDC about the network re-configuration and permission to charge the new section should have been obtained. The following are requested to be furnished by TANTRANSCO: The minutes of the Standing Committee Meeting approving the above Re-configuration. Extend the SCADA data provide necessary inputs for effect change in the respective

modules as above along with soft copy of the Single Line Diagram. Transmit the SEM data on a weekly basis to the following E-mail IDs

SRLDC requested TANTRANSCO to kindly complete all the pre-requisite formalities as per the time lines specified in the Operating Procedures before charging the new element.

(Item No. 11 (e) of SRLDC agenda dated 29.08.2016) 5.3 Scheduling of infirm injection of KKNPP Unit 2

SRLDC vide letter dated 30.08.2016 (Annexure-5C) had submitted the following agenda for discussion in the 123

rd OCC Meeting.

KKNPP Unit -2 successfully synchronized on 29.08.2016 at 11:16 hours. For achieving full load and stabilization it may take three to four months. Discussion for scheduling infirm power prior to COD.

5.4 Inclusion of drawal of power for Mahe Region of Union Territory of Puducherry under REA In response to Puducheery’s request to include drawal of power for Mahe Region of Union Territory of Puducherry in REA, SRPC vide letter dated 08.07.2016 (Annexure-5D) had sought certain information/clarification from Puducherry. Puducheerry vide letter dated 23.08.2016(Annexure-5E) has replied for SRPC’s queries and requested SRPC to kindly arrange to review the details and obtain similar information from KSEB system so as to bring the drawal of power at Mahe Region under REA at the earliest.

5.5 Handling issues of low demand and facilitation of renewable generation absorption The issue of low demand and facilitation of renewable integration came up for discussion in the 30

th SRPC meetings held on 27.08.2016. Accordingly SRPC vide letter dated

29.08.2016(Annexure-5F) had invited attention of CEA in this regard and had requested CEA that with the objective of maximizing renewable energy absorption, the matter may kindly be arranged to be examined and necessary directions issued in this regard.

5.6 Forecast Vs Actual Demand of SR constituent

SRLDC vide letter dated 04.07.2016 had enclosed a copy of letter dated 28.06.2016 received

from NLDC/POSOCO highlighting that load forecasting in different time horizons

(daily/weekly/monthly/yearly basis) is an important input and a mandatory requirement for the

entire scheduling process and reliable operation of the power system. As per Section 5.3 of IEGC

demand estimation responsibility of SLDC/RLDC/NLDC is clearly identified. Details of action

required to be taken by SLDCs/RLDCs/NLDC were given.

The mean absolute error % (Forecasted VS Actual Demand) for the month of August 2016(till

24th) is at Annexure-5G

5.7 Frequent tripping of Vallur-NCTPS lines In the 122

nd OCC Meeting the following were noted:

It was noted that no trippings had been observed during July month. Insulator replacement for complete stretch of Vallur-NCTPs line had not been taken up by

TANTRANSCO. TANTRANSCO informed that they were planning for replacement of some insulators from Oct’2016 in coordination with PGCIL. TANTRANSCO was suggested to go for complete replacement.

For Gantry tower, SR-I, PGCIL had clarified that NTECL had to take up replacement. NTECL was suggested to take necessary steps.

5.8 Replacement of protection couplers at 220 kV substations In the 120

th OCC Meeting KSEBL had informed that the existing BPL make PLCC protection

couplers at 220 kV sub stations Edappon, Edamon, Kundara and Kayamkulam are very old and mal-operates frequently due to stray signals (generated from the panels) and to be replaced immediatelyand it was suggested that procurement can be done either by KSEBL or by NTPC/PGCIL. KSEBL had requested NTPC, Kayamkulam to intimate their willingness for procurement of Digital Protection Couplers at Edamon and Kayamkulam by KSEBL with the cost reimbursed by M/s.NTPC/PGCIL. PGCIL had informed to take up the matter in the joint meetings held at Regional level. KSEBL had requested NTPC/PGCIL to revert back. KSEBL had requested that one agency may take up the entire work.

PGCIL and NTPC are requested to look into it and revert back at the earliest.

5.9 Revival of Units at Sharavathi Generating Station: A major fire incident had occurred at Sharavathi Generating Station on 18.02.2016 at 16:43 hrs. It was noted that all the 10 units had come on bars. SGS- Shimoga 1, SGS- Talaguppa 1 & 3 and SGS- Balligave line were yet to be charged.

5.10 Maintenance of RTUs installed under ULDC Projects for Central Sector Generating Stations

5.10.1 PGCIL vide letter dated 25.07.2016 had requested all the concerned generating companies, utilities to take necessary action for maintenance/replacement of the existing RTUs installed in their respective Power Plants/Generating stations after the completion of useful life 15 years from DOCO to ensure continuous reporting of data to respective RLDCs.

5.10.2 In the 122nd

OCC Meeting after deliberations SRLDC had opined that it would be better if one single agency, PGCIL take up the maintenance of RTUs and requested all the SLDCs/CGS/ISGS to apprise their Managements in this regard. SRPC stated that all the SLDCs/entities could apprise their Higher Management and the issue would be put up to TCC. The issue could not be discussed in the TCC due to paucity of time

5.11 Progress of NLC TS II – TS I Expansion re-conductoring works- end span work SRLDC/SRPC had clarified that until unless the end portion is reconductored, the enhancement of capacity of the line would not be considered for any of the operational purposes and the very purpose of reconductoring as per CERC directions was not achieved. In the 122

nd OCC Meeting, PGCIL, SR-II agreed to carryout the works during November

/December 2016.

5.12 Scheduling of NTPC Ramagundam Solar Power Plant(10 MW) 5.12.1 To facilitate scheduling by SRLDC the following prerequisite criteria was to be met by NTPC:

Forecasting of generation. MW-MVAR data of the station. Voltage at inter connecting point. Inverter status SEM as per CEA, Metering Regulations, 2006 Data compatibility with SRLDC format etc.

5.12.2 In the 122nd

OCC Meeting the following was noted: NTPC had informed that the actions were delayed since NTPC Management was

planning to approach TSTRANSCO and APTRANSCO for allocating full quota of 10 MW power to TSTRANSCO. However the data was sent to SRLDC with existing energy meters. They had approached M/s Kalki Technologies for provision of Protocol 101/104.

SRPC had pointed out that unallocated quota was linked with NTPC Ramagundam Solar and MoP would be required to be appraised if full quantum is taken by TS.

SRPC/SRLDC requested NTPC to complete the works and not link the two issues.

5.13 Implementation of URTDSM (PMU) project in Southern Region It was noted that the revised schedule for completion of the project was Janury 2017. In the 122

nd OCC Meeting it was suggested that a separate Meeting may be conducted to

deliberate the issues regarding URTDSM in depth with the participation of M/s Alstom. Subsequently, a Meeting was conducted at SR II, Yelahaka, Bangalore on 23.08.2016. The minutes of the Meeting is available at SRPC web site.

In the meeting PGCIL had confirmed that training would be provided to all constituents & SRLDC on PMUs & Control Centre HW / SW training on SAT procedure before commencement of SAT. It was also agreed that in addition to providing exhaustive SAT procedure, training etc., PGCIL (LD & C) representative would also witness the complete SAT in any one location (say at SRLDC) wherein all constituents of the region could participate and get trained. Subsequently, individual constituent can take-up SAT independently in their locations.

5.14 Video Conferencing facility at SLDCs Status as furnished in 122

nd OCC Meeting:

AP KAR TN PUDU

Will provide the facility in new SLDC at Vijayawada by December 2016.Installation of SCADA at Vijayawada was under progress.

The needful for VC facility had been completed and VC would be in place within two days.

Technical bid had been opened on 3

rd

August 2016. Price bid is expected to be opened within one week.

Puducherry had informed that Budget for 2016-17 had not been approved yet. GM, SRLDC assured that he would take up with Puducherry Higher Management.

5.15 Patrolling / Maintenance of critical lines and substations 5.15.1 In recent times insulator tracking has been observed in the Transmission lines and

Substations located in the coastal and polluted areas. The format for furnishing the details of schedule / Patrolling and Maintenance carried out of the critical Transmission lines and Substations had been circulated. It was requested to furnish the necessary details in the specified format by 18.5.2016 positively.

5.15.2 It was noted that MEPL, SEPL, NTPC Simhadri (not in format), APTRANSCO & KSEBL had furnished the details. KPTCL was requested to do the patrolling on an urgent basis and was requested to furnish the requisite information.

5.15.3 Subsequently KPTCL had furnished the details which are at Annexure-5H. It was noted that details of only Kadakola-Kaniyampet line furnished.

Other entities are requested to furnish the details regularly/urgently.

5.16 Non reporting of various 110 kV SS data of Puducherry ED to Pondy SCC/SRLDC 5.17 ED, Puducherry vide letter dated 26.08.2016(Annexure-5I) informed regarding the non reporting

of various 110 kV SS data of Puducherry ED to Pondy SCC/SRLDC. Mentioning the reasons for failure of communication and action to be taken to reestablish the data communication, PED requested that necessary instructions may be issued to the concerned to make the communication links with the SCC Pondy in order to establish the data communication and to ensure the grid compliance and load relief mechanism.

5.18 Neyveli TS I Expansion- ABT deviations in Ramp up/down NLC TS I expansion vide letter dated 24.08.2016(Annexure 5J) had requested to revise the Ramp up/down values on 24.08.2016 for some of the blocks.

5.19 RRAS-Ramp up/Ramp down rate discrepancy in FORM AS3 furnished figures and values declared on daily basis in web scheduling Program

5.19.1 SRLDC vide E-mail dated 24.08.2016 (Annexure 5K) had informed regarding the mismatch observed wrt Ramp Up and Ramp Down rates of NLC TS-I, NLC TS-II, NTECL & VTPL in FORM AS3 furnished figures and values declared on daily basis in web scheduling Program. It is requested to take necessary actions as below:

All stations mentioned in the E-mail to submit the correct ramp up/down in scheduling programme & ancillary services AS3 matching with each other

NTPL ramp rate of 15MW/ Block/unit appears to be too low & may be revised in line with OEM norms & other ISGS

6 Grid Frequency:

6.1 High frequency

a) High frequency at Load Change Over. b) Status review of implementation of staggered load change over within the constituents as per

the decision of 23rd

SRPC meeting, moderating own generation, surrendering of ISGS power in advance and other actions by Regional Entities to avert high frequency excursion.

c) Pump Mode Operation of Nagarjunasagar/Srisailam LB / Kadamparai HEP units. It is observed that Kadamparai units are being operated in pump mode.

d) Procedure for operation of N’Sagar in pump mode. (Item No.5 (d) of enclosed SRLDC letter dated 29.08.2016).

6.2 Low Frequency

a) Summary statement of different violation messages issued by SRLDC to each constituent as per new IEGC Amendment.

b) Summary statement of Deviation & Zero-Crossing Violation messages issued by SRLDC to each regional entity as per new IEGC Amendment.

7 Voltage Profile

7.1 Low Voltage 7.1.1 Low voltage at Somanahalli, Nelamangala, Bidadi, Hosur, etc.

7.1.2 Action to avert low voltage profile. Messages and letters issued by SRLDC. Details of Capacitors installed in August 2016. Details of the healthy/faulty capacitors to be furnished.

7.1.3 KPTCL to furnish the updated status of the following:

Issues with BESCOM

Retrofitting/Commissioning of 30 MVAR Capacitor banks at Hoody/Somanahalli.

Any other action taken to improve the voltage profile in and around Bangalore.

7.1.4 It was noted in the special Meeting held on 26.04.2016, that SRLDC had conducted a Study to ascertain requirement of capacitive compensation in low voltage areas of SR viz. Bengaluru area, Udumalpet-Arasur-Hosur-Salem area and Trichur-Palakkad area. From the studies, Capacitor requirement had been arrived as below:

7.1.5 UV Relay:

KSEBL: To be implemented at Trichur, Palakkad & Kochi

KSEBL vide letter dated 25.08.2016 (Annexure-7A) had furnished the details of implemented logic with feeders name and informed that mock testing has been conducted through SCADA for all the identified feeders on 09.08.2016. All the corresponding tripping relays for the configured feeders were found operational except for Mylatty substation, where the control card of the RTU

is found faulty. The replacement is under progress.

KPTCL: To be implemented at Nelamangala, Somanahalli, Hoody and Bidadi In the 122

nd OCC Meeting KPTCL had informed that Stage-I UVR scheme at Somanahalli was

made ready and would be implemented upon receipt of BESCOM’s approval. The feeders had been identified for implementation of UVR at Somanahalli (for Stage-II 100 MW), Hoody & Nelamangala as recommended and BESCOM Management approval was awaited. UVR at these places would be implemented by August 2016.

TANTRANSCO: To be implemented at Udumalpet, Salem & Hosur In the 122

nd OCC Meeting, UVR St-I had been implemented at Udumalpet. It was noted that UVR

St-I at Udumalpet is set at 5 minutes and to be changed to 10 minutes as recommended.TANTRANSCO had informed that feeders have been identified for UV Relay implementation at Hosur & Salem and were furnished to P & C wing of TANTRANSCO.

7.2 High Voltage a) High voltage at Vijayawada, VTPS, Hyderabad, Nagarjuna Sagar, Gooty, Kurnool,

Malkaram, Hassan, Srisailam, Sattenapalli, Narendra, Almatty, Raichur, Mahaboobnagar, and 765 kV stations namely NPS, Thiruvalam and Kurnool stations.

b) Messages and Graphs. c) Status review of implementation of generator GT tap changes as per Special MVAR

Meetings and previous OCC Meetings. d) MVAR Capabilty testing of N’Sagar- date finalization.

TSGENCO had informed that in case of Nagarjuna Sagar, 5 units out of 8 units can be run in condenser mode and all the 5 units can be run simultaneously.

TSTRANSCO was suggested to run the units proactively whenever the high voltages were prevailing without waiting for the SRLDC instructions.

7.2.3 Tap optimization of ICTs in SR

SRLDC vide letter dated 19.05.2016 had taken up ICT Tap optimizations studies to suggest tap change action at 765/400 kV and 400/230-220 kV SS. However the optimization is effective only if it is done upto sub transmission level. To expand optimization study to this level SRLDC had requested 230/110 kV, 220/110 kV, 220/66 kV, 210/130 kV transformer technical data and voltage data from SCADA for peak and off peak scenario. In the 121

st OCC Meeting it was noted all other states except APTRANSCO. APTRANSCO had

informed that they had taken up the issue with all the DISCOMs and the information received

(except Kadapa zone) had been furnished to SRPC/SRLDC.

7.2.6 In the special meeting with NPCIL/BHAVINI held on 19.05.2016, the following were deliberated with respect to KKNPP reactors:

NPCIL had assured that they would take up the matter with CTU regarding finalization of reactive requirements, keeping in view no absorption by the Stage- II units. Limitation of 100-150 MVAR absorption for limited period but not on sustained basis would also be communicated.

In the 4

th NPC meeting held on 10.12.2016, the following were the decisions/actionable points w.r.t.

Reactive Power Planning:

All States to carry out reactive power planning not only at transmission level but also at

distribution level and prepare schemes to maintain voltage profile as per relevant Regulations /

Standards.

NPC agreed that states should adopt a proactive approach in the matter of reactive power

planning, and that the provisions regarding reactive power planning similar to those mandated in

the IEGC for the CTU should be included in the respective State Grid codes. It was decided that

RPCs would follow up the matter further with the states.

8 Network Protection/Security issues: 8.1 AUFR, df/dt 8.1.1 Implementation of SRPC recommended quantum

In accordance with clause 9 (2) of CEA (Grid Standards) Regulations, 2010, all constituents shall submit a detailed report of operation of AUFR at different frequencies to SRLDC and SRPC on daily basis. It was noted that only KSEBL and PED were submitting the daily report regarding operation of relays.

8.1.2 SCADA mapping of feeders of AUFR & df/dt schemes:

8.2 Special Protection Schemes(SPS) 8.2.1 Implementation of additional loads for KKNPP SPS

It is noted that mock test was not conducted on 19th August 2016 as scheduled due to problems

at Somanahalli. It is decided that date for mock test would be finalized in the forthcoming PCSC Meeting scheduled to be conducted on 02.09.2016 at Hyderabad.

8.2.2 SPS operations

RSTS SPS signal at Kerala on 09.08.2016. It was informed by SRLDC that due to overloading of 765 kV Raichur-Sholapur feeders the RSTS signal transmitted from Kolar on 09.08.2016 at 07:07 hours. KSEBL informed that major alarms are persisting in the DTPCs installed at Madkkathara and Edappon and MUX problem at Pallom. It is requested by KSEBL that necessary direction may kindly be given to concern for rectifying the problem before commissioning of SPS for KKNPP Unit – 2. The signal transmission from Kolar to Madkkathara and Kolar to Kanhirode has to be tested in connection with the SPS for KKNPP Unit-2.

8.2.3 Extension of SPS status points to SRLDC

In the 119th OCC Meeting, SRLDC had informed that SPS status points also needed to be

mapped /extended to SRLDC SCADA. The intent was to monitor from SRLDC SCADA that which

SPS operated, which feeders tripped etc.

In the 121st OCC Meeting the following were noted

PGCIL had intimated that technical analysis is required along with agency that had implemented or programmed the logic. Coordination with WR is also required.

SRPC had suggested that analyzing NLDC logic by Protection Group/System Studies Group of SRLDC may help in resolving the issues/finding the solution.

8.2.4 SPS Maintenance Protocol

8.2.5 Discussion on System Protection Using Optimization Technique(SPUOT) In the 122

nd meeting, SRLDC had proposed to make a group of feeders which would be

dedicated for tripping of various SPS operations in rotational manner in order to avoid repeated tripping of the same feeders connected under one SPS in the present scheme of arrangement. These dedicated feeders with designated quantum of loads would be tripped rotationally as per the required quantum of loads to be tripped set for different SPSs. Requirement of SPS loads could be reduced / optimized. OCC had felt that SRLDC could come up with draft scheme in the next OCC and the same would be deliberated in detail.

8.3 Status Review of Automatic Demand Management System

8.3.1 All constituents had confirmed about the implementation and enabling of ADMS in their

respective system. Changing the set points to 49.9 Hz. would be taken up in 29th TCC Meeting.

Record of the instances satisfying the logic for ADMS operation in the Region can be maintained

and put up to next TCC. It was observed that the number of instances had come down over past

few months.

8.3.2 It is noted that the issue was deliberated in the TCC Meeting of SRPC held on 26.08.2016 at

Chennai. The minutes of the Meeting are awaited.

8.4 LVRT/Provisions of CEA Regulations for Renewable

8.4.1 Hon’ble CERC has passed Order in respect of Petition No. 420/MP/2014 on 05.01.2016. The

SRLDC had acknowledged the receipt of the same and they would revert back on verification / validation at SRLDC end.

4 Data discrepancies between site & SCADA values

All faulty data points involved in computation of real time grid drawl of constituents need to be attended immediately and resolved within a week by effective co-ordination of SR – I, SR – II and SRLDC by taking this assignment with exclusive focus. Other points of discrepancies will be resolved in subsequent weeks but within a month.

5 Updation of Scheduled share/Difference in deviation

SRLDC to look into the matter on updation of scheduled share. On difference in deviation, SRLDC informed that scheme of SCADA w.r.t. SEM point connectivity has already started for AP and the same would be taken up for all the constituents. They are ready for a joint verification on interchange values with standard Power Quality Analysers.

6 Replacement of Faulty status card at Vijaywada S/S

PGCIL had informed that the faulty Status card will be replaced in 2 weeks’ time in coordination with OEM

7 Replacement of Transducer at NTPC Ramagundam

NTPC had confirmed that that the procurement action for programmable transducer procurement is under process and the material receipt expected in a month. Accordingly the RTU replacement work will be completed within 2 months.

8 Providing additional RTU at NTPC Talcher

RTU procurement is under progress by NTPC and the same will be completed in 2 months.

9 Establishing Standby data channel from NPCIL Kaiga

c) SRLDC had invited attention of the forum that CERC had brought out Order on Suo moto Petition

007/SM/2014 dated 29.01.2016 regarding SCADA. It was directed by Hon’ble CERC that NLDC and respective RLDC are directed to update the status of telemetry every month at their website and persistent non availability of data from the generating stations/substations be taken up in RPC meeting for appropriate direction and action. Also NLDC is directed to submit user wise latest telemetry by 31.08.2016. SRLDC informed that they have started posting this information from February 2016 on their website.

d) Compiled Telemetry status – Utility wise- as directed by Hon’ble Commission The issue was being heard in CERC’s Suo-moto Petition No. 56/SM/2013.

10 Physical and Cyber Security/Crisis Management Plan/Black Start Procedure

10.1 Status update on Crisis Management Plan(C&DMP) of Power Sector is to be furnished every quarter. The information regarding Cyber Security was to be furnished to Chief Engineer, DPD, CEA, Sewa Bhavan, and New Delhi-110066. Report on Physical Security, other Mock Drills for CMP, Mock Drill for Black Start Restoration was to be furnished Chief Engineer, DMLF, CEA, Sewa Bhavan, New Delhi-110066. A copy of the reports was to be sent to SRPC Secretariat ([email protected] & [email protected]). APTRANSCO, TANTRANSCO, TANGEDCO, KSEB, NPCIL, KPCL, NTECL, NLC, SRLDC, KPTCL, TSTRANSCO & TGGENCO had submitted the CISO Nominations. Others are requested to furnish the same.

10.2 Islanding Scheme: Priority for Railways in the matter of Restoration of Supply.

KPTCL: to expedite on the actionable points of KPTCL/BMRCL which were finalized in the special meeting. KPTCL had informed that hotline to SLDC was pending.

KSEBL: KSEBL vide letter dated 06.06.2016 had furnished the Operating Procedure for extending supply of power to Kochi-METRO.

TANTRANSCO/Southern Railway: The follow up of actionable points finalized in the special meeting in respect of Chennai Metro may be expedited by like redundancy at 220 KV level and commissioning of one more substation etc.

TSTRANSCO: was requested to take proactive action in respect of Hyderabad.

10.4 Planning of Black Start Mock drill of Nuclear Power Plants

In the special meeting held on 19.05.2016, it was agreed that the Black Start Restoration Procedure Mock Exercise for Nuclear Power Plants would be co-ordinate on the days of Bus Shutdown / maintenance program. The station will take care of necessary resources required for such Mock Exercise and co-ordinate effectively. In this regard, it was agreed to have a plant level meeting with SRLDC and develop an internal procedure for detailing sequence of operations required at plant level in a similar manner as done for NTPC, Ramagundam etc.

10.5 Emergency Preparedness for restoration of Remotely Controlled Sub Stations In the earlier OCC Meetings the following was noted:

SRLDC had suggested that the exercise can be carried out during night period and requested that coordinators information should be furnished in advance. It was suggested that RTAMC being a coordinating agency for PGCIL substations can be called during the mock exercises at any time.

11 RGMO/FGMO: 11.1 Status Review of RGMO / FGMO implementation and performance in SR.

In earlier OCC Meetings, the following had been noted:

In case RGMO is taken out of service for any reason, generating station must intimate

SRLDC with the reasons.

SRLDC/SRPC had pointed out that all SLDCs were to ensure that all the new units have

RGMO, communication links, Main & Standby data channel and SCADA facility in place

before declaration of COD.

SRLDC had expressed concern regarding the RGMO response of the generators in the

region which was in the range of only about 20-40 % of the expected relief of the capacity on

bars.

SLDCs were requested to analyze the RGMO instances posted by SRLDC for the

generators in their control area and take up action as per 84/MP/2015. Inadequate

recommendations finalized in the Special Meetings needed to be taken by

generators/states. All generators were kindly requested to take all steps to ensure intended

RGMO/FGMO response.

As per the order in RGMO Petition No. 302/MP/2013, the units (including state embedded)

shall not be scheduled beyond their ex-bus generation corresponding to 100% of their

installed capacity.

11.2 RGMO implementation/ Extension of RGMO status point to SLDC

The following had been noted in earlier meetings w.r.t status point extension-pending:

APTRANSCO: Upper Sileru (Cable problems) & Machkund (RTU problem) stations were yet

to extend.

TSTRANSCO: Status point of Hydro units were yet to extend.

TANTRANSCO: MTPS- I and Hydro stations to be extended.

KPCL: KPCL informed that the RGMO status points would be extended for all Raichur TPS

units by September 2016. Almathy, Kadra & Gerusoppa HEP status points were made

available but yet to be configured to SLDC.KPTCL had informed that RTPS status points

were not visible. KPTCL and KPCL were requested to ensure in this regard.

UPCL: Cable had been laid upto switch yard and the status points would be extended within

a week.

JSWEL: Yet to be extended to Kar SLDC

11.3 Implementation of RGMO by TPCIL & CEPL as per IEGC provisions. 11.4 UPCL vide their E-mail dated 30.08.2016 had informed that the status signal has been extended

to SLDC Karnataka and same has been verified for the values being shown at SLDC. 11.5 It was requested by SRLDC that the RGMO Status of State Generating Stations (consolidated

table) may be made available to SRLDC through ICCP. JSW & UPCL pending. SDSTPS data is not updating.

12.1 High loading on 400 kV Nellore PS- Nellore DC line/Separate control area for Nellore PS

complex. 12.1.1 The issue had been deliberated in the 28

th TCC/29

th SRPC Meeting held on 4

th and 5

th March

2016 and previous OCC Meetings. NLDC had observed that a number of operational issues could be resolved by declaring separate bid area and it was an easily implementable solution. With separate bid area, NLDC/SRLDC could optimize the evacuation with the available network. They would inform Hon’ble CERC regarding formation of separate bid area. Power Exchange would also be apprised accordingly. CTU was suggested to examine other options like reconfiguration of some lines, shifting of one or two lines etc. for enabling higher evacuation from the complex. It was noted that NCC Unit I was scheduled to be commissioned by May 2016 and hence process of formation of separate bid area needed to be completed at the earliest.

12.1.2 In the 123rd

OCC meeting it was noted that no further action in this regard had been informed.

12.2 Load ability of ICTs and revisit of the associated protection settings to prevent cascaded tripping of ICTs./high loading of transmission lines

12.2.1 Insufficient action in controlling the loading of ICTs leads to N-1 criteria violation in compliance of Regulation 3.1 f(8) of CEA(Grid Standards) Regulations 2010 and Regulation 3.5 a(i) of CERC Indian Electricity Grid Code Regulations 2010 had been reported by SRLDC and had requested for urgent action to alleviate the loading of 400/220 kV ICTs. It was also requested that a long term solution of augmentation/load shifting may also be considered in view of grid security.

12.2.2 Load ability of ICTS and revisit of the associated protection settings to prevent cascade tripping of ICTs. N-1 violation of Arasur, Vemagiri, Somanahalli, Madurai, Trichy and Ramagundam ICTs.

12.3 PSS Tuning of generators:

12.3.1 3rd

meeting to review the status of PSS tuning of the generators was convened on 28th June 2016

(Tuesday) at SRPC, Bengaluru. PSS study committee had analyzed the SRT reports furnished by the generators. Minutes of the Meeting are available at SRPC website.

All the generators to follow the action plan finalized in the 3rd

PSS meeting. PSS study group had analyzed the SRT reports furnished and recommendations had been finalized.

12.4 Prolonged Outage

Status review of prolonged outage of grid elements in SR. Furnishing Realistic Action plan for revival of the prolonged outage is awaited from some of the constituents. Monthly reports are required to be submitted to Hon’ble CERC in this regard. (CERC Order on petition no 146/MP/2013). The following is noted in the 122

nd OCC Meeting:

Ramagundam STPS ICT- II: Commissioning will take another one month. Bus bar

protection panel is not available and it is planned to shift it from Gajwel.

N’sagar – Cuddaupah FSC I at Cuddapah: Revived on 27.07.2016

Chittor ICT1: Survey report is submitted by field officer and the same was put up to

higher level.

Hoody ICT: ICT is under transit and will reach the site after 35 days. Commissioning will

take another 2 months.

TANTRANSCO vide letter dated 26.08.2016 has furnished the reasons for prolonged outages

for ETPS Unit-V& TTPS Unit III and action plan for revival of Unit II and III of TTPS and Unit IV

of MTPS Unit-1 of TANGEDCO stations. (Annexure-12A)
