MEASURES TO FILL VACANCIES

• Provinces have been requested develop systems so as to fill vacant posts on a permanent bases as soon as vacancies occur and not to accumulate these for annual advertisement.

• The DoE would want to ensure that no post in vacant fro more than 6 months.

• Section 6A of the Employment of Educators Act – Appointment after consultation with SGB.

• Section 6B of the Act can be utilised – conversion of temporary appointments into permanent appointments

SECTION 6A OF THE ACT

• The HOD receives CVs from first time applicants of applicants returning after break in service

• Process the applications and match the applications to vacant posts

• Make appointments to a school subject to:

– Consulting the SGB on the specific post and requirements thereof– Ensured that the applicant to be appointed matches the requirements of

the post– Ensured that the applicant has prescribed qualification

PROVINCES MAY ALSO UTILISE SECTIONS 6B OF THE EMPLOYMENT OF EDUCATORS ACT

• HODs can convert temporary appointments into permanent appointments

• This is done after consultation with the SGB

UNEMPLOYED EDUCATOR DATABASEUNEMPLOYED EDUCATOR DATABASE•Established an unemployed educator database – captured 724 CV’s of educators with special focus on Mathematics and Science.

•In January 2008 – 600 CV’s were matched and placed against posts in Dinaledi Schools.

 •Support PEDs to ensure that all vacancies are filled permanently as they occur. Vacancies should be filled temporarily only when it is unavoidable such as in the case of death or temporary vacation of the posts.

•DoE in process of establishing – Placement Unit

• HEDCOM and CEM approved the appointment of a recruitment agency to deliver on this mandate

• Siyafika Recruitment Agency has been appointed

• The agency to assist with the management of the recruitment and selection process of foreign educators and to manage a database

• Aim is to recruit 2000 foreign educators over 2 years.
