• Content/scope: Research and technology development in the field of power generation from biomass. The co-operation activity should be based on an assessment of ongoing research, the identification of best practices, gaps in knowledge and barriers to implementation in both, the EU and Russia, and propose direction for a collaborative research project in the area.
• Funding scheme: Collaborative Project (the project duration is normally 3 years)
• Expected impact: Effective cooperation between key researchers and industries in the field of power generation from biomass should foster the development and uptake of innovative methods and technologies to expand the use of biomass in power generation.

Innovative operational and monitoring tools for large
power systems
• Content/scope: Development and validation of new of innovative operational and monitoring software tools and hardware equipment for large power systems.
• Funding scheme: Collaborative Project (the project duration is normally 3 years)
• Expected impact: The possible future interconnection between the Pan-European and Russian electricity transmission system would be greatly simplified if common/compatible software tools, hardware equipment and operational procedures are adopted by all Transmission System Operators involved. The joint development of these tools and equipments will promote their adoption.

In addition to the European Commission funding of 4 M€, the Russian Federal Agency for Science & Innovation (FASI) agreed to dedicate a similar total budget of 4 M€ to fund the Russian participants.
Two projects will be funded (one per topic). Collaborative Projects under this call shall have a
maximum requested EC contribution of 2 M€. This is an eligibility criterion – proposals above this limit will not be evaluated.

The Russian participants will be funded by FASI up to 2 M€ per project according to the Russian rules.
The other participants will be funded by the EC up to 2 M€ per project according to the forms of grant and maximum reimbursement rates applied under the FP7 rules.

FP7 Funding rules Collaborative Project
• R&D Activities:
- EU grant up to 50% of the total eligible cost.
- Certain legal entities can receive up to 75% (non-profit public bodies, Small and Medium Size Enterprises / SMEs, higher education establishments).
• Demonstration Activities:
- the reimbursement rate may reach 50% of the total eligible cost.
• Other activities (consortium management, networking, training, coordination, dissemination etc. )
- the reimbursement can be up to 100% of the eligible cost.

The EC may contribute to the funding of the total eligible costs of the Russian participants not covered by FASI that can represent a maximum of 5% (indicative amount: max. 100.000 €) of their total eligible costs. e.g. costs for coordination, management, translation, visits
Assess impact on financial reporting obligations
Financial provisions are not applicable to third countries participants with no EC contribution (no financial audit neither control, etc…)
Participants with EC contribution < 375.000 € don’t need to provide finance statement certificates

According to the FP7 rules, the minimum number of participants in each project proposal is 3 from different EU Member States or Associated Countries
In order to ensure a balance between participants a minimum number of two participants established in Russia is requested in each project proposal. This is an eligibility criterion.

Two calls will be announced, one by the EC (FP7) and one by FASI.
All EU-RU project consortia have to submit their proposals to the FP7 Energy EU-Russia Call according to the FP7 submission procedure.
The description of the work packages in the project proposal shall clearly link Eu and RU researchers and emphasise the integration of research activities.
The Russian participants in each project have to submit their corresponding Russian proposal (in Russian) to the Russian Call to be launched by FASI according to the Russian rules.

The Russian Call will have a submission deadline later than the EU-Russia Call*.
The Russian participants are advised to submit the corresponding Russian proposals at the same time or as soon as possible after the overall proposal has been submitted by the EU coordinator to the EC.
Only projects submitted to both the FP7 Energy EU-Russia Call and to the Russian Call will be considered for funding.
(*): The Russian call will be launched at the end of Januray 2008 (www.fasi.gov.ru)

• The proposals submitted to the FP7 Energy EU-Russia Call will be evaluated within the peer-review evaluation system of the EC and following the rules and criteria of FP7 (see Annex 2 of the WP 2008)
• Russian evaluators will participate in the EC evaluation.
