Employment Definitions (cont.) -

Permanent – Technician employees with benefits and career status.

Indefinite - Employees whose positions are of a temporary nature with work & funding expected to last for over one year. Receives benefits.

Temporary – Employees whose positions are of a temporary nature with work & funding expected to last for less than one year. Not eligible for benefits.

Dual Status (DS) – Positions/ employees who as a condition of employment must maintain compatible military membership and assignment in the National Guard

Non-Dual Status (NDS) – Positions/ employees who are not required to be members of the National Guard (e.g., civilian).

Full-time – Work schedule consisting of 40 hours per week. Receive full leave accrual and benefits (if applicable).

Part-time – Work schedule consisting of 16 hours minimum to 32 hours maximum per week. Receive leave and benefits (if applicable) on a pro-rated basis.

Employment Definitions

Newly Appointed includes: First Federal Appointment Reemployed Technicians or Terminated/Separated

Employees being appointed after a break of no more than 3 years OR due to exercising USERRA Rights within 5 years time limit.

Interagency Transfers: Transfer from another Federal Agency(i.e. US Postal Service, Dept of Justice, and Forest

Service). Change of Appointing Office (CAO): Transfer from one

NG State to another NG State (i.e., TX NG to CA NG)

Oath of OfficeAppointment Affidavit

The Oath of Office must be taken as part of the entry-on-to-duty (EOD) process. The Appointment Affidavit, SF-61 contains the oath of office.

Individuals must subscribe to the oath for entitlement to compensation. Simply signing the form does not constitute taking the oath. Must be administered by authorized officials in proper setting (American Flag must be in full view).

Must be administered the first date of duty.

Trial/Probation Period

The initial one year intended to ensure the appointee is capable of performing the duties of the job and to determine whether they have the qualities needed for continued Government employment.

Trial/Probation Period

One Trial Period will be served for 12 consecutive months:

In same or similar line of work Same NG State and/or same agency (e.g., DOD) Non-permanent appointment (temporary and

indefinite) is creditable towards trial period.

Note: If transferred, reassigned, promoted or demoted during the trial period, employee will be required to complete the remaining time from original probation period in new position.

Tenure

Definition: The period of time an employee may

reasonably expect to serve under his or her current appointment.

Tenure is governed by the type of appointment under which an employee is currently serving.

Tenure

Tenure Groups under Excepted Service Tenure 1: Employees whose appointments carry no restrictions or

conditions such as conditional, indefinite, time limitation or trial period (Permanent).

Tenure 2: Employees who are serving trial periods and employees whose tenure is equivalent to career-conditional in the competitive service (Permanent).

Tenure 3: Employees who are serving under Indefinite appointments, without specific time limits, but not actually permanent.

Tenure 0: Employees who are not in tenure groups 1, 2, or 3 (Temporary).

Tenure under Competitive Service Tenure 1: Employees are serving under career appointments and

have completed initial probation (Career).

Must Complete 3 years of continuous federal service for Career Status.

Tenure 2: Employees who are serving under career conditional appointments and serving initial appointment probation (Career-Conditional).

Tenure 3: Employees who are serving under Indefinite or Term appointments, without specific time limits, but not actually permanent.

Tenure 0: Employees who are not in tenure groups 1, 2, or 3 (Temporary).

Tenure

Must complete 1 year of continuous service for Career/Permanent tenure.

Temporary time is not counted towards Tenure (only counts toward probationary/trial period)

Creditable service must begin with permanent time.

Note: Indefinite status is not considered permanent, it is a time-limited appointment

Pay Systems

General Schedule (GS): Covers the majority of “white-collar” employees in the Federal Government (i.e., management, specialist, admin/clerical).

Federal Wage System (FWS): Covers most Federal “blue collar” employees (i.e., maintenance, trades, crafts).

Pay Adjustments

General Adjustments:

Pay increases are granted upon receipt of revised pay schedules (generally at the beginning of each calendar year).

Regular Within-Rate-Increase (WRI): Increase granted based on length of service and performance.

Must complete waiting period for pay system:

Wage Grade (temporary, indefinite and permanent employees).

Step 1 to 2 = 6 months

Step 2 to 3 = 18 months

Step 3 to 4 = 24 months

Step 4 to 5 = 24 months

Must complete waiting period for pay system:

General Schedule (GS) Grade (indefinite and permanent employees only).

Step 1 to 4 = 1 year between steps

Step 4 to 7 = 2 years between steps

Step 7 to 10 = 3 years between steps

Pay Dates & Periods

Pay periods are biweekly. Pay periods begin on Sundays and end on

Saturdays. Air Pay Dates: 1st Friday of each pay period,

following the first pay period. Army Pay Dates: 2nd Friday of each pay period,

following the first pay period.

Compensatory Time

National Guard technicians are not authorized “overtime pay” IAW Title 32 USC 709.

However, “comp time” may be granted for hours worked beyond the normal workday.

Compensatory time is reported on NGB 46-14.

NOTE: Compensatory time MUST be requested and approved prior to performing such time.
