A. OVERALL ASSESSMENT Since its launch in March 2010, the World Urban Campaign (WUC) has transitioned from a network of

organizations to an internationally recognized knowledge-sharing and consensus building platform on urban

issues. To date, it includes a total of 146 official partner organizations and networks engaged in sustainable

urbanization. The Campaign is recognized as a partners’ platform for the United Nations Conference on Housing

and Sustainable Urban Development (Habitat III) to be held in Quito, Ecuador in October 2016. It has also

launched the process of defining a partners’ position for the Conference under the banner ‘The Future We Want

- The City We Need’ on 4 March 2014 in New York. That process was confirmed at the subsequent Steering

Committee meetings, along a road map agreed by the WUC Partners.

In the next stages of this process, WUC partners have engaged in the elaboration of specific policies, points of

action and urban solutions in order to achieve the goals and priorities laid out in The City We Need. Partners

have also committed to disseminate key messages, seek feedback and inputs from all stakeholders and

constituencies, and work with their local and national governments to initiate National Urban Campaigns to

build momentum towards Habitat III.

At its last meeting on 15-16 March 2016, the WUC Steering Committee convened for its 14th meeting in Prague,

Czech Republic. Participants met on the same day as the 4th Meeting of the General Assembly of Partners (GAP)

Executive Committee Meeting. The Habitat III Regional Meeting for Europe, which saw the last of 5 Regional

Meetings for the preparation of the Habitat III Conference, took place back to back with this meeting (16-18

March 2016).

Following a briefing by the Habitat III Secretariat Coordinator on the preparations of the Conference, as well as a

briefing by the GAP President, the attendees focused on the updates from the World Urban Campaign, in

particular: 1/ The City We Need 2.0, the main outcome of the Urban Thinkers Campuses process initiated at the

11th Steering Committee; 2/ the proposal of the UN High-Level Committee on Programmes to use the WUC as a

Multi-Stakeholder Partnership on Urbanization; 3/ WUCs communication and outreach efforts (i.e. a new World

Urban Campaign website, the recently launched WUC TV and The City We Need Series). The attendees also

reorganized the Steering Committee’s Working Groups in order to prepare for the new perspectives offered by

the Habitat III Conference.

In the past 4 months, the WUC Secretariat has focused its efforts on:

i. Launching The City We Need Campaign

ii. Expanding WUC social media activities (Facebook and Instagram);

iii. Coordinating the second call for Urban Solutions

iv. Facilitating the work of all five WUC Working Groups (Annex 4)

v. Drafting a WUC review, Draft ToRs for a UN Steering Group, and revised WUC ToRs (Working Group 4)

vi. Liaising with partners on events, key collaboration, and inputs for the Habitat III process.

The Campaign currently includes 1 Top and 2 Main Sponsoring Partners, 40 Lead Partners, 78 Associate Partners,

20 Members and 5 Media Partners, which is a total of 146 partner organizations. A list of all partners is available

in Annex 1.

In the last months, the WUC Secretariat has finalized and/or renewed partnerships with the following

C. COMMUNICATION AND OUTREACH

1. MEETINGS AND EVENTS The following events have been (co-)organized with and/or attended by the World Urban Campaign:

a) 16-18 March 2016: Habitat III Regional Meeting – Europe

Organized by the Habitat III Secretariat and the Czech Government, the Regional Meeting aimed to deliver input

to the Habitat III Conference. The event took place 16-18 March 2016 in Prague/Czech Republic. Related news:

b) 1-2 June 2016: German Habitat Forum

Organized by the Federal Ministry for Economic Cooperation and Development (BMZ), the City of Berlin and GIZ,

the German Habitat Forum aimed to deliver input to the Habitat III Conference. The event took place 1-2 June

2016 in Berlin/Germany. This high level event examined strategies that have already proven successful and

specific ways of promoting sustainable urban development. The results of the deliberations by this wide range of

stakeholders are the “Berlin Recommendations for the Cities of Tomorrow”. Related news:

c) 22 June 2016: 12th Meeting of the Subcommittee on Policy and Programme of Work of the UN-Habitat

Committee of Permanent Representatives (CPR) on the World Urban Campaign

Organized by the UN-Habitat Governing Council Secretariat, this informal briefing informed member states on

the background and history of the WUC, its governance and current activities as well as its future areas of work.

The meeting was well attended by CPR members, as well as the UN-Habitat Deputy Executive Director Dr. Aisa

Kirabo Kacyira, External Relations Division Director Christine Musisi and a number of UN-Habitat colleagues. At

the meeting, The City We Need publication was disseminated to CPR members and a special edition of the

#UrbanThinkers Voices was shown.

2. WEB AND OUTREACH ACTIVITIES i. Website

The activity on the WUC website (www.worldurbancampaign.org) has been tracked and analyzed by the Google

Analytics tool since 1 July 2015. This tool revealed that, in the reporting period covering 1 March to 25 June

2016, the WUC website had 12,742 visitors (60.4% New Visitor and 39.6% returning Visitor). Most of them come

from United States, Kenya and United Kingdom. 33.50% of all visitors of the WUC website are between 25 and

34 years. Of all WUC website visitors, 45.85% were female and 54.15% were male. A detailed website insights

report (generated from Google Analytics) is available in Annex 2. On this insights report, a clear increase of page

visitors can be seen from beginning of December 2015, when the new WUC website was launched.

ii. Newsletter

Following a request at the 10th Steering Committee Meeting in April 2014 in Medellin, the WUC Secretariat has

produced a monthly electronic newsletter ‘WUC #OnTheMove’, commencing in November 2014. The newsletter

is distributed to all partners as well as newsletter subscribers, and has more than 1500 subscribers to date, with

growing numbers each month.

iii. Publications

The WUC Secretariat has published The City We Need 2.0 in all 6 UN languages. The publications are available on

the WUC website under Resources: http://www.worldurbancampaign.org/resources

iv. News stories

Since March 2016, the WUC Secretariat has shared almost 90 partners’ stories under ‘SHARE’ on the WUC

The WUC Secretariat updates its events calendar on the WUC website on a regular basis. All events can be

vi. Social Media

Following the request of the WUC partners, expressed during the 12th WUC Steering Committee Meeting held in

Nairobi in April 2015, the WUC Secretariat has launched its Social Media activities in June 2015. These activities

allow the WUC Secretariat to increase the Campaign’s outreach efforts. The World Urban Campaign Secretariat

developed a social media proposal in line with the UN-Habitat social media policy and strategy in June 2015. The

WUC is current active on the following social media channels:

and Lenni Montiel (@LenniMontiel), the UN Assistant Secretary-General for Economic Development (UNDESA),

WHO Urban Health (@who_urbanhealth), UN World Tourism Organization (@UNWTO), United Nations India

(@UNinIndia), UNDP India (@UNDP_India), UNHCR Innovation (@UNHCR Innovation), UN-Habitat Youth

(@unhabitatyouth), UN-Habitat (@UNHABITAT) and Executive Director Dr. Joan Clos (@JoanClos), ONUHABITAT

Other prominent followers are Susan Bennett (@SiriouslySusan, the voice of “Siri”) with over 910,000 followers,

Aayog (National Institution for Transforming India @NITIAayog) with over 685,000 followers, World Vision

International (@worldvision) with over 542,000 followers as well as the Royal Institute of Chartered Surveyors

(RICS - @RICSnews) and the Centre for Environmental Change & Human Resilience (CECHR - @CECHR_UoD) with

both around 68,000 followers. In 2015, one tweet by WUC was favorited by UNDP Amimistrator Helen Clark

(@HelenClarkUNDP), who has 95,800 followers. @LenniMontiel has also retweeted WUC tweets.

The Hashtag #UrbanThinkers, which is the main communication hashtag for all #UrbanThinkers Campuses, as

well as any other information relating to the #UrbanThinkers Community, has had a tremendous increase in its

outreach. Since the commencement of the social media activities in June 22, tweets (@urbancampaign and

others) using the #UrbanThinkers hashtag reached over 18,5 Million users.

An analysis done through SumAll for the week of 8 February 2016 showed that the Hashtag #UrbanThinkers

reached more 3,4 Million users in this week alone. Generally, it can be said that the tweetreach of the Hashtag

increased during the days when Urban Thinkers Campuses were held. The WUC will continue to promote this

Hashtag, and therefore grow its outreach activities.

The WUC Secretariat has further created three twitter lists to keep track of partner’s activities on social media:

The main platforms used to post (and preschedule posts) are Hootsuite (https://hootsuite.com/) and Buffer

(https://buffer.com). Long term analysis and tracking of WUC’s social media activities is conducted through the

Hootsuite). The previously used tool SumAll no longer offers free analytics tools, and is only available for 99 USD

per month. Hashtag tracking is currently not available via any freeware, either, and limited to the weekly

keyword tracking on Hootsuite. A detailed analysis can be found in Annex 3.

vii. WUC TV

As a new initiative to reach out to new audiences and to visualize the WUC’s core message, the WUC Secretariat

has launched a production called “WUC TV”. WUC TV presents a collection of short news videos to illustrate The

City We Need (TCWN). As part of the WUC TV, the #UrbanThinkers Voices series was launched and is part of the

WUC social media campaign #TheCityWeNeed towards Habitat III. Outlining past challenges and urban solutions

available, each week a new video of an urban thinker will be published, where the urban expert will talk and

share his/her views and experiences on issues of urbanization and the #TheCityWeNeed.

D. THE CITY WE NEED 2.0 As the World Urban Campaign partners declared in the 2012 Manifesto for Cities and further reiterated

here: “the battle for a more sustainable future will be won or lost in cities.” How we plan, build, and

manage our cities now will determine the outcome of our efforts to achieve a sustainable and harmonious

development tomorrow. Well-planned cities afford all residents the opportunity to lead safe, healthy, and

productive lives. Well-designed cities present nations with major opportunities to promote social inclusion,

resilience, and prosperity. The WUC provides the framework for a movement with a collective contribution of

committed partners united by shared goals and a common vision for the cities of the future of the city for the

21st century. It sets key principles and establishes essential paths for building a New Urban Agenda towards

the Habitat III Conference.

In March 2014, The City We Need was launched in New York City/USA, one month prior to the Seventh Session

of the World Urban Forum (WUF7). The City We Need presents nine principles and the policies and legislations

that are needed for future cities articulated by the members of the World Urban Campaign. In October 2014, at

the first Urban Thinkers Campus held in Caserta/Italy, partners reiterated the importance of The City We Need in

the partner’s engagement process towards Habitat III. Simultaneously, the WUC initiated the General Assembly

of Partners (GAP), (see also part G of this report). The GAP was established as an interim deliberative devise for

partners to contribute to Habitat III's New Urban Agenda. Following the success of the first Urban Thinkers

Campus, the WUC Steering Committee requested the WUC Secretariat at its 12th Steering Committee Meeting in

April 2015 to open a call for proposals for partners to host additional Urban Thinkers Campuses. The main aim of

the selected UTCs was to solicit inputs to The City We Need 2.0, through the unique and participatory UTC

model, involving 14 partner constituent groups1.

As decided at the 13th WUC Steering Committee, the recommendations made by all Urban Thinkers Campuses

through the UTC process was harnessed by the WUC Working Group 1: The City We Need 2.0 Drafting

Committee (see also Annex 4), supported by the Secretariat at the end of February in Nairobi (29 Feb-2 Mach

2016). The final draft of The City We Need 2.0 was unanimously adopted by the WUC Steering Committee at its

14th Meeting held in Prague on 15-16 March. Since then, it has been published in all 6 UN languages, to be

disseminated widely and to be used as a reference document for all stakeholders and governments dealing with

housing and sustainable urban development.

On 23 May 2016, the WUC launched #TheCityWeNeed Campaign to further promote the document on a 10

weeks roll out to Surabaya and another 10 weeks to Quito. Related news:

E. GENERAL ASSEMBLY OF PARTNERS (GAP) At their 11th WUC Steering Committee Meeting, partners endorsed the concept of a General Assembly of

Partners (GAP) for the United Nations Conference on Housing and Sustainable Urban Development (Habitat III).

The GAP is conceived as a global deliberative devise for non-governmental partners, composed of fourteen

Constituent Groups: Local and subnational authorities, Research and Academia, Civil Society Organizations,

Grass-root Organizations, Women, Parliamentarians, Children and Youth, Business and Industries, Foundations

and Philanthropies, Professionals, Trade Unions and Workers, Farmers, Indigenous People and the Media. At the

last GAP meeting, held on 19 March 2016 in Prague/Czech Republic, a 15th Partner Constituent Group on Older

Persons was endorsed. Proposed by an array of partners united by the World Urban Campaign, the GAP as a

special initiative of the WUC represents an innovative process, building on the legacy of the Habitat II

Conference held in Istanbul in 1996, in order to develop a consensus for a joined outcome document, The City

We Need 2.0, and other related matters for Habitat III.

The first General Assembly of Partners meeting took place on 13 April 2015 with the objective to convene all

interested partners to deliberate on the GAP Constitution, road map and first joined statement. It was held one

day prior to the Second session of the Preparatory Committee meeting for the Habitat III Conference. The first

meeting of the GAP Executive committee was held in Stockholm during the Urban Thinkers Campus hosted by

the Future of Places on 1 July 2015, attended by the World Urban Campaign Secretariat. Constituent group

chairs nominations have been held and will be finalised at the upcoming GAP meeting, which was be held on 2

October in New York City. A follow-up meeting, supported by the German Government, was held from 8-11

February in Berlin. The GAP held its final meeting on 19 March 2016 in Prague. Finally, the GAP was strongly

involved in the Habitat III informal hearings with stakeholders, held on 6-7 June 2016 in New York City as part of

the Habitat III Inter-sessional Process. The GAP outcome document “Partnerships for the New Urban Agenda”

has been submitted to the Secretary General of the Habitat III Conference, Dr. Joan Clos, in May 2016. The

document makes clear reference to the World Urban Campaign and The City We Need and can be found in

Annex 5.

F. URBAN CAMPAIGNS Urban Campaigns, conceived as engagement platforms for partners on urban issues, are described in the NUC

Toolkit updated in June 2015, shared in July 2015 through WUC #OnTheMove and on the WUC website under

Resources. The process is explained in steps: Define your campaign, Initiate your campaign, The Campaign road

map, Define your slogan, Join the WUC, Use the WUC platform, Engage people, Engage the media, Engage

children and youth, Convene Partners, Organize events, Contribute to the City We Need. The toolkit is available

in French, Spanish English and soon in Chinese. A National Urban Campaign webpage has been added to the new

WUC website in order to display each Urban Campaign, their partners, news and activities.

The Secretariat has engaged UN-Habitat regional offices to explore ways to initiate urban campaigns in relation

to activities at the country level. There is no single formula for an Urban Campaign, but different setups adapted

to each context.

A summary of current campaign proposals is provided in the table below: Urban Campaigns in the making in

different phases:

G. URBAN SOLUTIONS The Urban Solutions process started at the end of 2015 and the WUC has received more than 100 proposals that

have been reviewed by the WUC Working Group 1 on The City We Need & Urban Solutions. The Urban Solutions

have been posted on the WUC website (http://www.worldurbancampaign.org/urban-solutions#a2450) and

constitute a rich base of initiatives, tools, and models of interest to the implementation of the New Urban

Agenda. Urban Solutions are initiatives, practices, policies, legislations and models that address urban challenges

and constitute effective responses to The City We Need. They are articulated around ten drivers of changes:

''Governance and Partnerships'', ''Planning and Design'', ''Finance'', ''Land, Housing and Services'',

''Environment'', ''Health and Safety'', ''Economy and Livelihoods'', ''Education'', ''Technology'' and ''Monitoring

and Evaluation''. Urban Solutions illustrate how the drivers of change can be implemented, either locally or in

multiple contexts.

Background, Objectives and expected outputs

At the 12th WUC Steering Committee (Nairobi, April 2015), the Draft GAP Constitution and the agenda for the

inaugural meeting on 13 April 2015 was reviewed and endorsed. It was decided that the original The City We

Need should be revised and amended, in particular through partners’ contributions and recommendations made

at the 28 approved Urban Thinkers Campuses.

At the 13th WUC Steering Committee meeting (New York City, October 2015), the attendees decided to

reconstitute the WUC Working Groups, and found that a new working group – the City We Need Drafting

Committee – is required, in order to consolidate partners’ inputs and recommendations, and to draft “The City

We Need 2.0” for submission to the GAP, and ultimately for consideration by the Habitat III Bureau as a

contribution towards the New Urban Agenda. This Drafting Committee, consisting of WUC partner

representatives, was tasked with the compilation of the 26 Urban Thinkers Campus reports, as well as the actual

drafting of TCWN 2.0. After a series of telephone conferences, the Drafting Committee held its final meeting

from 29 February to 2 March 2016 in Nairobi/Kenya and virtually via Webex, involving 25 members of the group,

to finalize the final draft of The City We Need 2.0, based on the UTC reports submitted to the WUC Secretariat.

The final draft was adopted unanimously by the World Urban Campaign Steering Committee on 16 March 2016

in Prague/Czech Republic (DOWNLOAD ADOPTED VERSION HERE). The City We Need 2.0 will now be translated

into all 6 United Nations languages, to be disseminated widely and to be used as a reference document for all

stakeholders and governments dealing with housing and sustainable urban development. Furthermore, the

recently launched WUC TV and its “The City We Need Series” (Read: WUC goes TV! Launching the World Urban

Campaign TV and The City We Need Series) will be the vehicle to illustrate the 10 principles of The City We Need

2.0, and to disseminate the ideas and urban solutions for the practical implementation of this common vision.

Following the adoption of The City We Need 2.0 at the 14th WUC Steering Committee meeting (Prague, March

2016), the attendees of the meeting tasked this Working Group to peer-review the more than 100 Urban

Solutions which were submitted to the World Urban Campaign. Furthermore, upon request of the Steering

Committee, an extended Call for Urban Solutions will be made by the WUC Secretariat before mid April 2016.

As a result, the objectives and outputs of this working group will include the following:

Background, Objectives and expected outputs

Monitoring has been a key component of the World Urban Campaign since its inception. The adoption of the

United Nations Sustainable Development Agenda and the 17 Sustainable Development Goals (SDG11), presents

continuous opportunities to revisit benchmarking and assessment tools to review progress, particularly to

monitor the implementation of a SDG11. The Habitat III Conference also presents an extraordinary opportunity

to showcase the remarkable advances in urban data analysis/benchmarking tools that have evolved over the

past 20 years.

At the 13th WUC Steering Committee meeting (New York City, October 2015), the attendees decided to

reconstitute the WUC Working Groups, and found that a new working group – the Monitoring and Indicators

Group – is required.

At the 14th WUC Steering Committee meeting (Prague, March 2016), the attendees decided that the group

should continue its work, and focus specifically on the items listed below.

As a result, the objectives and outputs of this working group will include the following:

To review the set of targets of SDG11 on Cities and Human Settlements, in the framework of the Inter-Agency Expert Group meetings

Background, Objectives and expected outputs

Communication has been a key component of the World Urban Campaign since its inception. At the first

Steering Committee (Barcelona, 2009), the partners decided to form a Communication Working Group to focus

on messaging, outreach and dissemination as essential component of the Campaign. The Working Group on

communication has developed key messages over time and agreed on several modus operandi to disseminate

them. They have employed the WUC website as the main platform and the World Urban Forum as the key global

event to reach out to multiple audiences. Partners’ events and activities have been instrumental in reaching out

to larger networks in the thematic areas of the Campaign. (See http://www.worldurbancampaign.org)

At the 13th WUC Steering Committee meeting (New York City, October 2015), the WUC Secretariat presented its

various activities (new website, social media, newsletter, Urban Thinkers Campuses, National Urban Campaigns,

etc.), and the attendees decided to reconstitute the WUC Working Groups, and found that a new working group

– the Communication, Outreach and Events Group – is required.

At the 14th WUC Steering Committee meeting (Prague, March 2016), the attendees decided that the group

should continue its work, and focus specifically on the items listed below.

As a result, the objectives and outputs of this working group will include the following:

To formulate a new vision for the World Urban Campaign:

We proposed that the WUC focus on collecting and sharing solutions among partners and gaining global

momentum and a collaborative spirit in the lead up to Habitat III.

Therefore, we propose the following five guiding points for the New Vision for the World Urban

Campaign:

1. Develop the website into a go-to knowledge portal. 2. Share those solutions, in coordinated campaigns. 3. Better integrating the various initiatives and stakeholders. 4. Engage the media, – through solution-focused stories. 5. Develop “Partners’ Promises” that define their commitments toward SDG 11.

Achieving targets in these key areas will shift the focus from developing ideas to building a consensus

and widely sharing the vision for a New Urban Agenda.

To further promotion of SDG11 to raise awareness about its importance in the overall Sustainable Development Agenda.

For this “Action phase” of the campaign, we are proposing over 20 news strategies in its three key areas:

Think: Hub of knowledge center.

Share: Drive engagement via social media, newsletter and media engagement and collaboration.

Act: Give site visitors an opportunity to contribute ideas and commit to the movement.

To prepare an action plan and associated timeline related to the upcoming milestones of the Post-2015 process and Habitat III preparations

A draft action plan to advocate for and raise awareness on The City We Need 2.0 for Habitat III an beyond.

Background, Objectives and expected outputs

At the 13th WUC Steering Committee meeting (New York City, October 2015), the attendees decided to

reconstitute the WUC Working Groups, and found that a new working group – the Long-term Planning Group –

is required.

At the 14th WUC Steering Committee meeting (Prague, March 2016), the attendees decided that the group

should be renamed in WUC 3.0, and continue its work by focussing specifically on the items listed below.

As a result, the objectives and outputs of this working group will include the following:

To propose a framework in which UN Agencies can join the WUC structure, in order to form a multi-stakeholder platform for sustainable urbanization (WUC Secretariat will provide draft TORs for the group to comment on)

Revision of the World Urban Campaign Self-Study Draft Outline (WUC Secretariat will provide draft TORs for the group to comment on)

To plan and formulate WUC’s future activities based on the common understanding that the WUC is a long-term Campaign, anchored in UN-Habitat’s Work Programme and Budget, and that WUC is the convening body for all stakeholders engaged in the Post-2015 process, and in particular SDG11.

To formulate a timeline for the long-term activities of the World Urban Campaign, in particular in regard to its role overseeing and promoting the implementation and monitoring of a) The City We Need 2.0 b) the New Urban Agenda in the Post-Habitat III context and c) the Sustainable Development Goals in the Post-2015 processes.

To discuss a framework for second round of Urban Thinkers Campuses, focusing on implementation and Urban Solutions after the Habitat III Conference.

As a result, the objectives and outputs of this working group will include the following:

To propose a vision of the role of the WUC in the implementation of the New Urban Agenda, the Quito Implementation Agenda and The City We Need 2.0.

To propose mechanisms for defining joint initiatives of WUC partners for implementing the New Urban Agenda and The City We Need 2.0.

To formulate an implementation framework to articulate joint and individual actions of non-state actors with UN agencies and other partners.

To consolidate the inputs created by WUCs special initiatives - the Urban Thinkers Campuses (The City We Need 2.0) and the General Assembly of Partners (Partnerships in the New Urban Agenda) - to the Habitat III process, and harmonize these inputs by merging them into a single WUC document.
