New Administration – New Direction

Implementation of a comprehensive data governance structure, to include policies, procedures, activities, and timelines related to effective data management

• Recognizes importance of comprehensive data governance that includes early childhood, PK-12 and postsecondary program participation, especially as mandates and demands for data are becoming increasingly complex

• Places emphasis on reducing the burden for LEAs/IHEs and collecting only data that is mandated

• Understands the importance of utilizing PIMS as the authoritative data source where ever possible– IT Procurements

• Places focus on data governance activities that will increase:– Data accountability– Data transparency– Data quality

Data Governance in the Washington State K-12 Education system

Washington began its official work on Data Governance in the Summer of 2009

• Catalyst for establishing a data governance program was awarding of SLDS grant and state legislation creating a K-12 Data Governance Group.• Legislation directed the data governance group to “assist in the design

and implementation of the K-12 data system.”

• Six specific tasks were assigned to the Data Governance Group

• Structure of Data Governance in Washington State• Data Governance Group – membership broadly outlined in legislation.

Include OSPI data owners, CIO, counterparts from LEA and data users.

• Data Management Committee – established by the Data Governance Group and include data owners and stewards and LEA representation

Data Governance in the Washington State K-12 Education system

Tools used to manage the work of Data Governance.• Work of the Data Governance Group is transparent, all the

agendas and minutes for meeting are posted on the internet along with lots of other information.• The Data Governance Group adopted a Implementation

Guidelines that are available at: http://k12.wa.us/K12DataGovernance/pubdocs/DataGovernanceManual.pdf • Initially tried to use an Issue and Action item log with the Data

Management Committee and that did not work• Data Management Committee is now using a form that serves

as an agenda item request and issue tracking sheet.

Data Management Team• Established in 2006 by the Commissioner of Education• Need identified to manage data collections and centralize data systems in

order to reduce burden on LEAs, improve efficiency of data requests and control costs

• Membership includes representatives of DOE leadership, program areas, data management, school finance, State Office of Information Technology and LEAs

• Serves as steering committee for SLDS grants and projects• Meets monthly in Augusta – web conferencing for remote access

Responsibilities• Maintains data standards and data use policies• Manages security and user access to education data • Ensures adherence to Federal and State policies including FERPA• Approves data collections and surveys – “Only collect data elements once”• Maintains file of all data related MOUs and MOAs

Projects/Accomplishments• Sponsored Education Data Sources Inventory • Established and maintains Education Data Dictionary• Hired Education Data Manager – now chairs Data Management Team• Assisted with SLDS and other grant applications• Established Data Standards documentation• Reduced number of LEA data collections• Eliminated redundant data repositories

Challenges• Regular participation – Obtain leadership support, provide remote access• Maintaining relevance – Provide value, not just control and compliance. Be

seen as the core resource for education data• Policy limitations – Escalate policy issues/recommendations to DOE

leadership• Data sharing/policies with other State agencies – Cross team membership
