1. GENERAL INFORMATION1.1 Ostrava City

The City of Ostrava is the third largest city in the Czech Republic. It is a university city with a vibrant cultural life and a rich tradition of coal-mining and steel-making. Four theatres are based permanently in Ostrava, including the highly successful National Moravian-Silesian Theatre, and the city is also home to the internationally renowned Janáček Philharmonic Orchestra. Ostrava hosts a wide variety of sporting and cultural events throughout the year. One of the highlights of the sporting year is the Golden Spike athletics meeting, where Usain Bolt was a regular competitor. Cultural events include the Colours of Ostrava multi-genre music festival, which attracts tens of thousands of visitors, as well as two prestigious classical music festivals – Janáček May and the St Wenceslas Music Festival. The summer Shakespeare Festival is a must for theatre-lovers, and NATO Days is a major military and aviation show held annually at Leoš Janáček International Airport Ostrava.

Ostrava is a great place to visit all year round – and the autumn is no exception. Sample traditional local specialities. Discover Ostrava’s proud industrial history and marvel at the wonders of modern science and technology. Visit the city’s popular zoo, experience the authentic environment of a coal mine at a mining museum, or travel into space at the planetarium. For different perspective, walk up Ostrava’s very own ‘volcano’ – the Ema slag-heap, an artificial hill made of coal-mining waste which is still burning deep beneath the surface, producing clouds of mysterious smoke and steam… For an evening to remember, you can try out Ostrava’s unique beer spa, take in some culture at one of the city’s excellent theatres, or party all night on the legendary Stodolní Street – the street that never sleeps. And if that’s still not quite enough, just thirty minutes’ drive away from Ostrava you’ll find the beautiful Beskydy mountains, a true paradise for lovers of sports.

3. TRAVEL TO CZECH REPUBLIC3.1 Official Airport

Leoš Janáček International Airport Ostrava (OSR) is the only official airport for the Continental Cup.

The LOC will organize transport only from the official airport to the official hotels according to the provided travel details.

Should you choose to use any other airport or train station, you will be required to make your own transport arrangements to reach your hotel and bear any relevant expenses.

A Welcome Desk will be placed in the arrival hall at the airport. Staff will be available to support with any query and the desks will be made identifiable with an IAAF Continental Cup Ostrava 2018 branded backdrop.

Those teams planning to arrive prior Thursday, 6 September and/or leave after Monday, 10 September are advised to contact the LOC well in advance in order to check availability of accommodation and transport arrangements. Arrivals outside of the official period will be met by the welcome team with hand held signs.

VAULTING POLES AND JAVELINSIn the case that the airline fails to confirm poles/javelins transfer during the booking process to the final destination Ostrava, following special arrangements must be applied.

Poles/javelins must be checked-in only to Václav Havel Airport Prague (transit airport). Upon arrival at the airport, poles/javelins will be picked up by airport staff (luggage handling) who will hand them over to LOC staff. There is no need for athlete to leave the transit zone. Poles/javelins collected at Prague Airport will be then transported by van with accompanying LOC Staff directly to the secure storage adjacent to the Ostrava City Stadium Warm-up Area. All poles/javelins bags must be clearly labelled with the athlete’s name, National Federation code (e.g. Great Britain and NI = GBR).

On the way back, poles/javelins will be transported by LOC Staff directly from the Ostrava City Stadium Warm-up Area to the departure airport where they will be collected by the athlete or team official before flight check-in. All other requirements will be handled individually.

As you have been informed, LOC together with Czech Airlines have created special booking code IAAFOSTRAVA2018. This was already communicated to the Area Federations.

3.2 Visa RequirementsCzech Republic is a member state of Schengen area. Detailed entry visa information was circulated to Area Federations in April 2018.

The list of states and their visa obligations is provided by the Ministry of Foreign Affairs of the Czech Republic. The list is in force since January 2018 and may be a subject to changes by the Ministry of Foreign Affairs of the Czech Republic.

Please refer to Appendix 12.1, which lists the IAAF Member Federations whose nationals:

• Do not need visa to enter the Czech Republic

• Need visa and have the Embassy of the Czech Republic in their country - in this case, you must contact the Czech Embassy or Consulate before leaving for Ostrava

• Need visa and do not have a Czech Embassy in your country - you will find a representative of the Embassy in your country in Appendix 12.1.

Important NotesVisas should be obtained before leaving your country from Embassy or Consulate well in advance to ensure all the procedures in due time. Participants who require a visa should contact the LOC as soon as possible with their request and LOC will send them a special form to fill in to obtain a special invitation letter and visa application information.

For any visa matters please contact the LOC Visa Operations Manager - Taťána BOHÁČOVÁ on e-mail: [email protected].

Deadline for sending the requested information to LOC in order to receive the invitation letter was 20 July 2018.

3.3 Medical InsuranceWe remind you that all IAAF Member Federations are responsible for subscribing to an insurance policy that covers illness and/or injury to any members of their delegation and/or team travelling to and from IAAF competitions and during the event itself. Furthermore, proof of such insurance is now required in most cases to obtain visas, e.g., in the Schengen area.

3.4 Local TransportTransfers from Leoš Janáček International Airport Ostrava will be by bus according to the arrival and departure information provided in the Final Entries.

A regular shuttle service will be provided between the Park Inn by Radisson Ostrava Hotel and Ostrava City Stadium for training and competition. Expected travel time varies between 10 and 15 minutes depending on traffic conditions. Dedicated transport services will be in place for the Technical Meeting and social functions. There is no shuttle service from the Clarion Congress Hotel Ostrava as it is in walking distance (150 m) from the Stadium.

Full details of the schedules will be displayed at the Competition Information Desk in the Hotels. There will be a Help Desk at the main entrance of the Team Hotels which will be open from 5 to 9 September

The LOC has managed to arrange free public transportation for all team members attending the IAAF Continental Cup Ostrava 2018 upon accreditation. Free Public Transport may be used during the Official Period, i.e. 6-10 September 2018.

4. ACCREDITATION4.1 Accreditation Centre

Accreditation cards will include photos. Upon arrival each delegation member will be taken to the Main Accreditation Centre at the Clarion Congress Hotel Ostrava where all team members will collect their pre-printed accreditation cards. Athletes whose photos was not in the system will have their picture taken there. The card must be worn at all times and must be clearly visible. Team members staying in Hotel Park Inn by Radisson Ostrava will be then taken to their respective hotel.

Opening dates and times will be as follows:

outside official period: Tue - Wed 4-5 Sept. 09.00 - 21.00

official period: Thu - Fri 6-7 Sept. 09.00 - 21.00

Sat 8 Sept. 08.00 - 18.00.

Sun 9 Sept. upon request from TIC

Note: Opening hours might change due to team arrival schedules.

Team members arriving prior to 3 September will be handled on a case by case basis. However, the LOC must be informed in advance at [email protected] to make the necessary arrangements.

4.2 Accreditation Procedures for the Team LeaderThe Team Leader will have to report to the LOC/IAAF offices at the Main Accreditation Centre before collecting his card in order to complete the following formalities:

• Settle the LOC Accommodation Invoice for costs not covered within the quota (for extra team officials, use of single rooms, extra days, etc.)

• Establish the IAAF Financial Statement

• Make the Final Confirmations

• Check that the Athletes’ Acknowledgement and Agreement Forms have been received

• Collect Bib Numbers, special passes and other available relevant information

4.3 Arrivals outside the Accreditation Centre Opening Times Athletes and Team Officials arriving at the hotels after the closing of the accreditation centre will be able to access the hotel for the night. The next morning, they must proceed to the team’s accreditation centre to finalise the procedures and collect the official accreditation Cards.

4.4 Loss of accreditation cardThe accreditation card must be worn visibly at all times and must be presented upon request.

It is personal and non-transferable. In case of loss or theft, please report immediately to the Main Accreditation Centre. In order to obtain a new accreditation card, the team member must go to the Main Accreditation Centre with the passport or an appropriate identification document and they must be accompanied by his/her team leader or a senior official from his/her delegation.

Any Accreditation Card found being used by someone who is not its owner will be confiscated and its owner will be subject to sanction including possible ineligibility for his competitive participation in the IAAF Continental Cup.

4.5 Personal CoachesAccreditation will be available for a reasonable number of Personal Coaches. This will be provided free of charge and will allow access to the Athletes’ Stands and to the Warm-up Area and the use of team transportation and public transport as well as access to team hotels. Names must be submitted by the Teams in the Final Entries indicating “Personal Coach” as the Category and sent by separate email to the IAAF ([email protected]) no later than the Final Entries deadline (29 August 2018).

LOC however will not be able to assist in finding accommodation and therefore Personal Coaches will have to make their own hotel arrangements.

4.6 Special PassesThe IAAF shall provide special passes as required for the following categories:

• TIC

• Anti-doping

• For the Field Event Coaches Seating the LOC will distribute tickets.

4.7 Team uniforms distributionAsics uniforms will be distributed directly in the Team hotels and according to the following schedule. Each team member is required to personally pick up his/her set of official clothing. For further details consult with the Team Leader.

Team Leader must ensure that all athletes of the team wear their team uniform at all times during the event, including training, warm-up, competition, ceremonies, press conference, interviews, etc. as per Technical Regulations 503.7.

5.3 Services in the Teams HotelsCheck-in / Check-out Procedures

The official check-in time at the Team Hotels is 14:00. The LOC will do its best to facilitate early check-in when required.

Upon arrival at the hotel, Team Leader must report to the LOC Accommodation Desk, which will be located in the hotel’s main reception area, to complete the check-in procedure. The accommodation team will confirm the rooming list as previously provided by the ‘Team’.

After confirming the rooming list, team members must report to the hotel reception where, the check-in procedures will be completed and the room keys delivered. All team members must have a valid identification document (passport or identity card) to check-in.

If other hotel services are required, the Team Leader must scan the credit card at the main reception desk to activate these extra services (telephone, laundry, minibar, etc.) for his/her team members.

Meeting RoomsRooms for meeting opportunities are available at both Team Hotels. Reservation shall be required via the Accommodation / Help Desk.

Rooms for Physiotherapy (see also medical services)Dedicated rooms for physiotherapy will be provided for the teams with medical staff to set up their own massage beds. There will also be LOC physiotherapy services offered to those teams that do not have their own medical staff.

Internet accessFree Wi-Fi access will be available in all hotels.

5.4 MealsThe restaurants opening hours are as follows:

Breakfast: 06:30 – 10:30

Lunch: 11:00 – 14:00

Dinner: 18:30 – 22:30

Provisions will be made for longer opening hours in case of need (athletes and officials returning late from the stadium and/or doping control).

Accreditation card will allow access to meals using the QR code. Team Members are only allowed to eat in the hotel in which they are accommodated.

For the meals bottled water is available free of charge. All other drinks must be paid for.

Final BanquetThe Final Banquet will take place at the Brick House in the area of Dolní Vítkovice on Sunday 9 September at 21:00. All accredited team members are welcome to attend. Dinner will be served in team hotels as usual. The shuttle service will be provided from the hotels to the place and back.

5.5 Check-out and departuresUnless special arrangements have been requested with the LOC, check-out time from the hotels is 12:00 (noon). Team Members must settle any outstanding costs (telephone, laundry, minibar, etc.) with the hotel front desk prior to departure.

The Team Leader will be requested to confirm the departure information, already provided in the Final Entries, at the Main Accreditation Centre.

Bus departure times to the airport will be posted at the Help Desk.

At the Airport Departure Desk, LOC staff will be assisting the Delegation Members.

6. INFORMATION CENTRES6.1 Technical Information Centre (TIC)

The TIC is located in the Ostrava City Stadium, close to the warm-up area. The main task of the centre is to ensure a smooth liaison between each delegation and the Local Organizing Committee, the IAAF Technical Delegate and the Competition Management of the Continental Cup regarding technical matters.

The TIC is mainly responsible for the following:

• Displaying on the relevant notice board official communications to the teams, including Start Lists, Results and Call Room reporting times. These will also be displayed at the Warm-up Area.

• Distribution of urgent notices to the delegations from the Technical Delegate and Competition Management via the pigeonholes. It is the Team Leader’s duty to collect this kind of information in due time.

• Distribution of Relay Order Declaration Forms (to be returned at TIC)

• Receipt of Withdrawal Forms

• Managing National Record Doping Control Requests

• TIC General Enquiries

• Protests and Appeals

Opening Dates and Times will be as follows:

• 06 September 08:00 – 20:00

6.2 Competition Information Desks (CID)They will be situated in each of the Team Hotels and will be linked to each other as well as to the TIC. They shall be responsible for, but not limited to, the following:

• Display on the relevant notice board of official communications to the teams, including Start Lists, Results and Call Room reporting times.

• Distribution of urgent notices to the delegations from the Technical Delegates and Competition Management via the pigeonholes. It is the Team Leader’s duty to collect this kind of information in due time.

7. COMPETITION FACILITIES, EQUIPMENT AND IMPLEMENTS

7.1 Ostrava City Stadium(see maps in Appendix 12.3)

The IAAF Continental Cup will take place in the “Ostrava City Stadium”. Inaugurated in the summer of 1938 has since been the heart of local athletics. The stadium went under a major renovation in 2010. Well known event held here continuously from 1961 is the IAAF World Challenge Zlatá Tretra Ostrava (Golden Spike) meeting. In 2007 it also hosted successfully the IAAF World Youth Championships and in 2011 European Athletics Under 23 Championships.

The stadium has a capacity of 15,000 spectators. A 400m warm-up track, with a separate area for long throws is adjacent to the stadium and will also serve as the training area.

The track surface for the stadium and warm-up track is a CONIPUR R.

7.2 Warm-up Area (and Training Venue)A 400m (six lanes) warm-up track, with a separate area for Long Throws, is adjacent to the main stadium and will also serve as training area.

LOC personnel will be available at the site to assist. Athletes are advised to follow the instructions given by these personnel and to pay particular attention to safety rules during the training sessions.

Implements, equipment (hurdles, starting blocks) and relay batons will be available to athletes and coaches. These can be obtained from the equipment store and athletes / coaches using the equipment will be asked to leave their Accreditation Card with the LOC personnel in charge.

Special tents for physiotherapy, massage and physical therapy will be offered to all teams. The spaces will be shared so we ask the teams to be considerate of the other teams setting up physiotherapy spaces and not to monopolize the entire area.

The Warm-up Area will, in principle, open starting on 4 September according to the following schedule:

• 4-7 September 08:00 – 20:00

• 8-9 September 09:00 – until the end of the competition

Detailed transport schedules for Teams staying at Park Inn by Radisson Ostrava will be posted at the TIC / CID.

7.3 EquipmentAll competition equipment for the IAAF Continental Cup will be provided by Polanik.

7.4 Official ImplementsThe list of official implements provided by the LOC is in Appendix 12.5. Personal Implements will also be allowed providing that:

• They are readily identifiable and IAAF certified

• They are not already on the official list

• They have been checked for compliance with IAAF Rules

• They are made available to all the other athletes

Personal implements must be handed in at the TIC for checking on Friday 7 September between 16:30 and 18:00. They will be returned at the TIC after the event.

In order to speed up the checking in of eligible personal implements, please come prepared and consult the IAAF list on the website (https://www.iaaf.org/about-iaaf/documents/technical) in advance to identify the implement noting its IAAF certification number.

If you do not find your implement in the list but you believe that it is/was certified, please contact the IAAF office at [email protected] so that its status can be checked and confirmed to you and the LOC in due time.

8. ENTRIES AND SCORING 9. COMPETITION PROCEDURES8.1 Entry Regulations

Each team shall enter two athletes for each individual event and one team for each Relay (maximum 6 athletes).

Each team may also enter up to a maximum of three overall reserve athletes.

8.2 Final Entries and Final ConfirmationsThe detailed notification of the selected teams, athletes and officials, must reach the IAAF ([email protected]) and the Local Organising Committee ([email protected]) no later than ten days prior to the first day of the Competition, i.e. 29 August 2018 using the Final Entry Forms sent previously. As a part of the Final Entry Forms the rooming list must be sent.

The Final Confirmation of Entries must be made by the teams upon arrival during the Accreditation Procedure.

Final Order for Relays shall be declared at the TIC. More information will be provided at the Technical Meeting.

8.3 Competition Format and ScoringExtract of the Technical Regulations can be found in Appendix 12.4.

8.4 Athlete Acknowledgement and AgreementAll athletes competing in the IAAF Continental Cup must sign and submit the Acknowledgement and Agreement form which can be sent in advance by email ([email protected]). The Athlete Acknowledgement and Agreement Form can be found in Appendix 12.7. Athletes who have already submitted their Agreement, do not need to send it again.

9.1 Stadium Tour and Technical MeetingA guided tour of the stadium for team officials will be organised on Friday 7 September at 16.00. In the same afternoon athletes will be able to train at the stadium from 16:00 to 18:15 (between 16:45 and 17:15 with the official starters).

Gathering will be at the Warm-up Area and the tour will identify the following locations:

• Bus drop-off point

• Warm-up area

• Locker rooms and Physiotherapy spaces

• Call Room

• Mixed Zone and Post Event Area

• TIC

• Athletes’ Stands

• Medical and Doping Control Areas

The Technical Meeting will take place on Friday, 7 September in Clarion Congress Hotel Ostrava following the tour and will start at 17:15.

The Technical Delegate will preside the meeting which will be conducted in English and will follow the standard IAAF Agenda. The meeting will provide updates and new information which is not already mentioned in this Team Manual.

Each Team may be represented by five persons in addition to an interpreter or attaché if required. Transport from the Teams Hotels will be provided – please refer to the information board at the CID for the schedule.

Questions for the Technical Meeting (if any) must be submitted on the appropriate form distributed to the Team Leader during the accreditation procedure. The Form must be handed in to the CID at the Team Hotel by 12:00 (noon) on Friday, 7 September.

Opening CeremonyThe Opening Ceremony will take place in the Ostrava City Stadium on Saturday,

8 September at 14:20. Team Members will not be involved.

9.4 Athletes Bibs and Hip NumbersThe Bibs will be distributed during the accreditation procedure. All athletes will receive

2 bibs, which shall coincide with the information written in the start list, as follows:

• 1 bib with the athlete’s name

• 1 bib with the area code

Every athlete must wear two bibs during the competition, the one with the name on the front, and the other with the Area code on the back. In all jumping events, it is possible to wear only one bib on the front or on the back. In this case it MUST be the bib with the name.

The bibs will be distributed during the Accreditation procedure.

For the athletes competing in all races from 800m and above, the front bib (with the transponder) will be handed out at the Call Room before the race.

Bibs must be worn in accordance with IAAF Rules and must not be cut, folded or obscured in any way. Failure to comply with the Rules may result in a disqualification or sanction.

For Relays, athletes will wear the bib with the name on the front and the one with the Area three-letter code on the back.

Hip NumbersHip numbers will be distributed at the Call Room

Personal BelongingsField Event athletes will only be permitted to take a backpack or similar sized bag with them into the Field of Play.

A strict inspection will be made on illegal and prohibited items, which athletes may have in their possession.

Radios, CD/MP3 players, mobile phones, Smart watches, cameras, etc. will not be permitted. Any items that do not conform to the IAAF Technical and/or Advertising Rules and Regulations will be confiscated. Confiscated items may be retrieved at the TIC after the event upon presentation of the corresponding receipt.

9.5 Call RoomThe Call Room will be set up between the Warm-up area and the main stadium.

Reporting TimesReporting times for the Call Room have been determined accordingly and the daily Call Room schedule should be found upon arrival to Ostrava.

All participants must report, at the latest, according to the indicated times. Athletes who fail to report to the Call Room, or arrive late, may be excluded from participation in the event.

ProceduresThe main task of the Call Room is the control and the check-in of the athletes before the start of each event. Only competing athletes are authorized to enter the Call Room where the following checks will be carried out:

• Athletes Bibs

• Competition shoes (spikes: number and size)

• Uniforms / advertising

• Bags (identification on and content of)

• Personal belongings

Spikes(IAAF Rule 143.3 and 143.4)

The maximum allowed number of spikes is 11.

Spike lengths allowed will be as follows:

High Jump and Javelin Throw: 12mm

All other events: 9mm

BasketsPlease note that all track athletes will be required to make their final pre-race preparations in the Call Room. They shall therefore leave the Call Room 2 (adjacent to entrance gate) ready to compete wearing their competition uniform only and their spike shoes while all their belongings will be taken to the Post Event Area in the appropriate baskets.

When the control has been completed at Call Room, an official will accompany the athletes to the Call Room 2 adjacent to entrance gate.

Water and toilet facilities will be available close to the both Call Room as well as medical assistance in case of need.

9.6 Lane DrawThe draw was made in the IAAF Offices on 30 July 2018. The lanes and competing order for all events is in Appendix 12.6.

9.7 Starter’s Commands, Number of Trials and MarkersThe starter’s commands will be given in English.

In the Long Jump, Triple Jump, Shot Put, Discus Throw, Hammer Throw, and Javelin Throw all athletes will normally have a minimum of two practice trials.

Athletes will not be permitted to use their own markers. Those athletes wishing to use a marker will be required to use the markers provided by the LOC.

9.8 Coaching ZonesField Event Coaches, two per team, will be given access to dedicated coaching zones in the tribunes. The coaches concerned must gather at the Call Room according to the same Call Room reporting times as their athletes from where they will be escorted to the reserved seats.

9.9 Post Event ProceduresMixed Zone

All athletes will leave the Field of Play through the Mixed Zone located near the Finish Line where they will meet the media (TV, Radio and Written Press) for post event interviews.

Post Event AreaThe Post Event Area is located after the Mixed Zone. Baskets, with athletes’ clothing and bags, will be delivered here from the Call Room 2 for the track athletes. The Doping Control escorts will complete the official documents with any athletes selected to undergo doping control.

Leaving the Field of Play during competitionIn general, during an event, no athlete may leave the competition area without permission from the Referee of the event. In such case, athletes must be escorted by an official. Toilet facilities are available for the athletes during the competition where they will be accompanied by a judge. In the High Jump and Pole Vault, athletes who have finished may leave the competition area after the competition of a height, on condition that they are accompanied by an official. All athletes leaving the Field of Play during competition will leave through the Mixed Zone located near the Finish Line where they will meet the media (TV, Radio and Written Press) for post event interviews.

9.10 Announcement of ResultsThe results of each event will appear as soon as possible on the electronic scoreboard in the stadium. An announcement will be made when the official result is so displayed. A copy of the final results of each event will also be displayed on the notice board outside the TIC.

9.11 Protests and AppealsProtests and Appeals will be handled by the TIC according to IAAF Rule 146.

9.12 Press ConferenceAthletes must proceed, if requested, to the Press Conference Room to take part in the official press conference.

9.13 Award CeremonyThe presentation of the Continental Cup Trophy to the winning team, will take place at the Ostrava City Stadium on Sunday 9 September, immediately after the last event. Only the winning team will be awarded.

9.14 Competition AwardsPrize Money

The IAAF awards prize money for the Continental Cup according to the following structure:

Athletes who do not start, do not finish or are disqualified in their event (DNS, DNF or DQ) will not be entitled to any prize award.

In order to receive the prize money, athletes must complete the award form (in Appendix 12.8 and available at the TIC) and return it to the IAAF Competitions Department by email [email protected] (but can also be handed directly to IAAF Competitions Department Staff in Ostrava) by 9 October.

As always, payments will be processed after the results of the Doping Control tests have been received.

The prize money for the relays will be paid directly to the Area Associations unless otherwise advised.

World Record BonusIn the event that an athlete breaks a World Record during the IAAF Continental Cup, a prize of USD 50,000 will be awarded. The World Record Bonus will only be awarded for performances which improve the existing World Record and which meet all the necessary conditions for recognition as an IAAF World Record, in accordance with IAAF Regulations and after ratification of the record by the IAAF.

ConditionsAthletes receiving IAAF Prize Money (or WR Bonus) must make themselves available at least twice during the Continental Cup or in the 12 next months, for promotional activities, upon requests handled by the IAAF. The athlete will be solely responsible for the payment of any taxes, duties and/or levies of any nature and agrees to hold the IAAF and its partner(s) harmless in this regard. Should an athlete’s Doping Control results return positive, the awards and bonuses won shall be withheld.

9.15 Team CaptainsBased on the agreement of IAAF and LOC each team has a Team Captain for promotion work before the event and also promotion, support and direct involvement during the competition (i.e. communicate about the joker). The Team Captains for each team are Colin Jackson (Europe), Mike Powell (Americas), Nezha Bidouane (Africa) and Jana Pittman (Asia-Pacific).

10. MEDICAL SERVICES AND DOPING CONTROL10.1 Medical ServicesGeneral

Medical Services will be provided to the participants of the IAAF Continental Cup in accordance with the IAAF Competition Medical Guidelines and under the guidance of the IAAF Medical Delegate.

During the period 5-9 September, The LOC will set up medical centres and first aid stations at all facilities in order to provide well-organized medical services and all medical issues will be handled and / or supervised by physicians trained in sports medicine.

Medical Services areas and medical staff will be marked with clear symbols and signage. On designated medical centres, there will be a 24-hour medical service on duty including ambulance.

Medical services will be provided at the different venues as follows.

Medical Services in the Team HotelsThe LOC will set up:

• Physiotherapy spaces for Team Medical Staff and LOC Medical Staff in both team hotels (Clarion Congress Hotel - Antracit meeting room; Park Inn Hotel - Sophora meeting room)

• A Medical Centre equipped with Sports Medicine and Medical Emergency Staff will be organised at the Clarion Congress Hotel, 1st floor - Antracit room. This centre will operate in case of emergency and can be reached 24 hours at the number +420 720 964 020 (direct mobile phone) - non-stop medical service in Clarion Congress Hotel

Warm-up Area (including Long Throws area)A sub-medical centre (the main one being in the main stadium) is available here ready to intervene in case of need in cooperation with the on-site ambulance service.

Physiotherapy services will also be offered by the LOC with a specifically dedicated team. Appropriate spaces will be provided for the needs of the teams under dedicated tents.

A recovery area with ice baths will also be available and easily identifiable.

Medical Services at the StadiumA medical station will be located at each corner of the stadium while the main medical centre is located under the main tribune. It is equipped with personnel specialised in sports medicine and emergency traumatology. In case of need the team doctor will be allowed access to the medical service facilities when an athlete of his or her own team is hurt or is in need of other medical attention.

10.2 Doping ControlDoping tests at the IAAF Continental Cup Ostrava 2018 will be conducted in accordance with IAAF Competition Rules and IAAF Anti-Doping Regulations. Anti-Doping procedures will be supervised by the IAAF Anti-Doping Delegate, and the LOC will be responsible for the organization of the testing.

Athletes are required to report to the Doping Control Station within the specific period with their doping control notification letter. Athletes to be tested may invite a team official. A special pass will be provided for him or her by the doping control staff to accompany the athlete to the Doping Control Station.

Drinks will be provided for those athletes requiring it, and athletes should drink only those beverages from sealed bottles provided by the LOC.

Athletes who fail to sign the doping control notification form or fail to present themselves for doping control will render themselves liable to disqualification.

A voluntary Doping Control Test can be requested in case, for example, of a National Record, through the appropriate Form available at the TIC. The price for this doping control is 300 USD.

11. IAAF HERITAGE EXBITIONYou are very welcome to visit the IAAF Heritage Exhibition while in Ostrava. The ‘IAAF Heritage World / Continental Cup – 1977 to 2018 – Exhibition’ which opened on 5 June, celebrates the performances of the first competition which the IAAF created, the forerunner of the IAAF World Championships which began in 1983.

The exhibition, at the FORUM Nova Karolina Shopping Centre (address: Jantarová 4, 702 00 Moravská Ostrava a Přívoz) which is only a 5 minutes’ walk away from The Imperial Hotel, tells the story of The IAAF World Cup in Athletics, which was renamed the IAAF Continental Cup in 2010. The exhibition will be open until and including the last morning of the competition in Ostrava.

12.4 TECHNICAL REGULATIONS(extract)

502.3 Competition Format 502.3.1 Track Events

Except for the 3000m and 3000m Steeplechase, Track Events are conducted according to IAAF rules.

In the 3000m and 3000m SC, the athlete reaching the finish line in the last position after the third (with 4 laps to go), fourth (with 3 laps to go), fifth (with 2 laps to go) and sixth (with 1 lap to go) full lap, respectively, is eliminated and shall not complete the race, with only the remaining four athletes competing in the last lap.

If the number of athletes at any elimination point is less than the required (that is, 8, 7, 6, 5), no elimination will take place at that point. Officials will indicate the elimination to the athlete.

502.3.2 Field EventsHigh Jump and Pole Vault are conducted according to IAAF rules.

Long Jump, Triple Jump, Shot Put, Discus Throw, Hammer Throw and Javelin Throw (“Horizontal Field Events”) will have two phases.

In the first phase (Qualification), all athletes have three trials after which they are ranked. The highest ranked athlete from each team (i.e. a total of four athletes) proceed to Round 4. All other athletes are eliminated and ranked from fifth to eighth according to their best performance after three rounds of trials.

Round 4 (Semi-Final) and Round 5 (Final) is the second phase of the competition. In Round 4, the two lowest ranked athletes are ranked third and fourth according to their performance in this round and are eliminated.

The two best ranked athletes in Round 4 proceed to Round 5, which is the final round. In Round 5, the better ranked athlete in this round wins the competition, the other is second.

The competing order in all the five rounds will be the initial draw order.

If all the four athletes fail in Round 4, the two best ranked athletes after the first 3 rounds will go to Round 5. If in Round 4 only one athlete has a valid performance, the second athlete to progress to Round 5 will be the athlete (from a different team) with the best valid performance after the first 3 rounds.

If in Round 5 both athletes fail, the winner is the athlete with the better performance in Round 4. If in Round 4 those athletes failed, the winner is the athlete with the better performance after the first 3 rounds and the other is second.

502.3.3 4 x 400m Mixed RelayIn the 4 x 400m Mixed Relay, each team is composed of two Men and two Women. The running order is free. The composition of the team and the order of running shall be officially declared at the time of the Final Declaration, however, the order, other than the first-leg runner, may be changed at the time of the race.

502.4 Scoring 502.4.1 General

Athletes are ranked according to their finishing positions in the event and are given individual points (8 to 1) accordingly. A team ranking is then determined by adding the individual points of each athlete in each team. Team points are awarded according to the team ranking. The first team scores 8 points, the second scores 6 points, the third scores 4 points and the fourth scores 2 points.

502.4.2 3000m and 3000m SteeplechaseIn the 3000m and 3000m Steeplechase, all athletes are awarded points regardless if they are eliminated or not.

Eliminated athletes who do not stop after receiving the indication will be disqualified from the event.

502.4.3 Relay EventsIn the Relay Events, the scoring is as follows:

1st – 8 points, 2nd – 6 points, 3rd – 4 points, 4th – 2 points.

502.4.4 Invalid ResultsIf an athlete does not start (DNS) or does not finish (DNF), has no mark (NM) in Field Events) or is disqualified (DQ), the team will receive no points for that athlete but the remaining athletes will receive the same number of points as if all athletes had completed the event.

In the case of disqualification in the 3000m and 3000m Steeplechase event under point 502.4.2 or from any event under IAAF Rule 125.5 or 145.2 (acting in an unsporting or improper manner), the team of the disqualified athlete will not receive any points for that event.

502.4.5 Joker Events Each team will have two “Jokers” to be used each day (one for a Men’s event and one for a Women’s event). The Team Captain shall indicate before each session the events for which the Jokers are to be used. If the team wins the event in which the Joker is used, double points are awarded to that team.

502.4.6 Overall Team ScoresPoints achieved by Men and Women are combined, and the overall winner of the IAAF Continental Cup is the team with the most combined points.

502.4.7 Ties If there is a tie in the final scoring of an event, the combined points of the teams tying shall be divided.

If two or more teams achieve an equal number of points in the overall team score for any place, the procedure to determine whether there has been a tie is the following:

• The team which, in the greater number of events, has achieved more first places, shall be awarded the higher place.

• If the teams are still equal following the application of the above, the team with the greater number of second places, etc., shall be given the higher place.

• If the teams are still equal following the application of the above, it shall be determined to be a tie.

b. not constitute an endorsement of the IAAF Partner‘s products and services by me; and

c. not be altered in any way, shape or form, including but not limited to sponsor logos, or other branding.

1.8 I additionally consent to the use and reproduction of my image, name and likeness in merchandise and publications relating to the IAAF, IAAF Events or Ancillary Events provided always that such merchandise or publication is primarily related to the promotion and support of such IAAF Event or Ancillary Event itself as opposed to featuring me personally for commercial purposes.

1.9 I shall not grant any rights to use or utilise my name, signature, photograph, likeness, reputation, image and identity or endorse any product or service in trade or commerce in such a way as to connote the sponsorship, approval or affiliation of the IAAF or any events conducted by or affiliated with the IAAF without the prior written permission of the IAAF.

1.10 I agree that under no circumstances, throughout the duration of the IAAF Event or Ancillary Event to which I participate as an athlete, may I act as a media commentator on other athletes, nor will I post or contribute any commentary, text or photographs to any website or blog during the IAAF Event or Ancillary Event (other than non-derogatory posts on my own personal social media accounts, including but not limited to Facebook, Twitter, SnapChat, Instagram, my personal blog/website or any other such personally based social media that has yet to be invented), without the express permission of the IAAF.

1.11 I will not allow my sponsors to use images for commercial purposes (still or moving) of me competing in IAAF Events, without having prior written approval of the IAAF, such approval being deemed

given if not received within ten (10) days following my notification to the IAAF.

1.12 I acknowledge that I have had the opportunity to take legal advice before signing this Agreement.

1.13 I acknowledge and agree that any dispute arising out of a decision made pursuant to the Rules may be appealed exclusively as provided in the Rules to the Court of Arbitration for Sport (CAS). I acknowledge and agree that all decisions of CAS under the Rules shall be final and binding and that I will not bring any claim, arbitration, lawsuit or litigation in any other court or tribunal.

2. Unless renewed upon the IAAF‘s request at any time, this Agreement shall be of indefinite duration and shall terminate only upon my retirement from Athletics.

3. This Agreement shall be governed by and construed in accordance with the Laws of Monaco. I acknowledge that, by signing this Acknowledgement and Agreement, I have read and understand this Acknowledgement and Agreement and that it is legally binding.

Congratulations for your achievements at the IAAF Continental Cup, Ostrava 2018. You have reached the Top 8 in your event and the IAAF is pleased to inform you that you are entitled to a prize award.

In order for us to be able to proceed with the payment, we will need you to complete the attached AWARD FORM.

It must be filled in with ALL the required information, including all bank details, and must be signed by yourself. Missing or inaccurate information could result in the delay of the bank transfer.

The form, duly filled in, must be sent by email to our Competitions Department (contact below) as soon as possible and, in any case, no later than 9 October 2018.

If we do not receive your instructions for the payment by 9 October 2018, the money will be automatically sent to your Authorised Representative or to your National Federation.

We also remind you that athletes receiving IAAF Prize Money must make themselves available to the IAAF and its sponsors, at least twice during the Continental Cup or in the 12 next months, for promotional activities, upon requests handled by the IAAF. By signing the award form you acknowledge and agree to such obligations.
