FCAT 2.0 Reading Retake

• In general, all students who entered Grade 9 in 2009 and beyond and are pursuing a standard Florida high school diploma must pass the Grade 10 FCAT 2.0 Reading test as one of the requirements for graduation. Students eligible to participate in this administration are as follows:

• Retained Grade 10 or Grades 11–12 regular high school students who have not yet passed the Grade 10 FCAT 2.0 Reading test.

• Students who enrolled in Grade 9 prior to 2009 but have not yet passed the Grade 10 FCAT Reading test. Because the FCAT Reading Retake is no longer offered, these students will participate in the FCAT 2.0 Reading Retake.

• Retained Grade 10 students who are expected to graduate with their cohort group may participate after careful review of each individual situation by the district assessment coordinator. 4

FCAT Mathematics Retake

• Students who entered Grade 9 in Fall 2009 or earlier and are pursuing a standard Florida high school diploma must pass the Mathematics portion of the Grade 10 FCAT as one of the requirements for graduation. Regular high school and adult students who must meet this requirement and have not yet passed the Grade 10 Mathematics test are eligible to participate in this administration.

• Students who entered Grade 9 in Fall 2010 and beyond do NOT take an FCAT/FCAT 2.0 Mathematics test.

• Retained Grade 10 students who are expected to graduate with their cohort group may participate after careful review of each individual situation by the district assessment coordinator. NOT LIKELY to have any!

• Students enrolled in private schools through the McKay or Florida Tax Credit Scholarship Programs are not eligible to participate in any FCAT/FCAT 2.0 Retake administration.

• Students who have received a GED diploma are not eligible to participate in FCAT/FCAT 2.0 administrations.

• Grades 11 and 12 Home Education Program students are not permitted to take the FCAT 2.0 Reading Retake or FCAT Mathematics Retake. However, retained Grade 10 Home Education Program students may take the Grade 10 FCAT 2.0 Reading Retake in order to show annual progress for promotion purposes.

• Students enrolled in grade levels below Grade 10 may not participate in Retake administrations.

Practice Tests/ePATs p. v #3• Schools must administer the appropriate practice test(s) using

the ePAT scripts to all students to be tested using the ePAT scripts; however, if a student has previously participated in an ePAT for the subject test he or she will take, the student is not required to participate in an ePAT session for this administration.

• Practice test (ePAT) scripts are no longer included in the test administration manual. The ePATs are posted at www.FLAssessments.com/ePATs and ePAT scripts are under the “Resources” tab.

• The link to the ePATs should be provided to all students and their parents/guardians prior to testing so that they can access the ePATs and practice on their own at any time.

Electronic Devices Policy p. v #4• If a student is found with ANY electronic device(s), including, but not

limited to, cell phones and smartphones, during testing OR during breaks (e.g., restroom breaks, lunch), his or her test must be invalidated in order to successfully enforce this policy.

• School personnel must ensure that students do not have access to their cell phones or other electronic devices even if the devices are turned off or the students do not use them, if they will return to complete a test session.

• The best practice would be for students to leave devices at home or in their lockers on the day of testing.

• Students and parents must be made aware of this policy prior to testing. 12

Student Honor Statement p. v #6

6. Prior to testing, students are required to read and acknowledge a Student Honor Statement that reads: “I understand that giving or receiving unauthorized help during the test is cheating and if I give or receive such help during this test, it will result in the invalidation of my test results.”

• Students taking a computer-based test must read the statement and check a box beside the statement, “I agree” at the beginning of the test. In paper-based tests, a signature line appears below the Student Honor Statement.

8. The FCAT Reading Retake was administered for the last time in Spring 2012.

– Students who entered grade 9 in Fall 2009 and earlier and who have not yet obtained a passing score on Grade 10 FCAT Reading will take the FCAT 2.0 Reading Retake.

– A passing 2.0 score for these students is a 241 (equivalent to a SSS score of 300).

• Inappropriate actions by school or district personnel before, during, or after test administration may result in consequences such as test invalidations and/or loss of teaching certification.

• ALL test administrators must be certified educators.

Leaving Campus• If a student begins a session and leaves campus without

finishing (due to an appointment, illness, etc.), he or she will NOT be allowed to complete that session.

• No exceptions will be made once the student leaves the school’s campus, so parents and students must be made aware of this policy.

• If you have concerns about a student, you should not allow the student to begin. Instead, arrange to administer the test to that student on a make-up day.

Paper-Based Materials• Regular print and braille test materials are available for

eligible students who have such accommodations identified in their IEPs or Section 504 plans.

• Reading Passage Booklets for computer-based Reading tests are available for eligible students with this accommodation indicated in an IEP or Section 504 plan. Although Reading Passage Booklets are included in the category of

paper-based accommodations, eligible students who require them will test on the computer.

TestHear• Accommodated computer-based test forms (large print, color

contrast, zoom, screen reader, assistive devices) are available for eligible students who have such accommodations identified in their individual educational plans (IEPs) or Section 504 plans.

• These forms will be accessed using the TestHear software. Separate instructions and administration scripts for accommodated forms are provided in Appendix A of the Fall 2012 Retake Manual.

• Students who require accommodated CBT forms must practice using the accommodated ePAT for the specific accommodated form or form combination that they will use during testing. 23

5. Keep a seating chart for every test administration. You may use the template we provide; all information must be on each chart. Keep seating charts on file with your 2012 Fall Retake records.

6. ALL test administrators must be certified educators. Proctors may be non-certified.

7. ALL personnel involved with testing, including all administrators, must complete the Test administration and Security Agreement and the Test Administrator Prohibitied Activities Agreement. Keep these with your Fall Retake records.

• Test administrators must NOT administer the FCAT 2.0 Reading Retake or the FCAT Mathematics Retake to their family members.

• Test administration manuals must be provided to teachers in time for them to prepare adequately for the test administration. These teachers must also be included in test administrator training.

• School assessment coordinators and test administrators must maintain certain required administration information and track security numbers of test documents using a Session Roster, a prepopulated Administration Record/Security Checklist, a blank Administration Record/Security Checklist.

• For the FCAT Mathematics Retake, hardcopy reference sheets will be provided for ALL students, not just for students with a paper-based accommodation. Reference sheets for computer-based tests will be included in test administration manual shipments.

• WHITE return labels should be used for all TO BE SCORED special document materials. YELLOW return labels will be used for all NOT TO BE SCORED materials, including NOT TO BE SCORED special documents.

• After participating in an FCAT Mathematics Retake practice test, a student may request an approved handheld four-function calculator on the day of testing. Test administrators should have a supply of approved calculators for these students.

Virtual School Students• Districts must make arrangements to test Florida Virtual

School (FLVS) Full-Time public school students, as well as other virtual program students, per Section 1002.45(6)b, Florida Statutes (F.S.).

Test Invalidation

• A test MUST be invalidated if either of the following circumstances occurs: A student has an electronic device during testing A student is cheating during testing A student is given unauthorized help during testing

• A test MAY be invalidated if one of the following circumstances occurs: A student becomes ill and is unable to finish A student is not allowed the correct amount of time A error occurs in the administration of an accommodation A student works in the incorrect session An error occurs in test administration or procedures A disruption occurs during testing

Test Invalidation

• District assessment coordinators will advise schools of the appropriate course of action if invalidation is being considered. Remember that the purpose of invalidation is to identify when the validity of test results has been compromised.

• When a student’s test is invalidated for any reason, record the invalidation in PearsonAccess according to the instructions on pages 93-94 of the Fall 2012 Retake Manual. For paper-based accommodations, return the invalidated test with the DNS bubble(s) gridded with all other TO BE SCORED materials (PBT).

• More information about test invalidation policies may be found on pages 18-19 of the Fall 2012 Retake Manual.

Read the test administration manual. Read the Test Administration Policies and Procedures and sign the

FCAT/FCAT 2.0 Test Administration and Security Agreement. Read and sign the Test Administrator Prohibited Activities

Agreement. Establish an appropriate setting for test administration. Prepare and receive all materials needed for test administration. Ensure that your students and parents understand the testing

policies prior to the first day of testing. If you are administering tests to students who require

accommodations, become familiar with the accommodations and discuss how accommodations will be provided with your school coordinator.

Establish an Appropriate Setting• Tests should be administered in a room that has

comfortable seating, good lighting, adequate ventilation, and sufficient workspace.

• Students must not be able to easily view other students’ computer screens or test materials. During the practice test, check the configuration of your testing room to make sure you will be able to provide a secure environment during testing. If necessary, use visual blocks. Discuss any concerns with your school assessment coordinator.

• Post the sign that reads TESTING—Please Do Not Disturb and display starting and stopping times as soon as testing begins. Remove or cover all visual aids in the room. 38

Establish an Appropriate Setting• When you arrive on the day of testing, open each student

workstation in the testing room to the student login screen, but do not log in for students.

• Ensure that you have a way to contact the technology coordinator or the school assessment coordinator without leaving the room unattended.

provide instructions for scheduling students into test sessions and printing Student Authorization Tickets.

• For each test, each student needs a Login ID and a test code (password), which are printed on the Student Authorization Tickets.

• Students will need a pen or pencil during testing to sign their tickets.

• Students taking the FCAT 2.0 Reading tests will log in using the same Student Authorization Tickets for both sessions.

Seating Chart• An accurate seating chart must be maintained for each testing room for

each test session. Seating charts must record the following information: The room name/number Student names and the location of students in the room during testing The front and back of the room Direction students are facing Date Session starting time Test administrator name Names of proctors (if applicable) Test group code Session name in PearsonAccess (CBT)

• If students change seating or are moved to a different location during a test session, a new seating chart must be created.

Test Group Code• A test group code is a unique four-digit number used to

identify a group of students testing together.

• Each group of tested students in a testing room should receive a unique test group code.

• District assessment coordinators will either create and

distribute test group codes to all school assessment coordinators or will instruct them to create their own unique four-digit codes.

• Students will enter the test group code before beginning the test, as indicated in the scripts. 51

Test Code Test Group CodeA six-character code created by PearsonAccess and printed on Student Authorization Tickets and Session Rosters. The Login ID and the test code are required to log in to TestNav.

A unique four-digit number created by district assessment coordinators or by school assessment coordinators used to identify groups of students tested together. The test group code is entered after the Welcome screen in TestNav and before students see the first question.

Seal Code• A seal code is a unique four-digit number used to allow students

to access Session 2 of the computer-based FCAT 2.0 Reading test after they have completed Session 1.

• TestNav and TestHear require a seal code to proceed to Session 2 on Day 2.

• Seal codes will be provided in PearsonAccess, and all students in a test session will use the same seal code.

Electronic Devices Policy—If students are found with ANY electronic devices, including, but not limited to, cell phones and smartphones, during testing OR during breaks, their tests will be invalidated. The best practice would be for students to leave devices at home or in their lockers on the day of testing.

Leaving Campus—If students leave campus before completing the test (for lunch, an appointment, or illness, etc.), they WILL NOT be allowed to complete the test. Students and parents should be aware of this policy. If a student does not feel well on the day of testing, it may be best for the student to wait and be tested on a make-up day.

administered if these students were indicated in your PreID file upload. Affix the label to the correct test for that student.

The following four categories must be correct on a label in order for it to be used: Student Name, Student ID Number, District Number, and School Number.

assessment coordinator immediately if any secure materials are missing. 2. Check for and remove any stray reference sheets from the test and answer books. 3. Make copies of the records of required administration information. 4. Make copies of all Security Logs and seating charts and file the copies. 5. If a test has been invalidated, verify that the DNS bubble has been gridded and that

the document is placed with TO BE SCORED materials. Verify that the DNS bubble has been gridded on a defective document and that the

document is placed with NOT TO BE SCORED materials. Verify that no DNS bubble has been gridded by mistake. If it has, verify that the

DNS bubble has been erased and the UNDO bubble has been gridded and place the document with TO BE SCORED materials.

6. Use the cover sheets to separate test materials for return.
