Common Issues on Plans
Recertification Training For Level II Introduction to Design
Certified Plan Reviewers and Certified Design Professionals
Issued May 2009
2
Phasing
• Phasing cannot be done on one sheet, it is to be broken down into three separate sheets.
• Where there is no mass grading and BMPs are the same for all three phases, the plan may combine all of the BMPs into a single phase plan.
4
Sediment storage
• Sediment storage ponds can not be labeled both Sd3 and Rt at the same time.
• Sediment storage is to be calculated per acre drained, not per the disturbed area
6
Sediment Storage
• When designing an Sd3 be sure it is in the appropriate location.
• When a sediment basin is not to be used, provide a written rationale explaining the decision to not use a basin.
9
Double check the plans before submittal
•Make sure to label all BMPs
•Make sure to label proposed contours
10
Limits of disturbance• Label your limits of
disturbance on each phase
• Do not show work outside the limits of disturbance
• Most common items seen outside limits of disturbance
Silt fence
Sediment storage
Stock pile areas
Check dams
12
State Waters
•Label all State Waters.
•Be sure statements match plans.
•Make sure to label the State’s required 25’ buffer along with the LIAs buffer (if applicable).
14
Make sure to have all appropriate statements signed
"I certify under penalty of law that this Plan was prepared after a site visit to the locations described herein by myself or my authorized agent, under my supervision."
" I certify that the permittee's Erosion, Sedimentation and Pollution Control Plan provides for an appropriate and comprehensive system of best management practices required by the Georgia Water Quality Control Act and the document "Manual for Erosion and Sediment Control in Georgia" (Manual) published by the State Soil and Water Conservation Commission as of January 1 of the year in which the land-disturbing activity was permitted, provides for the sampling of the receiving water(s) or the sampling of the storm water outfalls and that the designed system of best management practices and sampling methods is expected to meet the requirements contained in the General NPDES Permit No. GAR 10000_."
15
Design Professional Inspection
The Design Professional must inspect the installation of initial sediment storage requirements and perimeter control BMPs within 7 days after installation.
16
Select the Appropriate Checklist
The appropriate checklist must be
completed and submitted with all
ES&PC plans.
Checklists are available at www.gaepd.org
and
www.gaswcc.georgia.gov
18
In accordance with V.G.2.d, the Permittee must
sign the following statement:
" I certify under penalty of law that this document and all attachments were prepared under my direction or supervision in accordance with a system designed to assure that certified personnel properly gather and evaluate the information submitted. Based on my inquiry of the person or persons who manage the system, or those persons directly responsible for gathering the information, the information submitted is, to the best of my knowledge and belief, true, accurate, and complete. I am aware that there are significant penalties for submitting false information, including the possibility of fine and imprisonment for knowing violations."
19
AppropriateWorksheets
Design Professionals must
provide all the appropriate
worksheets from the manual
for structural BMPs.
20
• Make sure to have the Level II certification on each ES&PC sheet (including details).
• Check the details to ensure that there are details for every BMP used.
• Make sure all statements apply to your plans.• Double check your plans for things you might have missed.
