CITY OF VAUGHANWatermain Replacement and Roadworks in Kleinburg (Napier Street, John Street, Kellam Street and Stegman’s Mill Road)
WELCOME TO THE KLEINBURG OPEN HOUSEThursday, November 20, 2014
• Please sign in on the sheet provided.
• Feel free to walk around and view the display material.
• Project representatives are available to answer any questions.
• A brief project presentation will begin at 7:30 pm followed by a question and answer period.
2
PROJECT BACKGROUND
• In 2015, the City of Vaughan is proposing the replacement of watermain in the Kleinburg area:
– The existing 150mm diameter metallic watermain on Napier Street, John Street and Kellam Street and the existing 200mm diameter metallic watermain on Stegman’s Mill Road are aged, substandard and in need of replacement. As a result of their age, the existing metallic watermains are susceptible to cracks and corrosion which may lead to watermain breaks and service interruption.

PROJECT BACKGROUND
• The project will also include roadworks:– The City’s Pavement Management Program has identified Napier
Street, John Street and Kellam Street as requiring reconstruction. These road sections are deficient as a result of poor road
surface conditions including cracks, potholes, areas of settlement and drainage issues.
– Stegman’s Mill Road requires rehabilitation with pavement modifications and traffic calming measures around the curved sections.
– Existing street lighting along Stegman’s Mill Road is substandard. Street lighting will be upgraded to address lighting deficiencies and improve visibility and safety.

PROJECT DESCRIPTIONProposed Watermain Replacement
• The proposed watermain replacement will include:– New 150mm diameter PVC watermain on Napier Street, John
Street and Kellam Street.– New 200mm diameter PVC watermain on Stegman’s Mill Road
from Islington Avenue to Valley Road. – New 300mm diameter PVC watermain on Stegman’s Mill Road
from Windrush Road to Ravendale Gate.– New 25mm (1”) water services to streetline including new curb
stops.

LOCATION PLANProposed Watermain Replacement

COMMON QUESTIONS AND CONCERNSProposed Watermain Replacement
– Will there be any interruptions to my water during construction? Some water interruptions may occur during construction of
the new watermain. Residents will be given 24-48 hours notice prior to the interruption.
– Will temporary water be required?Temporary water may be required during the construction of
the new watermain. – How will the installation of the new water service to streetline
affect my landscaping? All disturbed boulevard areas will be restored in kind. Every
effort will be made to restore to original conditions.
7
COMMON QUESTIONS AND CONCERNSProposed Watermain Replacement
– Will I have access to my driveway and property throughout construction? Driveway and property access will be maintained with the
exception of minor interruptions. Residents will be given 24-48 hours notice prior to the interruption.
– How long will construction take?Construction start is anticipated in spring 2015 pending
budget approval with completion anticipated by early fall.
8
PROJECT DESCRIPTIONProposed Roadworks – Napier St. , John St. & Kellam St.
• The proposed roadworks on Napier Street, John Street and Kellam Street will include:– Full depth road reconstruction based on Geotechnical
recommendations.Removal of existing asphaltExcavation of road granular material to subgradeNew granular road base New roadway asphaltRestoration of all asphalt, interlock, concrete and gravel
driveways, private walkways and boulevard areas within the limits of construction disturbance.

– Will I have access to my driveway and property throughout construction? Driveway and property access will be maintained with the
exception of minor interruptions. Residents will be given 24-48 hours notice prior to the interruption.
– Will there be any road closures?Existing roads may be reduced to one lane or full road
closure during construction. Acceptable signage and detours will be posted in advance of any closures.
– How long will construction take?Construction start is anticipated in spring 2015 pending
budget approval with completion anticipated by early fall.

PROPOSED DESIGN ALTERNATIVESProposed Roadworks – Napier St. , John St. & Kellam St.
As part of the design process, three cross-section alternatives were considered for the reconstruction of Napier Street, John Street and Kellam Street.
• Option 1 – Modified Rural Cross-Section– Reconstruction to a modified rural cross-section with minor
drainage improvements, including shallow swales and additional boulevard catchbasins.
13
Option 1Typical Cross-Section for Napier Street, John Street and Kellam Street

PROPOSED DESIGN ALTERNATIVESProposed Roadworks – Napier St. , John St. & Kellam St.
17
Option 1 – Modified Rural Cross-Section• Advantages
– Minimize limits of driveway and boulevard restoration.
• Disadvantages– Higher construction costs compared to Option 3
Approximately $960 per metre of roadworks.– Increased maintenance costs.– Only minor improvements to existing surface drainage is achieved.– Shorter life span of road due to lack of drainage.– No clear definition of roadway versus boulevard.
Edge of asphalt limits will deteriorate over time. Snow removal and road maintenance may damage adjacent
boulevard areas.– Potential standing water due to existing grade conditions.
PROPOSED DESIGN ALTERNATIVESProposed Roadworks – Napier St. , John St. & Kellam St.
18
• Option 2 – Full Rural Cross-Section– Reconstruction to a rural cross-section with ditches and driveway
culverts.

21
Option 2 – Full Rural Cross-Section• Advantages
– Improved surface drainage and conveyance through ditches.
• Disadvantages– Higher construction costs as a result of ditch and driveway culvert
excavations. Approximately $1,100 per metre of roadworks.
– Increased maintenance costs.– Increased construction schedule.– Increased disruption of driveways and boulevards.– Likely encroachment onto private property to facilitate construction of
ditches.– Potential standing water in ditches.– Likely utility conflicts and relocations.– Possible tree/shrub removal and greater impact on landscaping.
PROPOSED DESIGN ALTERNATIVESProposed Roadworks – Napier St. , John St. & Kellam St.
22
• Option 3 – Modified Semi-Urban Cross-Section– Reconstruction to a modified semi-urban cross-section, including
semi-mountable curb and narrow gutter with additional catchbasins for improved drainage.

27
Option 3 – Modified Semi-Urban Cross-Section• Advantages
– Semi-mountable curb with narrow gutter offers a unique approach to an urban section.
– Lowest construction cost of all three options. Approximately $870 per metre of roadworks.
– Clear definition of roadway versus boulevard.– Lower maintenance costs.– Improved drainage for road base and surface runoff.– Maximize life span of road.– Minimize limits of driveway and boulevard restoration.– No standing water.
• Disadvantages– Potentially changes the character of the area.

28
Recommended Design• Option 3
– Reconstruction to a modified semi-urban cross-section including, semi-mountable curb and narrow gutter with additional catchbasins for improved drainage.
The recommended approach – Option 3 – is shown on the display plans around the room. The anticipated limits of disturbance have been identified for both driveways and boulevard areas.
Single plans for Options 1 and 2 are also displayed for illustration purposes.
