• What a CIO needs to know for continuing education; and• What a CIO needs to know about particular issues of the moment.

– A triage system to capture strategic work at two executive levels:• Top executive -- the CIO of the CIOs (like Karen Evans at OMB);

and• An agency CIO (like Molly O'Neill of EPA).

– A Triage system for public and private conversations and information:

• Public use things like daily calendars and published papers.• Private use things like face-to-face workshops -- like the CIO Boot

• Study shows that “millennials” may increase IT risk in the office:– The market research firm Applied Research-

West compared the attitudes of “millennial” employees concerning Web 2.0 tools in the workplace with their co-workers. The study surveyed 600 people, including 200 “millennials” (born after 1980), 200 workers born before 1980 and 200 IT decision makers.

• 50% of IT decision makers have policies banning use of Web 2.0 applications in the office.

• But 69% of millennials will use whatever application/device/technology that want at work, regardless of the company’s IT policy.

• And 54% of IT decision makers have recognized some benefit from the latest wave of Web 2.0 applications and personal smart devises among the employees.

• The Organisation for Economic Co-operation and Development has defined four stages of e-government, each more demanding than the last. After information comes “interaction”, then “transaction” and eventually “transformation. The more transformational the change, the bigger the benefits. But it turns out that, at all stages, the biggest beneficiaries will be governments, so they may have to work at persuading users to accept the changes.

• Can you help with an overview for the June 17-18 Harvard CIO course? What's missing?:– What seems to me to be missing is for the CIOs

(current and future and gov or non-gov) to not just maintain the status quo but to transform anything and everything with the new technologies. That has been my focus with Role Reversal: Before and After Web 2.0, the Gov 2.0 Web 2.0 Wiki , and current class assignment in progress.

– Also “A Top-down, Bottom-up, and Middle-Out Management Strategy for CIOs in the Federal Government” (in process).

A Top-down, Bottom-up, and Middle-Out Management Strategy for CIOs in the Federal Government

• Something else just dawned on me from being in EA Training this week, namely, at least at EPA our strategic plan gives us our goals that have been used in both our main products (Enforcement and the Report on the Environment) and are also used to structure individual performance work (I have actually put my Performance Plan in the Wiki and linked it to the Strategic Plan goals and sub-goals as required), and we try or should do that with EA, but the CIO does not control either the strategic plan or the performance system, so he/she cannot really execute on that, only in our case "Jam" this week on how to improve access to environmental information, so someone needs to change/elevate the role of CIO's to where they have a more direct role in the strategic plan and individual performance in order to really affect change.

• That is what I would like to see your class address at some point to really help the government and hopefully this applies to at least some non-government organizations as well.

• Summary: Most CIOs are not positioned at the administrative level of their agency where strategic planning, performance reporting, etc. are administrated so they need a strategy for carrying out their mission more effectively especially for Enterprise Architecture and Its Current Focus on Segments which Cut Across the Organizational Boundaries.– Segments: Individual elements of the enterprise

describing core mission areas and common or shared business services and enterprise services. Segments are defined by the enterprise architecture. See next slide.

A Top-down, Bottom-up, and Middle-Out Management Strategy for CIOs in the Federal Government

• Top-down: Strategic Plan is the Basis for Performance and Accountability:– This alignment is occurring in the Federal Government.

• Bottom-up: Individual Performance is Mapped to the Strategic Plan and Reported within that Framework:– Started with PARS but not transparent enough – see my

example in the Web 2.0 Wiki.

• Middle-out: Innovation and Collaboration on Segments:– Move information, not programs across organizational/funding

boundaries. Individual map work to support the Segments along with mapping the Systems to the Segments.

– Need lots of collaboration to do Segments, otherwise there is chaos and contention over control issues.
