Background
• Mostly separate networks for data, voice, CCTV, television and mobile communications
• Extensive use of legacy technology dating back 100 years
• Some services still reliant on analogue transmission
• Uncoordinated development based on suppliers sweating sunk investments, rather than exploiting new opportunities
• Deployment of own “dark fibre” network backbone

What is ICT?
• Digital ICT infrastructure enables the storage, processing and communication of any digital information media utilising shared equipment, wires and radio spectrum
• i.e. ICT infrastructure includes all digital data, voice, image, radio, TV (& CCTV) & satellite communications networks, whether fixed or wireless

We require a ubiquitous, standards-based broadband IP network infrastructure enabling all stakeholders, including boroughs, businesses, citizens and visitors to access any digital service

What this does not mean…
• It does not mean that ICT runs the services that use the ICT infrastructure
– Switchboard– CCTV Control Room– Planning– Street lighting, or other non-ICT infrastructure!
• We do run the digital highways – analogous to Highways Agency

– Telemedicine and remote care– Building Schools for the future (BSF) and home study– On-line council services and e-government– Kiosks, Digital TV
