Over the past several years, the occurrence of polychlorinated biphenyls (PCBs) in building materials has been a growing concern for public and private property owners in New England. The approaches used for the management of these materials, however, have been inconsistently applied throughout the industry. This EBC program will focus on issues of management of PCB-impacted building materials, pertinent regulations, types of waste, assessment techniques, risk characterization, remediation/abatement methods, disposal options, and deed restrictions for remaining impacts. Our speakers are industry experts on this topic.

Mr. Ricciardi is a registered Professional Engineer and Licensed Site Professional with 20 years of experience in project management, environmental engineering, remediation system design, and hazardous waste site assessments. Mr. Ricciardi has extensive experience in the design and implementation of remediation alternatives for many PCB contaminated sites and buildings. He has managed the assessment/remediation of U.S. Environmental Protection Agency (EPA) Superfund sites and state hazardous waste sites including the U.S. Armys Soldier Systems Center in Natick, Massachusetts; the abandoned Elizabeth Mine Superfund Site in central Vermont; and several Massachusetts Bay Transportation Authority (MBTA) heavy maintenance facilities in Massachusetts. He is the Environmental, Geotechnical, and Energy (EG&E) Program Manager at Weston & Sampson Engineers.

Bob Atwood is founder and president of Resource Control Associates, Inc. and has practiced as a Registered Professional Engineer and an LSP for 42 years. He holds a Masters Degree in Environmental Engineering from Northeastern University. His background offers broad based experience with environmental assessment and remediation, as well as civil engineering design and construction management.

Steve Cross has been employed with Heritage since 2006. In his current capacity he is focused on communicating with Environmental Engineers, Consultants and Remediation firms promoting Heritages capabilities with respect to PCB remediation waste, PCB Bulk Product waste and Heritages owned rail fleet of intermodal containers. Mr. Cross has been in environmental sales, focused in hazardous waste since 1988. Previously, Mr. Cross served in private industry with Materials Research Corporation in Rockland County, NY for 13 years with 5 years as Corporate Manager of Environmental, Safety & Security.

Mr. Cross is a 1975 graduate of Rockland Community College, Suffern, NY and holds an Associates of Applied Science degree in Criminal Justice.

Mr. Hartman has over 15 years of experience in the environmental consulting, engineering, and construction fields, having worked in a variety of field supervision, and project management roles. Mr. Hartman provides enterprise level support for our field services operations concerning remediation, decontaminations, and transformer disposal. Mr. Hartman holds a BS in Geology and Earth Science.

Jim Occhialini is very active with a number of regulatory workgroups and industry associations. He has over 35 years of environmental analytical and consulting experience working on a wide range of hazardous waste characterization and remediation project applications. Jim holds a Bachelors of Science degree in Environmental Science from UMASS Amherst.

Kim Tisa received her B.A. and M.S. in Chemistry from Virginia Tech in Blacksburg, VA in 1982 and 1984 and her M.B.A. from Anna Maria College in Paxton, MA in 1998. Ms. Tisa was the Laboratory Directory for Metcalf & Eddy/Zecco from 1987 until 1993. Since 1993, Ms. Tisa has worked for the U.S. Environmental Protection Agency as the Regional PCB Coordinator. Ms. Tisa has given presentations on the federal PCB regulations for a number of professional organizations both locally and nationally.

Rick Vandenberg received his B.A. in Geology/Chemistry from the University of Maine at Farmington in 1987. Rick completed masters level work in Geology at Fort Hays State University in Kansas. Since that time, Rick has worked as a geologist and hydrogeologist on environmental projects in Maine, New Hampshire, Vermont, Rhode Island, Connecticut, and Massachusetts. He is a Certified Geologist in Maine and a registered Professional Geologist in New Hampshire. His specialty is environmental due diligence. Most recently Rick spent several years participating on ASTM Internationals 1527-13 Task Group which was responsible for the recent revision to the Phase I ESA standard. During his career, Mr. Vandenberg has worked on over 200 Phase I ESAs, of which, the majority have been done in accordance with the various ASTM standards.
