DIAMONDHEAD WATER AND SEWER DISTRICT SPECIAL MEETING MINUTES
April 20, 2017 - 6:00 p.m. (Central Time) City Hall, Diamondhead, MS 39525
PRESENT: Chairman link L'Ecuyer; Vice-Chairman Thomas Schafer; Secretary/Treasurer David Boan; and Commissioner David Malley. Commissioner Dick Nolan entered into the meeting at 6:02pm.
ABSENT: None.
ALSO PRESENT: District Counsel Tricia Tisdale, Boyce Holleman & Associates; General Manager Nancy Depreo, Seymour Engineering; and Director of Operations Joe Higginbotham.
The presence of a quorum was noted and the meeting was called to order at 6:00 p.m. It was noted that the meeting was a Special Meeting of the Board of Commissioners to discuss and/or take action regarding matters relating to the construction and operation of the District's new WWTP. Notice of said meeting was given to the public in compliance with the provisions of Miss. Code Ann.§ 25-41-13 (1), 1972, as amended. A copy of sa id notice is attached hereto as Exhibit "A".
4. Approve Agenda. Commissioner Boan made a motion to amend the agenda to add Item 8.1.C., Approval of Kone Elevator Monitoring Service Agreement for the WWTP. Motion by Commissioner Boan, second by Commissioner Malley to approve the amended agenda. Motion carried unanimously.
5. Public Comments. None.
6. Construction Projects.
8.1.WWTP Construction.
8.1. A. Control Building Insurance.
Motion by Commissioner Malley, second by Commissioner Nolan to approve the quote from Betz Rosetti & Associates, Inc. for insurance on the WWTP Control building in the amount of$12,843.37. Motion carried unanimously. (Attachment

8.1.8. Notice of Completed Installation.
Robert Teem, PE of Volkert Inc. addressed the Board regarding the Notice of
Completed Insta llation for the new WWTP. He stated that if the Board accepted the Notice of Completed Insta llation at the meeting, valves would be opened on 4/24/2017 and the old WWTP would be taken offline. Joe Higginbotham, DWSD Director of Operations, confirmed the new plant was ready to go on line. The Board was advised by the General Manager that upon acceptance of the Notice of Completed Insta llation, the Dist rict would have a small valve opening ceremony on 4/24/2017 that would be open to the public and media .

Notice of Completed Installation for Main Treatment Process - Diamondhead WWTP as submitted by Volkert Inc. on April 20, 2017. Motion carried unanimously. (Attachment CJ.
8.1.C. Motion by Commissioner Schafer, second by Commissioner Nolan to approve the Kone Elevator Monitoring Service Agreement for three(3} months at no charge to the District and authorize execution thereat Motion carried unanimously. (Attachment DJ.
7. Next meeting.
The next meeting of the Board of Commissioners is scheduled for April 2 7, 2017 at 6:00PM at Diamondhead Cit y Hall, 5000 Diamondhead Circle, Diamondhead, MS.

RE: Notice of Completed Installation for Main Treatment Process - Diamondhead WWTP
Dear Ms. Depreo:
It is our opinion that as of April 20, 2017, and in compliance with specification Section 01650 Facility Startup, Max Foote has made satisfactory progress with the construction of the above referenced project and Plant Commissioning Period for the primary process components and appears to be ready to initiate the Demonstration Period to introduce wastewater and place the facility into operation with the following exceptions:
Outstanding Field Service Certifications: 1. Trojan Technologies – UV Disinfection2. Smith & Loveless – Grit Removal System3. Aerzen – Rotary Displacement Aeration Blowers
NOTE: Manufacturer’s representatives have been on site and training has been completed but we are awaiting certificates verifying their approval to start up the system. The certificates are important to protect the Owner and the Contractor from potentially voiding warranties on these processes.
Outstanding Operation and Maintenance Training: 1. C.C. Lynch – Samplers2. UGSI ChemFeed – Polymer System*3. Alfa Laval – Belt Filter Press*4. Seepex – Belt Filter Press Feed Pumps*5. Tennant Co. – Sludge Conveyor*
NOTE: The samplers are the same units as presently employed by DWSD at the existing plant. The representative has agreed to provide training during the demonstration period. The solids processing components – polymer system, belt filter press, feed pumps, conveyor, etc. have not yet been completed. These items are scheduled for completion within the next 30 days and expected to be ready for startup, training and commissioning well before needed. We anticipate 90 days of treatment before enough biosolids will have accumulated for processing. A Demonstration Period for this equipment will be scheduled at a later date.

Once the outstanding field service certificates have been received we recommend that the Contractor be allowed to initiate the Demonstration Period and start pumping wastewater through the facility. The Contractor will simultaneously coordinate with DWSD staff to begin operation of said waste stream. Volkert will provide for an on-site consultant through our subcontractor, Manchac Consulting Group, Inc., to advise and assist DWSD during the Demonstration Period. Volkert will coordinate with the Owner and Contractor to assist with resolution of operational issues that may arise during the Demonstration Period and continue to monitor construction of the site work, demolition and other non-process related construction items. It is also recommended that DWSD confirm their insurance requirements for occupancy of the control building prior to initiating operations of the new treatment facility. This letter should not be confused with the Letter of Substantial Completion which should occur sometime after successful completion of the Demonstration Period and the Contractor’s Request for Inspection of the Project. In the event of a call from the elevator, the KONE Service Center will contact the points of contact In the order listed below. The local authorities will be contacted only if the previously mentioned point of contacts cannot be reached,
TERMINATION KONE may terminate this service upon fifteen (15) days prior written notice. PRICE This Emergency Elevator Communication 24fl/385 Monitoring S81Vice will be provided for the above listed elevators for an initial three (3) month period al NO CHARGE (if no free service, active KONE maintenance contrad must be signed to be applicable), commencing on the above effective date. After this initial period, Owner has the option to·
1.) Sign a maintenance agreement with KONE and receive the remaining months of the free service period (if applicable) at no charge.
