However the municipal address on the Minto demolition application submitted March 5th (attached) signed by Margaret Kish March 13th was incorrect 2425 Simcoe St N is the property further north on Simcoe St owned by Ricoan

As you are aware on Monday I sent the City an objection to a demolition permit being issued

Also I was informed that the Minto site manager will be using the house for his office during construction and Minto is not planning on tearing it down immediately

I wonder how many members of Council were aware this piece of Oshawa history is about to fall to the wrecking ball when I asked the developers rep about this Windfields farm stone house at the March 25th Public Meeting

From the time Minto purchased the 155 acres 16 months ago its plan of subdivision has been evolving The size configuration and location of the schools have changed There have been changes to the foot print of the parks and green space as well and the number of residential units have decreased from 1400 to 900

It is still a proposed draft plan There are lands that will be dedicated to the City As this stone house is on the southwest fringe and the different proposals have had either a street school or townhouses planned in close proximity I fail to see why the developer cant be encouraged to reconsider its plan to tear it down Many builders adjust their plans to protect culturally significant buildings I believe the City can ask Minto to do the same here in Oshawa Its about having a vision for the Citys future that recognizes its past

The City has had on record for over 5 years that it would be moved

Heritage Oshawas 2011 Inventory Book report (HTG-11-22) on page 10 under the address 2300 Simcoe St N mentions the stone house on the east side of Simcoe and the plans to move it and utilizeincorporate into new Firehall No6 -2006

At Heritage Oshawa last May 262011 the planner for the developer referred to the stone house as the foremans house from the meeting minutes

HTG-11-51 Presentation - re application submitted by Minto Communities (Toronto) Inc to amend the Oshawa Official Plan Windfields Part II Plan Zoning By-law 60-94 and a Draft Plan of Subdivision on the east side of Simcoe Street North and north of Britannia Avenue and requested comments from Heritage Oshawa It was reported that a Heritage Impact Study completed on the site in 2002 identified the Womens Residence the Foremans House a barn and a garage as well as landscaped areas related to these structures as having heritage features

The Committee questioned the Planner B regarding the structures and the potential adaptive reuse of the Foremans House

and the following was carried

1 That pursuant to the application submitted by Minto Communities (Toronto) Inc to amend the Oshawa Official Plan Windfields Part II Plan Zoning By-law 60-94 and a Draft Plan of Subdivision on the east side of Simcoe Street North and north of Britannia Avenue Heritage Oshawa recommends that all structures be kept as situated on the site and considered for adaptive reuse maintaining as much of the surrounding landscape as possible and

2 That if in situ use is not possible Heritage Oshawa recommends moving the structures as necessary for adaptive reuse CARRIED

There are many different ideas that can be put forward if the City is not interested in working out an alternate arrangement with the developer Encouraging an outright sale of the house on a severed lot to another party is one

In my opinion its regrettable that whats happening wasnt made more public and discussed further but Council can and should give direction to staff to do something better

What can Oshawa Council and staff do to keep this house from being demolished

Please look at the interior pictures I took today Many people Ive connected with in the past week are in support of something being done to save it and please note it doesnt need to be moved The City could and should try and work with the developer Minto for a better arrangement than the current plan to tear it down

-It is a well preserved building in a key visible location steps from the University and Collegeand as I wrote all members of Council last week in my opinion retaining this house as a significant and authentic visual marker of the Windfields farm legacy on the east side of Simcoe St has many benefits Im positive there will be countless future uses for this notable building however if no action is taken in a timely manner now the opportunity will be lost

At the March 26 2012 Public Meeting re the MintoMetropia development proposal for Simcoe

St North I was informed the stone house at 2425 Simcoe St North will not be moved onto the

BritanniaSimcoe corner site designated for a future fire station as was planned at one time

The representatives for the developer who responded to my question indicated that although

there were discussions about moving it the stone house will be torn down

In my opinion its unfortunate that when the City purchased the corner in 2010 for $575000

the lot line was not adjusted to include this house

I suggest that at this time there may still be an opportunity to do a lot line adjustment Please

note in the pictures copied below how close the house is the southern edge of the Minto

property

I am writing to encourage Council to investigate whether the developer is amenable to

adjusting the lot line and keeping the house in situ for the City to repurpose

In my opinion retaining this house as a significant and authentic visual marker of the Windfields

farm legacy on the east side of Simcoe St has many benefits Im positive there will be countless

future uses for this notable building however if no action is taken in a timely manner now the

opportunity will be lost

This is my delegation request to appear at Council April 10 2012 re the Simcoe St North stone house that is slated for demolition This is a matter I wrote to Council about last week and as Ive subsequently learned how time is of the essence in my opinion the matter cannot wait until the next meeting of Development Services Therefore Im requesting to speak to Council April 10 2012 as follows

TO Oshawa Mayor and Council FROM Rosemary McConkey DATE April 3 2012 RE 0 Simcoe St N (also identified by road address sign as 2425 Simcoe St N)

What can Oshawa Council and staff do to keep this house from being demolished

Please look at the interior pictures I took today Many people Ive connected with in the past week are in support of something being done to save it and please note it doesnt need to be moved The City could and should try and work with the developer Minto for a better arrangement than the current plan to tear it down

-It is a well preserved building in a key visible location steps from the University and Collegeand as I wrote all members of Council last week in my opinion retaining this house as a significant and authentic visual marker of the Windfields farm legacy on the east side of Simcoe St has many benefits Im positive there will be countless future uses for this notable building however if no action is taken in a timely manner now the opportunity will be lost

St North I was informed the stone house at 2425 Simcoe St North will not be moved onto the

BritanniaSimcoe corner site designated for a future fire station as was planned at one time

The representatives for the developer who responded to my question indicated that although

there were discussions about moving it the stone house will be torn down

In my opinion its unfortunate that when the City purchased the corner in 2010 for $575000

the lot line was not adjusted to include this house

I suggest that at this time there may still be an opportunity to do a lot line adjustment Please

note in the pictures copied below how close the house is the southern edge of the Minto

property

I am writing to encourage Council to investigate whether the developer is amenable to

adjusting the lot line and keeping the house in situ for the City to repurpose

In my opinion retaining this house as a significant and authentic visual marker of the Windfields

farm legacy on the east side of Simcoe St has many benefits Im positive there will be countless

future uses for this notable building however if no action is taken in a timely manner now the

opportunity will be lost
